The Child Identity Card (KIA) policy is one of the policies that has been issued by the government in accordance with Minister of Home Affairs Regulation Number 2 of 2016. The policy regarding child identity cards (KIA) started in 2016 in each Regency/City, while the implementation of this policy is implemented in Karimun Regency itself started in May 2018. In its implementation there were several problems that emerged where there were still many children under the age of 17 who still did not have a child identity card (KIA), of course this was not in line with the number of children in Karimun Regency which each year is increasing. The aim of this research is to determine the implementation of the child identity card (KIA) policy and to find out what are the inhibiting factors. The research method used in this research is a qualitative descriptive method. The data collection techniques used were observation, interviews and documentation. This research uses the main theory of Edward III, seen from 4 variable indicators that can influence the implementation of a policy. The results of the research show that the implementation of the child identity card (KIA) policy by the Population and Civil Registration Service of Karimun Regency, when viewed from the communication aspect, has run optimally. Judging from the aspect of resources, it is quite competent, and in terms of quality it is adequate. Judging from the disposition aspect, the officers/employees uphold high enthusiasm in implementing policies and carrying out their assigned tasks. Then, if we look at the bureaucratic structure aspect, officers/employees can always manage well in collaborating with each other. The inhibiting factor in this research is that the availability of budget to finance blanks is still relatively lacking, many applicants for child identity cards (KIA) have not yet completed the requirements, so this makes it difficult for officers/employees to process them.

The 2023 new regulations for ASN (public civil servants) have caused changes and anxiety for teachers. With this new regulation, all ASN will have functional positions which are expected to make regulations and promotion processes easier and simpler. ASN teachers will focus on organizational performance achievements, whereas previously, to apply for a promotion, civil servants focused on fulfilling credit or DUPAK numbers which were too administrative and troublesome. However, many teachers' career problems are now increasingly unclear due to the publication of this new policy. So, there is a need for activities to accompany teachers in strengthening their careers after the implementation of the new policy. The implementation method used in this community service program is socialization and mentoring. With this program, it is hoped that middle school social studies teachers throughout Batang Regency can understand the new regulations and plan their career paths appropriately.

Economic law is a branch of law focused on regulating and overseeing economic activities, encompassing various fields such as corporate law, international trade, investment, competition, and consumer protection. In the era of globalization, the role of economic law becomes increasingly critical in creating economic stability and justice among nations. This study aims to analyze the role of economic law in regulating global economic activities, identify challenges and opportunities in its implementation, and provide policy recommendations to strengthen the application of economic law in various countries. Using a qualitative approach with document analysis methods, this research finds that power imbalances, transparency, corruption, and adaptation to technological changes are the main challenges in the implementation of economic law. However, opportunities to enhance the effectiveness of economic law exist through the strengthening of legal institutions, increased international cooperation, and the adoption of new technologies. The ASEAN case study shows that regional cooperation and free trade agreements can create a more open and competitive economic environment, despite ongoing challenges. This study concludes that economic law plays a crucial role in regulating and overseeing global economic activities and provides policy recommendations to improve its effectiveness.

: This research aims to determine the sustainability of the implementation of government policies in the rehabilitation of uninhabitable houses in Sukoharjo Regency. This type of research is empirical legal research or non-doctrial research to determine the conditions that occur in practice using a qualitative approach. The types and sources of research data consist of primary and secondary data. Data collection techniques were obtained through interviews and literature studies. The data analysis technique used is a qualitative data analysis model. The results of the research show that the continued implementation of government policy in the rehabilitation of uninhabitable houses in Sukoharjo Regency has had a positive impact on the people of Sukoharjo Regency. However, this program has not been able to address the housing backlog problem which is the main problem for the people of Sukoharjo Regency. Limited land is currently the main factor inhibiting backlog handling in the Sukoharjo Regency area.

