This research investigates the execution of data-informed and inclusive regional development planning within the Regional Development Planning Agency (Bappeda) of Sidoarjo Regency, concentrating on four analytical aspects: data integration and management abilities, the efficiency of participatory processes, technical and institutional obstacles concerning interoperability, and capacity-building strategies for facilitators tasked with translating public aspirations into planning priorities. The study is positioned within the national framework to establish evidence-based and participatory planning in reaction to the growing complexity regional development. Despite Bappeda Sidoarjo implementing multiple data platforms and participatory channels such Musrenbang forums, online submission systems, and sector-specific information systems the results indicate that issues like data fragmentation, insufficient digital literacy, and ineffective follow-up mechanisms continue to impede planning effectiveness. Employing qualitative methodology that includes in-depth interviews, observation, and document review, the research reveals that data integration has not reached single source of truth because of the lack of a cohesive data architecture and compatible standards among government entities. Participatory methods have increased inclusivity, but the quality of proposals and verification processes is still variable, hindering the incorporation of grassroots feedback into planning priorities. Moreover, the ability of facilitators the subdistrict and village levels is crucial in determining the quality of the compiled proposals. The research ends by highlighting the importance of improved data governance, increased actor capability, revised participatory processes, and clear follow-up mechanisms. Suggestions encompass constructing a unified data framework, offering ongoing technical training, standardizing digital Musrenbang processes, and establishing publicly available proposal-tracking system integrated within the yearly planning cycle.

This study aims to analyze the role of digital communication between parents and schools in improving the effectiveness of student attendance administration and scholarship management at SMA XYZ, and to identify factors influencing its implementation within a sustainable educational ecosystem. The research employed a narrative literature review approach with a comprehensive literature analysis from major academic databases, including Google Scholar and ProQuest Education Database, covering publications from 2010 to 2024. Data were collected through systematic searches using keyword combinations of digital communication, parent-school communication, educational technology, student attendance, scholarship administration, and family engagement, followed by thematic analysis to identify patterns and research gaps. Digital communication demonstrated high intensity (4.2/5 score) with WhatsApp as the dominant platform (65%). While 70% of parents increased their academic involvement, only 45% provided appropriate emotional support. Significant barriers included digital divide (30% infrastructure constraints), digital literacy gaps (25%), and boundary management issues (40% of teachers contacted outside working hours). Digital communication improved administrative transparency and real-time monitoring, though communication patterns remained predominantly unidirectional, with only 35% of parents providing active feedback. The study contributes to Digital Education Communication Theory by identifying paradoxes in digital parental engagement and confirming Digital Divide Theory in educational contexts. Findings expand Family Engagement Theory by revealing how real-time information access can create surveillance parenting behaviors that may be counterproductive to student well-being. Results indicate an urgent need for comprehensive digital communication policies, parent digital literacy programs, and infrastructure support to create an equitable and sustainable digital educational ecosystem that balances accessibility with professional boundaries.

Community-based village development serves as a crucial strategy to reduce regional disparities and enhance village self-reliance. However, among the 36 villages in Bintan Regency, only two were categorized as Independent Villages in 2023, one of which is Toapaya Selatan Village. This study aims to examine how community participation contributes to the achievement of Independent Village status in Toapaya Selatan. The research applied a descriptive qualitative method, with data collected through observation, interviews, and documentation involving 15 informants. The findings reveal that community participation occurred actively across four key stages: decision-making, implementation, benefit-taking, and evaluation. In the decision-making process, residents were engaged through structured deliberations beginning at the neighborhood (RT) level and culminating in the village development planning meeting (Musrenbangdes). In the implementation stage, participation was reflected in both physical development projects and empowerment activities that fostered local capacity. The benefit-taking stage showed that residents equitably shared the outcomes of development through a system of regional rotation and principles of fairness. In the evaluation stage, the community was provided with both formal and informal spaces to voice aspirations and feedback, ensuring accountability and inclusiveness in governance. Despite the relatively high level of participation, several challenges persisted, including the dominance of representative systems, which limited direct involvement of broader community members, and the need for stronger capacity-building efforts. These findings suggest that while Toapaya Selatan Village has successfully demonstrated the potential of community-based participation in achieving independent status, sustaining and replicating this success in other villages requires continuous strengthening of community capacity, more inclusive participatory mechanisms, and institutional support. Strengthening these aspects will not only enhance the quality of participation but also ensure sustainable development outcomes that can be applied as a model for other villages.

