This study aims to explore how gold price volatility influences customers’ investment decisions in Islamic banks within the framework of Islamic values. Employing a qualitative phenomenological approach, the research investigates the perceptions, motivations, and strategies of twelve active customers of Bank Syariah Indonesia in Surabaya through in-depth interviews. The findings reveal that gold price volatility does not necessarily reduce investment interest; instead, it stimulates adaptive and reflective behavior grounded in religious commitment and Islamic financial literacy. Investment decisions are shaped by three main factors: rational risk perception, religious conviction in the permissibility of gold as an Islamic instrument, and trust in the integrity of Islamic financial institutions. Thus, gold price volatility is interpreted not only as an economic signal but also as a social and spiritual phenomenon that fosters financial maturity among investors. The study concludes that faith-driven investment behavior contributes to financial resilience and moral stability amid market uncertainty. These insights enrich the field of Islamic behavioral finance by highlighting the integration of economic rationality and spiritual values in investment decision-making.

Dancing as an outdoor activity significantly impacts the social and emotional skills of young children. They learn to express their emotions, work together in groups, and increase their self-confidence and empathy through dance activities. Several studies have shown that participating in dance activities can also help children manage their emotions, enhance social interactions, and improve their communication skills. Developmentally appropriate dance programs can positively impact their social and emotional development. Early children's ability to manage their own emotions is part of their emotional developmental maturation during the transition from the preoperational to the concrete operational stage. This study analyzes the water storage capacity and operational patterns of reservoirs in the Surabaya Industrial Estate Rungkut (SIER) to support efficient and sustainable water resource management. The research adopts a quantitative approach by collecting hydrological data, analyzing storage capacity, and simulating reservoir operations based on seasonal scenarios. The findings indicate that SIER's reservoirs have sufficient capacity to meet industrial water demands, although a supply deficit occurs for four months annually. Technical optimization efforts, such as sediment dredging, have proven to increase storage capacity by more than 200%. Practical recommendations for reservoir management include sedimentation normalization and planned operational strategies. These findings are expected to serve as a reference for other industrial zones in addressing water management challenges due to climate variability and increasing industrial demands.

Waste management remains one of the major challenges in urban areas, including Rungkut Menanggal Subdistrict, Surabaya. Although two active waste banks already exist, community participation and the optimization of social and material assets remain limited. This community empowerment program aims to optimize local potential through the strengthening of social and material assets based on waste bank activities using the Asset-Based Community Development (ABCD) approach. This approach emphasizes the utilization of existing community strengths and resources to create sustainable social transformation. The program was carried out through five participatory stages: discover, dream, design, define, and destiny. The results show a significant improvement in the community’s capacity for household waste management. Residents were able to process approximately 100 kg of organic waste into compost and create creative products such as decorative bags made from plastic waste. Moreover, collaboration among local institutions such as Karang Taruna Arkidli, PKK, Posga Venus, Posga Bumi, and KSH increased, strengthening collective action in environmental management. This program demonstrates that the ABCD approach effectively enhances social capital, increases community participation, and generates both economic and environmental benefits. Waste bank management based on local asset empowerment can serve as a model for inclusive and adaptive community development in urban environmental contexts.

The government places the protection of women and children in Surabaya City as a top priority in efforts to reduce the annual surge of violence. To strengthen prevention, handling, and the fulfillment of women’s and children’s rights at the community level, the Surabaya City Government issued Regional Regulation No. 3 of 2023 concerning the Implementation of Child Protection, which is then implemented through the Program of Women- and Child-Friendly Arek Suroboyo Village (KAS-RPA). Focusing on Benowo District and Kandangan Subdistrict, this study aims to examine the synergy of policies among stakeholders in the implementation of the KAS-RPA program. To obtain a real understanding of the implementation conditions, this research applied a descriptive qualitative approach through field observations, in-depth interviews, and documentation. A shared perception among DP3APPKB Office, Benowo District, Kandangan Subdistrict, and Kandangan village cadres in supporting the implementation of the KAS-RPA program demonstrates the level of policy synergy achieved, according to the research findings. Communication patterns among institutions also take place openly and in a structured manner through regular coordination. The attitudes of policy actors indicate a positive commitment to the success of the program, supported by a clear and well-coordinated organizational structure. However, limitations in resources still exist, such as the lack of supporting facilities and the insufficient number of active cadres, affecting program optimization. The implications of these findings emphasize the importance of enhancing resource support and community participation to ensure a more sustainable implementation of the policy and a direct impact on reducing violence against women and children in Surabaya.

