 State administration is never separated from policy making. Bureaucratic reforms is carried out to realize good governance, therefore policy is a must because all the implementation of programs and community services should be conducted. One of the policies that is often carried out is discretion, with the aim of filling the regulatory vacuum and not stopping innovating in carrying out policies because of the regulatory vacuum. This study was conducted to analyze the formulation of discretion in the implementation of bureaucratic reform. This research was conducted with a qualitative approach. Results of the study: 1) discretion is carried out by taking into account the objectives, causes and conditions for using discretion; 2) discretion that is contrary to the objectives, procedures and conditions can be canceled; 3) it is necessary to build an accountability system in the implementation of discretion so that it does not lead to corrupt behavior. Conclusion: discretion is an innovation that can be accounted for by the government and society

KAI access is the official application from KAI for making orders, as a means of boarding passes, train tickets. This application was created to make it easier, especially for KAI passengers, to order tickets, as a medium for finding route information and train schedules according to what train passengers need. Implementation of KAI Access is measured from four indicators including communication, resources, disposition and bureaucratic structure. Meanwhile, the level of satisfaction of PT service users. KAI is seen from 9 indicators including requirements, systems, mechanisms and procedures, costs/tariffs, product specifications, types of services, competency of implementers, behavior of implementers, handling complaints, suggestions and input, and facilities and infrastructure.The results of the research show that the cumulative score for KAI Access Implementation obtained a percentage of 84.29, which is in the high category, while the cumulative score for the level of satisfaction of PT service users. KAI obtained a percentage of 82.79, including the high category. The results of statistical calculations through the product moment correlation test obtained r_count > r_tabel (0.931 > 0.279) at a significance level of 5% with N-50, which means there is a positive influence of the implementation of KAI Access on the level of satisfaction of PT service users. Sultan Muhammad Salahuddin Airport located in Bima regency, West Nusa Tenggara is the main terminal for the people of Bima and its surroundings who travel using air services. As the main terminal for Bima people who will travel by air service, Bima Airport must have a risk management system in accordance with applicable regulations, especially in the airside area where all aircraft operational activities take place in the airside area. This study aims to determine the suitability of the safety criteria of Sultan Muhammad Salahuddin Bima Airport and the steps taken by the airport in the event of a non-conformity or an event that can be categorized as hazard identification and Risk assessment (HIRA). This study used mixed methods Data collection was carried out by observation, structured interviews and documentation. The general data in this study is primary data and secondary data. Data analysis used using qualitative and quantitative data analysis techniques. The results of this study are based on research that has been carried out based on ISO 31000 on Aviation Hazard Risk Management Analysis on the Airside Side as an effort to minimize the risk of accidents with the Hira method at Sultan Muhammad Salahuddin Airport which is carried out using stages consisting of the risk identification stage, risk analysis and risk evaluation as well as the risk treatment stage, So from the study 10 dangers and risks that are likely to occur. Of the 10 risks, there are 9 risks in the red zone (high) and 1 risk in the yellow zone (medium). Of the 10 risks, they then get treatment or control because they are in the red zone and yellow zone. Controlling the possibility of 10 existing risks, Sultan Muhammad Salahuddin Airport uses control measures in implementing measures to minimize the impact of possible risks that occur, namely avoiding and reducing risks. This is supported by risk treatment carried out by the company and adjusted to 10 risks that are likely to occur.

The Mirna Salihin case has become one of the most horrendous events in the Indonesian legal system. On January 6, 2016, a young woman named Mirna Salihin died mysteriously after drinking coffee at a prestigious cafe in Jakarta. Mirna's tragic death shocked the public and became the center of media attention, raising big questions about the cause of death as well as whether an autopsy should be performed to uncover the real truth. The Mirna Salihin case became controversial due to the allegation that Mirna's death was caused by cyanide poisoning, a deadly poisonous substance. The fundamental question arises: What is the role of autopsy in solving murder cases? This triggers a conflict of dissent that must be explained and understood in greater depth. This journal aims to shed light on the key evidentiary challenges posed by autopsy irregularities, and provide insight into how this case became a dilemma for the legal process. The research utilized qualitative methods by collecting data from media news analysis. The final conclusion highlights important warnings about the difficulties and the need for change in the law enforcement and forensic systems.

