This study aims to analyze the budgeting activities of the Surabaya City Women's Empowerment, Child Protection, and Population Control and Family Planning Agency (DP3A-PPKB) in supporting stunting reduction, while evaluating policy effectiveness, efficiency, responsiveness, and accuracy through William N. Dunn's evaluation framework. A qualitative case study design was utilized, supported by document analysis of planning records, budget realizations, and stunting prevalence data from 2019–2024. Findings reveal that DP3A's budget allocation aligns with the regional development plan and facilitates family-based sensitive interventions. Despite the first-quarter 2025 realization reaching only 9.5% of the total IDR 58.3 billion, strategic programs persisted through cross-sectoral collaboration and adaptive implementation strategies involving multiple stakeholders. The study concludes that DP3A's contributions are indirect, contingent on inter-organizational synergy among regional apparatus units (OPD). Ultimately, stunting reduction success hinges not on budget magnitude alone, but on systemic integration, policy coordination, and sustained collaborative governance across sectors. These findings emphasize the importance of strengthening institutional networks to improve program effectiveness and long-term nutritional outcomes for children.

Stunting is one of the chronic nutritional problems that remains a major challenge in health development in Indonesia. This condition not only affects children’s physical growth but also influences cognitive development, productivity, and the quality of human resources in the future. The government has developed various policies to accelerate the reduction of stunting through specific and sensitive intervention approaches implemented in an integrated manner across sectors. Semarang, as one of the urban areas in Indonesia, has also implemented these policies through various health, nutrition, sanitation, and community empowerment programs. This study aims to analyze the policies of specific and sensitive interventions in addressing stunting in Semarang and to identify factors influencing the effectiveness of their implementation. This research uses a qualitative approach with a policy study method through document analysis, observation, and interviews with relevant stakeholders such as the health office, community health centers, and other local government agencies. Data analysis was conducted descriptively by examining program integration, inter-agency coordination, and community participation in policy implementation. The results show that the implementation of specific and sensitive intervention policies in Semarang has been carried out through various programs such as maternal and child nutrition services, improved access to sanitation, health education, and family empowerment. However, several challenges remain, including suboptimal cross-sector coordination, limited resources, and varying levels of public understanding regarding stunting prevention. Therefore, strengthening policy governance, improving synergy among institutions, and enhancing community participation are necessary to ensure that efforts to accelerate stunting reduction can be implemented more effectively and sustainably.

A literature review on the implementation and evaluation of Convergence Action to Reduce Stunting in Indonesia was conducted as a comprehensive study to understand national patterns, challenges, and factors determining the success of the program. This study aims to examine the effectiveness of cross-sectoral interventions, identify structural barriers, and formulate strategic recommendations for strengthening stunting reduction governance. The method used was a Systematic Literature Review (SLR) with the PRISMA 2020 model, utilizing Crossref and Google Scholar sources through the Publish or Perish application. Of the articles found, only nine studies met the inclusion criteria and were analyzed using a thematic approach based on the CIPP framework. The SLR results showed that in terms of context, government regulations and commitment were strong, but there were geographical disparities, poor sanitation, and low nutrition literacy that affected program outcomes. In terms of inputs, limitations in nutrition human resources, facilities, funding, and the quality of e-PPGBM data were the main obstacles. In terms of process, the implementation of the 8 Convergence Actions has been carried out but remains partial, with suboptimal integration between OPDs and monitoring that has not yet produced adequate feedback. In terms of output, service coverage has increased, but the decline in stunting rates has been inconsistent across regions. The research results emphasize the importance of strengthening human resource capacity, data integration, cross-sectoral coordination, and adapting programs based on local contexts to ensure the accelerated and sustainable reduction of stunting.

