Education and training have a strategic role in improving the quality of human resources, namely civil servants who are professional both in terms of competence, attitude and expected behavior in accordance with their respective duties and roles. The objectives of education and training have an influence on employee performance, this can be seen from the objectives of the training which are in line with performance measurement indicators. The purpose of this theoretical review is to find out how the functions and roles of education and training affect the improvement of employee performance skills in companies. The method used is a theoretical review by analyzing and comparing existing theories. The results of this theoretical review are in carrying out the roles and functions of education and training to improve employee performance skills by increasing human resources, advancing science and technology, and increasing the quality development of company quality. It can be concluded that the role and function of education and training is an activity of a company that intends to be able to improve and develop attitudes, behavior, skills and knowledge of employees in accordance with the wishes of the company in improving employee performance. For agencies or companies, it is also necessary to encourage the development of the basic capabilities of existing employees. The education and training carried out by the company is beneficial for the company, employees, and improves performance and performance in good quality.

One of the goals of providing financial incentives is to encourage employees to have high performance. Besides that, individual characteristics make a difference when they are given assignments. But in reality the performance shown by employees is less than optimal. The purpose of this study was to find out whether financial incentives and individual characteristics jointly influence the performance of employees at the Central Tapanuli District Licensing Service. The hypothesis that the author proposes is that financial incentives and individual characteristics jointly influence the performance of employees at the Licensing Service of Tapanuli Tenga Regency. The population is 34 people and used as a sample. The results of the study found that financial incentives and individual characteristics simultaneously had a positive effect on employee performance at the Central Tapanuli District Licensing Service, where Fcount (44.747) > Ftable (3.13) Partially the financial incentive variable had the most dominant effect on employee performance, where the t-value count 4.056 > ttable value 2.004 Partially individual characteristic variables have a positive and significant effect on employee performance, where the t-count value is 2.823 > ttable value 2.004 (2.823 > 2.004) 55.4% employee performance can be influenced by financial incentives and individual characteristics. It is recommended that agencies need to pay attention to employees, especially THL, by providing financial incentives, not just employees with civil servant status, because the service wheels for the community serve more THL

  The discrimination that many people with disabilities experience is discrimination in the work environment to people with disability are only pitied and seen as having many limitations and ultimately hampering the surrounding community. This view still occurs in many companies, they are reluctant to accept people with disabilities because they are considered to only hamper the company. By examining this problem, it is hoped that it can render a concern for how the government should enforce and supervise the employment rights of persons with disability, both in the government and private companies. The method used is a qualitative approach with the type of case study and is descriptive with a case study of discrimination in the selection of civil servants. It could then be concluded that persons with disability are the same as other human beings who have human rights, including employment rights, these rights have been guaranteed and regulated in the 1945 Constitution, Human Rights Law, Law on Persons with Disabilities, and other laws and regulations and from this research, it was found that there is still perception against persons with disability in the selection of Civil Servant (PNS) admissions

The purpose of writing the article is to analyze the functions and roles of BKN, the role of BKN in preventing corruption for civil servants, and the implementation of corruption prevention policies or programs in the field by BKN in efforts to prevent civil servant corruption. Employees are workers both physically and mentally and their presence is needed because they are one of the most important means of effort to achieve certain goals. The writing method that we use in writing this paper is normative juridical, namely an approach through researching doctrinal laws using secondary data sources. The BKN as an institution of the Government of the Republic of Indonesia to better manage government personnel. The BKN was established to function not only to collect administrative data, but to develop the competence of civil servants in a more effective way so that they can provide support for development missions, governance, and public services. Corruption is the root of the country's problems and is the most important cause of poverty, therefore it must be dealt with. The causes of corruption very often occur such as the absence of strict sanctions, weak religious and ethical education, lack of education, bad environment, radical change, poverty, and the state of society. The existence regulations is crucial and important in Indonesia as a legal state that adheres to the civil law ,where in this system the highest position is a constitution. Pancasila and the 1945 NRI Law are fundamental guidelines in making laws and regulations.The principle is the basic guideline that must be fulfilled so that later the legal product results, namely the laws and regulations that are produced are good, ideal, and worthy of enactment. President Joko Widodo working with the DPR as legislature-forming institution to make a law in a different way, namely by repealing and/or amending several provisions of the law at once using the omnibus law method. There is a legal issue where in forming a law one must comply with the principles of forming statutory regulations, both formal and material principles. In this research, we will discuss how to fulfill formal and material principles in the formation of laws in Indonesia using the omnibus law method?. The results of the discussion in this writing are that the fulfillment of the formal and material principles of the law adopting the omnibus law method must be based on the principles stipulated in Article 5 of Law 13 of 2022.

