This study aims to examine how law enforcement against illegal fishing and overfishing in the Indonesian ocean region is carried out by "Foreign Countries" such as Malaysia, Vietnam and other countries. We know that marine resources, in this case fisheries in Indonesia, are one form of the country's "defense" aspects. Indonesia's Exclusive Economic Zone or called ZEEI in the North Natuna Sea is an area that is often the case. For example, Indonesia there will be arrests of Vietnamese – flagged fishing vessels in early 2023 and until November 2018 the Indonesian Government had handled 134 illegal fishing cases and 41 of them had permanent legal force. Illegal fishing itself is often associated with large-scale fishing or overfishing thatresults in damage to the underwater ecosystem. Underwater ecosystems will become extinct if illegal fishing and overfishing cases are not seriously handled by the Government and Law Enforcement Officials. Foreign ships of illegal fishing and overfishing can be sanctioned in the form of violations of Law Number 31 of 2004 concerning Fisheries as amended by Law Number 45 of 2009 with the threat of a maximum prison sentence of 6 years and a maximum of Rp 20 billion rupiah. Also in the 1945 Constitution of the Republic of Indonesia mandates in article 27 paragraph (3) and article 30 paragraph (1) that state defense and security are the rights and obligations of each citizen to participate in the national defense and security effort and defending the country. The potential possessed by Teluk Makmur sub-district includes the agricultural and fisheries aspects, where in terms of agriculture it’s in the form of cassava plants and in terms of fisheries it’s in the form of shrimp. This is also related to the livelihoods of the community, the majority of whom are farmers, fishermen and entrepreneurs/MSMEs, so by utilizing the potential of the sub-district and the livelihoods of the community, the Kukerta team decided to hold a demonstration of organic cassava jerky and shrimp nuggets as an alternative for entrepreneurial sales products/ MSMEs. The aim of this demonstration is to motivate MSMEs to continue running and provide various variations of sales products originating from the potential of the sub-district. Community service activities were carried out at the Teluk Makmur Village Hall, Medang Kampai District, Dumai City on Saturday, July 29 2023 at 08.00 WIB until finished. Methods include direct explanations by Kukerta students from Teluk Makmur Village as well as field practice which is directly held in front of the participants present. This service activity took place successfully, which can be said to be due to the response given by all demonstration participants who were truly enthusiastic about everything.

This research discusses the application of the Pacta Sunt Servanda principle to unwritten agreements related to fisheries product sharing. The aim of this research is to find out how the Pacta Sunt Servanda Principle is applied to unwritten agreements and to find out what are the obstacles to the application of the Pacta Sunt Servanda Principle to unwritten agreements regarding fishery product sharing. This research uses a normative juridical type of research. By using several approaches, namely: legislation (statute approach), conceptual approach (conceptual approach).The results of this research show that the principle of pacta sunt servanda indeed requires parties to mutually fulfill their obligations in accordance with Article 1338 of the Civil Code. The agreement will be implemented if it meets the requirements in Article 1320 of the Civil Code and the parties mutually agree as per the meaning of Article 1313 of the Civil Code. When the agreement is ratified by the parties, the principle of pacta sunt servanda will apply. Apart from that, the results of this research also show that there are obstacles to the application of the principle of pacta sunt servanda in unwritten agreements regarding fishery product sharing, profit sharing agreements are general or not specific to a sector, so that we know about marine fisheries product sharing agreements as the author's research object. referring to law number 16 of 1964 concerning fishery product sharing agreements.

Alas Outbound is an educational tourist destination in Simpang village, Prambon District, Sidoarjo regency, which offers various facilities and activities, such as playground rides, swimming pools, fish ponds, mud ponds, and education about animals, plantations, Fisheries, and natural scenery. The Merdeka Campus Competition Program (PKKM) of the Visual Communication Design Education Program of the National Development University "Veteran" East Java was held here with the aim of designing a sign system design and a floor plan for the educational outbound area. Its remote location makes it difficult for the community to find it, so it needs environmental graphics in the form of a sign system that includes area plans, location instructions, and information about various areas on the educational outbound pedestal. The design of this sign system is divided into three phases: pre-production, production, and post-production. The graphics used in this sign system are taken from the theme of several areas in Alas Outbound education that focuses on the advantages of Agro Education. There are three main types of sign systems, including 14 animal education information sign designs, 6 plantation education information sign designs, 1 fisheries education information sign Design, 2 welcome signs that highlight animal education & agro education, and 1 map sign. Although each type of sign system has uniformity in the form of boards and text colors, gate signs have differences in the form of plates and text colors to be easily distinguished by visitors. All signs are placed around the educational animal and Agro educational educational outbound Alas Prambon, Sidoarjo, in accordance with the type and purpose of each to provide clear guidance to visitors about the location, information, and areas that they can visit in the educational outbound Alas.

