This research examines criminal law enforcement strategies against perpetrators of illegal black stone mining in Suwawa, Gorontalo, with a normative-empirical approach. illegal mining activities in this region not only violate the law, but also damage the environment and create social conflicts. Although there is a strict legal basis, its implementation is still weak due to weak coordination between institutions, the involvement of unscrupulous officials, and the lack of economic alternatives for the community. This research identifies that repressive approaches alone are ineffective, so an integrative strategy is needed that includes restorative justice, strengthening customary law, digitizing surveillance, and empowering the local economy. Structural barriers such as power relations, weak surveillance and social resistance are the main hindering factors. This research recommends institutional reform and community engagement as keys to the success of fair and sustainable law enforcement in addressing environmental crimes such as illegal mining.

Black stone mining is one of the trades carried out in several areas of Gorontalo which have mineral mining potential. Unfortunately, in some areas, mining is often carried out without permits, even though there is good mining potential in that location. To collect and describe information directly, this research uses the right approach. This method involves gathering important information through interviews, studies, and participatory perceptions at exploration locations. Next, the data obtained is examined using measurable techniques to differentiate examples and identify relationships between mining activities and the impacts they have on the environment and society. The police have planned a “Central Conversation” (FGD). The aim of the FGD is to find appropriate and feasible arrangements to resolve this issue collectively.

The Indonesian government requires a Mining Business License (IUP) for mining activities as regulated in Law Number 3 of 2020 concerning Mineral and Coal Mining (UU Minerba). The discovery of black stones in large quantities and indications of being the result of illegal mining activities is a serious problem that must be handled properly. In uncovering cases of ownership of mining products, police efforts are very important in uncovering networks of perpetrators of violations in the mining sector. The problems raised in this research are: What factors hinder the Gorontalo Resort Police in handling allegations of ownership of black stones found in Pulubala District. This research is directed at empirical legal research and the approach used in this research uses a statutory regulation approach and a case approach. This research was carried out at Gorontalo Police. The research results show that the inhibiting factors in handling allegations of black stone ownership in Pulubala District are limited personnel in the police Tipidter unit, the number of cases exceeding personnel capacity, limited time, budget for investigations, lack of cooperation from witnesses and suspects, as well as a lack of facilities and infrastructure. in carrying out the investigation process.

Basically, the ingredients for forming concrete consist of cement, water, and aggregate, namely fine aggregate and coarse aggregate. The aggregates commonly used are natural aggregates, namely sand as fine aggregate and gravel or crushed stone as coarse aggregate. Sand as fine aggregate is obtained from mining processes in nature, especially in Indragiri Hulu district, sand mining occurs almost along the Indragiri river. Rock ash is generally dark in color (blackish gray), and consists of fairly coarse grains. When compared to sand, rock ash has a cheaper price. The method used in this study is the experimental method, namely research that aims to investigate causal relationships between one another and compare the results so as to make an innovation. The results of the tests that have been carried out by the author on variations in the addition of stone ash to the concrete mixture for fine aggregate with variations of 25%, 50% and 75%. The results of laboratory tests in this study found that the optimum percentage of rock ash as a substitute for sand was a variation of 50% rock ash with a compressive strength of 28 days of 19.60 Mpa. Rock ash on 50% test specimen can be used as a substitute for sand because in terms of compressive strength with the quality provisions K-225 meets the requirements with a value of 19.60 MPa.