The study of this paper discusses the ethical political policy of the Dutch colonial government towards the existence of Islamic educational institutions in the archipelago, the discussion of the research of this paper to find out how the history of the existence of Islamic educational institutions in the archipelago, the ethical politics of the Dutch colonial government, and the influence of ethical political policies on Islamic educational institutions. Islamic education in Indonesia has emerged and developed in various forms of various institutions, such as Islamic boarding schools, madrasas, surau, and musholah. An Employee Attendance And Data Management System Based On Rfid Technology And Api Communication Has Been Successfully Developed And Tested With Satisfactory Results. The Problem Faced Is The Weakness Of Traditional Attendance Methods Which Are Susceptible To Human Error And Time Consuming, Hampering The Productivity And Effectiveness Of Company Operations. The Aim Of Developing This System Is To Increase Efficiency And Accuracy In Recording Employee Attendance. The Method Used In This Research Is The Waterfall Method, Which Includes The Stages Of Requirements Analysis, System Design, Implementation, Testing And Maintenance. At The Needs Analysis Stage, Identification And Documentation Of The Desired Attendance System Requirements Are Carried Out. The System Design Phase Involves Designing The Hardware And Software Architecture, Including The Use Of Rfid With Components Such As The Esp8266, Buzzer, And Rc522 As Well As Integration With The Server Via Api. Implementation Is Carried Out By Developing Hardware And Software According To The Design That Has Been Created. Testing Is Carried Out On Hardware Components To Ensure Function According To Specifications And Hardware-Software Integration To Ensure Smooth Communication Without Delays Or Loss Of Data. Business Logic Testing Ensures The System Detects Absences And Performs Automatic Salary Deductions According To Company Policy. Implementation of E-Government can improve the quality of public services through the use of information and communication technology in the government administration process. The Sidoarjo Regency Tax Services Agency also takes advantage of technological developments by issuing the Sidoarjo Regional PDS-Tax Application. The PDS Application System has been implemented at BPPD to improve services in tax activities. The success of implementation can be seen from the positive response given by Taxpayers. Although there are still obstacles faced in implementing the PDS application, such as not everyone being technologically literate. These obstacles are not a serious problem, because BPPD Sidoarjo Regency carries out outreach at all times, both directly and indirectly. The theory used is the theory of policy implementation put forward by Merilee S. Grindle. The method used is a descriptive research method with a qualitative approach. The data collection technique is through field studies consisting of observation, interviews and documentation. The results of the research show that the implementation of the PDS Application Policy is going well, this is made clear by the implementation being right on target, the socialization carried out is going well as seen from Taxpayers who already know and use the PDS Application in carrying out tax activities.

This article examines the regulations for the Family Hope Program (PKH) and Non-Cash Food Assistance (BPNT) and their implementation in the Medan City Social Service. This research uses a normative method with a descriptive approach. The research results show that existing regulations have provided a clear framework for the implementation of PKH and BPNT, but there are still challenges in implementation. This case study identifies several obstacles and offers recommendations to improve program effectiveness.

The Teaching Campus Program through the Independent Learning Campus (MBKM) policy is a strategic step for the Ministry of Education and Culture in improving the literacy and numeracy competencies of students in Indonesia. Involving students directly makes a significant contribution in strengthening learning at the elementary school level, according to the needs and conditions the school is facing. With this activity, it is hoped that teachers can be motivated to create a more enjoyable learning atmosphere, especially students who are motivated to continue learning and develop their potential. The School Literacy Movement (GLS) is one of the names of the activities we provide to study literacy in children to increase interest in reading. Increasing students' literacy competency is a positive result of the implementation of the Class 6 Teaching Campus Program at SDN 027977 West Binjai. Hopefully this program will continue to provide positive benefits for education at the school, especially in grades II, IV, V and VI.

          This research explains that land and building tax (PBB) is a crucial fiscal instrument in the global taxation system, with the aim of supporting government spending on public services, regulating land use, and potentially as a redistribution tool. This article addresses the fundamental ideas, goals, and effects of PBB in Indonesia, highlighting its important role in financing national development. The discussion involves aspects of billing, the basis of collection, the collection system, payment procedures, as well as the taxpayer's right to object and appeal. Emphasis is given to key principles, such as openness, fairness, legal certainty, and public participation in the implementation of PBB. Although PBB contributes significantly to economic development, the article also identifies several critical issues, including property value assessment, social inequality, and economic effects that must be taken into account while managing a just and effective tax system. This article offers a thorough analysis of the PBB as a tool for policy that is essential to the welfare of society and the growth of the nation.

