This study examines technological innovation in environmental policy in Pelalawan Regency, Riau, a region known for its abundant forest resources but facing serious environmental pressures due to forest degradation, land fires, and industrial pollution. The primary objective of this research is to identify policy innovations that can enhance environmental management and support sustainable development that harmonizes economic and ecological aspects. The methodology employed is a qualitative approach with a case study design, involving interviews, participatory observation, and document analysis. The findings indicate that the implementation of technologies such as Internet of Things (IoT)-based air quality sensors and Geographic Information Systems (GIS) has improved the effectiveness of environmental management. However, challenges such as limited human resource capacity, uneven technological infrastructure, and bureaucratic resistance continue to hinder innovation implementation. This study recommends strengthening digital infrastructure, revitalizing the licensing system, and fostering multi-stakeholder collaboration as strategic steps toward improved environmental governance. With an inclusive and sustainable approach, Pelalawan Regency has the potential to become a model for sustainable development in Indonesia.

The current global economic situation is facing various complex challenges, including climate change, economic inequality, and technological revolution. The Keynesian theory, which emphasizes the active role of government in stabilizing the economy, remains relevant for designing adaptive and sustainable economic policies. This article discusses the development of Keynesian theory in addressing future challenges, focusing on green investment, equitable redistribution policies, and strengthening technological innovation. The research method used is a descriptive qualitative literature study with thematic analysis of national and international scientific sources. The findings indicate that the renewal of Keynesian theory should not only aim at maintaining short-term stability but also support long-term sustainability by emphasizing the synergy between fiscal policy, technological innovation, and social justice.

This study aims to describe the success strategy of the Dodol Deli business, an MSME that has existed since 1988 in Pasar Bengkel, Serdang Bedagai Regency. This business is an example of traditional business resilience in the face of various economic challenges, ranging from the 1998 monetary crisis, road infrastructure development, to the COVID-19 pandemic. This research uses a descriptive qualitative method with a case study approach, through direct interviews with business owners. The results show that the success of Dodol Deli is influenced by strong entrepreneurial character, product innovation, efficient production management, and adaptive marketing strategies, including the utilization of social media. In addition, the decision not to use preservatives and not to rely on modern retail systems is an added value in maintaining product authenticity and customer loyalty. Dodol Deli also demonstrates healthy self-financing practices and receives support through non-cash assistance from the government. These findings reinforce the importance of a combination of local values, business independence, and technological adaptation as keys to MSME sustainability.

This paper analyzes bilateral cooperation between Indonesia and the UK in the field of cybersecurity. Cyber ​​threats are increasingly complex and require a collaborative approach that cannot be addressed independently by each country. Indonesia as a developing economy with high internet faces significant cyber dynamics, while the UK has technological advantages and mature cybersecurity experience. Using a descriptive qualitative analysis approach, this paper examines bilateral agreements, data, and related literature to understand the dynamics of this cooperation. Therefore, this paper shows that this cooperation is based on the strategic interests of both countries in maintaining regional and global security stability, as well as the rampant cyber threats in the current digital era. Indonesia chose the UK as its main partner because of its technological advantages in AI and digital innovation. This cooperation is implemented through personnel exchange mechanisms, technical training, and research and development collaboration.

This study aims to analyze the strategy of improving the quality of public services through digital innovation in Sunter Agung Urban Village. In the era of globalization and rapid development of information technology, public services are expected to be more responsive, transparent, and efficient. The research used a descriptive qualitative approach with data collection through documentation studies and in-depth interviews with urban village officials and service users. The results showed that the use of digital innovations such as web-based service applications, online queuing systems, and document digitization has had a positive impact on improving service quality, including accelerating administrative processes and increasing community satisfaction. However, various obstacles are still found, including limited network infrastructure, suboptimal human resource capacity in mastering technology, and low digital literacy among the community, especially the elderly. For this reason, the proposed quality improvement strategy includes strengthening institutional capacity through digital training for apparatus, developing technological infrastructure, and digital literacy campaigns involving the wider community. This research is expected to serve as a reference for local governments in developing inclusive and sustainable digital-based public services.

The rapid development of smart cities, integrating technologies like artificial intelligence (AI), the Internet of Things (IoT), and big data analytics, has transformed urban environments, improving public services and governance. However, this progress presents challenges in inclusivity, accountability, and equity, requiring updates to public service law to address emerging concerns. As digital technologies reshape governance, legal frameworks must balance innovation with citizens' rights protection. This study explores the intersection of law, technology, and society in smart cities, focusing on the implications of digital transformation on public service law. It identifies challenges in governance, including the digital divide, privacy protection, and data security. The research aims to propose an inclusive legal framework that supports technological innovation while promoting accountability and social equity in smart cities. A socio-legal approach is used, combining case studies, policy analysis, and stakeholder interviews. The findings reveal that while digital transformation improves efficiency, challenges remain in citizen participation and reducing inequalities. Successful smart city models, such as those in Barcelona and Tallinn, prioritize inclusivity, accountability, and participation. The study highlights the need for flexible, adaptive legal frameworks to ensure that smart cities are governed inclusively, transparently, and equitably.