This study aims to analyze the concept of modern governance in public service delivery using a descriptive qualitative approach through an extensive literature review. Modern governance is understood as a governance model that emphasizes collaboration, transparency, adaptability, and the involvement of multiple actors within policy networks. The data were collected from books, journal articles, international institutional documents, and previous research relevant to governance and public administration. The findings indicate that modern governance significantly contributes to improving public service effectiveness, particularly through digital innovation, data integration, and collaborative mechanisms between government institutions and citizens. Several case studies—such as public service innovations in Surabaya, Surakarta, and various village administrations—demonstrate that this model can accelerate service processes and enhance public satisfaction. However, the implementation of modern governance still faces challenges, including limited resources, rigid bureaucratic culture, low public participation, and the inconsistent application of good governance principles. This study concludes that modern governance holds substantial potential to strengthen the quality of public services in Indonesia, yet requires strong governmental commitment, technological readiness, and active community involvement to be effectively implemented.

The rapid growth of Indonesia's tourism sector, especially in East Java, has increasingly created fierce competition between local culinary brands. Steamed coating product Surabaya, as one of the leading souvenirs, appears on a solid brand awerness representation with an authentic customer experience. This study empirically examines the influence of Brand Awareness and Customer Review on the Purchase Decision of Steamed Layer Products of Surabaya Heroes. A causal quantitative approach was applied by purposive sampling on 96 offline and online buyer respondents. Primary data was obtained through questionnaires, analyzed using multiple linear regression supported by validity, reliability, classical assumptions, and hypothesis tests. The results showed that there was a simultaneous positive influence of the two variables on the purchase decision (F = 92.484; Sig. = 0.000). Partially, Brand Awareness (t = 6.457; β = 0.485) was more dominant than Customer Reviews (t = 5.685; β = 0.427). Adjusted R² = 0.658 explains 65.8% of the variation in purchasing decisions, with the rest by other factors. These findings underscore the urgency of brand equity and digital management reviews to build consumer trust as well as competitive advantage.

Efficient and integrated public transportation services are a strategic need in sustainable urban development. The Surabaya City Government through the Transportation Department initiated the Wira-Wiri Feeder service on the Bratang-Pasar Turi route (FD07) as a feeder mode that connects densely active areas in the east and west of the city. This study aims to evaluate the implementation and performance of FD07 services using the public policy evaluation framework of William N. Dunn (2003) which includes the dimensions of effectiveness, efficiency, adequacy, justice, responsiveness, and policy accuracy. The research uses a descriptive qualitative approach with data collection techniques through field observations, in-depth interviews, and documentation studies. The results of the study show that the implementation of FD07 services has been running according to operational procedures with an average of 651 passengers per day, supported by field supervision and the Surabaya Integrated Urban Transport System (SIUTS) digital system. However, there are still obstacles in the form of limited fleet numbers, non-professional drivers, limitations of senior mechanics, and inadequate system development budgets. Dunn's six-dimensional evaluation shows that the effectiveness and efficiency of the service are in the medium category, with the main challenges being the accuracy of schedules and the accessibility of bus stop facilities for people with disabilities. This study concludes that improving the quality of human resources, adding fleets, strengthening digital systems, and massive public socialization are strategic steps to realize effective, inclusive, and sustainable feeder services in the city of Surabaya.

This study aims to identidy and examine how people’s views on product quality and brand image affect their decision to buy Shell fuel in Surabaya City. The study fecoses on three key areas: first, how both product quality perception and brand image together influence purchase decisions; second, how product quality perception alone impacts purchase decisions; and third, how brand image alone affects purchase decisions. The group of people studied are those who buy and use Shell fuel in Surabaya. To select participants, a non-probability sampling method was used, with the criteria that respondents must be at least 17 years old, live in Surabaya, and have purchased Shell fuel. After distributing questionnaires, 100 people met these criteria. The data was analyzed using Partial Least Squares-Structural Equation Modelling (PLS-SEM) with SmartPLS 3.0 software. The findings show that both product quality perception and brand image together have a significant effect on purchase decisions. Individually, product quality perception has a positive and significant impact on purchase decisions, and brand image also shows a positive and significant effect. These results suggest that improving product quality and enhancing brand image can help Shell increase consumer purchase decisions in Surabaya.

Community service activities through Scouting training for the Pandega Scouts of Poltekkes Kemenkes Surabaya and Racana Universitas Brawijaya aim to equip the younger generation with leadership skills, character development, and social-ecological awareness. This program involved two main activities, namely the Basic Scout Leader Course (KMD) organized by Universitas Brawijaya at Pusdiklatcab Kota Malang and a canoeing training held in Jung Kwatu, Mojokerto. The methods employed combined theory and practice, using an interactive, participatory, and experiential approach. The evaluation of the training results showed a significant improvement in participants' understanding of scouting concepts, leadership skills, and environmental conservation awareness. Furthermore, the program successfully strengthened inter-institutional collaboration and empowered the local community through ecotourism potential. This program is expected to contribute to the development of a generation that is more socially and environmentally conscious and to strengthen the position of Scouting as a key institution in character-building for the nation.