This study examines the concept of Freies Ermessen in government policy and how the principles of General Principles of Good Governance (GPGG) are used to establish the basis for discretionary actions. Freies Ermessen grants government officials the freedom to act without being entirely bound by law, primarily aiming to enhance public welfare. However, within the framework of a legal state, the use of discretion must meet GPGG elements such as public service objectives, active state administration actions, law-permitted actions, self-initiative, addressing urgent issues, and moral and legal accountability. This research employs normative legal methods to examine the internal aspects of positive law, focusing on how GPGG can be used as a concrete basis for public officials in exercising discretion. GPGG serves as a guideline for the government to ensure their actions align with legal purposes and avoid abuse of power. These principles also assist citizens in seeking justice and provide a basis for judges in reviewing administrative decisions. The study highlights the significance of shifting GPGG from unwritten to written law, as stipulated in Law Number 30 of 2014 on Government Administration, to facilitate officials in using these principles as guidelines. The implementation of discretion regulated by this law aims to streamline government administration, fill legal gaps, provide legal certainty, and overcome government stagnation for public benefit and interest.

Dynamic governance refers to government activities continuing in the process of public policy governance that can reach long-term interests. This research uses a qualitative approach with a descriptive method and the key informant is the Population and Civil Registration Office of Tangerang Regency. Data collection techniques were conducted through interviews, field observations, and documentation. The purpose of this research is to find out the implementation of Digital Population Identity through the perspective of Dynamic Governance at the Population and Civil Registration Office of Tangerang Regency. The results showed that dynamic capabilities in the implementation of Digital Population Identity services are able to produce various changes that have an impact on improving the quality of public services, but there are still obstacles such as low public understanding of using Digital Population Identity (IKD) and not all government agencies can accept the process of verifying population data with Digital Population Identity (IKD). Therefore, the dynamic capability process in the Digital Population Identity (IKD) service is influenced by three indicators, namely thinking ahead, thinking again, and thinking across as well as two driving factors, namely able people and agile process.

The Indonesian government has made various efforts to overcome this health problem, such as through the National Health Insurance (JKN) program which aims to provide more equitable access to health services for the entire population. This study aims to identify and analyze key health policies in Indonesia, as well as evaluate the successes and challenges in their implementation. The research method uses the literature review method to analyze, identify and analyze key health policies in Indonesia, as well as evaluate the successes and challenges in their implementation. In conclusion, by identifying key health policies, evaluating their success, and facing challenges in their implementation, this study provides a comprehensive understanding of the political dynamics that influence health policies.

The purpose of this study was to determine the extent of the implementation of the policy of Law Number 14 of 2008 concerning Public Information Disclosure. The research method used is a qualitative research method. Data collection techniques are carried out through library research and field studies which include: Observation, Interviews, Documentation Studies, and Triangulation. Determination of samples/informants in this study was carried out using purposive sampling and further analysis of data from the Miles and Huberman model, namely: data reduction, data presentation, and drawing conclusions. Based on the results of the study, it can be concluded that there are several factors that support the implementation of the policy of Law Number 14 of 2008 concerning Public Information Disclosure to increase employee awareness of their obligations. In implementing the policy of Law Number 14 of 2008 concerning Public Information Disclosure at the Communication and Informatics Service, overall the coding and statistics of Sumedang Regency can be said to be quite good. However, there are several obstacles, namely the lack of supporting resources (employees) in conducting socialization, lack of understanding from the community or not knowing at all about the policy and lack of employee understanding of the Law Policy on public information disclosure. Efforts to overcome these obstacles include increasing supporting resources (employees), conducting socialization during surveys, increasing participation and increasing employee awareness to be responsible for their duties by conducting periodic evaluations.