This research aims to find out an overview of fisheries profit sharing in the Huyula Tradition in the Paguat Coastal Area, based on the title raised in this research. This research uses a type of normative legal research. The process of collecting data from the objects studied in this research is using library research. The data obtained by this research uses a normative analysis method, namely by interpreting and discussing research material based on law, legal norms, legal theories and doctrines related to the main problem. The results of this research show that the Juridical Review of Fishery Profit Sharing in the Huyula Tradition on the Paguat Coast, namely in the Bongoime Village community, Huyula values are applied by the community in various aspects of life. Huyula values are manifested in various activities, for example in community service for environmental cleanup rural areas, building village roads, death, cleaning local irrigation canals and agricultural activities. Community service activities for the public interest, in coordination with the local government without distinguishing between social status, community service activities are usually referred to as "Hulunga" activities by the community as well as factors that influence profit sharing problems, namely economic factors, catch factors, entanglement factors. debt, education factor, legal knowledge factor and age factor.

One possible way for school students obtaining environmental awareness is from environmental knowledge taught in classes. The Community Service Program of Department of Marine Science of Fisheries and Marine Science Faculty, Pattimura University in the form disseminations on literacy of coastal environment aimed to encourage school students to be pioneers and drivers for coastal conservation and beach clean-ups in their local community in Ambon Bay. The materials used in the disseminations focused on understanding coastal environment in Ambon Bay, and sources and types of pollutants in the system. The materials also covered the impacts of the coastal pollution and how to address it including to reduce and solve the pollution in Ambon Bay. At the end of the disseminations, the questions-and-answer session was conducted to evaluate the understanding of students on the knowledge of marine pollution management in Ambon Bay,

This research aims to find out how the coastal community empowerment program is implemented in Takalar Regency at the South Sulawesi provincial fisheries service. What factors support and inhibit the implementation of the coastal community empowerment program in Takalar Regency at the South Sulawesi provincial fisheries service. The type of research used is a qualitative descriptive approach. The focus of this research is increasing capacity, providing access to technology and information, capital, infrastructure, market guarantees, productive economic assets. The number of informants was 10 employees of the South Sulawesi provincial fisheries service. The data collection techniques used were observation, interviews, documentation, liberal research. The data analysis technique used is data reduction, which means summarizing important things. The data presentation carried out in this research is the data obtained through research results are presented and presented in text or written form and described in qualitative form. The results of this research show that the programs provided by the fisheries service to coastal communities in Takalar Regency are appropriate and there has been improvement, namely the existence of activity programs from the government and the South Sulawesi provincial fisheries service so that with these programs and activities coastal communities are able to empower themselves.

This study is part of a relay activity to explore local economic potentials, the discussion of which is focused on identifying and exploring the potential of a resource object selected based on the availability of the resource object and the minimal use of the resource from a business perspective by the local community. The resource object that will be discussed in this case is local fisheries resources in Dumai City, especially fisheries resources from the red claw crayfish commodity or also known as red claw crayfish (Cherax quadricarinatus) which is found in many natural environments in several waterways and river in Dumai City. The Government of Aceh in 2013 issued Aceh Qanun Number 11 of 2013 concerning Social Welfare. North Aceh Regency to overcome this has carried out a variety of policies / programs with the aim of finding solutions in terms of poverty alleviation of coastal communities, but not yet optimal, the number of poverty continues to increase and and decrease from year to year, we can see that the Aceh District Government The North does not seem to be serious in suppressing and overcoming poverty, based on the writer's findings that there are still many of the coastal poverty alleviation programs that are not yet right on targeting the people who are the object of the policy / program. The purpose of this research is to analyze and describe the implementation of poverty reduction policies in coastal communities in Seunuddon District. To describe the constraints of the government in poverty alleviation of coastal communities. The study uses a qualitative approach to the type of descriptive analysis research. The results showed that the implementation of policies in poverty reduction in coastal communities in Seunuddon District the government worked with the North Aceh Regional Planning and Development Agency (BAPPEDA), North Aceh Central Statistics Agency (BPS), the Fisheries and Maritime Affairs Office, and the Social Service. The Department of Fisheries and Maritime Affairs has implemented and provided socialization to the community regarding poverty alleviation programs for the poor coastal communities, in general the poverty of coastal communities in the District of Seunuddon is influenced by cultural and structural factors. The obstacle of the government in reducing poverty of coastal communities in Seunuddon District, is related to the lack of budget, resources, facilities and infrastructure, as well as very limited information.

