This research aims to understand how public perceptions and responses to social conflict are shaped in the digital era, marked by advances in information and communication technology. Using a descriptive qualitative approach and library research methods, this study analyzes various literature, journals, and previous research findings that address the relationship between digital media, social perceptions, and conflict dynamics. The results indicate that digital media plays a central role in shaping public perspectives on social conflict. Rapid, widespread, and interactive access to information makes it easier for people to engage in social issues, both actively through online campaigns and passively as observers. However, this phenomenon also poses challenges in the form of perceptual bias, the spread of hoaxes, and increased social polarization due to the dominance of certain narratives in the digital space. On the other hand, digital media also opens up opportunities for collective awareness, social empathy, and public participation in conflict resolution efforts. Therefore, improving digital literacy and media ethics are crucial factors in building a critical, rational, and peaceful society amidst the complexity of social interactions in cyberspace.

. This study aims to analyze the communication strategy of the Serang City Investment and One-Stop Integrated Services Agency (DPMPTSP) in providing public services to the community, as well as identifying supporting and inhibiting factors in its implementation. This study uses a qualitative method with a descriptive approach. Primary data were obtained through in-depth interviews, observation, and documentation, while secondary data were collected from literature, regulations, and related official sources. The focus of the study is directed at the application of the two-way symmetrical communication theory that emphasizes interactive dialogue, feedback acceptance, communication equality, and active community participation. The results show that the Serang City DPMPTSP implements various communication strategies, including delivering information face-to-face and digitally (website, social media, and SKM barcodes), providing complaint channels, and involving the community in service evaluation. Supporting factors include the availability of service facilities, competent human resources, and information technology support. Inhibiting factors include limited digital literacy in the community, technical system obstacles, and differences in the level of public understanding of service procedures.

Complete basic immunization for infants is an important effort in preventing infectious diseases and improving public health. However, certain regions still have subpar vaccination rates, which may be due to parents' ignorance and attitudes. Children who do not receive all recommended vaccinations are more vulnerable to illness and, worse, may die from it. This study was conducted at the Jikohay Community Health Center in the West Obi District to examine the impact IEC on mothers' attitudes and knowledge on the provision of full basic immunizations for newborns. Maternal and child health books (KIA) and a questionnaire approach were used in this qualitative study. The purpose of this study is to ascertain how IEC affects mothers' knowledge and attitudes on giving their babies the recommended basic vaccinations at the Jikohay Health Center in the West Obi District. There were 60 individuals in the population and 40 responders in the sample. Purposive sampling was used for the sample process. The Wilcoxon test was utilized for data analysis. According to the study's findings, 20 respondents had good attitudes, 20 had sufficient attitudes, and 29 had good knowledge, 10 had sufficient knowledge, and 1 had insufficient knowledge after receiving counseling on parental attitudes and knowledge in providing full basic immunizations to infants. At the Jikohay Health Center in the West Obi District, the results of the statistical test with a p-value of 0.000 indicated that IEC had an impact on mothers' attitudes and knowledge toward giving their infants all of the recommended basic vaccinations.

Hospitals in DKI Jakarta continue to face service quality challenges, including long waiting times, fragmented information systems, and limited patient access to digital health technologies. Although digital transformation and digital literacy are expected to enhance service quality, the mediating role of patient experience remains insufficiently explored. This study investigates the effects of digital transformation and digital literacy on service quality, with patient experience as a mediating variable. A quantitative explanatory design was applied using data from 200 outpatients. Measurements were based on validated indicators of digital transformation, digital literacy, patient experience, and service quality. Structural Equation Modeling (SEM) with AMOS was employed for analysis. The findings show that digital transformation significantly improves patient experience and service quality. Digital literacy positively affects patient experience but does not directly influence service quality. Patient experience fully mediates the relationship between digital literacy and service quality and partially mediates the effect of digital transformation. These results highlight the critical role of patient experience in translating digital capabilities into perceived service improvements. Hospitals are encouraged to strengthen digital transformation initiatives, enhance digital literacy support—especially for older adults—and design user-friendly digital services that facilitate communication and access. This study integrates the Technology Acceptance Model and Customer Experience Theory to provide empirical evidence on how digital-based interventions can advance hospital service quality.