This research investigates the impact of the work environment and workload on job satisfaction among employees in the Operational Logistics Division at Pos Indonesia, Surabaya Main Branch. A quantitative method was applied with a total of 45 respondents selected through a saturated sampling technique. Data were obtained using interviews, questionnaires, and observations based on a Likert scale, and analyzed using Partial Least Square (PLS). The results reveal that the work environment has a positive and significant effect on job satisfaction, while workload has a negative and significant effect. These findings indicate that an improved work environment increases employee job satisfaction, whereas higher workloads tend to decrease it.

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.

This study aims to analyze the role of the Instagram account @sits_dishubsurabaya as a traffic information medium in the city of Surabaya. The background of this study is based on the increasing use of Instagram social media as a means of public communication by government agencies, which enables the rapid, efficient, and easy dissemination of information to the public. The research method used is descriptive qualitative with data collection techniques through observation and documentation of the account's uploaded content. The results show that the @sits_dishubsurabaya account plays an important role in disseminating traffic information, including traffic condition updates, driving safety appeals, and public service announcements. The presentation of content that is visually and substantively informative encourages public engagement through likes, comments, and sharing of posts. These findings show that the effectiveness of social media does not solely depend on the frequency of posts, but on the clarity of the message, the relevance of the information, and interaction with the public. The @sits_dishubsurabaya account plays an important role in supporting the dissemination of public information in the city of Surabaya.

This study examines the implementation of Green Disaster Management (GDM) policies by the Surabaya City Disaster Management Agency (BPBD) as a means to enhance disaster resilience through environmental sustainability. The research analyzes the integration of GDM principles across all phases of the disaster cycle pre-disaster, during response, and post-disaster recovery. Data was collected through in-depth interviews with key informants, participant observation, and document analysis at BPBD and pilot project sites, including mangrove conservation areas, green emergency posts, and eco-friendly reconstruction sites. The findings indicate that Surabaya has demonstrated significant commitment to embedding sustainability into disaster management through community education, environmentally friendly logistics, and eco-based mitigation measures. Nonetheless, challenges persist, such as limited funding, resistance from developers, logistical constraints, and societal perceptions favoring immediate response over environmental considerations. During disaster response, innovations such as solar-powered emergency equipment and waste segregation practices are being adopted, but their widespread application remains hampered by resource limitations. Post-disaster, efforts in eco-friendly reconstruction and reforestation programs have shown promising results but require enhanced public awareness and long-term maintenance. The success of GDM implementation depends on effective inter-agency coordination, political commitment, and community engagement. Despite progress, hurdles related to budget constraints, social resistance, and knowledge gaps fully hinder the adoption of green approaches. This study highlights the importance of strategic collaboration, policy support, and community participation to mainstream sustainability in disaster management continuously. Strengthening these aspects will not only improve Surabaya's disaster resilience but also contribute to sustainable urban development aligned with global frameworks such as the Sendai Framework for Disaster Risk Reduction.

The Indonesian Naval Academy (AAL) as a military educational institution requires a large electricity supply to support its operational activities, including in the Sapudi Building of the Engineering Department. This study aims to design a solar energy system to supply the electricity needs for lighting in the building. The method used is Research and Development (R&D) with the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Data collection was conducted through direct observation of building conditions, electrical equipment, and solar radiation intensity data in Surabaya. The research results show that the total electricity requirement for lighting in the Sapudi Building is 4.686 kW with a total of 143 lights (96 neon lights and 47 light bulbs). Based on calculations with an average solar radiation of 5.00 kWh/m²/day, the designed system requires 41 units of Solar PV Lesso HPM 550W panel type with 21.3% efficiency and 9 units of Panasonic LC-P12100NA batteries with a capacity of 100Ah arranged in 3 series and 3 parallel configurations. This study proves that the utilization of solar energy can be an efficient and sustainable alternative solution to reduce dependence on conventional electricity in the AAL environment, while supporting the implementation of renewable energy in Indonesian military institutions.

The Indonesian Naval Academy (AAL) is a military educational institution responsible for training young officers for the Indonesian Navy. The learning process at AAL is structured thru classroom theory, field practice, and direct simulations, including using the Engine Room Simulator (ERS) located under the Department of Engineering. The ERS is an important facility for supporting the technical mastery of ship engines for cadets. The operation of this simulator is highly dependent on the supply of electrical energy, with a total electrical power requirement of 14.36 kW. Thru this research, the author aims to design a hybrid solar energy system that can combine electrical energy from the PLN grid with alternative energy from sunlight. The potential for solar energy in the Indonesian Navy Academy area is very large. The average sunlight intensity in the Surabaya area over 1 year per hour is 208.33 W/m2. Therefore, in the design study, the author chose the Solar PV Lesso HPM series 550W solar panel, which has a power of 550W, an efficiency of 21.3%, and an area per panel of 2.583 m2. Based on the calculations obtained, the author used 126 solar panels with an area of 323.64 m2, as well as 24 Panasonic LC-P12100NA batteries with a voltage of 12 V and a capacity of 100 Ah, installed in 3 series and 8 parallel circuits.