Digital transformation in the public transportation sector is part of the national development priority agenda aimed at improving service quality and operational efficiency. This study aims to analyze the implementation of cashless payment-based digital transformation in public transportation policy on the Suroboyo Bus in Surabaya, analyze service quality based on SERVQUAL dimensions, identify supporting and inhibiting factors for implementation, and evaluate the success and shortcomings of the policy. This research uses a qualitative approach with a descriptive research type. The results show that the implementation of cashless payment on the Suroboyo Bus has been running well since 2018, with four main payment methods: QRIS, e-money cards, plastic waste contributions, and the Child Identity Card (KIA). QRIS has become the dominant payment method with a 48% share in 2025. Service quality based on SERVQUAL dimensions shows good results in the aspects of tangibles, reliability, and responsiveness, but still requires improvement in the dimensions of assurance and empathy. Supporting factors for implementation include government commitment, the availability of regulations (Perwali No. 22 of 2023)., adequate infrastructure, and support from digital payment service providers. Inhibiting factors include limited digital literacy, internet network disruptions, limited economic access, and lack of socialization. The success of the policy is reflected in increased operational efficiency, financial transparency, and a rise in the number of users from 1.2 million (2019). to 3.5 million (2025). Shortcomings of the policy include the digital gap for vulnerable groups, dependence on internet networks, and a decrease in participation in the plastic waste payment program from 25% (2023). to 12% (2025).

This research work investigates cost implication of change in Naira notes on Household and money market operators in Taraba State. The study adopted a survey research design to obtain data about practices, situations, and views through questionnaires. The number of respondents for Households and Money Market Operators is 394 and 338 respectively. The study used a simple multistage and cluster sampling method to select the sample respondents. The study employed a descriptive statistic method; simple percentages and the Chi-square (x2) statistic were used for the computation and analysis of the data collected. The study found a significant increase in general costs of household and money market operators in Taraba State between 2022 and 2023. This policy significantly affected households and money market operators in Taraba State by increasing their general costs. The study recommends that a reasonable timeline be given to the implementation period with strict monitoring and control of commercial banks to erode favoritism and corruption in the process of policy implementation. There should be stability in the maximum cash withdrawal policy from all means: Point of sale (POS), automated teller machines (ATM) over the bank counter, etc., and adequate provisions for electronic banking for rural and urban centers should be made by financial sector administrators. The government should promote ceaseless cash traceability and accountability to keep the new notes as close to the banking system as possible.

This research investigates the comparison of government administration policies between major cities and remote areas in Indonesia, focusing on how these differences impact public service delivery and administrative effectiveness. Utilizing a comparative analysis method, the study examines various dimensions such as policy implementation, available resources, and the resulting public service outcomes in both contexts. The findings reveal a significant disparity in the quality of administration between urban and rural regions. Major cities benefit from better infrastructure, higher budget allocations, and more skilled personnel, which contribute to more effective service delivery. In contrast, remote areas face numerous challenges, including limited access to resources, inadequate infrastructure, and a lack of trained personnel, which hinder their ability to implement policies effectively. Moreover, the research highlights that the differences in administrative capacities lead to varying levels of public satisfaction and trust in government institutions. Citizens in major cities generally report higher satisfaction with public services compared to those in remote areas, where frustrations are often linked to delays and inefficiencies. This study emphasizes the urgent need for more inclusive and equitable policies aimed at enhancing government administration in remote areas. By addressing the systemic challenges faced by these regions, policymakers can work towards reducing the administrative gap and ensuring that all citizens, regardless of their geographical location, receive quality public services.

This study aims to analyze the implementation of Good Environmental Governance (GEG) in the protection and sustainable management of peatlands in Bukit Batu District, Bengkalis Regency. The vast peatlands in this area face various environmental issues, including recurring forest fires, ecosystem degradation, and the threat of climate change. Using a qualitative and phenomenological approach, this research explores the principles of GEG such as transparency, community participation, accountability, and efficiency in peatland management. The findings indicate that despite various efforts by the local government and community in managing peatlands, the main challenges lie in weak supervision, low environmental awareness, and the suboptimal implementation of policies. Therefore, strengthening institutional capacity and active community participation are key to achieving sustainable peatland management. It is hoped that the results of this study can provide strategic recommendations for more effective and inclusive environmental policy improvements.

Environmental protection is increasingly becoming a priority in civil law reforms as governments recognize the need for sustainable development. This article examines recent civil law reforms aimed at bolstering environmental protection initiatives. It assesses the effectiveness of new legal measures, such as stricter liability for pollution and enhanced citizen rights for environmental advocacy. The findings suggest that while progress has been made, further reforms are needed to ensure effective implementation and enforcement. Recommendations are provided for policymakers to enhance the impact of civil law on environmental protection.
