The juvenile criminal justice system in Indonesia has been reformed through the enactment of Law No. 11/2012 on Juvenile Criminal Justice Sistem (UU SPPA), but its implementation is still ineffective. This study aims to examine the ineffectiveness of the implementation of diversion and the imbalance between restorative aspects and the protection of children's rights in a repressive justice system. This type of research is normative, with statutory, conceptual and comparative approaches. The results of the study showed that limited understanding of the apparatus, lack of institutional support, and the still strong paradigm of punishment were the main obstacles. In conclusion, the reform has not fully reflected the principles of restorative justice and child protection. The author recommends strengthening the capacity of officials, cross-sector collaboration, and revitalizing the role of the community in supporting the implementation of diversion and the protection of children's rights as a whole.

This study aims to analyze the level of efficiency and effectiveness in managing tax revenues in Indonesia and its contribution to national economic development. Taxes are the primary source of state funding and play a crucial role in supporting development programs and welfare distribution. However, there remains a gap between tax potential and realization, indicating the need to evaluate the current tax administration system. This research adopts a descriptive quantitative approach using secondary data from DJP, BPS, and the Ministry of Finance covering the 2019–2023 period. The findings show that tax collection effectiveness has been relatively high in the last two years, as indicated by revenue realization exceeding targets. Nevertheless, efficiency remains low due to suboptimal digital systems and limitations in human resource capacity. Effectiveness is also strongly influenced by information technology and the performance of tax officials. The study concludes that tax reform focused on digitalization and transparency must be strengthened to support sustainable economic development. These findings have important implications for future fiscal policies and suggest opportunities for further research using mixed-method approaches.

Gender-based violence against women and children is a serious problem in Indonesia that reflects the inequality of social structures and the weakness of legal implementation. This study aims to examine the extent to which the Indonesian legal system is able to provide fair, equal, and gender-responsive protection to victims of violence, as well as assess the challenges in its application. The type of research used is a normative-critical study with a Feminist Legal Theory approach. The results of the analysis show that although there are regulatory advances such as the TPKS Law and the Presidential Instruction on Gender Mainstreaming, their application is still biased, not victim-friendly, and lacks a gender perspective. In conclusion, the law in Indonesia has not fully guaranteed substantive justice for victims. Therefore, it is recommended that legal reforms based on victims' experiences, increasing the capacity of law enforcement officials, and strengthening victim service institutions to encourage inclusive and transformative justice.

The phenomenon of overcriminalization in Indonesia reflects the excessive use of criminal law against actions that should not be classified as crimes. This study aims to identify the criminogenic factors behind overcriminalization and to evaluate the urgency of reforming criminal policy. Using a normative-juridical and criminological approach, the research reveals that overcriminalization is driven by ambiguous legal norms, weak law enforcement capacity, cultural bias, and the lack of restorative justice mechanisms. As a result, vulnerable groups—such as minors, youth drug users, and the economically disadvantaged—are often subjected to disproportionate criminalization. The study concludes that the criminal justice system must return to the principle of ultimum remedium. A comprehensive legal reform is recommended through interdisciplinary methods, inclusive public participation in legislation, and the strengthening of humanistic and contextual legal education.

Childhood represents a pivotal stage in every individual's development, particularly in the social and emotional domains. Young children are highly reliant on the support of their surrounding environment to recognize and manage their emotions. Indeed, emotional awareness develops progressively, commencing from physical. sensations to the capacity to comprehend complex emotions. However, children with intricate life backgrounds and a lack of parental figures tend to encounter obstacles in understanding the emotions they experience. Based on observations conducted on early childhood children at the GA Orphanage, it was found that their level of emotional awareness is still relatively low. Consequently, a structured activity-based approach was implemented to assist these children in understanding and managing their emotions.

Patent rights are a part of Intellectual Property Rights (IPR) that provide legal protection for inventions in the field of technology. With the rapid development of the times and technological advancements, the protection of patent rights has become an increasingly crucial issue. This is due to the growing number of patent infringements, particularly in the digital and medical device sectors, which often involve major global technology companies. One such case is the patent dispute between Apple Inc. and Masimo Corporation. The patent conflict between Apple and Masimo serves as a concrete example of how disputes over the ownership of technology can lead to complex legal issues, while also demonstrating how legal systems in developed countries respond to alleged patent infringements relatively effectively. On the other hand, Indonesia, as a developing country, still faces various challenges in resolving patent disputes, ranging from policy aspects and law enforcement processes to the capacity of existing institutions. This study aims to evaluate the extent to which Indonesia's patent legal system has been able to meet the demands of the times. Through the analysis of the Apple vs. Masimo case, this paper seeks to examine how Indonesia’s patent dispute resolution system can be strengthened to address global dynamics.

