This study discusses the Function of the Central Kalimantan DPRD Secretariat in the realization of good governance. In the context of regional autonomy, this article explains the role of local governments in improving community welfare through effective public services. Local governments are given the authority to regulate government affairs to achieve community welfare through improved services and public participation. Based on Law No. 32 of 2004 and Law No. 23 of 2014, the role between the local government and the DPRD is explained, where the regional head is responsible for the implementation of the government and the DPRD carries out the functions of legislation, supervision, and budget. Public service is an important aspect of the government bureaucracy, which reflects a commitment to bureaucratic reform. This research also explores the concept of good local governance which is increasingly becoming a demand of the community, as well as the role of the government, the private sector, and the community in realizing it. Special focus is given to the Secretariat of the Central Kalimantan Provincial Parliament in optimizing its functions to support the implementation of good governance. The method used is empirical juridical, which combines legal aspects with direct observation in the field. The results of the study show that the Secretariat of the Central Kalimantan Provincial Parliament has an important role in realizing the principles of good governance, including transparency, accountability, and public participation. Thus, good government management can improve the quality of life of the community in general.

The aim of this research is to find and provide suggestions for the role of leadership in improving performance in the Nabire district DPRD office. The approach method is analytical descriptive, with the main problem being the role of the Regional People's Representative Council (DPRD) of Nabire district and the extent of the performance of the members of the Regional People's Representative Council (DPRD) of Nabire district. The results of the research show that the work of the leadership of the Nabire Regency DPRD has not been maximized, which in the future requires increased knowledge and skills so that service to the community will be good.

This research aims to analyze the implementation and effectiveness of the women's quota in the Regional House of Representatives (DPRD) of DKI Jakarta Province during the 2014-2024 period. The women's quota is an affirmative policy designed to increase women's representation in the legislature, regulated by Indonesia's electoral law. Although this policy has been implemented, there are still various challenges that hinder women's participation in politics, including cultural, social, and structural barriers. This research uses a qualitative approach with a case study method. Data was collected through in-depth interviews with Deputy Chairman of DPRD , Legislative Candidate, Academics , Sociologist and Law/ Political observers, as well as analysis of official documents and related reports. The results show that despite an increase in the number of women in the Regional House of Representatives (DPRD ) of DKI Jakarta Province , the women's quota has not fully achieved its goals. Some of the factors that affect the effectiveness of this quota include the lack of support from political parties, strong gender stereotypes, and obstacles in the recruitment and selection process of female candidates. This research also found that the existence of women's quotas alone is not enough to increase women's participation in politics. Further efforts are needed, including political education for women, capacity building for female legislator candidates, and reforms in the political party system to support greater involvement of women. In conclusion, the women's quota in the Regional House of Representatives (DPRD) of DKI Jakarta Province still faces various challenges in its implementation, and additional strategies are needed to overcome these obstacles in order to achieve more equitable and inclusive representation.

Election or General Election is a facility of freedom or right owned by the people to elect members of the House of Representatives, DPRD, DPD, President and Vice President which is carried out directly, publicly, freely, secretly, honestly and fairly or commonly abbreviated as LUBER JURDIL based on Pancasila of the Constitution of the Republic of Indonesia in 1945. There are various ways to win the hearts of the public in the implementation of elections, including through democratic strategies such as using the vision, mission, program and work of the candidate pair to the community.  There are also other ways that are often done, even as if it is mandatory to be able to win elections, then for most voters it becomes a common and inevitable thing, namely money politics. The practice of using money in politics in Indonesia is not a new money. The reason is that from the reform period, the practice of money politics was rampant. Many candidate pairs use money as a way to bring victory in elections. This research is an empirical research supported by a qualitative descriptive approach that uses primary data and secondary data collected using interview and observation methods and data is processed using data examination methods (editing), data marking (coding), data validation, and data vertification and analyzed using judicial analysis techniques. The results of this study show that (1) The management of village funds by the Oelnaineno village government in meeting the community's needs for clean water has been carried out in accordance with procedures and gradually, this is marked by the creation of mini reservoirs and reservoirs in each hamlet. (2) Factors that affect the Oelnaineno village government in allocating village funds to fulfill the rights of the Oelnaineno village community to clean water, namely legal factors, law enforcement factors, facilities or facilities factors and community factors that are less active in taking part in helping the village government.

