This study uses primary data in the form of types of damage identified through direct surveys in the field and the thickness of the existing pavement layer carried out by asphalt test-pit testing. The secondary data obtained from the Makassar City Public Works Agency in the form of road pavement data, LHR 2021-2023, CBR, and deflection data in 2023. The results of the analysis show that the condition of Jalan Hertasning - Jalan Yasin Limpo with the pavement on the section is classified as fair with the highest PCI value of 77 in the excellent rating and the lowest of 22 in the very poor rating. The analysis of the new pavement was carried out using the 2017 Bina Marga method, the thickness of the AC-WC layer is 4 cm, AC-BC is 6 cm thick, AC-Base is 8 cm thick, Class A Foundation Layer is 30 cm thick, and Class S additional Foundation Layer is 20 cm thick. Through the mechanistic-empirical method of the KENPAVE program, it shows that the additional pavement layer (overlay) of the Hertasning Street to Yasin Limpo Street section for fatigue cracking damage is 0.0001992 with a load repetition value of 1,441,176 ESAL. The remaining value of the 20-year design life, obtained the thickness of the AC-WC pavement layer of 4 cm, the AC-BC layer of 6 cm, the AC-Base layer of 8 cm, and for the Class A upper foundation layer of 30 cm and an additional layer with Class S aggregate of 20 cm thick which is placed under the Class A Foundation Layer. Meanwhile, based on the KENPAVE program, it shows that during the 20-year design life, the pavement can withstand the load without damage because the load repetition control value is greater than the planned LHR value (Nr). The remaining design life value on Jalan Hertasning to Jalan Yasin Limpo using the Bina Marga 2017 method shows that the planned thickness of the new pavement layer is given an additional layer because the soil bearing capacity is less than 6% so that it is necessary to provide embankment material as a form of soil improvement for the minimum road foundation design in Bina Marga 2017.

Sustainable development requires a superior generation that not only has technical knowledge, but also soft skills to face increasingly complex global challenges. Soft skills include abilities such as communication, leadership, teamwork, problem solving, creativity, and work ethics, which are very important in supporting the achievement of the Sustainable Development Goals. A superior generation with good mastery of soft skills is able to become innovative and competitive agents of change, while contributing to creating social, economic and environmental balance. This research highlights the importance of integrating soft skills development in education and training systems, both formal and non-formal, as a strategy to build the capacity of the younger generation. A holistic approach is needed, involving collaboration between the government, educational institutions, community organizations and the private sector in creating a learning environment that supports the strengthening of soft skills. Through experiential learning, leadership training, and character development programs, young people can develop their potential in line with the needs of the world of work and the demands of sustainability. Research results show that generations who excel in soft skills have a greater ability to adapt to change, work in cross-cultural teams, and create innovative solutions to problems

This research examines innovations in development administration through the application of technology to enhance transparency and accountability in governance processes. Using a case study approach across three regional governments in Indonesia, the study analyzes the implementation of information and communication technologies (ICTs) in public administration systems. Data was collected through semi-structured interviews with 45 stakeholders, direct observations of e-governance platforms, and analysis of implementation reports. The findings reveal that strategic technology deployment can significantly improve communication channels between government and citizens, increase public participation in development processes, and strengthen accountability mechanisms. However, successful implementation depends on institutional readiness, human resource capacity, and appropriate regulatory frameworks. This research contributes to understanding how digital transformation can support good governance principles in developing contexts while highlighting implementation challenges that must be addressed for technology-driven administrative reforms to succeed.

Coastal women on Poteran Island, Sumenep, have an important role in the marine-based economic sector, especially in the seaweed and processed seafood industry. However, limited access to capital, technology, and markets are the main challenges in their empowerment efforts. This study aims to analyze the level of empowerment of coastal women in the industry and identify factors that support and hinder the development of their businesses. This study uses a qualitative method with a case study approach, where data is collected through in-depth interviews with women entrepreneurs, participant observation, and related literature studies. Data analysis techniques are carried out through the Miles and Huberman interactive model which includes data reduction, data presentation, as well as drawing conclusions and verification. The results of the study indicate that the empowerment of coastal women in the seaweed and processed seafood industry has had a positive impact on family economic welfare, increased skills capacity, and strengthened their social roles in the community. However, there are still obstacles in terms of market access, policy support, and production technology that need further attention. Therefore, intervention from various stakeholders is needed to increase women's access to skills training, business capital, and policies that support the sustainability of their businesses.

