The use of building materials plays a crucial role in determining the quality of the built environment, particularly in the context of row housing in densely populated urban areas. This study aims to evaluate the types of materials used in the construction of row housing in Cemara Asri, Medan, with a focus on sustainability and environmental friendliness criteria. The methods employed include direct site surveys and literature studies related to the characteristics of both interior and exterior materials applied to housing units. The research findings indicate that most of the materials used—such as red bricks, ceramic tiles, clay roof tiles, and concrete ventilation blocks—possess good energy efficiency and durability potential. However, they do not fully meet sustainability standards in terms of production processes and waste management. The study also found that residents' awareness of environmentally friendly material selection remains limited, and the procurement of materials tends to follow local availability and economic considerations. These findings are expected to serve as a foundation for improving environmentally friendly material planning in row housing developments in other urban areas.

Procurement of Government Goods / Services is a government spending mechanism that plays an important role in the utilization of state budget. Construction services are sectors that play an important role in Indonesia's development. Through this sector, the physical progress of development can be seen directly. In practice in general the implementation of procurement of goods / services Government construction often occurs problems, among other things, violations of both the Procurement Procurement procedure and the infringement that are detrimental to the State or the criminal act of corruption perpetrated by the organization of procurement of goods / services Construction. The purpose of this study is to determine the legal arrangements for the procurement of goods / services of construction after Perpres No. 4 Tahun 2015 and To know how the implementation of the application of criminal law of corruption in the field of goods / construction services on the decision No. 42/Pid.sus-TPK/2019/PN.KPG. This research is a normative research using primary data and secondary data. The data were collected through interview method and literature study which then analyzed qualitatively and presented descriptively. Based on the results of research has been done, the authors concluded that (1) has been arranged various legal instruments related to the implementation of procurement of goods / government construction services starting from the Act up to the Presidential Decree as a technical arrangement; and (2) the application of criminal law of corruption to the decision No. 42Pid.sus TPK/2019/PN.KPG has been in accordance with the provisions the provisions of the Act constitution. 20 year 2001 jo constutition No 31 Tahun 1999 about Eradiction Criminal Act of Corruption.

Work volume calculations are essential for project cost estimation. Many projects, such as the Laboratory Building of the Faculty Engineering at Tanjungpura University, calculate work volumes conventionally. Conventional calculation considered less efficient and prone to errors. Building Information Modeling (BIM) provides a solution that produces more accurate and efficient calculations than conventional methods. This research aims to compare structural work volume results produced by BIM using Autodesk Revit against conventional methods and project’s BOQ. This research also describes the benefits and challenges of BIM implementation based on the researcher’s experience applying BIM with Autodesk Revit in work volume calculation. The comparison between BIM and conventional method shows a maximum difference of 2% across all work items. Meanwhile, the comparison between BIM and the BOQ shows significant differences: 81% in column formwork area, 24% in grade beam/beam concrete volume, 25% in column reinforcement weight, 25% in steel beam weight, and 10% in the steel plate weight. This research proves that BIM implementation produces more accurate and efficient calculations and serves as an effective BOQ cross-check tool. Based on the researcher’s experience in implementing BIM with Autodesk Revit, challenges found in procurement aspects, modeling aspects, and model dependency on reference drawings.

E-Tendering is an electronic-based procurement method that integrates all parties involved in construction projects through a digital platform, simplifying communication, document exchange, and transactions from the initial stage to project completion. The primary objective of implementing E-Tendering in the construction sector is to improve efficiency and transparency in the procurement process of goods and services. However, construction service providers often face obstacles in E-Tendering, such as limited technological proficiency, administrative errors that may disqualify bids, and technical issues like internet connectivity and platform system reliability. Therefore, this research aims to identify the barriers and level of understanding of E-Tendering among construction service providers in Surabaya. A total of 51 respondents were selected using snowball sampling, based on their participation in the E-Tendering system. Data processing in this study employed a quantitative approach using the Fuzzy AHP method to analyze the criteria and sub-criteria related to understanding and obstacles in participating in electronic construction service tenders (E-Tendering). The results of the analysis of service providers’ understanding of the E-Tendering system using the AHP method showed a λmax value of 9.09, a Consistency Index (CI) of 0.01, and a Consistency Ratio (CR) of 0.007. The CR value, which is far below the threshold of 0.10, indicates that the respondents’ assessments are consistent, meaning that the pairwise comparison results of the nine criteria can be considered valid and reliable.