Advances in information and communication technology (ICT) have revolutionized various aspects of life, including the education sector. The application of technology in education enables more flexible, interactive, and personalized learning, as well as expanding access for students in various regions, including remote areas. SMK Negeri 2 Binjai is one of the vocational education institutions in Binjai City that is currently facing challenges in the process of determining recipients of educational assistance, particularly the Indonesia Pintar (PIP) Program, which is intended for underprivileged students. Until now, the selection mechanism for PIP recipients has been carried out manually, making it prone to subjectivity, lack of transparency, and limited integrated data. To overcome this problem, a decision support system is needed to help schools determine the recipients of educational assistance objectively and structurally using the Weighted Aggregated Sum Product Assessment (WASPAS) method, which is an effective multi-criteria decision-making technique for processing various assessment criteria to produce the best alternative ranking. The results of the calculation using the WASPAS method produced different preference values (Qi) for each student alternative. The highest score was obtained by Ilyas Ramadhanu with a Qi of 0.6899, followed by Binar Sembiring with a Qi of 0.5963, and Dimas Dwi Andika with a Qi of 0.5790. The lowest value was obtained by Adit Rahmazi with a Qi of 0.3852.

Public relations (PR) plays a vital role in building and maintaining the trust of students’ parents toward Islamic boarding schools (pesantren). This trust serves as an essential foundation for the continuity of education and for fostering a harmonious relationship between the Ma’had and the parents. This study aims to analyze the communication strategies implemented by the Public Relations division of Ma’had Tahfidz Al-Qur’an (Putri) at Pondok Pesantren Al-Amien Prenduan Sumenep in strengthening parents’ trust, to understand their responses to these strategies, and to explore stakeholders’ expectations regarding the management of public relations within the institution. This research employs a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and document analysis. The findings indicate that the PR strategies were carried out through systematic stages of planning, implementation, evaluation, and continuous improvement. Generally, parents expressed satisfaction with the transparency of information, the speed of communication services, and their increased participation in educational activities. However, several aspects still need improvement, particularly in maintaining consistency in financial information delivery and modernizing communication systems through technology. Overall, the PR strategies at Ma’had Tahfidz Al-Qur’an (Putri) have been effective in strengthening parents’ trust and enhancing the institution’s positive image. To further improve the role of PR in the future, it is necessary to enhance staff professionalism, innovate in communication technology, and strengthen collaboration with various stakeholders.

This study aims to determine and analyze employee performance in improving services at the Population and Civil Registration Office of Gorontalo City. Viewed from the following aspects: (1) Performance Quality, (2) Punctuality, (3) Initiative, (4) Ability, and (5) Communication. This research method uses a Qualitative Approach with a Descriptive type. Data collection techniques used in this study are observation, interviews, and documentation. The results of the study indicate that employee performance is generally good, as seen from the existence of friendly, clear service, and the use of technology to support the administrative process. However, there are still several obstacles, especially related to limited service infrastructure and network disruptions that hinder the speed of service. From the aspect of performance quality, employees have attempted to provide services according to standards, although document errors are still found due to the lack of accuracy from the public in completing files. The timeliness of service is relatively optimal, supported by the implementation of a maximum service standard of 24 hours. From the initiative side, employees have been quite responsive to public complaints. Employees' ability to operate service applications is good. Meanwhile, the communication aspect has been running effectively through the delivery of information that is easy to understand, a persuasive attitude, and the use of supporting media such as pamphlets and banners.

This community service project addresses the issue of teaching Information and Communication Technology (ICT) in Semarang Regency, which is still dominated by linear methods and lacks visualization, hindering students' comprehension of complex ICT concepts. The goal is to enhance educators' ability to design visual-based teaching modules supported by Dual Coding Theory and Constructivism. The solution provided was an intensive workshop and collaborative mentoring on both manual and digital mind mapping techniques. The results showed a significant increase in educators' cognitive competency, indicated by the average score rising from 55.4% on the pre-test to 88.2% on the post-test. Participants successfully designed digital mind map-based ICT modules with an average product quality score of 88.9%. This success proves the effectiveness of mind mapping as a pedagogical tool for transforming ICT learning into a more active, visual, and structured experience.