This research evaluates the implementation of public policies related to natural resource management in Makassar City, Indonesia. Using a qualitative case study approach, this study examines the effectiveness, challenges, and impacts of these policies on sustainable development practices. Data was collected through in-depth interviews with 25 key informants including government officials, resource managers, and affected community members, complemented by document analysis of policy papers and reports. The findings reveal significant gaps between policy formulation and implementation due to institutional fragmentation, limited community participation, and inadequate human resource capacity. While some policies have increased public awareness of conservation, others have failed to prevent environmental degradation, including water quality deterioration and deforestation. This study contributes to understanding the complex dynamics of natural resource governance in rapidly developing urban centers and offers practical recommendations for improving policy implementation through enhanced inter-agency coordination, meaningful community engagement, and capacity building initiatives.

The advancement of artificial intelligence (AI) has led to the emergence of new crimes, including the misuse of deepfake technology to produce and distribute pornographic content without the victim's consent. This form of digital sexual harassment has serious impacts on victims' dignity, mental health, and social life. This study aims to examine the efforts of Police in addressing sexual harassment crimes using deepfake porn and to identify the obstacles faced. Using normative and empirical legal approaches, data were collected through literature review and interviews. The findings reveal that the police efforts involve both penal (law enforcement) and non-penal (preventive) approaches, including public education, cross-institutional collaboration, and cyber patrols. However, the handling of such crimes is still hindered by regulatory gaps, limited technology, and low public awareness. Strengthening legal frameworks and police capacity is essential to effectively combat digital-based sexual crimes.

The development of digital technology, particularly deepfake, has brought negative impacts, including the protection against non-consensual pornography content. Deepfake, which uses artificial intelligence to manipulate images, videos, or audio, allows the creation of pornography without the consent of the individual whose face or identity is manipulated. This phenomenon results in violations of privacy, honor, and the psychological well-being of the victims, while also spreading false information that can damage public perception. Although Indonesia has regulations such as Law No. 11 of 2008 on Electronic Information and Transactions (ITE Law) and Law No. 44 of 2008 on Pornography, there are no specific provisions regulating the use of deepfake technology. This article identifies deficiencies in existing regulations and provides recommendations for adaptive legal measures, including legislative updates, strengthening digital platform responsibilities, enhancing law enforcement capacity, and international cooperation to address this threat. It is hoped that with these measures, protection for individuals in the digital era can be strengthened.

Land cover change has a significant impact on the hydrology of watershed areas, including increasing flood risk. This study aims to analyze land cover changes in the Siborgonyi and Acai sub-watersheds between 2013 and 2022 and their impact on flood potential. The methods used include spatial analysis with GIS, flood modeling using HEC-RAS, and Curve Number (CN) calculations to identify changes in soil infiltration capacity. The results show that land cover changes have a substantial effect on the increase in flood risk. The reduction of forest areas and the expansion of built-up land indicate a large-scale conversion of natural vegetation into residential and infrastructure areas. CN values in 2022 increased across most areas, indicating reduced soil infiltration capacity and increased surface runoff. Flood modeling shows that both the extent and depth of inundation significantly increased in 2022, particularly in downstream areas with basin-like topography.

The main objectives of this study were to determine whether students of grade VIII of SMPS Muhammadiyah 1 Medan could write explanatory texts using the Inquiry model, to find out whether they could write explanatory texts using the Teams Games Tournament model, and to find out how the Teams Games Tournament model affected the ability of grade VIII students in writing explanatory texts. A total of 64 students were selected from a population of 351 grade VIII students and divided into two groups: the experimental group (32 participants) and the control group (32 participants). General statements, sequences of events, conclusions, causal and chronological conjunctions, technical terminology, and nouns were some of the instruments used. After the quantitative test of the two experimental groups, data analysis techniques such as hypothesis testing, normality testing, and analysis requirements testing were applied. The calculated t value > t table (3.42423 > 2.04227), which shows that grade VIII students at SMPS Muhammadiyah 1 Medan significantly increased their capacity in writing explanatory texts during the 2023/2024 academic year, indicating that the Teams Games Tournament Model has a significant impact on the ability to write explanatory texts.