Stunting remains a major chronic nutritional problem in Indonesia, including Aceh, and has serious impacts on children’s physical growth and cognitive development. Prevention efforts require appropriate, practical, and sustainable nutritional interventions, including the use of local foods such as pumpkin, which is rich in beta-carotene, vitamin A, carbohydrates, and fiber, and can be combined with animal and plant protein sources. This study aimed to evaluate the effectiveness of an instant pumpkin-based porridge in improving the weight and height of children aged 6–24 months who are at risk of stunting in the Gunung Meriah Health Center area. The study used a quasi-experimental design with a nonequivalent control group involving 41 children divided into intervention and control groups. The intervention group received the instant porridge for 21 days. Data analyzed using paired t-tests and independent t-tests showed significant improvements in the intervention group’s weight and height (p<0.05). The pumpkin-based instant porridge proved effective as a local food–based nutritional intervention and has the potential to be integrated into supplementary feeding programs and regional nutrition policies with broader coverage and longer duration..

Stunting is a chronic nutritional problem that significantly affects the growth and development of children, particularly those aged 12–59 months. Posyandu cadres play a vital role in assisting parents in providing appropriate feeding practices for their children. This study aims to determine the effectiveness of training using booklet media in improving the knowledge, attitudes, and practices of cadres in stunting-related child feeding assistance. This research employed a pre-experimental one group pretest-posttest design involving 10 Posyandu cadres in the working area of  Health Center. The results of paired t-test and Wilcoxon tests showed significant improvements in knowledge (p = 0.000), attitude (p = 0.000), and practice (p = 0.000) after the intervention. The booklet proved to be an effective educational tool to enhance the capacity of Posyandu cadres. These findings recommend the use of booklets as a sustainable educational strategy in community-based stunting reduction programs.

Stunting is a condition of impaired growth and development in children. It is a social issue that frequently occurs in communities, particularly in developing countries like Indonesia. This research aims to explain the implementation of stunting reduction programs conducted in the Kota Selatan District and to identify the inhibiting factors in the implementation of these programs in Gorontalo City. This study uses a qualitative research method with a descriptive approach, which allows for a more detailed understanding of the issues being examined.Based on the research findings, the stunting prevention and reduction program in the Kota Selatan District has been implemented properly. The program involved cross-sector collaboration, including the district head, the Gorontalo City Health Department, and the Kota Selatan Community Health Center. As of 2024, the number of children experiencing stunting in the district was recorded at 42. However, several factors were identified as problems with effective implementation. These include the lack of community awareness and participation, which hinders program effectiveness, the aid distribution that is not well-targeted and poor coordination and communication between institutions. These factors collectively slow down the stunting program's implementation process.

Sustainable Food Yard (P2L) is one of the priority programs in maintaining community food security. However, in the implementation of the program there are still problems, including the late delivery of assistance which has an impact on the delay in the implementation of activities so that the P2L program does not run in accordance with the technical instructions that have been issued each year, and assistance that is less than optimal. The purpose of this study was to determine and analyze the effectiveness of the program to increase diversification and community food security through sustainable food yard activities (P2L) in farm women's groups in South Tangerang City. The method in this research is a qualitative approach with descriptive method. Data collection techniques used three ways, observation, interviews, and documentation studies. Then the collected data were analyzed using data reduction, data presentation, and conclusion drawing techniques. The results showed that the achievement of the program has not yet shown the expected effectiveness due to the delay in disbursement of funds which has an impact on the delay in the implementation of activities and has not yet achieved the program objectives in fulfilling food and nutrition sources, especially for stunting so that it has not been able to contribute to helping Posyandu in providing animal protein in the stunting locus determined by the Mayor of South Tangerang. The integration indicator is not yet fully effective because there are still farm women groups that have not received intensive assistance from the program assistants. In addition, the implementation of P2L procedures applied in South Tangerang City has not been maximized because the concept of seedling houses is not suitable for the hot conditions in South Tangerang City. The adaptation indicator has not run optimally because the use of facilities and infrastructure for P2L activities is still limited to conventional agricultural tools.