The background of this thesis is that it starts from the rapid growth of information technology-based lending service providers, apparently not balanced with adequate education to the public, causing various effects / risks that arise from the many kinds of online loans and there are still many unregistered or illegal organizing companies found as well as the potential for leaking user personal data that can be misused by the organizing company or another party One of the platforms is the Smart Credit App.   The problems that the author raises in this study are How to Arrange Online Loans on the Smart Credit Application, How are the Losses arising from online borrowing of the Smart Credit Application and How is the Responsibility of the Smart Credit Application for Losses from Customers. The research method used by the author in answering problems is Normative Juridical Research where the author tries to examine problems with existing legal rules and uses the literature study method in collecting existing legal materials. The conclusion of this thesis research is that Online Loans through the Smart “Credit Application in the people of Semarang City are regulated in Article 1320 of the Civil Code which in essence stipulates thatagreements made online must still meet the legal requirements of an agreement. The implementation is regulated in POJK regulation 77/2016 concerning Technology-based Loan Services. Customer protection in online loan agreements can be found in the Consumer Protection Law in article 7 which regulates the Obligations of Business Actors, then Article 8 which regulates things that are prohibited from being done by Business Actors, and Article 18 which regulates the provisions of matters related to the Standard Clause. ITE Law, where in Article 11 and Article 17 of the ITE Law regulates matters related to the validity of electronic agreements, OJK Regulation Number 77 / POJK / 2016 concerning Services of a Loan in the form of Money Based on Information Technology which is regulated through article 18 concerning the Form and Structure of online loan agreements. The disadvantage that often arises from the Smart Credit Application is the dissemination of personal data carried out by the Smart Credit Application because the Debtor does not make payments on time, so the debt Collector uses techniques to use the dissemination of personal data to pressure the Debtor to immediately make payments, Juridical Responsibility The Kredit Pintar application for actions committed for defamation can be held civil liability through a Tort Lawsuit as stipulated in article” 1365 of the Civil Code filed by Customers who feel aggrieved because their identity is used in the misuse of personal data.   Keywords : Online Loans, Smart Credit Applications.

The Intergovernmental Panel on Climate Change (IPCC) warns that there are only 12 years left or until 2030 to prevent extreme climate disasters that occur due to global warming (Global Warming). One of the triggers for global warming is air pollution triggered by the large emissions of global greenhouse gases (GHGs). Efforts to reduce the amount of greenhouse emissions emitted by large-scale buildings or civil buildings are to apply the Green Building concept. The research design in this study is survey research with the expost facto method. The research instrument uses tests and questionnaires to answer the research hypothesis, with data analysis techniques using the Paired Sample T Test test to measure the impact of the green building concept on learning outcomes and a simple linear regression correlation coefficient to measure the effect of green building concept learning on energy-saving attitudes. From the results of the Paired Sample t test, a value of t = 0.525 was obtained, because the value of t>0.05 then the Ha hypothesis can be accepted, so there is a significant influence on learning using the green building concept with the learning outcomes of class XI students specializing in social studies at SMAN 3 Jember. As for the results of the simple linear regression correlation coefficient test, the results of which there was a significant influence on learning the green building concept with a water and electricity energy-saving attitude of class XI students specializing in social studies at SMAN 3 Jember.

Human rights protect individuals, groups, or property. The nation or state officials as part of the country have an international obligation to protect the community and their property, where international human rights standards are established and developed in various international forums. This study aims to provide a critical review of the Convention related to Human Rights which guarantees the right of everyone to be treated equally before the law regardless of race, color, origin, and ethnicity, which also forms the Committee on the Elimination of Racial Discrimination to supervise its implementation. This qualitative research used a descriptive approach to collect data systematically, factually, and quickly in accordance with the description when conducting research. The results of this study showed that the principles of human rights guide law enforcement in prosecuting criminals. These principles emphasize the importance of supervision (including clarity in the chain of command) of law enforcement agencies. These principles also explain in detail the guarantee of the right to life fulfillment.