The rise in corruption cases in Indonesia significantly hampers investment, impacts national economic growth, and undermines the integrity of public institutions. This study highlights the strategic role of public mobilization as guardians of transparency in preventing potential corruption at the Danantara Investment Management Agency (BPI). Using a normative legal research approach enriched by qualitative analysis of the regulatory framework and best practices, this study examines the legal basis supporting public participation and formulates an effective corruption prevention strategy in the digital era. The results show that optimizing the role of the public through information transparency and the use of information and communication technology (ICT) plays a crucial role in building accountability and detecting irregularities. Access to audit data, financial evaluations, and public information is an important instrument in strengthening oversight. The use of ICT allows the public to analyze anomalous patterns, assess institutional performance, and provide constructive feedback on investment management policies. However, this mobilization faces significant challenges. First, the complexity of financial and regulatory data often makes it difficult for the general public to interpret. Second, limited digital literacy hinders the public's ability to utilize oversight technology. Third, the urgent need for certainty of legal protection for whistleblowers or oversight participants is a determining factor in the success of the mobilization. Therefore, strengthening regulations that guarantee legal protection, increasing digital literacy capacity, and developing user-friendly public oversight platforms are necessary. Synergy between the government, investment management institutions, and the public is key to creating a transparent, responsive, and adaptive oversight system to technological developments. This way, the active role of the public can be optimized to strengthen the integrity of BPI Danantara and promote a healthy investment climate in Indonesia.

This study investigates the implementation of the discovery learning model to enhance the learning independence of Grade V students in the IPAS subject at MIS Nurul Yaqin. The problem arises from limited learning facilities, which reduce opportunities for activities that stimulate creativity, as well as students’ limited ability to recognize and describe shapes and colors in detail. This Classroom Action Research applied the Kemmis and McTaggart model with Grade V students as the research subjects. Data were collected through observation, questionnaires, interviews, and documentation, and analyzed descriptively in both quantitative and qualitative forms. The results show that Discovery Learning effectively improved students’ independence in learning. Through its exploratory approach, students actively engaged in questioning, observing, experimenting, and drawing conclusions in meaningful activities. Improvements were noted in self-confidence, task discipline, initiative in managing learning, motivation to understand material, and responsibility for outcomes. Active participation at each stage—from problem formulation to reflection—enhanced mastery of the properties of light and their applications, while also fostering critical, creative, and responsible learning behavior. Furthermore, the study found that the implementation of Discovery Learning encouraged collaborative interaction among students, allowing them to share ideas, test hypotheses, and provide peer feedback. This created a more student-centered learning atmosphere, shifting the focus from teacher instruction to student exploration. Quantitative results showed that student independence increased significantly, with success rates rising from 47.80% in Cycle I, when learning was still teacher-centered, to 84.76% in Cycle II, as students became more actively engaged both physically and mentally. These findings highlight the importance of using student-centered approaches such as Discovery Learning to develop independence, critical thinking, and motivation. The model not only supported better academic outcomes but also prepared students with essential lifelong learning skills that can be applied across subjects and in real-life problem solving.

This research examines the legal protection available to communities affected by land acquisition for public interest development in Indonesia. Although governed primarily by Law No. 2 of 2012 and updated through Law No. 6 of 2023, many legal ambiguities remain, especially regarding the fairness of compensation and the recognition of informal or uncertified land rights. The objective of this study is to critically evaluate the adequacy of these legal frameworks and identify gaps that undermine justice for affected populations. Employing a normative-juridical method, the research conducts doctrinal analysis, comparative law review (with cases from Malaysia and India), and stakeholder consultation to assess both the text and implementation of relevant laws. The study finds that key legal concepts such as “fair and appropriate compensation” remain undefined in statute, leading to inconsistent application across regions. Furthermore, compensation mechanisms such as share ownership and resettlement are inadequately regulated and poorly implemented. The findings emphasize the disparity between normative intent and administrative reality, particularly for holders of uncertified land. By integrating stakeholder feedback with normative evaluation, the research proposes actionable reforms to strengthen legal protection and uphold constitutional guarantees under Article 28H. In conclusion, while Indonesia has made progress in establishing a framework for public interest land acquisition, significant doctrinal and institutional reforms are required to ensure equitable outcomes for all landholders.