This study explores the role of Islamic education in supporting the achievement of the Sustainable Development Goals (SDGs) through a library research approach. Islamic education, with its emphasis on moral, spiritual, and social values, aligns closely with the principles of sustainable development. The study reveals that Islamic teachings on justice, equality, social responsibility, and environmental stewardship are in harmony with the goals outlined in the SDGs. Islamic educational institutions contribute to poverty alleviation, environmental awareness, and gender equality through curriculum content and practical programs rooted in Islamic values. However, challenges such as limited curriculum integration and lack of teacher capacity remain obstacles. Therefore, it is essential to enhance the curriculum, empower educators, and build partnerships between Islamic educational institutions and broader development stakeholders to ensure Islamic education becomes a significant agent in achieving the global goals.

Revitalization of traditional markets is a manifestation of the commitment of the Ministry of Trade of the Republic of Indonesia in efforts to improve the economy through development, empowerment, and then improving the quality of management in traditional markets as an effort to increase the competitiveness of traditional markets. The purpose of this study is to determine and examine the impact of the traditional market revitalization policy on Sukawati Market, because Sukawati Market is one of the markets with a high level of tourism productivity in Gianyar Regency. This study uses Qualitative methods, as well as the Policy Evaluation theory according to William N. Dunn (2003). This study found that the Evaluation of the Impact of the Sukawati Market Revitalization Policy has not achieved optimal results in all policy evaluation indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The suboptimal revitalization policy at Sukawati Market as an effort to increase competitiveness in order to improve the welfare of traders is influenced by several things, namely human resource capacity, changes in infrastructure, and changes in market function after revitalization. The recommendations in this study are increasing human resource capacity, dissemination of information and promotion, and improving market governance.

This study analyzes the policy of regrouping higher education institutions in Indonesia in facing the challenges of the Industrial Revolution 5.0. Through a comprehensive literature study, this study identifies the gap between the current policy of merging higher education institutions and the demands of the Industrial Revolution 5.0 which focuses on human-technology integration. The findings indicate that the regrouping policy requires a more holistic approach and is oriented towards developing institutional capacity to create an adaptive and sustainable higher education ecosystem. This study proposes a regrouping policy framework that considers aspects of digital transformation, strengthening triple helix collaboration, and building institutional capacity based on Society 5.0 values. The implications of the results of this study can be a reference for policy makers in reforming the strategy of merging higher education institutions that are globally competitive but still maintain local wisdom values.

This study investigates the profound impact of the protracted humanitarian crisis in the conflict zone of Syam on the mental health of healthcare professionals, employing a systematic meta-analytical approach across 47 independent studies (N = 12,487) published between 2011 and 2023. The findings reveal an alarmingly high prevalence of burnout, reaching 78.3% (95% CI [75.2–81.4]), with emotional exhaustion recorded as the most dominant dimension (M = 3.89; SD = 0.76). Additionally, secondary trauma was identified in 65.7% of all respondents (95% CI [62.4–69.0]), with the primary symptoms manifesting as post-traumatic stress disorder (PTSD) at 44.2% and depression at 39.8%. Meta-regression analysis demonstrated that the duration of exposure to conflict (β = 0.42; p < 0.001) and the intensity of workload (β = 0.38; p < 0.001) served as significant predictors of burnout. Meanwhile, the lack of psychosocial support (OR = 2.34; 95% CI [1.89–2.79]) and critical resource scarcity (OR = 1.98; 95% CI [1.65–2.31]) were strongly correlated with the emergence of secondary trauma among healthcare professionals. Furthermore, diverging from the more individualistic frameworks employed in the studies of Bdaiwi et al. (2020) and Bou-Karroum et al. (2020), this research explores the intricate entanglement of organizational and situational determinants that concurrently shape the mental health landscape of medical personnel operating in the Syam conflict zone. Moreover, the study's original contribution lies in identifying resilience adaptation patterns observed in 34.2% of participants, revealing that endurance capacity was cultivated through collective coping strategies and close peer support. According to the researchers, this study offers a new lens for designing community-based psychological interventions that are both sustainable and contextually grounded for healthcare providers affected by the protracted armed conflict in Syam.