This research will focus on the evaluation of socio-economic development policies in Sape District, Bima Regency, with the aim of understanding the extent to which development efforts have achieved their goals. This study employs a qualitative descriptive method and a Literature Review. The research location includes the Bima Regency Development Planning Agency, the Department of Tourism, the Department of Marine and Fisheries, the Department of Environment, and the Department of Social Affairs of Bima Regency. The research findings indicate that Sape District has significant economic potential in the fisheries and agriculture sectors, but it still faces a considerable level of poverty, especially among coastal households. The economic empowerment of coastal communities needs to be enhanced through skills training programs, financial assistance for business capital, and improved access to business loans. Furthermore, a specific focus on generating employment opportunities, particularly for young people, is essential. Poor infrastructure and limited accessibility pose significant obstacles to economic development. Investments in infrastructure improvement, such as roads and ports, are required to enhance mobility and market access. Sustainable natural resource management is vital for preserving the potential of fisheries and agriculture in the area. Strict law enforcement against illegal fishing practices and educational efforts to promote sustainable fishing practices are necessary. Climate change impacts, including rising sea levels and extreme weather conditions, affect the region. Therefore, strategies for climate change adaptation and mitigation need to be developed. The evaluation of socio-economic development policies indicates that assistance programs have been implemented, but there is a need for improvement in directing policies toward poverty alleviation, economic empowerment, and sustainable natural resource management.

The development of self-reliance is of utmost importance for inmates within the prison environment. Furthermore, it serves to instill awareness in inmates, preventing them from repeating their transgressions and violations of the law, and aiding their reintegration into society upon their release by utilizing life skills acquired while in prison. The research method employed in this study is of a qualitative nature. The self-reliance development program for creating life skills among inmates at Class IIA Purwokerto Prison includes collaborating with Vocational Training Center (BLK) officers, the Department of Fisheries and Animal Husbandry, as well as the Department of Agriculture and Food Resilience. These parties provide specialized training materials in their respective fields. The training materials offered to inmates encompass topics such as agribusiness, animal husbandry, and barbershop skills. The hindering factors that make this process challenging and less effective are primarily rooted in the individual motivations of the inmates, as they may lack the drive to fully engage in the self-reliance development program.

Tilapia is one of the fisheries commodities in Indonesia. Tilapia fish has a high market demand, therefore the supply of tilapia fish should continue to be fulfilled, but the supply of tilapia fish in the market is still not enough. In order to the demand for tilapia fish can be met, there are several ways to increase tilapia production. One of the methods to cultivate Tilapia is using biofloc cultivation. One of the biofloc tilapia aquaculture entrepreneurs in Tasikmalaya city is Mr. Banyu who is the owner of Nugraha Fishery. This research aims to analyze production cost and income as well as business feasibility in running biofloc tilapia cultivation. The research was conducted at Nugraha Fishery which is located in Cipari Village, Mangkubumi District, Tasikmalaya City. The results of this research showed that the business feasibility criteria used in intensive tilapia cultivation with biofloc include: NPV, IRR, PP, Net B/C ratio. Net Present Value NPV is Rp. 217,754,348, IRR Internal Rate of Return value of 44%, PP Payback Period value of 4.2 years, Net B/C Ratio value of Rp. 2.9. All business feasibility criteria stated that it is feasible, meaning that the intensive tilapia cultivation business with biofloc which is run by Nugraha Fishery in Cipari Village, Mangkubumi District, Tasikmalaya City is suitable to be run and developed.