The management of public aspirations is a strategic task of the Public Relations (PR) department at the DPRD Secretariat to support information transparency and public participation. This study aims to examine the roles, challenges, and strategies of PR in managing public aspirations in Central Kalimantan Province. Using empirical and normative juridical approaches, primary and secondary data were qualitatively analyzed to evaluate the effectiveness of communication mechanisms implemented. The findings indicate that PR serves as a mediator between the public and the DPRD through hearings, discussion forums, and digital platforms. In addition to gathering public aspirations, PR also educates the public on mechanisms for submitting opinions and the importance of public participation. However, this study identifies several challenges, such as limited access to information for remote communities, insufficient public understanding of aspiration submission procedures, and slow responses to incoming inputs. To address these issues, innovations are required, including the implementation of an online-based management information system, capacity building through training, and periodic evaluations of aspiration management processes. These strategies are expected to enhance transparency, accountability, and the effectiveness of aspiration management, ensuring that public aspirations are optimally accommodated in legislative processes and regional development planning.

The administration of government in Indonesia is based on a systemic approach which includes a central government system, called the government, as well as a regional government system. In the practice of government administration, there are concepts of centralization and decentralization that regulate the relationship between central and regional governments. The concept of centralization reflects the characteristic where all authority for administering government is centered in the central government, while the concept of decentralization shows the characteristic where some authority for government affairs, which was previously the responsibility of the central government, is delegated to regional governments . According to Law Number 23 of 2014 concerning Regional Government, the Regional People's Representative Council (DPRD) has a clear position as an integral regional people's representative institution in the administration of government at the local level. DPRD is not just a representative institution, but is also an inseparable part of the regional government structure. The function of the DPRD includes three main aspects, namely legislation, budgeting and supervision. (Kasenda et al., 2020). In an effort to realize this target, the Regional People's Representative Council (DPRD) needs to take concrete steps that can optimally strengthen its role in the context of regional government. The APBD is the implementation of the people's wishes for the government through the DPRD to improve welfare and services to the community. APBD is also the regional government's annual financial planning which is approved by the DPRD and made into policy through regional regulations. As a legislative institution, the DPRD has the responsibility to supervise the use of the budget and the implementation of regional government programs. Effective supervision is expected to increase transparency, accountability, and ensure that the benefits of the programs designed are truly felt by the community, especially those who need it most. Based on this description, the author is interested in conducting further research on the function of the Deli Serdang Regency DPRD in implementing the Regional Revenue and Expenditure Budget in the Development Sector. In formulating regional government policies, both from the executive and legislative branches, the orientation is to pay attention to the welfare of the people. Based on the results of the analysis and discussion, the conclusion is that direct supervision has a positive and significant effect on the effectiveness of supervision. Direct supervision has a positive and significant effect on APBD implementation. Indirect supervision has a positive and significant effect on the effectiveness of supervision. Indirect supervision has a positive and significant effect on APBD implementation. The effectiveness of supervision has a positive and significant effect on APBD implementation. This study aims to analyze the effect of the implementation of the Government Agency Performance Accountability System (SAKIP) on the performance of the Sikka Regency DPRD Secretariat in 2023. The approach to this study is descriptive qualitative using primary and secondary data. Data were collected through interviews, observations and documentation of SAKIP reports. The results of the study indicate that the implementation of SAKIP has not been fully optimal, especially in terms of collecting performance data and following up on evaluation results as a basis for providing rewards and punishments. This study recommends the development of SOPs for performance measurement and utilization of evaluation results as strategic steps to improve agency accountability and performance.

This research aims to conduct a study in the 2024 Legislative Member Candidate Recruitment Analysis (Case Study of the Bogor Regency Golkar Party DPD). This research is an effort to find out how to analyze the recruitment of prospective legislative members in the 2024 elections (Case Study of the Golkar Party, Bogor Regency). Therefore, the method considered appropriate to use in this study is qualitative, descriptive analysis. The data collection technique through interviews is by asking a list of questions directly to the informant with the aim of obtaining data and information related to the Recruitment Analysis of Candidates for Legislative Members in the 2024 Election (Case Study of the Bogor Regency Golkar Party). The data collection instrument used to collect data is an interview guide containing a list of questions using a direct question and answer method with informants who are authorities on the object under study. Observation (observation) is a data collection technique, where the researcher makes direct observations of the research object to look closely at the activities carried out. This research found that from the three characteristics of the recruitment process above, the recruitment process carried out by the Bogor Regency Golkar party DPD was mixed in nature, combining top-dwon and bottom-up. We can see from the selection procedures listed in the DPP Decree Number: JUKLAK - 11/DPP/GOLKAR/V/2018 that the selection procedures begin with the selection team submitting a form of willingness to be nominated as a Candidate Member of the Regency DPRD to all members of the functionary cadre who have attended functionary orientation either organized by the Golkar Party DPP or the Regency Golkar Party DPD.