This study examines the legal validity of direct appointment construction consultancy contracts between state-owned enterprises and their subsidiaries following the implementation of Indonesia's Job Creation Law. The research addresses critical questions regarding the formal legal mechanisms governing long-term unit-price framework agreements and their continued enforceability under amended procurement regulations. Employing a normative-jurisprudential methodology, the study systematically analyzes primary legal sources, including statutory provisions, government regulations, and corporate governance frameworks, alongside secondary legal materials and doctrinal commentaries. The analysis reveals that pre-Omnibus Law direct appointments complied with civil law contract validity requirements and sector-specific procurement regulations under Law No. 2/2017. Transitional provisions and the non-retroactivity principle preserved the enforceability of framework agreements executed prior to the Job Creation Law's enactment, while administrative amendments extending contract terms remained lawful under existing civil code provisions. The study demonstrates that direct appointment mechanisms achieve legal justification through constitutional mandates and legislative hierarchy, while providing utilitarian benefits through enhanced procurement efficiency and deployment of specialized technical expertise. The findings contribute to scholarly discourse on state-owned enterprise governance by elucidating how omnibus legislative reforms interact with contract doctrine and corporate governance norms, emphasizing the critical importance of robust conflict-of-interest safeguards in preventing procedural formalism from overshadowing substantive public interest outcomes.

The contractual relationship between government entities (PA/KPA/PPK) and construction service providers in procurement activities is complex, as it intersects with both public and private law. Government procurement contracts for construction projects are often structured through a tender process, where service providers must compete to win the contract. Once the provider is selected, a legal agreement is formed, which regulates the roles, responsibilities, and obligations of the parties involved. This agreement is typically outlined in a contract document that serves as a formal, legally binding commitment. In civil law, such contracts are typically governed by private law principles, which include contracts, obligations, and liabilities. However, the nature of government procurement contracts adds a unique element of public law, particularly administrative and criminal law. The government’s involvement in these contracts introduces a dual legal framework that governs the relationship between the parties. On one hand, the contract is influenced by the state’s regulatory powers and administrative authority, ensuring compliance with legal standards and public interests. On the other hand, it is also subject to private law principles, as the government enters into agreements with construction providers just like any other business transaction. This mixed legal framework (or "mixed law") creates a distinctive legal relationship, where elements of public law, such as administrative regulations and oversight, coexist with private law principles, such as those governing contract enforcement and dispute resolution. The contract, which is a Keputusan Tindakan Administrasi Negara (KTUN), remains a civil law act, despite its public law foundation. This hybrid nature of government contracts ensures that both public and private law aspects are considered in the process, which can sometimes lead to legal complexities and challenges in the implementation and enforcement of these contracts.

This journal examines the factors that have the potential to cause delays in the implementation of the Dempsey Hill residential housing construction project, North Citraland, Surabaya. Projects managed by CV. Tirta Kusuma has a target of completion in 10 months, but there are indications of delays that affect the schedule and costs. This study aims to identify and analyze the dominant factors causing delays, such as project management, material procurement, and human resources. The methods used include observation, questionnaire distribution, and literature study. The results of this analysis are expected to provide recommendations to improve time management, resource efficiency, and control of future construction projects. The results of data analysis in this study indicate that project delays are primarily caused by material delays and errors in work execution, as concluded based on the results of factor analysis.

