The digital transformation of public administration represents a critical pathway toward modernizing governance, enhancing service delivery, and improving transparency in Indonesian government agencies. This study examines the current state of digital transformation initiatives across various levels of government in Indonesia, identifying key challenges and opportunities in implementing digital technologies within bureaucratic structures. Through a convergent parallel mixed-methods design combining surveys of 245 government officials from 32 agencies and in-depth interviews with 28 digital transformation leaders, this research reveals that while Indonesian government agencies have made significant progress, substantial barriers remain including limited digital infrastructure in remote regions, resistance to organizational change, insufficient digital literacy among civil servants, and inadequate legal frameworks. The overall mean maturity score was 2.87 (SD = 0.74), placing the average agency in the 'developing' category, with only 6% reaching the 'optimizing' level. The study identifies critical success factors: strong leadership commitment (β = 0.38, p < 0.001), citizen-centric design, comprehensive change management, and effective public-private partnerships. Findings indicate that successful digital transformation requires not merely technological adoption but fundamental organizational restructuring and cultural shifts toward data-driven decision-making and collaborative governance. Policy recommendations address digital infrastructure investment, human capital development, governance reform, and shared platform utilization. This research contributes to theoretical understanding of digital government in developing nations and provides practical guidance for policymakers navigating the complexities of public sector digitalization.

Public service delivery represents a central function of civil servants (ASNs) in realizing governmental objectives and fulfilling public needs. The increasing complexity of bureaucratic challenges not only requires administrative competence but also a devotion-based work culture and strong conflict management abilities. This study adopts an integrative literature review approach to synthesize research on the relationship between devotion-oriented work culture and conflict resolution competence among ASNs in public administration. Through thematic synthesis of empirical and conceptual studies, three primary themes emerge: (1) devotion as a moral dimension shaping civil service identity; (2) conflict resolution competence as an adaptive behavioral skill; and (3) integration of cultural and governance values for ethical performance. Findings reveal that devotion-oriented culture enhances civil servants’ problem-solving and ethical responsiveness, strengthening bureaucratic accountability and public trust. This paper contributes a conceptual framework linking work devotion, conflict competence, and public governance, providing implications for policy and administrative reform toward professional, responsive, and citizen-oriented public service.

The radical transformations toward business economies and knowledge-based information have become a focal point for writers and researchers, particularly in the fields of public administration and financial management. These changes have significantly affected the banking industry, especially with the liberalization of global markets for financial and banking organizations, along with the rapid technological advancements and information shifts. Such transformations have inevitably led to alterations in banking performance, with new methods being adopted to address emerging challenges in the banking sector. In this context, Total Quality Management (TQM) has emerged as a crucial concept with a clear impact on banking performance. Its significance is particularly evident within Islamic banks, as they play a vital role in the global banking system, operating under a set of unique principles and practices. The effectiveness of TQM in improving the operational efficiency and risk management strategies of these institutions cannot be overstated, as these banks consistently demonstrate financial sufficiency, often exceeding required ratios. However, despite their financial stability, Islamic banks face challenges in fully implementing the principles of TQM. This study seeks to explore how the requirements of TQM can help reduce financing risks in Islamic banks by enhancing service quality, improving customer satisfaction, and optimizing internal processes. By examining the relationship between TQM practices and risk management strategies, this research aims to offer insights into how Islamic banks can better navigate the complexities of modern financial landscapes while ensuring continued growth and stability. Through this study, the potential for TQM to serve as a strategic tool for reducing financing risks in Islamic banks will be assessed, contributing to a more sustainable and competitive banking environment.

The company, which provides outsourcing services in various sectors such as cleaning services, security, administration, and others, primarily employs the canvassing method as its main market penetration strategy. This study uses a descriptive qualitative approach with data collection techniques through unstructured interviews and observation, aiming to analyze the Business Model Canvas (BMC) strategy. The results indicate that PT XYZ has implemented the nine elements of the BMC in an integrated manner, ranging from customer segmentation, value proposition, and communication channels to cost structure. The company targets customers from mid-to-large scale industries and government institutions.

The local government management system is expected to focus on increasing accountability and, at the same time, improving civil servant performance that is oriented toward outcomes. This research aims to conduct a bibliometric examination of local government civil servant performance. This study analyzed 439 articles published from 2013 until July 2022 in the Scopus database on civil servant performance in government. The VosViewer program was utilized in the process of analyzing to find results on the most contributing authors, the number of citations, areas, organizations, publications, and co-occurrences of keywords. These results could create new gaps in the research that will be conducted in the future. The result shows civil servant performance relies on appraisal and work environment improvement. A conducive environment fosters mutual assistance, open communication, and conflict resolution, ultimately improving employee performance and fostering better relationships. Also, performance analysis is crucial for public administration and the public sector.

