This study aims to analyze the creation of public value through the Multi-Purpose Credit (KSG) program implemented by Bank Sumsel Babel Prabumulih Branch in improving financial inclusion for civil servants (ASN) in Prabumulih City. The analysis employs Mark H. Moore's Public Value Strategic Triangle, which consists of three core dimensions: public value, legitimacy and support, and operational capacity. Using a qualitative descriptive method, data were obtained through in-depth interviews, field observations, and document analysis involving seven informants, including internal bank officials and KSG borrowers with varying credit statuses (current, substandard, and non-performing). Overall, the study concludes that the KSG program successfully creates public value by expanding access to formal financial services, strengthening ASN financial literacy, and contributing to local financial inclusion. The findings indicate that the program not only functions as a banking product but also as a public service instrument that supports socioeconomic stability among civil servants. However, several challenges remain, particularly in ensuring equal benefits for borrowers facing repayment difficulties. Therefore, improvements in post-disbursement support, the development of online consultation services, and the provision of continuous and targeted financial education are needed to enhance program sustainability and ensure that public value is distributed more evenly among all borrower categories.

The rapid advancement of Information and Communication Technology (ICT) has accelerated the digital transformation of public services, including land administration. However, public complaint services at the Land Office of Southwest Sumba Regency still encounter challenges such as unstructured complaint procedures, manual data processing, risk of data loss, and limited public access to clear information. These issues highlight the need for an innovative and accessible complaint information system. This study aims to design and implement a chatbot-based public complaint service information system to enhance accessibility, transparency, and service effectiveness. A qualitative research method with a system development approach was applied. Data were obtained through interviews, observations, and documentation. The system was developed using a rule-based approach with a Finite State Machine (FSM) algorithm and implemented through the Typebot.io platform. The findings indicate that the chatbot provides structured, consistent, and user-friendly information, reduces manual workload, and improves public readiness before submitting complaints directly, while supporting future integration and system enhancement.

Floods and landslides in Hutanabolon Village, Tukka District, Central Tapanuli Regency have disrupted access to food and health services, particularly for vulnerable groups such as children. Public kitchens, as the frontline of emergency nutrition response, face challenges in providing food that meets the specific nutritional needs of children. This study aims to evaluate the effectiveness of public kitchens at Disaster Emergency Response Posts (TDB) in meeting the nutritional needs of post-disaster children, identify supporting and inhibiting factors, and formulate recommendations for improving the public kitchen management system. The research employed a descriptive evaluative approach using survey methods, structured interviews, direct observation, 24-hour dietary recall, and anthropometric measurements (weight and height). The study subjects included 15 children aged 1–12 years and 8 public kitchen managers selected purposively. Data were analyzed descriptively by comparing nutritional intake against the Recommended Dietary Allowance (RDA) standards and analyzing kitchen management practices based on emergency nutrition guidelines. The findings revealed that children's average energy intake was only 1,140 kcal/day (below the minimum standard of 1,200–2,000 kcal/day) and protein intake was 18.7 g/day (below the standard of 20–35 g/day). A total of 33.3% of children were classified as having malnutrition to severe malnutrition based on weight-for-age indicators. Public kitchen management showed weaknesses in menu planning (100% had no child-specific menu), managers' nutritional knowledge (62.5% categorized as low), food availability (75% relied on instant aid without variation), and limited cross-sectoral coordination (50%). The effectiveness of public kitchens in meeting children's nutritional needs after disasters remains low.

The development of information technology has significantly transformed commercial activities, particularly through the emergence of electronic transactions or e-commerce. The convenience offered by digital trading systems provides various benefits for both consumers and business actors, such as time efficiency, ease of access, and broader market reach. However, behind these advantages, there are also several risks that may harm consumers, including discrepancies between product descriptions and actual goods, delivery delays, and potential online fraud. This study aims to analyze the legal protection for consumers in electronic transactions and the responsibilities of business actors within digital commerce systems. This research employs a normative legal research method using statutory and conceptual approaches. The findings indicate that consumer legal protection in electronic transactions has been regulated in various laws and regulations; however, in practice, several challenges remain in its implementation. Therefore, strengthening regulations, enhancing supervision of business actors, and increasing public legal awareness are necessary to create a safer electronic transaction system and ensure legal certainty for consumers.