The implementation of public order for street vendors (PKL) is still a problem, due to the lack of handling carried out by the local government, causing the community to deliberately violate the trading place. The background of this research is to find out the obstacles in carrying out the duties of the civil service police unit in the Karimun sub-district in controlling street vendors. The method used in this research is to use a qualitative descriptive approach with data sources in observation, interviews, and documentation. The theory used in this study is the theory of the four main elements of performance evaluation measurement according to Mahsum (2013: 26) namely (1) the goals and objectives carried out by SATPOL PP have been carried out in accordance with established regional regulations even though there are several street vendors in the Puan market Maimun who has not optimally understood the regulations from SATPOL PP. (2) the performance measurement of SATPOL PP as public control can be said to be quite effective even though not as a whole in socializing the ban on selling on public roads. (3) in measuring the level of achievement of SATPOL PP targets, it can be said that the level of achievement is in the category of success in providing solutions related to selling on the roadside, it's just that there is a lack of strategy in spatial planning. (4) in evaluating the performance of SATPOL PP it has been optimal but there is still a lack of routine supervision and maximum sanctions, this is due to the lack of firm attitude and commitment from officers who violate the rules so that the handling of street vendors is not optimal. The conclusion of this study is that the Karimun Regency SATPOL PP has carried out public control of street vendors at the Puan Maimun market in accordance with regional regulation No. 1 of 2019 concerning public order. suggestions that SATPOL PP should provide regular outreach regarding the orderly regulations for street vendors, supervise officers who are undisciplined, give directions evenly and stipulate strict sanctions against street vendors who violate the rules.

                Quality public services are called the best services that meet service quality standards. The best service standards that meet service quality standards are benchmarks that are used as guidelines for service delivery and service quality assessment references as service obligations to the community in the context of quality services. This research is about the Achievement of Public Service Quality at the Civil Registration Office of Seram Bagian Barat Regency, which uses a descriptive qualitative approach, a descriptive qualitative approach decides on a particular unit, where the problem is examined comprehensively, in detail, and various in-depth variables are then examined and made, including the possible relationship between existing variables. To realize quality public services, it is necessary to increase satisfaction with the community. The appearance and ability of physical facilities and infrastructure with the surrounding environment is tangible evidence of a service provided by service providers including the physical facilities of the  service place,  the  equipment used,  and  the appearance  of  employees  in  serving  the community. To improve the quality of service at the Population and Civil Registration Office of Seram Bagian Barat Regency, researchers suggest that: Disdukcapil of West Seram Regency should add service support facilities or service infrastructure, for example by adding chairs and putting fans or air conditioners and providing reading books, newspapers, or magazines in the waiting room.

Song lyrics "Civilization", "News of Loss", and "Great Destroyer Dance" works. Feast became the subject of this investigation. The purpose of this study was to provide an overview of the structure of lyrics and social commentary. The Roman Ingarden hypothesis is used in this review to dissect the design of the verses of the dining experience. Theories of literary sociology were also used in this study to see how the lyrics of the song "Pesta" contained social criticism. The consequences of this study show that melodic verses work . Banquet acts as a vehicle for delivering analysis of real social factors that occur in the eyes of the public. In the melodic poems of "Peradaban", analysis is communicated on the development of the revolution, the unfair worldview, and prejudice that exists among the tight networks that are rife in Indonesia. The killers were criticized in the lyrics of the song "News of the Loss" because it has lost humanity and human values. The lyrics of the song "Dance of the Great Destroyer" forbid the application of Indonesian local wisdom and denounce pollution and environmental damage.

In general, this study aims to determine the influence of Leadership and Workload on Employee Work Effectiveness at the Secretariat Office of the Regional People's Representative Council of Sibolga City. The type of research used in this research is descriptive correlational research, which describes and provides an explanation of the relationship between variable X (independent) as the independent variable that influences and variable Y (dependent) as the dependent variable that is influenced. For this study, the population was only Civil Servants consisting of 10 Structural Officials and 29 Staff at the Secretariat Office of the Regional People's Representative Council of Sibolga City, totaling 39 (thirty nine) Civil Servants. The analytical method used is the efficiency analysis technique of multiple correlation and multiple linear regression. The results showed that based on statistical testing partially showed t count 3.641 > t table 0.208 and a significant value of 0.001 <0.05, it means that the Leadership variable partially has a positive and significant effect on the Work Effectiveness variable. The workload variable shows t count 0.448 > t table 0.208 and a significant 0.004 <0.05, it means that the workload variable partially has a positive and significant effect on the work effectiveness variable.