One of the efforts to overcome stunting is by providing additional food with sea fish and carrying out anthropometric measurements. In order to evaluate this, a community service program is needed as a form of program implementation. The aim is that through the implementation program the effectiveness of anthropometric measurements and feeding will be known. The community service method used is a pilot method. The steps include studying phenomena that exist in society, identifying problems based on previous research, prioritizing problems and determining locations, then implementing programs, evaluating programs and preparing reports. The target population is children under 5 years old in Manani II Village, Tomohon. The instruments used were questionnaires for demographic data and anthropometric measurements for primary data. Data was processed univariately with descriptive analysis. Community service results show that the number of toddlers who are underweight and whose height is less than normal for their age is 4 children (16.6%), and there are still mothers who have toddlers who don't understand the benefits of food made from sea fish as a nutritious food. (17.4), and those who are still unsure are 34.8%. In conclusion, anthropometric measurements and the provision of sea fish can be concrete examples of effective community service methods in overcoming stunting in society

The growth and development of toddlers are crucial in determining the welfare of a nation, as this period serves as the foundation for a healthy and productive future generation. Nutritional deficiencies in the early years of life can lead to stunting, which not only hinders a child's physical growth but also negatively impacts their learning abilities and immune system in the future. Addressing nutritional issues is essential by increasing mothers' knowledge. This activity aims to evaluate the effectiveness of nutrition education on balanced nutrition in preventing malnutrition in children at Posyandu Ngireng-ngireng, Kalurahan Panggungharjo. The education program was conducted using a lecture and Q&A method, supported by PowerPoint presentations displayed via LCD. The pre-test and post-test results showed a significant increase in participants' knowledge, with the average score rising from 54.38 to 71.56. These results indicate that the lecture method, supported by visual media and interactive Q&A sessions, effectively enhances mothers' understanding of the importance of balanced nutrition. Therefore, this approach can be adopted in other health education programs to improve community knowledge about nutrition and child health

Stunting is a form of nutritional problem in the life cycle that is very important to be considered and addressed immediately, because stunting is a form of growth and development failure caused by chronic malnutrition and repeated infections that require immediate intervention or management. As an effort to accelerate the reduction of stunting in the UPTD Puskesmas Kilan work area, the Supplementary Feeding Program (PMT) was implemented. The purpose of this study was to determine the effectiveness of the stunting reduction acceleration program through the Supplementary Feeding Program (PMT) at UPTD Puskesmas Kilan, Batang Cenaku District, Indragiri Hulu Regency. The theory used in this research is Budiani's (2007) program effectiveness theory with 4 (four) indicators, namely the accuracy of the Program Targets, Program Socialization, Program Objectives, and Program Monitoring. The method used in this research is descriptive qualitative research method, with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the acceleration program to reduce stunting through Supplementary Feeding (PMT) at UPTD Puskesmas Kilan, Batang Cenaku District, Indragiri Hulu Regency has not been effective. There are several inhibiting factors faced, namely the lack of ability of the implementing officers in implementing the program, then the communication factor because the program conveyed to the community has not been able to increase public understanding of the program.

The prevalence of stunting in toddlers remains a significant global health concern, particularly in developing countries. This literature review aimed to examine the effectiveness of self-care practices in families with stunted toddlers and identify successful intervention strategies. A systematic search was conducted across three major databases: PubMed, Scopus, and Google Scholar, yielding 48 articles, of which 15 met the inclusion criteria. The review revealed that successful interventions typically incorporated comprehensive educational programs, strong community health worker engagement, robust family support systems, and integration with existing healthcare infrastructure. Key findings highlighted the importance of cultural adaptation, family empowerment, and community involvement in stunting prevention programs. Implementation barriers included resource limitations, cultural beliefs, knowledge gaps, and healthcare access challenges. The studies, particularly from Indonesian contexts, demonstrated that culturally adapted, family-centered interventions yielded significant improvements in child growth outcomes and family self-care practices. However, limitations in study duration and scope suggest the need for more long-term research to evaluate intervention sustainability. This review provides valuable insights for healthcare providers and policymakers in developing effective stunting prevention strategies.