This study examines the effectiveness of the Jakarta Evolution (JakEVO) program in the implementation of online-based licensing services in South Jakarta, specifically for public transportation route licensing. The program was initiated as part of a public service reform effort aimed at improving accessibility, efficiency, and transparency in the licensing administration process. This study uses a qualitative descriptive approach with data collection techniques including in-depth interviews, field observations, and document studies, involving both the implementing officials at the South Jakarta UP PMPTSP and the public as service users. The findings indicate that JakEVO has positively contributed to the ease and flexibility of the licensing process, particularly in reducing the need for face-to-face interactions. However, its implementation has not yet been fully optimized due to several challenges, including limited program socialization, low digital literacy among the public, technical disruptions in the application system, and human resource capacity that is not fully adaptive to digital transformation. Additionally, the program's evaluation mechanism remains descriptive and lacks comprehensive quantitative performance indicators.

Limited access to adequate housing remains a major challenge for low-income households in Indonesia, including in Banyumas Regency. The subsidized housing program has been implemented as a public policy instrument to improve housing affordability while enhancing social and economic welfare. This study aims to analyze the role of subsidized housing in improving housing access and the economic conditions of low-income communities in Banyumas Regency. The research adopts a qualitative approach using a documentation study method by collecting and analyzing policy documents, official government reports, scholarly journal articles, and relevant publications related to subsidized housing and the socio-economic conditions of low-income households. Data analysis was conducted through content analysis to interpret the role of subsidized housing based on indicators of housing affordability and household economic impacts. The findings indicate that subsidized housing significantly reduces the housing cost burden of low-income households from levels exceeding the affordability threshold to a more economically manageable range. The reduction in housing expenditure contributes positively to household economic stability by allowing savings and reallocation of income toward productive needs such as education, healthcare, and financial security. However, the effectiveness of subsidized housing in improving economic outcomes is still influenced by location and accessibility of housing areas. This study concludes that subsidized housing plays a crucial role in expanding housing access and improving the economic conditions of low-income communities, while requiring integrated and sustainable policy support to maximize its long-term benefits.

Mawang Village occupies a strategic position as a buffer zone integrating the administrative center of Gowa Regency with other growth centers, featuring the ecological asset of Lake Mawang, which holds significant potential for ecotourism development. However, a discrepancy exists between spatial planning policies and the actual development of facilities and infrastructure on the ground. This study aims to identify the availability, accessibility, and physical feasibility of regional facilities and infrastructure as a fundamental database for area development. The method employed is descriptive-quantitative with a comparative analysis approach referring to the SNI 03-1733-2004 standards and spatial analysis. The findings indicate that religious and commercial/service facilities exhibit very high service levels with surplus conditions, while basic health facilities and early childhood education remain below minimum service standards. Spatially, the distribution of facilities tends to be concentrated along the main corridor, creating accessibility disparities for residents in inner residential areas. The collector road infrastructure is functionally adequate but lacks pedestrian facilities, while local roads suffer from pavement quality degradation. Furthermore, Lake Mawang, as a primary tourist attraction, still lacks basic supporting facilities. The implications of this research emphasize the need for equitable distribution of health facilities, revitalization of road quality, and the formulation of a comprehensive spatial detail plan for the lake area to achieve sustainable regional development based on local potential.