This paper provides a comprehensive examination of the concept and implementation of skill management as a cohesive set of competencies encompassing technical, interpersonal, conceptual, and strategic skills within organizational and entrepreneurial contexts. The background highlights the critical role of skill management in addressing the challenges posed by a highly competitive and rapidly evolving business environment, where mastery of these competencies determines both individual and organizational effectiveness in planning, organizing, leading, and controlling resources to achieve collective objectives. Grounded in a literature review of seminal works by Robbins & Coulter, Katz, Drucker, Mintzberg, Armstrong, and Barney & Hesterly, this study adopts a structured approach that covers definitions, classification of skill types, their roles in organizations, development strategies, implementation challenges, and applications in entrepreneurship. The findings indicate that: (1) technical, human, and conceptual skills are complementary across different managerial levels; (2) skill development requires a blend of formal education, field practice, mentorship, and technology utilization; (3) primary challenges include technological adaptation, complexity of decision-making, and limitations in training resources; and (4) in entrepreneurial ventures, effective skill management is fundamental to planning, finance, human resources, innovation, and communication. In conclusion, skill management should not be viewed as a static competency but as a strategic asset that must be continuously enhanced through lifelong learning, enabling both individuals and organizations to sustain growth and resilience in the era of globalization and digital transformation.

This study aims to analyze the role of the Quick Response Code Indonesian Standard (QRIS) as a key driver in the development of Financial Technology (Fintech) that contributes to increasing financial inclusion in Indonesia. Using qualitative methods through a descriptive approach, this study focuses on exploring and understanding phenomena related to QRIS implementation and its impact on the national digital financial ecosystem. Research data was obtained through literature studies from various relevant primary and secondary sources, thus providing a strong theoretical and practical foundation. The results show that QRIS functions as a link between cross-platform digital payment ecosystems, enabling interconnection between service providers, and facilitating non-cash transaction processes in a faster, safer, and more efficient manner. Furthermore, QRIS not only supports the development of financial technology in urban areas but also expands the reach of digital financial services to remote areas that were previously difficult to access by conventional banking services. Thus, QRIS plays a significant role in encouraging public participation in the formal financial system and helping achieve the national financial inclusion targets set by the government. This study concludes that QRIS is a strategic instrument in strengthening the foundation of Indonesia's digital economic transformation. Increasing financial inclusion not only impacts equitable access to financial services but also contributes to more inclusive and sustainable economic growth. These findings illustrate that QRIS is a technological policy innovation with strategic value, not only as a transaction tool but also as a driving force for digital financial integration in the era of national economic transformation. QRIS is a strategic tool in realizing national financial inclusion targets and supporting the vision of transformation towards Indonesia's digital economy.

This study aims to identify the determinant factors in implementing innovation in the field of education in Makassar City, using qualitative research. Based on the source, the types of data used are primary and secondary. Data obtained through interviews with the education office and principals, while secondary data is data obtained from various literature such as books, laws and other related sources. The results of the study indicate that there are 3 main determinant factors in implementing innovation in the field of education, namely a). Leadership that plays an important role in implementing innovation wisely and encouraging the enthusiasm of teachers, students and stakeholders, with the commitment of visionary leaders playing a very important role in building a culture of innovation in the midst of educational transformation. Leadership can ensure that schools face future challenges and maximize technology to improve student learning outcomes. b) A conducive school culture is important for innovation and technological development in the world of education, school culture is interpreted as the quality of school life that continues to grow and develop based on a hard work ethic and certain values ​​​​held by the school. c) Resources as the fulfillment of the need for adequate resources are important so that innovation can be implemented effectively. Educational innovation strategies involve collaboration and involvement of stakeholders, such as teachers, students, parents, school administrators, and policy makers.