The objective of this study is to evaluate the impact of load balancing implementation on website service performance to enhance system efficiency and reliability. The research object is a website accessed through seven service endpoints: Login, Homepage, Blog, About, Shop, Contact, and Post Checkout, with a total of 3,500 requests. The testing was conducted under two scenarios: a single server architecture and an architecture utilizing a load balancer (HAProxy) implementing the Round Robin algorithm. The testing method employed Apache JMeter to simulate load and measure various performance parameters, including average response time, throughput, standard deviation, bandwidth usage, average response size, and error rate. The results indicate that the use of a load balancer significantly reduced the average response time from 7,551 ms to 3,278 ms, increased throughput from 12.5 to 27.3 requests per second, and improved response time stability by reducing standard deviation across all endpoints. Bandwidth usage also increased without changes in average response size, with the error rate remaining at 0% in both scenarios. The study concludes that implementing load balancing with HAProxy effectively enhances website service performance in terms of efficiency, capacity, and system stability, and is recommended as a performance improvement solution in resource-constrained environments.

This paper discusses the impact of the Sudanese refugee crisis on security stability in the Chad border region. The conflict between the Sudanese Armed Forces and Rapid Support Forces since April 2023 has triggered a massive wave of refugees, making Chad one of the main recipient countries. Using a regional security complex theory approach, this paper shows that the flow of refugees not only creates social and economic pressures, but also magnifies security risks such as infiltration of armed groups, tensions between communities, and weak control in the border region. Through document analysis, the paper highlights how Chad's capacity constraints exacerbate the situation, as well as the need for a long-term response involving cross-actor coordination and sustained international support.

Performance management plays a central role in improving the effectiveness and efficiency of organizations, both in the public and private sectors. In modern government, the increasing public demand for quality, transparent, and accountable public services has encouraged comprehensive bureaucratic reform. The State Civil Apparatus (ASN) is now positioned as an agent of development that must be adaptive, innovative, and results-oriented. Performance management is no longer just a compliance-based evaluation tool, but rather an integrated strategic approach to drive organizational success on an ongoing basis. In line with Armstrong's (2009) view, the focus of modern performance management lies on developing the capacity of individuals and teams to create optimal contributions to the achievement of organizational goals.

This study analyzes the mechanism of inter-regional cooperation in managing TransJatim as a sustainable public transportation system in East Java. Using a qualitative approach and literature study, the study identified three main aspects: (1) a multi-level collaboration model between the provincial government and five regencies/cities (Surabaya, Gresik, Mojokerto, Lamongan, Bangkalan) regulated through Governor Regulation No. 15/2018 and inter-regional MoU; (2) four main obstacles including policy asymmetry, fiscal inequality, technological disparity, and local political dynamics; and (3) strengthening strategies through five pillars: institutional consolidation, regulatory harmonization, financing strengthening, digital transformation, and capacity building. The findings show that the effectiveness of current collaboration is hampered by the lack of an authorized joint management institution and a clear accountability system. The study recommends the establishment of an independent TransJatim Management Agency, the preparation of integrated SOPs, a sustainable financing system, and an integrated digital platform to support the achievement of SDGs (especially goals 11 and 13) in sustainable transportation. The strategy implementation is proposed in three stages: preparation (1 year), transition (2 years), and full operation.

Corruption is a very serious form of crime that destroys the system of government, hinders development, and reduces public trust in state institutions. In terms of law enforcement in the country, the Attorney General's Office has an important position as an institution authorized to investigate and prosecute corruption cases. Based on Law Number 16 of 2004 together with Law Number 11 of 2021, the Attorney General's Office not only acts as a public prosecutor, but also as an investigator in corruption cases. This article aims to discuss the role and authority of the Attorney General's Office from a legal political perspective, as well as to analyze the various challenges faced in efforts to eradicate corruption. This research uses a normative juridical approach and legal politics, with a literature method through the study of laws and regulations, official documents, and scientific literature. The results of the study show that formally, the Attorney General's Office has a strong legal basis in handling corruption cases, including the authority to investigate, prosecute, and execute court decisions. However, in practice, the AGO faces various obstacles such as a weak legal system, a culture of impunity, political intervention, and limited human resources. To improve the effectiveness of law enforcement, it is necessary to strengthen institutional capacity, the independence of law enforcement officers, the utilisation of information technology, and synergy between law enforcement agencies. Anti-corruption education, public involvement in monitoring, budget transparency, and international cooperation are also important parts of the overall corruption eradication strategy. With a holistic approach, the Attorney General's Office is expected to be at the forefront of realising fair, transparent and accountable law enforcement.