This research was started because there was a problem where the economic existence of the people who were members of the Fish Processing and Marketing Group (Poklahsar) in Pangandaran Regency was still not optimal. Their income is still fluctuating. There are many obstacles, especially raw materials and nature, which greatly affect the process of implementing the processing and marketing of these fish, considering that not all fish can be processed and marketed, only certain fish can be processed and marketed, and even that is constrained by the season. Thus, the purpose of this study is to determine the strategy of the Department of Maritime Affairs, Fisheries and Food Security in improving the economics of the Processing and Marketing Group (Poklahsar) in Pangandaran Regency, the obstacles and efforts it has made. The method used is descriptive qualitative. The results of the study concluded that the Department of Marine Affairs, Fisheries and Food Security implemented the main generic, main and functional strategies in improving the economics of the Processing and Marketing Group (Poklahsar) in Pangandaran Regency. The obstacles faced by the Office of Maritime Affairs, Fisheries and Food Security in implementing strategies to improve the economics of the Processing and Marketing Group (Poklahsar) in Pangandaran Regency are human resources, raw materials, funds and prices. Efforts made by the Office of Maritime Affairs, Fisheries and Food Security to overcome obstacles in implementing strategies for improving the economy of the Processing and Marketing Group (Poklahsar) in Pangandaran Regency are conducting training and developing HR competencies, providing injections of funds and assistance with processing infrastructure facilities to Poklahsar, and set prices. While the raw materials have not yet found its efforts.

Surabaya city is one of the coastal cities in Indonesia and has potential in the fisheries sector. Apart from having a strategic role and having a large area of ​​land, the City of Surabaya can also increase its role as a shrimp pond farmer to increase natural resources for shrimp pond farmers in Surabaya. With good and optimal management can increase production and income levels so as to improve the welfare of the surrounding community. Especially for tiger shrimp pond farmers, it is hoped that they can provide employment and be able to become food ingredients providers. This study aims to prove and analyze the effect of education level, length of business and land area on the income of tiger shrimp pond farmers in Medokan Ayu Village, Rungkut District, Surabaya City. In this study using a causal quantitative approach. This study uses 1 dependent variable (income) and 3 independent variables (education level, length of business and land area). The type of research data used in this research is quantitative data. The data analysis method used in this study is multiple linear regression, F test (simultaneous), T test (partial), and the coefficient of determination. The results of this study indicate that the level of education (X1), length of business (X2) and land area (X3) simultaneously or together have a significant effect on the income of tiger shrimp pond farmers in Medokan Ayu Village, Rungkut District, Surabaya City. The level of education (X1) partially has a significant effect on the income of tiger shrimp pond farmers in Medokan Ayu Village, Rungkut District, Surabaya City. The length of business (X2) partially has no significant effect on the income of tiger shrimp pond farmers in Medokan Ayu Village, Rungkut District, Surabaya City. Land area (X3) partially has a significant effect on the income of tiger shrimp pond farmers in Medokan Ayu Village, Rungkut District, Surabaya City.

Bintan Regency has abundant marine and fishery potential because most of it’s territory is the ocean. Micro enterprises with the type of marine fisheries are in third place after culinary and retail in this district. However, there are still some problems in developing marine and fisheries potential based micro enterprises in Binan Regency, including the lack of digital marketing implementation for micro business actors. This study aims to find out how DKUPP is strategy is in developing marine and fisheries potential based micro enterprises in Bintan Regency. This study used a qualitative approach with a descriptive research type. Data collection techniques used were observation, interviews, and documentation. Research results (1) On the indicators of creating a good business climate, DKUPP Bintan Regency has implemented several practices or programs in order to develop micro enterprises, especially those based on marine and fisheries potential in Bintan Regency. (2) In producing integrated information, DKUPP Bintan Regency disseminated all information to micro enterpreneurs in Bintan Regency through Whatsapp Gropus, Instagram social media, radio broadcast and writing to the sub district. (3) In the establishment of a consultation center, DKUPP Bintan Regency has and Integrated Business Service Center (PLUT) but can’t run optimally because human resources are still inadequate and the PLUT building is still far from the reach of micro enterpreneurs in Bintan Regency. (4) In creating a join marketing system, DKUPP Bintan Regency has carried out several methods, including by holding bazaars, promoting micro business products via Whatsapp and implementing a new policy plans related to e-catalogue and reinforcement. (5) On the indicators of creating research and development institutions, Bintan Regency does not yet have a research center specifically designated for business actors in Bintan Regency. The conclusion of the research is that the strategy implemented by DKUPP Bintan Regency has not run optimally because there are still several obstacles in the development process.