The purpose of this research is to examine and analyze the validity of scientific crime investigation as evidence in the process of proving murder cases and what are the advantages and disadvantages of using the scientific crime investigation method in crime scene processing carried out by forensic laboratories. Then the method used in this research is the normative legal research method. The results of the study show that the scientific crime investigation method, which is expressed in concrete form through forensic laboratory examinations and information from police forensic experts, is the central point. In connecting the relationship between the perpetrator, victim and evidence with the crime scene, the construction of evidence for a criminal act becomes stronger and can give confidence to the judge in deciding a case fairly and in accordance with the actual facts. In the case of the crime of murder with poison, the statements of the witnesses and the statements of the two defendants were linked and interconnected with each other after the scientific crime investigation method was applied; The advantages and disadvantages of using scientific crime investigation methods in crime scene processing carried out by forensic laboratories include. The advantages and disadvantages of using scientific crime investigation methods in crime scene processing carried out by forensic laboratories include: (1). The advantage of implementing scientific crime investigation is that uncovering cases using old methods full of violence, intervention, etc. has been abandoned. If we look at the human resources that this country has, it should be enough to assist the Forensic Laboratory team in supervision and are people who understand the special tools that support the performance of the Forensic Laboratory. Apart from that, the government should be more respectful of the procurement of these special tools, even though not everyone has to always use these special tools. However, these tools are very useful for the smooth running of investigations and/or investigations. Because the resulting examination data is much more detailed and accurate.

The Kediri Airport development project encountered challenges related to underground ducting work. The design of Kediri Airport adheres to international standards, which led to the use of materials not readily available in Indonesia, specifically pipes and duct spacers. Duct spacers are tools used to arrange ducting pipes according to their formation and prevent them from floating during concrete pouring due to buoyancy. The SKEP/114/VI/2002 serves as a reference for underground cable installation, involving direct burial of cables at a depth of 70 cm, covered with a 5 cm layer of sand above the cable surface. These two approaches significantly differ, necessitating problem-solving solutions. To address this issue, research was conducted to find suitable duct spacers in Indonesia. Two alternative materials were considered: PVC and lightweight hollow steel. The study compared costs and time associated with these materials. PVC duct spacers would be imported and be fabricated in Indonesia, while hollow steel duct spacers would be fabricated on-site. The research focused on three aspects: ducting work methods, duct spacer design, and cost-time analysis. Given tight installation spaces and busy schedules, duct spacers needed to be compact, simple, and adaptable to various pipe formations. The design for hollow steel duct spacers aimed for simplicity to reduce on-site construction work. However, care was taken to avoid potential injuries from exposed bolts on the hollow steel frame. The PVC duct spacer design utilized Polytam PF 1000 material, with a nominal shear strength of 399 kg and a nominal moment of 266 kg·cm—sufficient to withstand saturated soil loads up to 162 cm but not vehicular loads. Analyzing procurement time, PVC duct spacers from Indonesian manufacturers were the quickest, taking only 56 days due to no port clearance delays. The fastest completion time for the project was achieved using PVC duct spacers, taking 122 seconds—three times faster than hollow steel duct spacers. While lightweight steel was the most cost-effective option for on-site procurement, combining cost and time analysis favored PVC duct spacers. The minimal cost difference allowed for accelerated production, minimizing the risk of delays