Public health is a crucial aspect of national development and is influenced by dietary consumption patterns. In Indonesia, the consumption of preserved foods has increased alongside lifestyle changes, economic conditions, and access to processed and packaged foods. Although preservatives function to extend shelf life, their improper use particularly hazardous substances such as formaldehyde, borax, and rhodamine B can have adverse health effects. This study aims to identify the factors contributing to high preserved food consumption, analyze their impact on public health, and examine weaknesses in Indonesia’s food monitoring system. The research employs a qualitative method through a literature review of scientific articles, reference books, and official reports from the National Agency of Drug and Food Control and the Ministry of Health. The findings indicate that preserved food consumption is influenced by a preference for convenience, economic constraints, and limited public knowledge of nutrition and food safety. Health impacts include digestive disorders, decreased immunity, impaired organ function, and an increased risk of chronic diseases. In addition, limited resources and weak law enforcement contribute to suboptimal food supervision. Therefore, strengthening regulatory oversight, enhancing public education, and promoting cross-sector collaboration are necessary to achieve a safe and healthy food system.

Clean and Healthy Living Behavior (PHBS) is a promotive and preventive effort aimed at improving the level of public health. The Baduy indigenous community in Leuwi Damar, Kanekes Village, Lebak Regency, Banten Province has local wisdom and traditional lifestyles that influence daily health practices. However, limited access to information and health services is a challenge in implementing PHBS optimally. This article aims to describe the implementation of PHBS education in the Baduy Leuwi Damar community and its impact on community knowledge and attitudes. The method used is a descriptive approach with educational activities through counseling, discussion and simple demonstrations adapted to local culture. Educational material includes personal hygiene, clean water management, environmental sanitation, and healthy living behavior in daily life. The results of the activity showed an increase in public understanding regarding the importance of personal and environmental hygiene, as well as the emergence of a positive attitude towards implementing PHBS without eliminating the traditional values adhered to. PHBS education carried out using a simple cultural and communication approach is considered effective in increasing the health awareness of the Baduy community. Therefore, health education programs based on local wisdom need to continue to be developed as a strategy to improve the health of indigenous communities. .(Riset Kesehatan Dasar,2019).

Digital fraud, particularly schemes involving the distribution of fake wedding invitations through instant messaging applications such as WhatsApp, has developed into a serious problem in Indonesia along with the increasing use of digital technology in everyday life. This fraudulent modus operandi exploits victims’ curiosity, trust, and panic to prompt them to open malicious links or download harmful files containing malware. Such malware has the potential to damage device systems, steal personal data, and access sensitive information, including banking accounts and social media profiles. This form of fraud not only causes significant financial losses for victims but also results in psychological impacts, such as fear, trauma, and a loss of trust in digital communication. This article aims to comprehensively examine the modus operandi of digital fraud through fake wedding invitations, analyze the relevant legal framework, and assess the social and economic impacts on society. In addition, the article emphasizes the importance of improving digital literacy as an effective preventive measure to minimize the risk of digital fraud. To address this issue, the article proposes strengthening cooperation among law enforcement agencies, cybersecurity institutions, and technology service providers. Recommendations are also directed toward reinforcing regulations, enhancing the effectiveness of law enforcement, and intensifying public awareness campaigns to reduce the incidence of digital fraud in Indonesia.

The rapid development of digital technology has significantly increased public access to online activities, including online gambling, which has emerged as a serious social problem in Indonesia. This study aims to analyze the impact of online gambling on the mental health and social behavior of young people. This research employed a descriptive method with a survey approach. Data were collected through questionnaires distributed to young respondents who had experience or exposure to online gambling activities. The findings indicate that involvement in online gambling has a significant impact on mental health disorders such as stress, anxiety, and depressive symptoms. In addition, online gambling contributes to a decline in social interaction quality, increased family conflict, social withdrawal, and reduced productivity. Behavioral changes such as impulsivity and decreased self-control were also identified among respondents. These results demonstrate that online gambling not only affects individuals psychologically but also disrupts social relationships and family harmony. Therefore, comprehensive preventive efforts are needed through digital literacy enhancement, family involvement, and psychological support services to protect young people from the negative consequences of online gambling.