Honorary staff are people appointed by civil service officials within local government agencies to assist with the duties of the State Civil Apparatus so that their obligations are the same and their income comes from the APBD. Honorary staff are employees who work in government agencies but are not included in the State Civil Service. Honorary workers have not been appointed as permanent employees and still receive payment for their services in the form of an honorarium, not a salary. Regional heads include the Governor, Mayor and Regent as well as the DPRD as regional head partners. This research was conducted using normative juridical research methods. The data collection methods used by the author are interviews and literature study. Interviews are data collection techniques carried out face to face and direct question and answer between researchers and sources, while literature studies are data processing carried out by systematizing written legal materials using a regulatory and case approach. The results of this research show that honorary staff often experience injustice at work. This is indicated by the termination of employment relations by regional heads as happened at the Serdang Bedagai Regency DPRD Secretariat agency. Honorary workers have legal status and protection as regulated in Law Number 20 of 2023. The implementation of this research is that the Government needs to create and implement clear regulations to protect the rights of honorary workers.

Dian Brori. Evaluasi Sekretariat DPRD Kota Prabumulih. Penelitian ini bertujuan untuk mendeskripsikan evaluasi kinerja Sekretariat DPRD Kota Prabumulih. Penelitian ini dilakukan selama tiga bulan dengan menggunakan pendekatan kualitatif deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Teknik analisis data dilakukan dengan cara penyajian data, reduksi data, dan penarikan simpulan. Hasil penelitian menunjukkan bahwa dari aspek konteks kelembagaan sekretariat DPRD Kota Prabumulih secara organisasi menunjukkan kinerjanya belum optimal, hal ini dapat dilihat dari sisi kinerja organisasi juga ditentukan oleh kinerja masing-masing bagian dan tentunya sangat penting bagi kinerja pegawai yang menjadi titik tolak atau ujung tombak. Selanjutnya dari aspek input, saling berkoordinasi dan bekerja sama menjadikan sisi kekuatan kinerja organisasi sekretariat DPRD Kota Prabumulih. Kemudian dari segi kinerja organisasi pada lembaga sekretariat diawali dengan melakukan evaluasi pada level individu pegawai, kemudian melakukan evaluasi pada sub bidang dan bidang baru secara keseluruhan, evaluasi terhadap berbagai proses sangat penting dilakukan karena dinilai berguna untuk meningkatkan kinerja di masa mendatang dan mencari atau menemukan alternatif-alternatif strategi yang tepat. Terakhir dari aspek produk yaitu mendapatkan informasi tentang kekuatan dan kelemahan Lembaga dalam hal ini sekretariat DPRD Kota Prabumulih, maka hasilnya seperti yang telah dijelaskan sebelumnya bahwa organisasi ini banyak sekali sisi-sisi lemahnya mulai dari unsur yang terkecil yaitu individu pegawai sampai pada bidang dan keseluruhan Lembaga. Faktor pendukung dari penelitian ini yaitu kerjasama tim serta koordinasi dan komunikasi yang baik yang tertanam dalam hati setiap pegawai serta rasa kekeluargaan yang kuat dan saling membutuhkan satu sama lain menjadi faktor pendukung dalam menunjang kinerja pada Sekretariat DPRD Kota Prabumulih. Kemudian didukung oleh kualitas pegawai yang mumpuni, sedangkan faktor penghambatnya adalah kelemahan atau faktor penghambat kinerja organisasi atau lembaga sekretariat DPRD Kota Palembang yaitu belum semua pegawai menguasai sarana berbasis IT, hal ini memang menjadi kendala, namun kedepannya akan dilakukan perbaikan untuk mengatasi kendala tersebut.

Stunting is one of the challenges in human development in Indonesia, referring to the condition of failure in physical growth in children under five years old due to chronic malnutrition and repeated infections, particularly during the first 1,000 days of life, from conception until the child is 23 months old. The Pre-Marriage School (SPN) program by DP3AP2KB in collaboration with the Forum Generasi Berencana (GENRE) serves as an educational platform focused on preparing for marriage and life after marriage with proper planning. The goal of the pre-marriage school is to educate participants on the importance of stunting awareness. The SPN program is part of the efforts by DP3AP2KB to prevent stunting by providing education related to the condition. This research employed qualitative methods with a descriptive qualitative approach, using interviews and documentation for data collection. The study subjects were participants of the pre-marriage school who met the research criteria. Data were analyzed using the Milles & Huberman model, ensuring data validity through method triangulation. The study found that the causes of stunting in Depok City included inadequate nutrition, poor parenting practices, and urbanization. The implementation of the pre-marriage school program in Depok City was designed by the DPRD Commission V and the Mayor of Depok. The pre-marriage school is one of the government’s efforts to accelerate the reduction of stunting in Depok City. However, the limited time for implementation posed a challenge for the SPN program