The Sea and Coast Guard Base (PLP) plays a vital role in maintaining maritime security and safety in Indonesia, especially in strategic waters such as the Riau Islands. However, the implementation of the PLP's authority in carrying out its duties at the Tanjung Uban Class II PLP Base has not run optimally. This study aims to analyze the authority of the PLP from a juridical and sociological perspective, as well as identify the obstacles faced and provide recommendations to overcome them. The research methods used are normative juridical and empirical sociology. The normative juridical method is used to analyze various laws and regulations that are the legal basis for the authority of the PLP, such as Law Number 17 of 2008 concerning Shipping, Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 119 of 2021 concerning the Organization and Work Procedures of Marine and Coast Guard Bases, Decree of the Director General of Hubla Number 13/VIII/DV-05 of 2005 concerning the Working Area of Marine and Coast Guard Bases and the Decree of the Director General of Sea Transportation Number KP.867/DJPL/2020 concerning the Patrol of the Marine and Coast Guard Unit of the Directorate General of Sea Transportation. Empirical sociological methods are used to collect data through interviews and direct observations in the field to understand the implementation of PLP authority and the obstacles faced. The results of the study show that limited human resources and equipment, lack of coordination between agencies, inadequate infrastructure, and complex bureaucracy are the main obstacles in the implementation of PLP authority in the Tanjung Uban Class II PLP Base. In addition, the low legal awareness among the maritime community is also a significant challenge. Based on these findings, this study provides several suggestions, including increasing recruitment and training of personnel, procurement and maintenance of patrol boats and supporting equipment, the formation of an inter-agency coordination team, the construction of adequate port facilities, and socialization and education to increase public legal awareness. This research is expected to contribute to strengthening policies and strategies for the implementation of PLP authority, so as to be able to increase effectiveness and efficiency in maintaining maritime security and safety in Indonesian waters.

Housing is a collection of houses as part of settlements, both urban and rural, which are equipped with public infrastructure, facilities and utilities as a result of efforts to provide livable houses. If you look at the definition of housing, you can see that infrastructure, facilities and public utilities are requirements that must be completed in housing. In fact, when the housing is still under construction, housing marketing through a preliminary sale and purchase agreement system can only be carried out after there is certainty about several things, one of which is the availability of infrastructure, facilities and public utilities. Quantitative data from interview results is described in a frequency table qualitatively and descriptively. The data that has been obtained through research activities is analyzed qualitatively. Qualitative analysis is used to describe the data obtained, both primary data and secondary data, which is then followed by interpretation and conclusions. Implementation of the procurement of public facilities and social facilities is a mandatory requirement that must be provided by the developer/developer to obtain a building construction permit (IMB) from the Spatial Planning and Building Service. Where housing is a collection of houses as part of settlements, both urban and rural, which are equipped with infrastructure, facilities and public utilities as a result of efforts to provide livable houses. The development of housing infrastructure, facilities and public utilities is carried out by the Government, regional governments and/or every person. So the responsibility of the Surabaya City Regional Government for social facilities and public facilities in residential and residential areas is to carry out management, namely, by utilizing these facilities according to their intended use and by carrying out maintenance so that these facilities can be used optimally by residents.

As an embodiment of e-government the Directorate General of Population and Civil Registration of the Ministry of Home Affairs launched the e-Office system, this system was built to improve the quality of public services in terms of correspondence, communication between regions online or digitally, in its implementation there are various problems from the provider side Such services include long bureaucratic processes. The aim of this research is to analyze how Atandie e-Office is implemented at the Directorate General of Dukcapil, Ministry of Home Affairs. The research method used is descriptive with a qualitative approach and data collection techniques through interviews and observation. This research uses indicators of e-government implementation according to Indrajit (2005:13). The results of this research show that content development has been carried out for e-Office development since 2021-2022 and there will still be final development in 2023, competency building training that has already been carried out, The connectivity of the infrastructure provided is sufficient as seen from the large server capacity provided, but we still have to add a backup server, cyber laws, the legal regulations underlying e-Office are quite strong with Minister of Home Affairs Regulation N0.7 of 2019 concerning Online Population Administration Services, citizen interfaces Staff procurement is carried out approximately once a year in two ways, capital in terms of the budget applied for the construction and development of e-Office is sufficient.