The development of e-Government has become a key strategy in modernizing public administration in various countries, including Australia and Indonesia. The application of information and communication technology in government administration aims to improve bureaucratic efficiency, the quality of public services, and realize the principles of good governance. This study aims to analyze and compare the development of public administration in the implementation of e-Government in Australia and Indonesia. The research method used is a qualitative approach with a literature review of relevant and accessible scientific journals, academic books, and policy documents. The results show that Australia has a higher level of e-Government maturity, characterized by good digital service integration, infrastructure readiness, and adequate human resource capacity. Meanwhile, Indonesia has shown significant progress through the implementation of the Electronic-Based Government System (SPBE), but still faces challenges such as infrastructure gaps, limited apparatus competency, and fragmented service systems. This research is expected to contribute concepts to the development of e-Government policies and public administration reform in Indonesia.

The rapid development of digital technology has encouraged local governments to reform public service delivery in order to become more effective, transparent, and responsive to community needs. Pandeglang Regency, as a region that is gradually implementing digital-based public service innovations, faces both challenges and opportunities in this transformation process. This study aims to analyze the role of local government in improving public services through digital innovation in Pandeglang Regency by examining the forms of innovation implemented, the implementation process, and the perceived impacts on the community. This research employed a qualitative descriptive approach, with data collected through in-depth interviews, observations, and document analysis. The findings indicate that the local government plays a crucial role in promoting digital innovation through policy formulation, institutional coordination, and the provision of supporting resources. The implementation of digital innovation has contributed to improved service efficiency, increased access to information, and enhanced service transparency. However, the effectiveness of these innovations remains uneven due to limitations in human resource capacity and varying levels of digital literacy among citizens. The implications of this study suggest that successful digital innovation in public services requires sustained commitment from local governments, continuous capacity building for public officials, and inclusive service strategies to ensure that the benefits of digital transformation are equitably experienced across different segments of society.

This research aims to analyze the innovation in population services, called Duta Hatiku (Dukcapil Tanggap Bencana Harapan Timbul Kembali Utuh/Civil Registration Disaster Response: Hope Rises Again Completely), implemented by the Department of Population and Civil Registration (Disdukcapil) of Sidoarjo Regency. This innovation was developed as a quick response service for disaster victims who lost their identity documents. Drawing on the public service innovation theory of Mulgan and Albury, this study examines the novelty, implementation, and impact of the Duta Hatiku program. This qualitative research employs a descriptive approach, with data collected through in-depth interviews, observation, and documentation at Disdukcapil Sidoarjo during May-July 2025. Informants include program managers, field officers, disaster victims as service beneficiaries, and related stakeholders. The results indicate that the Duta Hatiku innovation has successfully provided rapid population document recovery services to disaster victims, with an average service completion time of only 2-3 days, compared to the standard 14 days. The program utilizes mobile service units equipped with portable equipment for on-site document processing at disaster locations. Since its implementation, the program has served 2,847 disaster victims from various incidents, including floods, fires, and landslides. The innovation demonstrates strong characteristics of novelty in service delivery approach, significant improvement in service accessibility, and positive impact on community resilience. This study recommends strengthening coordination with disaster management agencies, expanding mobile unit capacity, developing integrated database systems, and replicating the model to other regions.

This study aims to explore the condition of information technology infrastructure and to evaluate the extent to which the Lapak Aduan Banyumas service, managed by the Department of Communication and Informatics of Banyumas Regency, operates effectively. The study employs SWOT and Value Chain analysis approaches. A qualitative descriptive method is applied, with data collected through interviews and documentation involving officers responsible for managing the service. The results indicate that Lapak Aduan Banyumas has been operating optimally as a digital-based, transparent, and effective public complaint channel. Its main strengths lie in the ease of access through multiple service channels and the availability of features that enable real-time complaint status tracking. However, several challenges remain, including a limited number of human resources, less optimal collaboration among regional government organizations (OPDs), and network infrastructure constraints in several areas. The Value Chain analysis reveals that the complaint follow-up process and the dissemination of handling outcomes to the public represent the stages that generate the greatest added value in the service process. Therefore, this study suggests strengthening the complaint status monitoring system, enhancing inter-platform service integration, and utilizing artificial intelligence technologies to improve the complaint handling process. The findings of this study are expected to serve as a strategic basis for improving the quality of digital public services in Banyumas Regency.