Technological literacy among high school mathematics teachers is a crucial aspect in realizing creative, interactive, and relevant learning to meet the demands of the 21st century. However, the reality on the ground shows that most mathematics teachers still have limited experience in improving technological literacy, particularly in the use of artificial intelligence (AI) as a learning support medium. This condition has implications for low innovation in the mathematics learning process. This community service activity aims to optimize the use of AI, specifically Generative-AI technology, in supporting mathematics learning in high schools. The target group is members of the High School Mathematics Subject Teachers' Conference (MGMP) throughout Grobogan Regency, Central Java Province, Indonesia. The implementation method includes workshops, interactive discussions, hands-on practice, and mentoring in the development of AI-based mathematics teaching materials, assessments, and learning media. The training materials include an introduction to the basic concepts of Generative-AI, effective prompting techniques, and practice using various AI applications to produce interactive and contextual teaching materials. Evaluation results showed that all training participants agreed or strongly agreed that this activity successfully improved their understanding of the basic concepts of Generative AI and their skills in operating AI applications for mathematics learning. Participants also reported increased confidence in integrating AI technology into their teaching practices, as well as gaining various relevant practical ideas for classroom implementation. High enthusiasm was evident in the 100% commitment of participants who expressed their readiness to implement AI technology in mathematics learning. Thus, this training not only contributed to improving teachers' technological literacy but also became a strategic step in encouraging innovative and adaptive transformation of mathematics learning in the digital era.

Tourism is currently a rapidly growing sector, particularly in line with social change and technological advancements. In this context, ecotourism is becoming an increasingly popular approach because it prioritizes the principles of environmental sustainability, local cultural preservation, and improving community welfare. One innovative form of ecotourism is the development of agroforestry-based tourism, which integrates environmentally friendly agricultural and forestry practices. One concrete example of this concept is the Dawuhan Kopi area in Semarang Regency. This area has developed a coffee forest farming system as a primary tourist attraction, aiming to combine nature conservation and community economic development. This study aims to comprehensively examine how coffee agroforestry management in Dawuhan Kopi is implemented as a form of ecotourism and to analyze various optimization efforts that have been and are being implemented. The research method used is a qualitative descriptive approach with data collection techniques such as field observations, in-depth interviews with stakeholders, and documentation. The results reveal that the management of the coffee agroforestry area in Dawuhan Kopi still faces various challenges, particularly in terms of institutional framework, tourism product packaging, availability of supporting facilities, and local community empowerment. To address these issues, a comprehensive improvement strategy is needed, ranging from strengthening institutional capacity, innovation in tourism packages, developing basic infrastructure, and increasing active community participation in every management process. This research is expected to make a positive contribution to the development of a sustainable agroforestry-based ecotourism model and serve as a reference for other regions with similar potential to implement the same concept adaptively and contextually.

The rapid adoption of algorithmic systems in public governance has transformed decision-making and service delivery, offering promises of efficiency and transparency. Yet, these technologies raise pressing concerns regarding fairness, bias, and social justice. This study investigates the intersection of digital governance, algorithmic decision-making, and social justice, with particular emphasis on emerging democracies. Employing a qualitative socio-legal approach, the research combines normative analysis of governance regulations, case studies of algorithmic applications in public administration, and interviews with policymakers and technology law experts. Comparative analysis across emerging democracies highlights diverse strategies for addressing equity concerns in algorithmic systems. Findings reveal that while algorithmic systems enhance efficiency, they often reinforce existing inequalities due to insufficient safeguards against bias and discrimination. Moreover, regulatory frameworks remain fragmented and inadequate to ensure fairness and accountability. The study proposes the development of adaptive legal frameworks that integrate transparency, accountability, and citizen engagement into AI governance. By embedding social justice principles into algorithmic regulation, governments can foster inclusive policy design and equitable outcomes. This research contributes to ongoing debates on balancing technological innovation with democratic values, emphasizing the need for governance models that prioritize fairness alongside efficiency.

The standard of proof is the foundation that keeps the criminal justice system from turning into a repressive tool to prevent state power from imposing arbitrary sentences. However, in the midst of technological developments, it has created an unstable evidence landscape that threatens the continuity of the legitimacy of the law itself without a standard of proof that can be objectively verified. This study uses a qualitative research method with a conceptual approach. The data collection method is collected using literature studies, then analyzed using qualitative methods and presented descriptively. The results of the study show that maintaining the existence of the standard of proof is no longer adequate if it is not accompanied by a responsible and adaptive reformulation to the complexity of contemporary evidence. Exploration of alternative forms of evidence offers opportunities to increase precision and transparency that have been difficult to achieve with traditional mechanisms, but all of these innovations can only contribute constructively if they are placed within a strict legal and ethical framework, given the inherent risks such as algorithmic bias, the reduction of judicial convictions to statistics without context, and gaps in accountability between jurisdictions in the application of forensic technology.