This study examines the effectiveness of Management Information Systems (MIS) in environmental permit administration within the Environmental Agency of Makassar City during the 2023-2024 period. Employing a qualitative case study approach, the research integrates several theoretical frameworks including Systems Theory, Technology Acceptance Model (TAM), Resource-Based View (RBV), Diffusion of Innovations, and Contingency Theory to comprehensively evaluate MIS performance. Through in-depth interviews with 35 respondents, direct observations, and documentation analysis over six months, the research identifies the impact of MIS implementation on environmental governance. Findings reveal significant improvements in processing efficiency (42% time reduction), administrative error reduction (67% decrease), and enhanced stakeholder engagement (53% increase in public participation). Nevertheless, challenges persist in regulatory alignment, technical reliability (12% system downtime), and user adaptation (23% of staff reporting usage difficulties). The study underscores the importance of continuous system optimization, targeted training, and cross-departmental integration for sustainable environmental governance. Theoretical contributions include an integrated MIS evaluation model for environmental administration contexts, while practical implications offer recommendations for technology-based permitting process improvements. Research limitations include a single geographic focus and relatively short observation period, suggesting the need for future longitudinal and comparative studies.

The study looked into how Nigeria's democratic system's economic growth was impacted by the cost of governance. The cost of governance factors is divided into general GDP was the dependent variable and a stand-in for economic growth, while administration, defense, internal security, and national assembly were the explanatory variables. The study examined Nigeria's fourth republic's civil rule from 2019 to 2024. Ordinary Least Square regression and diagnostic tests were performed. The findings indicate that while internal security (-106.17 ISEC) has a negative impact on GDP, general administration (8.67 GA), defense (169.99 DEF), and national assembly (496.50 NAS) have favorable effects. According to the hypotheses' summary, (1) the federal government's expenditure on general administrations has no discernible positive impact on Nigeria's economic growth; (2) the federal government's expenditure on defense has a discernible positive impact on Nigeria's economic growth; and (3) the federal government's expenditure on internal Nigeria's economic growth is significantly impacted negatively by security, whereas the country's economic growth is significantly impacted positively by the federal government's national assembly costs. The research suggested, among other things, that the funds allocated to internal security be examined and that cost-benefit studies be performed on the parastatals that receive the funds.

Bandung Regency, which is experiencing overcapacity in landfills, has implemented a waste management solution involving the separation of organic and inorganic waste. Inorganic waste, which is notoriously difficult to decompose, has prompted the Bandung Regency government to adopt a community-focused approach to waste management, establishing waste banks in school-age communities. However, the project has encountered challenges, as evidenced by the fact that some schools have implemented waste banks but have not been actively engaged in their operations. This has led to the project's suboptimal implementation in Bandung Regency schools.The objective of this study is to identify the challenges associated with the inactivity of waste banks in Bandung Regency schools, as perceived by students and administrators.The study utilises the triple drivers of ecopreneurship, focusing on the economic, social, and environmental benefits of school waste banks. This research employs a mixed methods approach, utilising both quantitative and qualitative data collection methods. The quantitative approach involves the administration of surveys to students, followed by data processing using descriptive statistics. The qualitative method involves conducting interviews with administrators, and the data is processed using the Miles and Huberman model. The findings of the research indicate that the implementation of a waste bank for the management of inorganic waste in a school environment is positively received by the school, despite the presence of obstacles related to waste collection sites, socialisation among students, and differences between administrators and students regarding the most significant focus or choice for implementing waste banks in schools.It is anticipated that the research results will contribute to the understanding of inorganic waste management in waste banks that are less active in the school environment. The study thus recommends further research in schools that are routine or active in waste bank implementation activities, with a view to describing overall information about the implementation of school waste banks, especially in schools in Bandung Regency with school waste bank projects.

The research aims to shed light on the role of accounting theory as one of the main subjects that have an active role in the intellectual skills and abilities of the students of the Department of Accounting and to provide a theoretical framework linking the subject of accounting theory and the intellectual skills and abilities of the students of the Department of Accounting and to indicate the relationship of correlation and influence between the subject of accounting theory and the intellectual skills and abilities of students of the Department of Accounting, and to provide recommendations and proposals to the organisation of the research sample regarding the subject of teaching accounting theory and its active role in the intellectual skills and abilities of students of the Department Accounting, the deductive and inductive approach was adopted in dealing with the research problem and proving its hypotheses in the theoretical aspect to achieve the objectives of the research and relying on the descriptive approach in the practical aspect, The research sample was represented by the students of the Department of Accounting at the College of Administration and Economics - University of Al-Qadisiyah for the year 2024, a questionnaire form was designed and distributed to the research sample and then collected and analysed statistically for the purpose of proving the research hypotheses and achieving the results The research reached a set of conclusions, the most important of which is the information that there is a statistically significant correlation between accounting theory and the intellectual skills and abilities of students of the accounting department The strength of the correlation is characterised by being very strong and its value is (.636**), which is at a lower moral level From (0.01), which confirms the positive correlation of this research, the existence of a significant effect between the variables of the research and the value of the regression coefficient was (β) (.636), which confirms the positive impact of this research, and therefore the study recommends a set of recommendations, the most important of which is the development of the accounting theory approach adopted in the accounting department so that it is able to keep pace with the continuous development known by the reality of the profession, which enables the accountant to perform his tasks better and understand how to teach accounting theory in decision-making processes.