This research aims to analyze the implementation of social rehabilitation programs for persons with physical disabilities at the Social Affairs Office of Pasuruan City, East Java. Persons with physical disabilities face various challenges in accessing public services and participating in social life, thus requiring comprehensive rehabilitation programs. Using the implementation theory of George C. Edward III, this study examines four critical factors: communication, resources, disposition, and bureaucratic structure. This qualitative research employs a descriptive approach with data collection through in-depth interviews, participant observation, and documentation study. Informants include officials from the Social Affairs Office, rehabilitation program staff, persons with physical disabilities as program beneficiaries, and community members. The results indicate that the implementation of social rehabilitation programs has been running according to established procedures, including physical rehabilitation services, vocational training, and social assistance provision. However, several obstacles were identified, including limited budget allocation, inadequate accessibility of rehabilitation facilities, shortage of trained social workers, and lack of public awareness regarding disability issues. The program has successfully provided assistive devices to 85 beneficiaries and vocational training to 60 persons with physical disabilities in 2023. This study recommends strengthening coordination between related agencies, increasing budget allocation, improving facility accessibility, and conducting socialization to enhance community participation in supporting persons with physical disabilities.

The protection of suspects’ rights during the investigation phase is a fundamental component of a fair and effective criminal justice system. This study examines the implementation of the principle of due process of law in Indonesia and its implications for safeguarding human rights in criminal investigations. Utilizing a normative legal research approach, supported by statutory and conceptual analysis, the research evaluates both the legal framework and practical application of suspects’ rights under the Indonesian Criminal Procedure Code (KUHAP), the 1945 Constitution, and international human rights instruments such as the ICCPR. Findings indicate that while Indonesia has established comprehensive regulations to protect suspects, the practical implementation remains inconsistent due to structural, cultural, and procedural challenges. Deviations such as limited access to legal counsel, incomplete documentation of interrogations, and occasional coercive practices undermine adherence to due process standards. The study highlights the critical need for regulatory improvements, capacity building for investigators, and strengthened supervision mechanisms to ensure full protection of suspects’ rights. Enhancing the conformity of investigative practices with due process principles is essential not only for safeguarding individual rights but also for maintaining public trust and the integrity of the Indonesian criminal justice system.

The information technology revolution has brought significant changes to almost all aspects of people's lives, from communication patterns and ways of obtaining information to production and trade systems across various sectors. The development of digital technology has also driven cultural, social, and economic changes that require society to continuously adapt. This article aims to examine how society adapts to these changes through a literature review approach, examining various relevant scientific sources. The discussion focuses on digital literacy, human resource (HR) transformation, the concept of Society 5.0, the psychological impact of digital technology use, the role of public policy, and the use of technology in the economic sector. The study results indicate that the success of societal adaptation is greatly influenced by the level of digital literacy and the readiness of human resources to face increasingly rapid technological developments. Furthermore, public policies that support equal access to technology and digital education are crucial factors in this adaptation process. Equitable digital literacy and the development of adaptive and flexible human resources are key strategies for maximizing digital economic opportunities while addressing various social challenges in the era of information technology transformation.

Non-communicable diseases (NCDs) are major public health problems that develop slowly and are often asymptomatic in the early stages. The Baduy community has limited access to modern health services, resulting in a lack of routine health screening. This community service activity aimed to conduct health screening through uric acid, blood sugar, and blood pressure examinations as an effort for early detection of NCDs in the Baduy community of Kanekes Village, Lebak Regency, Banten. The activity methods included preparation, health examinations, health education, and evaluation. A total of 17 community members participated in the activity. The results showed that 41.2% of participants had elevated uric acid levels, 11.8% had high blood sugar levels, and 47.1% had high blood pressure. This activity increased community awareness of the importance of routine health checks and provided an initial overview of NCD risk factors. Health screening combined with education is expected to contribute to the prevention of NCDs and improvement of community quality of life.