The Era of the 4.0 Industrial Revolution has transformed various aspects of life, particularly with the advent of Artificial Intelligence (AI), which brings innovation and efficiency to sectors such as healthcare, education, and governance. However, the rapid development of AI also presents challenges related to law and ethics that must be addressed, such as legal responsibility for damages caused, secure management of personal data, and ethical boundaries regarding technological intervention. This article aims to discuss the legal and ethical issues surrounding the use of AI in Indonesia, focusing on the importance of developing an adaptive legal framework and the application of appropriate ethical principles. This research uses a normative research method with a regulatory approach and a conceptual approach. The discussion covers the definition of AI, legal and ethical challenges in its use, and recommendations for responsible technology implementation. The findings suggest that to ensure fair and sustainable use of AI, Indonesia needs to strengthen existing regulations, raise ethical awareness in society, and establish a dedicated regulatory body for AI technology.

E-commerce has shown very rapid development in recent years as a result of advances in digital technology, changes in consumer preferences, and increasing access to the internet. This study aims to explore the direction of development, challenges, and potential of e-commerce in the future through the Systematic Literature Review (SLR) method of scientific publications published between 2018 and 2024. Of the 203 articles reviewed, 40 articles were selected for further analysis. The results of the study identified five main categories, namely: technological advances (including AI, IoT, and AR), consumer behavior trends, innovations in business models, regulatory and security issues, and opportunities open to MSMEs. The conclusion of the study confirms that the future direction of e-commerce will be largely determined by technology integration, policy adaptability, and business responses to changes in the digital market. These findings are expected to be a reference for academics, business actors, and policy makers in developing inclusive and sustainable e-commerce strategies in Indonesia.

The issue of fairness in regional development in Indonesia remains a significant challenge, particularly concerning the disparities between urban and rural areas, Java and outside Java, as well as between the western and eastern regions of Indonesia. This imbalance reflects an uneven distribution of investments influenced by the national political-economic structure. The sectoral development approach has been deemed inadequate in addressing these disparities, making the regional-based approach an alternative option to prioritize development in accordance with local potential. Several regional growth theories, such as the export base theory, resource advantage theory, and neoclassical approach, assert that a region's economic growth heavily depends on the availability of natural resources, labor, capital, and technological innovation. The primary indicator for assessing growth and economic well-being in society is Gross Domestic Product (GDP) The increase in GDP accompanied by a decrease in the unemployment rate serves as an indicator of successful development. Therefore, the strengthening of regional development needs to be accompanied by equitable investment strategies and approaches that are appropriate to local characteristics so that the growth achieved can be inclusive and fair.

The rapid development of e-commerce in Indonesia has a significant impact on the growth of the digital economy, but also presents major challenges related to environmental sustainability. This study aims to evaluate the environmental impacts caused by e-commerce activities, especially in terms of increasing plastic waste from single-use packaging, carbon emissions in logistics activities, and energy consumption from data centers. Through a literature study and descriptive analysis approach, this study highlights the large contribution of the e-commerce sector to the volume of domestic waste and the need for effective mitigation strategies. In addition to identifying existing challenges, this study also explores various sustainable practices, such as the use of environmentally friendly packaging, consumer education, and the development of low-emission logistics systems. The results of the study indicate that sustainability in e-commerce can only be achieved through collaboration between the government, business actors, and the community. Strict regulations, technological innovation, and increased consumer awareness are needed so that e-commerce can develop in line with the principles of environmental sustainability.

In this context, creative leadership plays a strategic role in driving market disruption through the development of relevant and adaptive business model innovations. This study adopts a qualitative approach based on secondary data using the Systematic Literature Review (SLR) method. A variety of academic sources, including journal articles and case studies of companies such as Netflix, Gojek, and Ruangguru, were systematically analyzed to identify strategic leadership patterns in creating disruption. The findings indicate that creative leaders do more than just adopt technology—they design innovation ecosystems that foster experimentation, continuous learning, and responsiveness to market needs. Strategies such as digital platform development, big data utilization, and business model transformation serve as key tools in challenging conventional market boundaries. This study contributes conceptually to the understanding of the relationship between creative leadership and business model innovation in navigating the complexities of the digital era.

The 21st century is marked by rapid technological developments, increasingly open global access, and increasing complexity in social life. This requires significant changes in the education system, especially in terms of the role and competence of teachers. Therefore, teachers are required to be able to adapt to the times, including in terms of the use of technology that continues to develop. In this era, teachers need to master technology well, for example by creating ICT-based learning media, utilizing learning applications, and various other forms of innovation. This study uses a qualitative research method with a descriptive approach. This article emphasizes that to face the challenges of education in the 21st century, teachers are not enough to only act as conveyors of material. Teachers must also be able to be facilitators, guides, and innovators in the teaching and learning process. With this broader role, teachers are expected to be able to improve the quality of basic education and respond to the needs of the times effectively.