This study aims to test and analyze the use of the Beneish M-Score model to detect financial statement fraud. The data used are secondary data in the form of financial reports of the banking sector listed on the Indonesia Stock Exchange in 2021. The research method used is a quantitative method with discriminant analysis. The discriminant analysis method is used to analyze the relationship between the Beneish M-Score model and financial statement fraud by looking at which factors or variables can significantly affect the dependent variable. The application of discriminant analysis is carried out to test which independent variables can accurately distinguish samples of financial reports that are suspected of being manipulated and financial reports that are suspected of not being manipulated. The results of the study indicate that the variables that are able to distinguish between samples of financial reports that are suspected of being manipulated and those that are not manipulated are the variables Days Sales Receivable Index (DSRI), Gross Margin Index (GMI), and Total Accrual to Total Asset (TATA), Asset Quality Index (AQI), while the variables Sales and General Administration Expenses Index (SGAI), Leverage Index (LVGI), Sales Growth Index (SGI), Depreciation Index (DEPI) are proven to be unable to distinguish between financial reports that are suspected of being manipulated and those that are not manipulated.

With the concept of a Leadership Capability model based on the development of Emotional Competency which aims to anticipate the combination of Human Resource Management Strategy and team performance. As a statistical test, this research raises four variables, namely: Human Resource Management Strategy, Emotional Competency Based Leadership Ability, Job Crafting Behavior and Teamwork Performance. Empirical testing through a survey of 120 respondents, namely the school principal's work team consisting of the principal, deputy principal and head of administration who are members of the State High School development team in Central Java, Indonesia. Revealed the role of Leadership Ability based on Emotional Competence. In this research, to mediate Strategic Human Resource Management with team work performance. There are two limitations, the first is that the survey was only conducted at State High Schools and SKM in the province of Central Java, Indonesia, the second limitation is that it focuses on the mediator of Leadership Ability Based on Emotional Competence. This does not consider the existence of other variables from human resource management theory. intelligence theory, social exchange, service dominant logic, agency and others. At a practical level, the perspective of the relationship between Emotional Competency Based Leadership Capabilities, Strategic Human Resource Management and Teamwork Performance provides guidance on how public organizations such as schools can strive for value alignment to encouraging Emotional Competency Based Leadership Capabilities which in turn will improve team work performance

This research was conducted to find out how the Recruitment and Selection Process affects employee performance at Radio Del FM Laguboti, to find out obstacles and alternative solutions in solving problems. Data collection techniques are through observation and interviews, namely directly observing the object being studied and with documentation. Based on the results of the discussion, it shows that the Employee Recruitment and Selection process at Radio Del FM Laguboti is in accordance with the general standards of roles and authority as stated in the job description and has been effective in finding new employees needed by the company. company. The obstacles that occur are lack of focus at work, a backlog of work and work taking a long time to complete, this is because the capacity is insufficient if there is only one worker. The solutions implemented temporarily are still not effective because some alternatives are sometimes still disrupted by urgent work that must be prioritized. In developing an administration system in a company, although development is slow, to achieve good development, the support of many parties and focus in its development is very necessary.

This research aims to determine the influence of motivation and work environment on employee performance at the Directorate General of Military Justice and State Administration, partially or simultaneously. The method used is a quantitative method. The research was conducted from April to June with the research objects being employees of the Directorate General of Military Justice and State Administration, totaling 75 respondents. The data analysis techniques used are Data Quality Test, Classical Assumption Test, Hypothesis Test, Multiple Regression Analysis, Determination Coefficient Test using the IBM SPSS 25 application. The results of this research show that partially motivation has a positive and significant influence on employee performance. This is shown based on the sig results of 0.032 < 0.05 and t count > t table 2.185 > 1.666 and partially the work environment has a positive and significant effect on employee performance. This is proven by the results of the sig value of 0.000 < 0.05 and t count > t table 3,719 > 1.666. Meanwhile, based on the results of the F Test, motivation and work environment have a positive and significant influence on employee performance. This is proven by the results of a sig value of 0.000 < 0.05 and a calculated F value > F table of 10.313 > 3.124.

Application of the database system using the Dikbud HR application in personnel information services within the Indonesian Cultural Arts Institute (ISBI) Tanah Papua. Dikbud HR is a special application designed to meet the needs of personnel administration in the fields of education and culture. The results of implementing the Dikbud HR application are to increase the efficiency and effectiveness of personnel administration at ISBI Tanah Papua. In this study, data was collected through interviews with related parties and retention analysis related to the implementation of Education and Culture HR at ISBI Tanah Papua. The results of the study show that the application of the Education and Culture HR application brings significant benefits. First, the database system allows storing employee data in a structured manner, facilitating the management of personal information, work history, training and employee achievements. Second, attendance and leave management becomes more efficient with electronic attendance records and an automated process for applying for leave. Third, employee payroll can be done automatically based on the risk of salary data, benefits and deductions stored in the database, reducing calculation errors and speeding up the payroll process. Fourth, the management of employee training and development becomes more effective with well-documented training history data. Fifth, reports and analysis generated from the system database enable management to obtain accurate information and deeper insights into employee performance and the effectiveness of staffing programs.