As stated in Law Number 17 of 2014 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council, the supervisory function is the authority given and implemented by the DPRD to the regional government in order to supervise the implementation of regional government to ensure that The policies taken are for the welfare and interests of the people. The South Tangerang City Government (Tangsel) is a new autonomous region that was born based on Law no. 51 of 2008 concerning the Establishment of South Tangerang City in Banten Province. During the first three years after its formation, the City of South Tangerang was able to extract local revenue (PAD) which came from legal taxes, levies and other things. In South Tangerang City, regional financial management is regulated by PERDA No. 2/2022 which emphasizes principles such as transparency, efficiency and accountability in the preparation of the APBD. The South Tangerang City DPRD plays a crucial role in supervising, ensuring transparency and accountability in regional financial management.

In the 2024 General Election, DPD PDI Perjuangan Central Java implemented the Komandante Stelsel system to win DPRD seats through gotong royong. If a candidate gets the most votes but is not from the designated ampuan area, the candidate must resign and be replaced by another candidate according to this system. This research examines the rules for the election of DPRD candidates in the 2024 elections and the impact of the Komandante Stelsel system implemented by the DPD PDI Perjuangan Central Java. The research method uses empirical approach, case study, and legislation. The results showed that the 2024 Election uses an open proportional system, where the electability of candidates is based on the most votes. However, the Komandante Stelsel system is different because candidates' valid votes can only be obtained from the ampuan region. As a result, many candidates who obtained the most votes failed to become DPRD members because they had to resign in accordance with the provisions of this system.

The Official Travel Order (SPPD) Management System at the Regional People's Representative Council (DPRD) of West Nusa Tenggara (NTB) Province is an important innovation in enhancing the efficiency, transparency, and accountability of official travel administration. Prior to the implementation of this system, SPPD management was carried out manually, leading to various obstacles such as slow processes, administrative errors, and lack of transparency. With the adoption of an information technology-based system, the entire process from creation, approval, to reporting of SPPD can be done electronically. The system provides features for data validation, fillable templates, and automatic notifications to expedite the approval process. Integration with the regional financial system enables more efficient and accurate budget management, while a centralized database simplifies data storage and retrieval. The implementation results show significant improvements in time efficiency, reduction of administrative errors, and enhanced transparency and accountability in the use of official travel budgets. The system also facilitates better data management and supports easier audit processes. Thus, the SPPD Management System at the DPRD of NTB Province has successfully delivered positive impacts on the performance of official travel administration, creating a more productive and responsible work environment.

This paper examines the evolution of regional governance in Indonesia since the reform era, beginning with the replacement of Law Number 5 of 1974 by Law Number 22 of 1999, and its subsequent revision into Law Number 32 of 2004. These legal reforms reflect the nation's efforts to balance centralization and decentralization, with the principle of checks and balances as a foundational element. The article highlights the central role of the Regional People's Representative Council (DPRD) in the formation of regional regulations (Perda), oversight functions, and budget determination. Through literature research, this paper demonstrates that the DPRD holds strategic authority in regional legislation, involving the planning, drafting, discussion, and ratification of Perda. In conclusion, the DPRD plays a crucial role in establishing a democratic and accountable regional governance system in Indonesia.

The act of falsifying documents in general elections is a serious violation of the basic principles of democracy and legal regulations governing the democratic process. In politics, document falsification not only impacts specific individuals or groups, but also substantially undermines the integrity and legitimacy of the democratic process as a whole. From a legal justice perspective, such actions violate the basic principles that should govern the integrity of elections, threatening the foundations of democracy itself. By using fake documents, individuals or groups can manipulate election results in unfair ways, leading to a reduction in public trust in democratic institutions. Moreover, such actions create doubts about the legitimacy and fairness of the election process, which is the main foundation of an effective democratic system. In the case mentioned, Dr. Sihabuddin Chalid, M.M., Pd. bin (late) Khalid Noor, deliberately created fake documents to become a candidate for DPRD members, which directly violated Law Number 7 of 2017 concerning General Elections. Therefore, strict law enforcement is very important to prevent abuse of political power and maintain public trust in government institutions.

This research aims to determine the obstacles in managing village assets as well as regional government policies in overcoming obstacles to managing village assets. This research method uses empirical legal research with a sociological juridical approach. As for the research results that obstacles in managing village assets include village assets, especially village treasury land, which are mostly controlled by third parties, unequal potential for village assets, inharmonious conditions of village government, difficulty in making decisions in determining the fair value of village assets, not actually including the results of village asset management. into the APBDes.