This Journal discusses the juridical analysis of compensation in land acquisition due to the construction of dam reservoirs in Bolaang Mongondow Regency. Procurement of land for the benefit of development is often collided with the stages that take time, whereas the land is needed immediately. The rules for the implementation of land acquisition state that for the acquisition of land with an area of not more than 1 hectare, it can be carried out directly by agencies that require land with the right parties. One of the problems that arise in the procurement of land is the provision of compensation to the owner of the land that will be used for construction. Article 27 of Law No. 2 of 2012 on Land Acquisition for Development states that land acquisition must include an assessment of compensation and the provision of appropriate and fair compensation to the entitled party and Article 1365 of the Civil Code. This study uses empirical research methods with a case approach. The purpose of this study was to analyze the implementation of compensation in land acquisition due to the construction of dam reservoirs and the inhibiting factors in the provision of compensation. The legal basis is a reference in the procurement of land in Indonesia. In practice, however, there are some obstacles to the award of damages. In the case of the construction of a reservoir dam, the government and companies have promised compensation to the public since 2013. However, as of 2019, the land has not been compensated to the community. In 2022, the land was flooded and could no longer be managed by the community, so the case had to be resolved through litigation. It is hoped that the results of this study can provide a deeper understanding of this problem and become a reference in improving the effectiveness and efficiency of land acquisition in Indonesia.

The factors that can affect the delay in the completion of road construction projects within the government of the Depok City Public Works Agency which are obtained from the analysis are poor material procurement; insufficient human resources; less than optimal contract management; procurement of construction equipment that is not managed; there is a request for changes to the work being done; financial problems; poor construction work monitoring and control; negative intervention from the community; slow decision making by the owner and changes in field conditions (weather, accidents, etc.). Based on the relative index method, the most influential factors are: 1. Unmanaged procurement of construction equipment 2. Changes in field conditions. Meanwhile, in the factor analysis method, it is obtained: Inadequate human resources (in the form of quantity and quality) less incompatible with the existing location of activities CCO (Contract Change Order) often occurs.

XYZ is a multi-disciplinary company operating in the fields of mining contracts, engineering, procurement and construction as well as oil and gas services. This business entity, which has been established since 1972, has a strong commitment to Occupational Safety and Health (K3) which has become a culture in every element of the company. Basically, K3 is an effort to prevent/avoid/reduce accidents by stopping/removing/eliminating risks (risks). K3 is one of the requirements for increasing employee work productivity, this is closely related to achieving work or production targets. This research was conducted at the company PT. XYZ in the Balikpapan area. The aim of this research is to measure the level of employee concern for K3, with the efforts that the company has made through the rewards system, digitalization and audio-visual campaign methods. The research population is employees of PT. XYZ in the Balikpapan area. Sampling was carried out using a two-stage multi-stage cluster random sampling technique. The first stage is separated based on department cluster; Asset Management, SHE, SCM, HCBS, and Finance. The second stage is PT employees. XYZ is separated based on work environment stratification; office and field. Respondent data was analyzed with SEM-PLS using Smart PLS 3.0 software. The model developed illustrates that the rewards system, digitalization and audio-visual campaigns have a positive influence on worker safety motivation and indirectly influence worker safety behavior through worker safety motivation which acts as a mediating variable. Meanwhile, work safety motivation has a positive effect on work safety behavior.

In This Research, An Analysis Of The Application Of Supply Chain Management (SCM) Will Be Carried Out In The Wadung Asri Market Drainage Channel Normalization Project. This Research Aims To Find Out Whether Contractors Have Implemented The Supply Chain Management (SCM) Concept In Their Material Procurement Process. The Research Results Show That In The Project Material Procurement Process, The Contractor Has Not Implemented The Supply Chain Management (SCM) Concept Significantly. This Can Be Seen From Decisions In Selecting Suppliers Which Are Only Based On The History Of Cooperation Without Considering Other Factors. Apart From That, There Were Delays In The Arrival Of Materials Which Resulted In Project Work Being Delayed From The Initial Plan. Therefore, It Is Necessary To Improve The Goods Procurement System That Has Been Running So Far By Implementing The Supply Chain Management Concept.