This community service project was motivated by the limited technical competency among TIK (Information and Communication Technology) personnel in Semarang Regency schools in designing optimal computer network infrastructure. This situation resulted in slow, unstable, and poorly managed digital learning services within these schools. The main objective of this activity was to enhance the competency of 24 TIK personnel to enable them to design efficient, secure, and professional networks tailored to their schools' needs. The solution provided was hands-on training using the UISP Design Center, a web-based network design platform. The training was conducted face-to-face over two days and covered hierarchical topology, VLAN and QoS management, and practical design simulation. Measurement results demonstrated a significant increase in the participants' cognitive competency, evidenced by the average score rising from 45.2% on the pre-test to 82.5% on the post-test. Participants successfully applied these concepts to produce accurate designs for network topology, logical segmentation, and Bills of Materials (BOM). The high level of participant satisfaction confirms the effectiveness of this training in closing the skill gap. This activity successfully enhanced the network planning capability of the partner schools.

This article explores the background, methods, results, and conclusions of digitalization in public services, focusing on its impact on the social administration ecology. It examines the rapid adoption of e- government and ICT (information and communication technology) by public administrations worldwide since 2020, investigating both opportunities and risks. Methods include a systematic literature review and qualitative case studies drawn primarily from peer-reviewed journals published between 2020 and 2024. The results show that digitalization in public services offers significant benefits: improved efficiency, transparency, citizen participation, reduced corruption, and enhanced environmental governance. However, it also presents risks, in particular widening digital divides, loss of human aspects in administrative interaction, ethical concerns (data privacy, algorithmic bias), regulatory and infrastructural challenges, and potential exclusion of marginalized groups. The discussion elaborates on how these opportunities and risks reshape the ecology of social administration defined here as the interplay of structures, actors, norms, technologies, and environment in public administration. In conclusion, the paper argues that digitalization must be managed with attention to equity, ethical governance, infrastructure readiness, and regulatory safeguards. Key recommendations include fostering digital literacy, inclusive design, transparency in data and algorithmic processes, and participatory governance.

Digital transformation in higher education demands the sustainable use of Learning Management Systems (LMS). However, most previous studies have predominantly focused on cognitive aspects such as perceived usefulness and user satisfaction, overlooking the motivational dimensions that drive long-term engagement. This study aims to explore how System-Provided Autonomy Support (S-PAS)—the degree of autonomy support embedded within the system—shapes users’ continuance intention to use LMS through psychological need satisfaction and autonomous motivation. Employing an exploratory qualitative approach, data were collected through in-depth interviews, focus group discussions (FGDs), task-based observations, and critical discourse analysis of institutional policies and system micro-copies across several universities under the coordination of LLDIKTI Region IX Sultanbatara. Thematic analysis revealed that users’ experiences with LMS are influenced by five key dimensions of S-PAS: meaningful choice, rationale provision, non-controlling language, emotional validation, and informational feedback. When the system and policies offer flexibility, empathetic communication, and clear rationales behind instructions, users exhibit higher levels of autonomous motivation and stronger commitment to LMS continuance. Conversely, administrative rigidity, technostress, and opaque surveillance practices undermine psychological need satisfaction and weaken users’ continuance intention. The study extends the application of Self-Determination Theory (SDT) to educational technology by introducing S-PAS as a conceptual framework that bridges system design and user motivation. Practically, the findings offer strategic guidance for policymakers and developers to design LMS environments that are more autonomy-supportive, human-centered, and sustainable. Future research is encouraged to quantitatively validate the S-PAS model across diverse institutional and cultural contexts to enhance the generalizability and theoretical robustness of these findings.

Kreo Village, located in Larangan District, Tangerang Regency, still relies heavily on very traditional communication methods in daily life. While this approach reflects local wisdom and strong cultural values, the changing times demand a digital transformation, especially in the field of communication. With the rapid advancement of digital technology and the growing quality of human resources in the village, the need for a more modern communication system is becoming increasingly important. One potential solution is the use of artificial intelligence technology such as ChatGPT. ChatGPT (Generative Pre-trained Transformer) is a language model based on AI developed by OpenAI. This technology can understand and generate natural language interactively, similar to human conversation. By integrating ChatGPT into community communication activities, Kreo Village can speed up access to information, facilitate the exchange of ideas and opinions, and bridge the existing digital gap. In addition, ChatGPT can also be used as an educational tool to help residents understand digital technology, support learning activities, and strengthen community participation in village development. Through this initiative, Kreo Village can move toward becoming a more inclusive, adaptive, and competitive digital village in the modern era.