This abstract summarizes the innovation in land administration services through the implementation of Electronic Land Rights Certificates (e-Certificates) by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). The policy responds to persistent challenges in conventional land certificate services, including lengthy bureaucratic procedures, limited transparency, and risks of document duplication and forgery. The study focuses on the implementation of e-Certificate services at the Surabaya City Land Office II, aiming to analyze the effectiveness of the innovation, supporting and inhibiting factors, and its impact on public service quality. A descriptive qualitative approach is employed, utilizing Rogers’ Diffusion of Innovation theory (1971) with five key indicators: relative advantage, compatibility, complexity, trialability, and observability. Data collection methods include document analysis, in-depth interviews, and field observation. Findings indicate that the e-Certificate provides significant benefits, such as time efficiency, enhanced data security, and improved transparency. The innovation also aligns with national priorities for digital transformation and bureaucratic reform. However, notable complexity persists due to limited digital literacy among the public and adaptation challenges faced by employees. Limited-scope pilot implementation supports iterative system improvements, while observable outcomes include accelerated services and increased public trust. Key enabling factors consist of strong national policy support, advanced digital infrastructure in Surabaya, and organizational commitment. Conversely, constraints include limited human resources, resistance to organizational change, and data security concerns. Overall, the e-Certificate innovation at the Surabaya City Land Office II has generated new public value through faster, more efficient, and accountable services, establishing a model for advancing digital transformation in land administration across Indonesia.

The rapid growth of amateur football clubs in Surabaya presents great opportunities for talent development and social cohesion, but it also comes with managerial challenges such as unclear organizational structure, lack of financial transparency, limited promotion, and the absence of operational standards for matches. This article presents the results of a community service program based on capacity building, designed to strengthen the managerial capacity of amateur football club managers in Surabaya. The activities focused on a one-day face-to-face workshop for representatives from 30 clubs, utilizing interactive lectures, local case studies, targeted discussions, and the distribution of practical handouts including organizational structure templates, code of conduct, one-page financial reports, content calendars, and matchday checklists. The core materials covered five areas: governance & legal, planning & OKR, finance & accountability, marketing & sponsorship, and operations & safeguarding. The program concludes that a brief, capacity-building workshop can trigger the initial professionalization of amateur football clubs through measurable, easy-to-adopt, and replicable minimum viable governance practices. These findings are relevant as a model for strengthening governance and management of amateur clubs in Indonesia, while also supporting a more professional, accountable, and sustainable community sports ecosystem.

The rapid development of financial technology has transformed transactional behavior, particularly among Generation Z. Easy access through mobile banking, particularly BCA Mobile, has made financial activities more practical but also poses risks of consumptive behavior due to low financial literacy and self-control. This study aims to analyze the influence of Financial Literacy, Lifestyle, and Locus of control on Financial Behavior, with Financial technology as a moderating variable. The research population consists of Generation Z users of BCA Mobile in Surabaya. A total of 147 respondents were selected using purposive sampling based on specific criteria. Data were collected through questionnaires and analyzed using the Partial Least Squares–Structural Equation Modeling (PLS-SEM) approach. The findings show that Financial Literacy and Locus of control have a significant positive effect on Financial Behavior, while Lifestyle has a significant negative effect. Furthermore, Financial technology is proven to moderate the influence of Financial Literacy and Locus of control on Financial Behavior, but not the relationship between Lifestyle and Financial Behavior.

E-Tendering is an electronic-based procurement method that integrates all parties involved in construction projects through a digital platform, simplifying communication, document exchange, and transactions from the initial stage to project completion. The primary objective of implementing E-Tendering in the construction sector is to improve efficiency and transparency in the procurement process of goods and services. However, construction service providers often face obstacles in E-Tendering, such as limited technological proficiency, administrative errors that may disqualify bids, and technical issues like internet connectivity and platform system reliability. Therefore, this research aims to identify the barriers and level of understanding of E-Tendering among construction service providers in Surabaya. A total of 51 respondents were selected using snowball sampling, based on their participation in the E-Tendering system. Data processing in this study employed a quantitative approach using the Fuzzy AHP method to analyze the criteria and sub-criteria related to understanding and obstacles in participating in electronic construction service tenders (E-Tendering). The results of the analysis of service providers’ understanding of the E-Tendering system using the AHP method showed a λmax value of 9.09, a Consistency Index (CI) of 0.01, and a Consistency Ratio (CR) of 0.007.