This study discusses Human Resources Education and Training at the Secretariat General of the Regional Representative Council of the Republic of Indonesia (DPD RI). The main issue faced by the Secretariat General of the DPD RI is that there are still employees who do not fully understand their respective fields. Therefore, a training program has been implemented to help employees enhance their knowledge and skills required for their duties. The purpose of this research is to analyze the effectiveness of education and training programs for human resources within the Secretariat General of the DPD RI. This research uses a descriptive qualitative method, with data collected through interviews, observations, and documentation. The results of the study show that employee understanding of one of the online-based training programs is still not optimal, indicating a need for improvements in content delivery or training methods. Nevertheless, the training targets are considered appropriate as they are directed at employees who require capacity enhancement. In terms of scheduling, the training program is considered to lack flexibility, which may interfere with the employees' daily work routines. Despite several challenges, the overall achievement of training objectives has had a positive impact on employee productivity. Real changes can be seen in the increased understanding and ability of employees to apply the knowledge gained to their tasks and responsibilities in each respective division. Thus, the education and training program is deemed to have made a significant contribution to the development of human resource competencies within the Secretariat General of the DPD RI.

This research was conducted based on the phenomenon of BPK audit quality still needs to be improved when facing a lot of data with large capacity, variety, and high frequency in audit practice. One of the technological advances in facing these challenges is the emergence of big data analytics (BDA). The purpose of this study is to determine the effect of training, competence, and adoption of big data analytics on BPK audit quality. This research method is a quantitative method with a survey approach at the BPK RI office. This study uses primary data obtained through filling out an online questionnaire by 184 respondents who were sampled in the study. The data analysis method of this research is descriptive statistics and path analysis using the IBM SPSS Statistics 26 program. The results showed that training, competence, and adoption of big data analytics had a positive and significant effect on audit quality both partially and simultaneously.

This study aims to examine the role of leaders in group counseling dynamics through a literature review approach. In group guidance practices, leaders serve not only as technical facilitators but also as catalysts who shape healthy and productive interaction structures. The literature review reveals that leadership effectiveness is strongly influenced by interpersonal competence, the guidance strategies employed, and sensitivity to the diverse backgrounds of group members. Techniques such as sociodrama and reflection, along with approaches like Gestalt, Transactional Analysis, and Solution-Focused Brief Counseling (SFBC), have been proven to significantly enhance group dynamics. Additionally, ongoing training is a strategic measure to strengthen leaders’ capacity in managing groups effectively. Therefore, adaptive, empathetic, and reflective leaders play a crucial role in fostering a supportive and transformative group climate.

This essay examines Nigeria's leadership dilemma and civil-military relations in the twenty-first century. The connections between the civilian authority (CAU) and non-governmental civilian organizations are known as civil-military relations (CMR) organizations (NGCG) against the military. However, peacebuilding is a strategy for fostering reconciliation and capacity building that aims to stop conflict or its resumption. The study looks at South West Nigeria's peacebuilding and civil-military relations from 2011 to 2018. The documentary research approach was used for this study, while content analysis was used to examine the work's content. Data for the research project was gathered through observation and documentary investigations. Agency theory is the theory used in this investigation. The results showed that: the military voluntarily accepts their subordinate status to the civilian authority or his representatives because of a constitutional provision that allows for their subordination to civilian authority; Additional results indicate that there was a bad peace between the military and non-governmental civilian groups because of the disputes between the two groups, which were centered on mass harassment and intimidation. The National Assembly should pass legislation requiring only former military personnel to serve as ministers of defense and police, respectively, according to the study's recommendations. Once more, the National Assembly should establish the Independent Monitoring Operation on Military (IMOM) from among non-governmental civilian organizations to keep an eye on troops' movements and actions. It should also have the authority to reprimand and sanction soldiers.