This study aims to analyze the role of Islamic Religious Education (IRE) in shaping students’ character in the digital era, particularly through the use of non-digital learning media. The rapid development of technology has brought both positive and negative impacts on students. On one hand, technology facilitates access to information and enables more interactive learning processes. On the other hand, exposure to negative content and digital distractions can weaken students’ concentration and moral control. This research employed a quantitative method with a survey approach and a correlational design. Data were collected using a Likert-scale questionnaire from five respondents selected through purposive sampling. The findings reveal that teaching IRE using non-digital media significantly improves students’ concentration, discipline, and awareness of worship. Furthermore, IRE positively contributes to fostering wise internet usage and proper digital communication ethics. These results indicate that combining traditional approaches with the integration of religious values is highly effective in addressing the challenges of the digital era and promoting the development of students’ character rooted in Islamic values.

Freedom of expression is a fundamental human right, yet it is not absolute, as it may be restricted under certain conditions in accordance with international law, such as the protection of reputation, national security, and public order. In Indonesia, this right is guaranteed by the 1945 Constitution of the Republic of Indonesia and its derivative regulations. However, the rapid development of information and communication technology has reshaped the landscape of public discourse. The digital space, while facilitating easier access to and dissemination of information, also presents challenges, including hate speech, misinformation, cyberbullying, and the potential for criminalization due to ambiguous regulations.To respond to these challenges, the Regional Board of Nasyiatul Aisyiyah (PDNA) Semarang organized a community service program in the form of a public dialogue titled “Freedom of Speech: Between Rights and Risks” on August 9, 2025, at the Hall of the Central Java Provincial Archives and Library Service. This activity was carried out through a participatory approach by academics who are also members of PDNA, together with the PDNA Semarang board. Two speakers were presented, Dr. Mochamad Riyanto, S.H., M.Si., a legal expert from Universitas 17 Agustus (Untag) Semarang, and Aris Mulyawan, Chair of the Alliance of Independent Journalists (AJI) Semarang. The dialogue produced three main findings: first, the need for legal awareness so that freedom of expression does not lead individuals into legal problems; second, the importance of digital literacy to reduce the spread of hoaxes and hate speech; and third, the urgency of building safe digital spaces through collaboration among communities, media, and educational institutions. The discussion emphasizes that freedom of expression in the digital era must be understood as both a right and a responsibility, requiring a fair regulatory ecosystem and continuous digital literacy enhancement

This study aims to examine the role and strategies of educational management amidst global dynamics and the development of information technology. The method used is a qualitative approach through literature review of various relevant scientific sources, focusing on the development of educational management in the digital era. The results show that 21st-century educational management must be innovative, flexible, and technology-based. Additionally, strengthening 4C competencies (critical thinking, creativity, collaboration, and communication) is a key focus in the development of adaptive and effective learning systems. The role of technology in education is not only as a tool but also as an integral part of modern educational governance, supporting both the learning process and the overall management of education. Key challenges faced include the readiness of human resources, the equal distribution of technological infrastructure, and the digital divide between regions and social groups. Therefore, adaptive and visionary managerial strategies are essential to creating an excellent and sustainable educational system. The implementation of policies supporting the integration of technology into education and the development of competencies for educators is a crucial step to ensure the achievement of inclusive and quality education. This study is expected to serve as a reference in the development of sustainable educational management policies and practices, as well as enhance the quality of education in the digital era.

