The objective this study is to analyze the implementation of Bandung Barat Regency Regional Regulation No. 5 of 2018 about the Placement and Protection of Indonesian Migrant Workers (PMI) originating from Bandung Barat Regency referring to the Hill and Hupe's theory of Policy Implementation. This matters all the more since the migrant worker-related cases that garner the highest volume if not interest–like illegal, clandestine worker departures, back wages, and exploitation–reflect the lack of protection systems, the unmet obligation towards the respect of individual rights and human dignity. This qualitative case study reveals key factors influencing policy implementation — low levels of socialization and knowledge about the regulation among migrant workers, absence of inter-agency coordination and poor resources for monitoring and enforcement In addition, it builds upon the variables presented by Hill and Hupe in order to present a more integrated analysis of the implementation process of the policy. These results highlight failures in the system, including the lack of inter- agency cross country collaboration and low resource allocation toward the functions that protect PMI. In light of this, the study makes a range of recommendations including for better policy socialization, improved inter-agency coordination and enforcement, and strengthening resourcing and legal compliance capabilities. Practical implications This study advances the theory of public administration and provides practical insights for policymakers, particularly for strengthening the protection of Indonesian migrant workers in an effective manner.

The rapid advancement of digital technology, particularly Artificial Intelligence (AI), has reshaped various sectors, including the field of law. This study aims to examine the integration of AI in law firms’ operations, focusing on its potential benefits, legal challenges, and ethical implications in the Indonesian legal context. This research employs a qualitative approach through a normative juridical method, supported by literature review and case analysis related to the use of AI in legal practice. Relevant legislation, including Law No. 11 of 2008 on Electronic Information and Transactions, is analyzed to assess the existing regulatory framework. The study reveals that while AI enhances efficiency in tasks such as document analysis, case prediction, and legal drafting, it also raises concerns about algorithm reliability, data bias, and the absence of specific AI-related legal regulations in Indonesia. Law firms must ensure transparency, accountability, and ethical responsibility when adopting AI to align with the principles of justice. Human interaction remains crucial to maintain trust and professional integrity in client services. The research contributes to the ongoing discourse on developing legal and ethical frameworks for AI implementation in the legal sector. It suggests the need for comprehensive regulation and professional guidelines to optimize AI utilization while safeguarding justice and ethical standards. The study is intended for publication in a national academic journal.

MALFINA : Maritime Logistics and Financial Journal 2024 Akademi Angkatan Laut

The Naval Academy (Akademi TNI Angkatan Laut) is one of the units under the Indonesian Navy (TNI AL) with a direct command line to the Navy Chief of Staff (Kasal). The academy has subunits responsible for secretarial duties, administration, and archive management, specifically the Secretariat (Bagset) and Administrative Office (Tata Usaha). The objective of this research is to examine how to optimize the storage and disposal of letters and archives to ensure the smooth operation of general administration and secretarial affairs at the Naval Academy. It explores the issues and analyzes the requirements for the storage and disposal of letters and archives at the Naval Academy. The research employs a qualitative method. The study concludes that the suboptimal management of letters and archives at the Naval Academy is due to the lack of directives on the disposal of letters and archives, inadequate infrastructure for archive destruction, and the absence of an electronic application program that qualifies letters and archives based on their validity period and stores archives in softcopy form. For the optimization of archive management to ensure smooth general administration and secretarial operations at the Naval Academy, the researcher proposes several recommendations for Bagset and the administrative offices of each unit at the Naval Academy. These include increasing the number of personnel in the archival section with formal education in archiving, improving archive destruction facilities, and developing an electronic application that can automatically classify archives.

Pronunciation in a second language (L2) is often influenced by the first language (L1), which can hinder intelligibility. Indonesian speakers struggle with certain English sounds, such as /θ/ and /ð/, due to their absence in the L1 phonetic system. To identify the influence of L1 on L2 pronunciation in the context of English language learning in Indonesia and propose strategies to reduce negative transfer effects. This qualitative study used a case study approach, involving 9 students from an English club at XYZ School. A pronunciation test was conducted to measure phonetic transfer between L1 and L2. Results show that L1 phonetic transfer causes errors in specific phonemes. Words with higher phonetic complexity are more challenging to pronounce correctly. Negative phonetic transfer and a lack of prosodic training were identified as major obstacles. Context-based and intensive phonetic training significantly improves pronunciation skills. L2 pronunciation errors are strongly influenced by L1, phonetic complexity, and individual experience. Contextual learning and individualized approaches positively impact pronunciation improvement.