This research focuses on designing the shortest path to a docking station for the charging system of a robotic coffee delivery system on a cruise ship. With the growing demand for more efficient and innovative services in the maritime industry, autonomous robots are increasingly being used for tasks such as delivering coffee to passengers. However, these robots face unique challenges in the confined and dynamic environment of a ship, particularly in terms of power management and recharging. The goal of this research is to create an efficient charging system using a power bank and Internet of Things (IoT) technology to minimize downtime and ensure continuous robot operation with minimal human intervention. By utilizing sensors such as the MPU 6050 for motion detection and the TCS 3200 for color recognition, the robot can autonomously navigate the shortest path to the docking station for charging, while IoT enables real-time battery capacity monitoring. This helps reduce the time spent on non-operational tasks and improves the overall efficiency of the system. This research not only enhances the robot’s ability to operate autonomously in complex environments but also provides a flexible and scalable solution for the maritime industry to integrate advanced robotics into their service operations. The results of this study contribute to the increased adoption of autonomous systems in the maritime sector, particularly in improving service efficiency on board, reducing the need for human intervention, and ensuring smoother service delivery to passengers.

This study aims to examine the practice of money politics that occurred in the 2024 Legislative Election in Alor Regency and its impact on the quality of democracy in the region. Money politics is a highly relevant issue because it has the potential to undermine the basic principles of democracy, reduce electoral integrity, and create inequities in political representation. This practice generally involves giving money or goods to voters with the aim of influencing their political choices, which of course reduces the quality of public political participation. A qualitative approach was used in this study, with data collection techniques including in-depth interviews with various parties involved in the election process, direct field observations, and a review of documents relevant to the elections in Alor Regency. This technique allows for more in-depth data collection and provides a better understanding of how money politics occurs at the local level. The results show that the practice of money politics still frequently occurs in the lead-up to election day, both in the form of giving cash and goods to voters. This phenomenon indicates a decline in the quality of public political participation, where political choices are more influenced by material rewards than by considering the competence of legislative candidates. This indicates a disorientation in the democratic process, where voters focus more on immediate gains than on the capacity and integrity of candidates. The impact of this money politics practice is significant for local democracy. The decline in public trust in the political process exacerbates the dependency between voters and political elites, which in turn leads to inequality in political access and representation. Therefore, this study recommends strengthening political education for the public and stricter law enforcement against perpetrators of money politics to improve the quality of democracy in Alor Regency.

Integrated public services in a one-stop service system, such as the one implemented at the Mal Pelayanan Publik (MPP) Badung, serve as an answer to the public's demand for efficient, fast, and transparent bureaucracy. However, in its implementation, MPP still faces various strategic challenges, such as fragmentation between agencies, limited human resources, and suboptimal digital system integration that supports cross-sector services. This study aims to analyze adaptive and collaborative managerial strategies to address these challenges and explore digital innovation opportunities to improve service quality. By using a literature review method from various journals, policy reports, and supporting documents, this study shows that the success of the one-stop service system greatly depends on visionary leadership, synergy between agencies, and adequate technological support. The discussion concludes that flexible, responsive managerial strategies that emphasize cross-agency collaboration can enhance efficiency and user satisfaction. Therefore, updating digital systems, involving the community, and improving human resource capacity are crucial steps in realizing modern and sustainable public services. Another key factor for success is the adoption of innovative digital technologies. By investing in digital infrastructure, MPP can automate many of its processes, reducing paperwork, speeding up response times, and ensuring better coordination between departments. The development of user-friendly platforms and mobile applications will also allow citizens to access services more easily, improving their satisfaction. Additionally, involving the community in the decision-making process through feedback and engagement mechanisms can help identify areas for improvement and tailor services to better meet the public's needs. To ensure long-term success, continuous capacity building for human resources is essential. Well-trained staff, equipped with the skills and knowledge to operate advanced systems, will be able to provide higher-quality services.