The existence of technology has become insignificant and affects all activities and human life in the world. As in today's era, almost everything is dependent on technology. Information technology in the e-government era can make it easy for people to obtain information and communicate interactively. Because with this technology, we can get information quickly. Information obtained through communication technology makes it easier for an organization to cooperate with each other in achieving the goals of the organization. Therefore the use of technology needs to be optimized and developed so as not to experience backwardness in obtaining information. This study aims to analyze the application of electronic signatures to the electronic official document system at the Jakarta Directorate General of Population and Civil Registration using qualitative research methods by collecting data through recording and observation. The theory used is Grindle's policy implementation theory. Based on the results of the research and discussion above, it can be concluded that the application of electronic signatures to the electronic official document system at the Directorate General of Population and Civil Registration in Jakarta in general has a positive impact and eases the work of its employees.

E-government which can be broadly defined as the utilization of information and communication technology and the internet which has the ability to transform relations with citizens, business people and other government institutions. The development of Information and Communication Technology (ICT) is currently very rapid and of course it must be addressed positively to increase community participation in realizing the principles of good governance (Good Governance). This study uses a qualitative research method with a descriptive approach. Sources of data in this study are observation, literature, articles, journals, scientific research and sites on the internet. The Ministry of Home Affairs has a public service unit, one of which is the Directorate General of Population & Civil Registration, of course it is required to provide optimal service to the community. The implementation of e-government, related to service and dissemination of public information at the Ministry, especially at the Directorate General of Population and Civil Registration is already good and in the medium category, and still needs to be repaired and improved. The Ministry of Home Affairs in implementing e-government fulfills the first stage, namely information publishing and the two "official" two-way transactions based on the Deloitte & Touche framework and from the Government to Citizen (G2C) sector are included in the category, namely e-governance, e-service, and e-knowledge

The problems faced in this study include (1) How is motivation related to the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency? (2) How is work discipline related to the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency? (3) How is the influence of motivation and work discipline on the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency? This study aims to study, find out, and analyze (1) The influence of motivation on the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency. (2) The influence of work discipline on the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency. (3) The influence of motivation and work discipline on the work performance of State Civil Apparatus at the Cipari District Office, Cilacap Regency. The method used in this study is an explanatory survey, while the technical data analysis is validity testing, reliability testing, descriptive statistics, Inductive Statistical Analysis (Inferential) with Multiple Regression (Multiple Regression). The results of the study inform that (1) Motivation has a positive effect on the work performance of state civil servants at the Cipari District Office, Cilacap Regency. This means that if motivation is increased, then the work performance of state civil servants at the Cipari District Office, Cilacap Regency will also increase. (2) Work discipline has a positive effect on the work performance of state civil servants at the Cipari District Office, Cilacap Regency. This means that if work discipline is increased, then the work performance of state civil servants at the Cipari District Office, Cilacap Regency will also increase. (3) Motivation and work discipline have a positive effect on the work performance of state civil servants at the Cipari District Office, Cilacap Regency. An organization is established because it has a goal that it wants and must achieve. A government organization is established with the aim of providing civil and economic rights services to every citizen optimally. A company organization is established by a group of people because they want to gain business profits, while a non-profit organization is established with the aim of community service. The purpose of this study is to determine and describe the influence of job placement on the performance of employees of the Sub-district Statistics Coordinator of the Central Statistics Agency of Ciamis Regency. The influence of compensation on the performance of employees of the Sub-district Statistics Coordinator of the Central Statistics Agency of Ciamis Regency. The influence of the work environment on the performance of employees of the Sub-district Statistics Coordinator of the Central Statistics Agency of Ciamis Regency. The influence of job placement, compensation, and work environment on the performance of employees of the Sub-district Statistics Coordinator of the Central Statistics Agency of Ciamis Regency. The method used in this study is descriptive and verification research. Based on the results of the research and discussion, the following conclusions are obtained. Job placement tends to increase and employee performance tends to increase. Thus, job placement affects employee performance at the Central Statistics Agency of Ciamis Regency. Compensation tends to increase and employee performance tends to increase. Thus, compensation affects employee performance at the Central Statistics Agency of Ciamis Regency.