This study discusses the legal vacuum that occurs in the pre-prosecution process, especially related to the absence of time limits and frequency of return of examination report files (BAP) between investigators and public prosecutors. This vacuum has the potential to hinder the principle of fast, simple, and low-cost justice that should be applied in the Indonesian criminal justice system. This study proposes solutions in the form of setting clear time limits, improving coordination between investigators and public prosecutors, and providing training to improve human resource capacity. In addition, the application of sanctions for parties who violate the provisions of pre-prosecution is an important step to ensure the smooth running of the judicial process. This study is expected to contribute to increasing the efficiency of the criminal justice system in Indonesia.

Shariah-compliant investments follow Islamic principles, such as the prohibition of riba, gharar, and maysir, which emphasize fairness and transparency. In the digital era, apps like Ajaib utilize technology to improve efficiency and ensure sharia compliance. This research analyzes the efficiency and sharia compliance of the Ajaib app using a literature study, as well as secondary data from journals, sharia regulations, and official Ajaib documents. The analysis was conducted using a content analysis approach to evaluate the suitability of application features with sharia principles. The results showed that Ajaib has excellent features, such as education, magic bag, stop loss, take profit, and advance charting, which support efficient investment. The stock screener and speed order book features assist users in making quick decisions, while DSN-MUI-certified Islamic mutual funds ensure halal investments. The fast and transparent transaction process makes Ajaib easy to use and compliant with sharia principles. However, the analysis also found some shortcomings, such as a limited selection of Islamic mutual funds, less varied payment methods, and the absence of personalized consultation services. Compared to other apps, Ajaib needs to improve these shortcomings to be more competitive. This study concludes that operational efficiency and sharia compliance are critical to the sustainability of sharia investment in Indonesia. Further research is recommended to examine the user experience directly and compare Ajaib's performance with other platforms.

To address these issues, the study proposes strategic measures, including the development of ESG-based evaluation systems, comprehensive training programs for procurement personnel, and robust monitoring frameworks. These initiatives aim to align procurement practices with the principles of Sustainable Public Procurement (SPP), ensuring that procurement contributes to environmental sustainability, social equity, and better governance. By overcoming existing barriers and fostering collaboration among stakeholders, Indonesia can position itself as a leader in sustainable procurement practices. This research provides practical recommendations to integrate ESG into procurement systems, paving the way for a more accountable, equitable, and sustainable procurement framework.

This study examines the adaptation of Islamic education curriculum in madrasahs in facing the challenges of modern development. The main focus is on the limitations that hinder the implementation of relevant curriculum, including resource limitations and integration between religious knowledge and science. This study is categorized as qualitative, namely research that produces descriptive data in the form of written words. Literature research or also called library research is a type of research that limits activities only to library collection materials and document studies without requiring field data (field research). Through a qualitative approach, this study suggests the need for curriculum updates involving digital technology, improving teacher competency, and collaborating with industry. This study also highlights the importance of developing digital literacy skills and critical thinking to prepare students for the global workforce. This study found that the main challenges in adapting Islamic education curriculum in madrasahs do not guarantee the absence of human resources, limited facilities, and resistance to change. The importance of technology integration, strengthening teacher competency, and collaboration between madrasahs, families, and communities are also revealed as factors that can increase the effectiveness of the curriculum. In addition, a curriculum is needed that supports 21st century skills to face the development of the times.

Reflection : Islamic Education Journal 2024 Asosiasi Riset Ilmu Pendidikan Agama dan Filsafat Indonesia

The concepts of justice and peace in Islam are fundamental elements that underlie the social, political and moral structure in Islamic society. Justice (al-'Adl) in Islam includes not only legal or distributive justice, but also social and spiritual justice which demands a balance between individual rights and collective interests. This research aims to provide a deeper understanding of the importance of these two concepts in creating a harmonious and civilized society, as well as how Muslims can contribute to creating a better world. This research is descriptive-analytic in nature, namely describing and analyzing in depth how Islam views justice and peace based on available sources. Following are the research steps: Determine the main research theme (justice and peace), collect data sources, read and analyze relevant texts, identify Islamic principles related to justice and peace. These principles of justice are strengthened by the teachings of the Koran and Sunnah which emphasize the importance of equal treatment, eliminating injustice and fulfilling human rights. Peace (as-Salam) in Islam is not only interpreted as the absence of conflict, but as a state of harmony rooted in justice and a sense of social responsibility. This research can provide deeper insight into the concept of justice in Islam. Islam teaches that justice is not only applied in the context of human relationships with God, but also in relationships between humans. This research can examine how these principles of justice can be applied in various contexts of daily life, including government, economics and social relations.