The advancement of information and communication technology has significantly transformed library management, shifting from print-based services to digital-based platforms. This transformation requires librarians to move beyond their traditional role as collection managers to become agents of innovation who connect community information needs with technological developments. This study aims to examine the contribution of librarians’ roles in fostering innovation using Soerjono Soekanto’s (2002) role theory, which encompasses three dimensions: normative, ideal, and actual. Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed using reduction, presentation, and conclusion drawing techniques. The findings indicate that librarians carry out normative roles through compliance with regulations, digitization standards, metadata, and copyright; ideal roles as digital transformation agents, local collection developers, information technology experts, and digital literacy educators; and actual roles through digitization practices, metadata input, user assistance, and SOP-based services. The results demonstrate that librarians play a strategic role in advancing digital collection development, both through professional compliance and through creative and adaptive engagement with technology. Consequently, librarians strengthen regional libraries as centers of literacy, cultural preservation, and trusted information in the digital era. The novelty of this research lies in integrating Soerjono Soekanto’s role theory into the context of digital library transformation, thereby offering a new analytical framework that positions librarians not merely as technical executors but as strategic actors in regional information service innovation.

This study aims to find out the process of Family Card (KK) administration services and identify the obstacles faced in its implementation at the Ngaglik Village Office, Serengat District, Blitar Regency. The research method used is a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The research subjects consisted of village staff and communities who had managed KK, who were selected by purposive sampling. Data analysis is carried out through three main stages, namely data reduction, data presentation, and conclusion drawn. The results of the study show that the administrative services of the family at the Ngaglik Village Office have been running quite optimally. This is shown by the existence of clear service procedures, good officer responsiveness, and the implementation of a digital system in the administrative process. However, there are still several obstacles that hinder the effectiveness of services, including the lack of initial information received by the applicant, the slow response of communication through digital media, and the limitation of supporting facilities such as technology devices and adequate service spaces. These findings show the need to increase service capacity through strengthening information systems, officer training, and providing more representative support facilities. This research is expected to be an input for the village government in developing administrative services that are more efficient, transparent, and responsive to the needs of the community.

Effective communication is a key element in modern public administration, as it serves not only as a means of conveying information but also as a strategic instrument for strengthening inter-agency coordination, increasing public participation, and building public trust in the government. This study uses a qualitative approach with a literature review method, reviewing scientific journals, academic books, and official policy documents to analyze the role of communication in the bureaucracy, identify barriers that hinder its effectiveness, and propose relevant strengthening strategies in the digital era. The results of the study indicate that clear, consistent, and open communication acts as a catalyst in every stage of public policy from formulation, implementation, to evaluation, while simultaneously increasing the government's legitimacy in the eyes of the public. However, several obstacles remain, including the hierarchical organizational structure of the bureaucracy, a closed communication culture, limited communication competency among civil servants, and political intervention that often distorts policy messages. Furthermore, the development of digital technology provides significant opportunities through e-government, social media, and public service applications to expand the reach of communication, but at the same time presents challenges in the form of low digital literacy among civil servants and the public and the risk of spreading false information. To address these issues, recommended communication strengthening strategies include increasing the capacity of civil servants through communication skills training, developing information technology-based communication systems, establishing a more open and participatory organizational culture, and actively involving the public in every stage of public policy. Thus, this study confirms that effective communication is the main foundation of bureaucratic reform, because without inclusive, adaptive, and technology-based communication, public administration will not be able to meet the increasingly dynamic, complex, and critical demands of the public on the quality of government services.

This research analyzes the Indonesian legal framework consisting of Law No. 28 of 2014 on Copyright, Law No. 11 of 2008 jo. Law No. 19 of 2016 on Electronic Information and Transactions, as well as the technical regulations of the Ministry of Communication and Information (Kominfo) in addressing these violations. The findings indicate that although the legal framework is in place, enforcement still faces technical, legal, social, and complex cross-border challenges. These sites often utilize foreign servers, mirror domains, and anti-blocking technology to evade blocking, thus requiring international cooperation thru mechanisms such as Mutual Legal Assistance (MLA) and coordination with the World Intellectual Property Organization (WIPO). An effective counter-strategy must be multidimensional, encompassing regulatory strengthening, the use of detection technologies such as digital watermarking and content ID systems, as well as public education to curb the demand for illegal content. A comparison with the United States, Japan, and South Korea shows that proactive enforcement, a quick notice-and-takedown mechanism, and industry cooperation have proven effective in reducing violations. In conclusion, the eradication of illegal streaming sites in Indonesia requires continuous synergy between the government, industry, and society to protect copyright and the sustainability of the creative industry ecosystem in the digital era.