This research aims to analyze legal protection for ownership of land rights for the public interest, and this research can be useful as a reference for readers. This research uses a qualitative descriptive research method, with a type of normative legal research - empirical or literature. Sugiyono said that quantitative research is a method used to examine the condition of natural objects where the researcher is the key instrument. type of normative-empirical legal research according to Muhaimin in his book entitled: Legal Research Methods says that normative-empirical legal research is "legal research that examines law as rules or norms and the application of legal rules in practice in society". The results found are that the existence of regulations regarding land acquisition provides a legal basis for the government to obtain land for the implementation of development in the public interest and is a guarantee for land rights holders to obtain adequate compensation, thereby providing better survival at a higher level of socio-economic life. prior to land acquisition. Land acquisition for development in the public interest is a land acquisition activity carried out by the government for the construction of public facilities. Land procurement consists of planning, preparation and implementation stages which involve the regional government as the executor of land acquisition, the ministry that carries out land affairs, land rights owners and affected communities.

In construction procurement in Indonesia there are still deviations in the tender process. The deviation is caused by an opportunity during the construction bidding process.  The service providers are mutually looking for opportunities to seek personal or group benefits or from the working group that makes these deviations. This causes state losses due to deviations in the construction bidding process. This research was conducted by collecting data from institutions that have the authority to decide whether or not deviations occur in the auction process. The institution authorized to decide whether or not a deviation occurs is the Commission for the Supervision of Business Competition of the Republic of Indonesia (KPPU RI). This study uses a questionnaire to find out how much the causes and impacts on state losses are caused by deviations in the auction process and uses the Probability and Impact Matrix method to determine the level of implication values of the causes and impacts of deviations in each case using a case base analysis approach. The results obtained based on the decision are as many as 12 types of deviation based on the case decision. The impact of deviations that occur in construction procurement is material and immaterial losses. The causes of deviation in construction procurement are caused by four factors, namely the factor of wanting to obtain personal or group benefits, opportunities, pressure and business climate. The most contributing factor to the occurrence of deviation is the combined conspiracy and vertical conspiracy resulting in a value of 11.38%.

Abstract. Delays in project completion can be caused by ineffective project management, modifications to specifications made by planners, and delays in material procurement. SP road preservation construction project completion. ITCHI – SP. 3 Riko Segment II could be delayed as a result of alterations to piling specifications by the planner and delays in the procurement of piles. An effective and efficient network and the acceleration of project activities are required to prevent project completion delays. In this study, activities on the project's critical path are analyzed using the Critical Path Method and Microsoft Project 2013 software. The purpose of this research is to analyze the activities on the project's critical path, as well as the cost and duration of work items on the project's critical path. Additionally, the duration of the SP road preservation construction project will be analyzed. After expediting work along the critical path, ITCHI – SP. 3 Riko Segment II was completed. The original project completion time of 344 calendar days can be shortened to 240 calendar days for a fee of IDR 51,153,849,429.30. Keterlambatan penyelesaian proyek dapat disebabkan oleh manajemen proyek yang tidak efektif, modifikasi spesifikasi yang dilakukan oleh perencana, dan keterlambatan pengadaan material. Penyelesaian proyek pembangunan preservasi jalan SP. ITCHI – SP. 3 Riko Segmen II dapat mengalami keterlambatan akibat perubahan spesifikasi tiang pancang oleh perencana dan keterlambatan pengadaan tiang pancang. Jaringan kerja yang efektif dan efisien serta percepatan kegiatan proyek diperlukan untuk mencegah keterlambatan penyelesaian proyek. Pada penelitian ini, aktivitas pada jalur kritis proyek dianalisis menggunakan Critical Path Method dan software Microsoft Project 2013. Tujuan dari penelitian ini adalah untuk menganalisis aktivitas pada jalur kritis proyek, serta biaya dan durasi item pekerjaan pada jalur kritis proyek. Selain itu, durasi proyek pembangunan preservasi jalan SP akan dianalisis. Setelah mempercepat pekerjaan di sepanjang jalur kritis, ITCHI – SP. 3 Riko Segmen II selesai. Waktu penyelesaian proyek yang semula 344 hari kalender dapat dipersingkat menjadi 240 hari kalender dengan biaya Rp 51.153.849.429,30.