The background of this research is that the performance of field technical officers at the Animal Husbandry and Fisheries Service is still not optimal. The contributing factors are office facilities, work motivation and work discipline of Animal Health Technical Officers which also do not support performance implementation. Thus, the purpose of this study was to find out and describe office facilities, work motivation and work discipline on the performance of Animal Health Technical Officers. The method used is quantitative descriptive with the results of the study showing that office facilities have a positive and significant effect on the performance of Animal Health Technical officers. This means that if the office facilities increase, it will be followed by an increase in the performance of Animal Health Technical officers. work motivation has a positive and significant effect on the performance of Animal Health Technical officers. This means that if work motivation increases, it will be followed by an increase in the performance of Health Technical officers. The research was conducted with the aim of knowing the effect of motivation and job satisfaction on the work discipline of UPTD employees in brackish water and marine fisheries in the northern region of West Java province. The method used in this research is descriptive design analysis using survey techniques. The results showed that work motivation in the UPTD of brackish water and sea fisheries in the northern region of West Java Province was in the very high category, so that work motivation had a positive and significant effect on employee work discipline. Job satisfaction in the UPTD of brackish water and sea fisheries in the northern region of West Java Province is in the very high category, so that job satisfaction has a positive and significant effect on employee work discipline. Work discipline in the UPTD of brackish water and marine fisheries in the northern region of West Java Province is in the very high category, so that motivation and job satisfaction have a positive and significant effect on employee work discipline.

This article contains information literacy related to fish health management. This writing was conducted by means of a literature study. This paper focuses on the ability of fishermen and fish cultivators to be able to find appropriate information related to fish health management and efforts to prevent fish disease. In this article, the conceptual meaning of information literacy and fish health management is carried out. Next, the discussion is carried out with the elaboration between the two concepts. The results of the discussion found that fish health management requires a process whereby understanding the right information, the right source of information, and comparing the information to be decided to take. Fish health management information literacy is important for fishermen and fish farmers. fishermen and fish cultivators can independently and accompanied find the information needed related to fish health management information and how to prevent disease in fish.

Agriculture plays an important role in food sustainability and security in Indonesia, including in the City of Tuban. The city has wide potential for the development of the agricultural sector, including crops, plantations, animal husbandry, forestry and fisheries. However, the limited information regarding the current situation of these sectors raises the need for in-depth analysis. This study aims to analyze the portrait of agriculture in the city of Malang with a focus on crops, plantations, animal husbandry, forestry, and fisheries. This analysis will provide insight into the current status, development potential, challenges and opportunities within these sectors. This research uses a qualitative approach by conducting field surveys, interviews with farmers, ranchers, fishermen, and other relevant stakeholders. The collected qualitative data were analyzed thematically to describe an overall picture of each agricultural sector. The results of the analysis show that the secondary crops sector has experienced positive growth, but still faces challenges in terms of access to markets and technology. Plantations have great potential in the development of superior commodities, but need to improve infrastructure and environmental sustainability. Livestock is experiencing rapid development, but faces problems in waste management and animal health. Forestry is faced with land expansion and forest restoration, while fisheries require steps to maintain the sustainability of fish resources. These findings provide important input for the local government and related stakeholders to develop a strategy for sustainable agricultural development in the City of Tuban. Efforts are needed to improve market access, strengthen infrastructure, improve waste management, improve animal health, and maintain the sustainability of fish resources. This analysis can also be the basis for further research and more effective policy planning in the agricultural sector in Tuban City.

Research on the influence of business and entrepreneurial characteristics on the general performance of the fisheries processing industry is more specifically reviewed and also researched from an area in Sulawesi, more precisely South Sulawesi Indonesia's large capture fisheries potential can be used as an opportunity to build a fish processing industry, especially in South Sulawesi Province which has a spatial structure policy that supports the fisheries subsector as a superior subsector. Based on the SWOT analysis, strategies that can be applied to encourage the development of the fish processing industry in South Sulawesi Province include strengthening integrated fish processing groups, utilizing and maintaining available catch handling facilities, developing market reach, facilitating administrative access to the establishment of fish processing industries, and increasing the competitiveness of production volumes of fishermen's catches in South Sulawesi Province.South Sulawesi has a specificity in superior products and the quality of human resources, so the policies implemented in the national are not necessarily suitable for South Sulawesi. An appropriate and comprehensive strategy for the development of MSME iin the fisheries processing industry in order to improve their performance in South Sulawesi Province needs to be determined using a way that is in accordance with realistic circumstances and can be applied in reality.