Hepatic cirrhosis (SH) is a disease/group of diseases that infects the liver, characterized by loss of liver lobular architecture due to fibrosis and damage to parenchymal cells and their regeneration which ultimately forms a nodular structure. According to its clinical manifestations, this disease has a long latent period but is followed by sudden abdominal swelling, abdominal pain, hematemesis, edema and jaundice. In the next phase, the most prominent symptoms include jaundice, ascites, portal hypertension, and central nervous system abnormalities that end in coma. SH is infecting the whole world. SH is the eleventh leading cause of mortality and the fifteenth leading cause of morbidity worldwide. There are many things that have been proven to cause SH, including infections, toxins, hereditary conditions, and even autoimmune processes. Some of the complications that arise from SH include gastroesophageal varices (affecting the stomach and esophagus), hypersplenism (affecting the splenic organs), hepatorenal syndrome (affecting the kidneys) and even hepatic encephalopathy (affecting the central nervous system).

The application of the zoning system to the acceptance of new students gives rise to various perceptions in society. Likewise, what happened in the Kebonsari Village community was that the implementation of the zoning system caused them to have negative and positive perceptions. The purpose of this research is to see the condition of Kebonsari Village regarding zoned school registration with the widespread transfer of Family Cards. This type of research is descriptive with a qualitative approach. By using observation, interview and documentation data collection techniques. The research was conducted in Kebonsari Village. The conclusion from the research results shows that in Kebonsari Village where the Family Card was moved due to minimal schooling, only in Kebonsari Village, there are several residents who are not or are not in that domicile. They only include a Family Card with a Surabaya address but they are outside the city of Surabaya for various reasons. This case was discovered by the author while carrying out the Kalimasada program by surveying the residences of residents in the sub-district. This could cause them to be suspected of not knowing their residency and being blocked from being registered in the Sistem Informasi Administrasi Kependudukan (SIAK) because the data is blocked because these residents do not actually live in that area.

Digital financial services provided by fintech companies operate or make use of digital technologies. One of the banks that has offered digital fintech-based services are Bank Muamalat KCP Medan Baru. These services include virtual account services, cash management systems, online banking, m-banking (M-DIN), and ATMs. the necessity of putting into practice marketing tactics that increase client happiness and faith in these services. The purpose of this study is to identify the Bank Muamalat KCP Medan Baru's digital fintech-based marketing strategy for customer service. At Bank Muamalat KCP Medan Baru, this kind of research is considered field research. This study is descriptive qualitative in nature. Interviews and documentation were used to obtain data. The key data sources used were interviews with Bank Muamalat sub-branch managers, customer care representatives, and consumers KCP Medan Baru, whereas secondary sources are drawn from written works or other types of documentation to supplement primary data. According to the research, it is known that Bank Muamalat KCP Medan Baru has applied a number of shari'ah marketing indicators, including a number of marketing mix components. Promotion has dominated marketing tactics throughout the Bank's existence. Brands, services, and procedures produce marketing value. Additionally, Bank Muamalat KCP Medan Baru is inextricably linked to the three key tenets of shari'ah marketing—piety, moderation, and virtue. The Principle of Piety is the one that is used the most frequently. Additionally, Bank Muamalat KCP Medan Baru should assess or enhance its marketing tactics for digital fintech services continuous attempts to increase usage of the system due to the fact that some clients are still unaware of Muamalat's digital fintech offerings, particularly its virtual accounts, cash management systems, and online banking.

Community service for the D-III Nursing Study Program in Central Tapanuli, Medan Ministry of Health Polytechnic, is carried out in the form of education about community empowerment through balanced nutrition education as an effort to prevent stunting. The target of service activities is 40 pregnant women and mothers with early childhood children who are in the working area of the Hutabalang Community Health Center. The aim of this Community Service is to realize community service as one of the Tri Darma activities of higher education, increase the knowledge of pregnant women and mothers with early childhood regarding stunting and balanced nutrition and provide training on how to make naget as an effort to minimize the occurrence of stunting in the work area. Hutabalang Health Center, Lack of Knowledge about Stunting is caused by multi-dimensional factors and is not only caused by poor nutrition experienced by pregnant women and toddlers. Several factors that influence the incidence of stunting include maternal factors, home environmental factors, low food quality, inadequate feeding, food and drink safety, breastfeeding (breastfeeding phase), infection, political economy, health and health services, education, social and culture, agricultural and food systems, water, sanitation and the environment. Community service activities carried out in the working area of the Hutabalang Health Center, Badiri District, Central Tapanuli Regency by providing education to participants by means of lectures and question and answer/discussion, succeeded in increasing the knowledge of pregnant women and mothers with early childhood. Before the education was carried out, the level of knowledge in the good category was 40% and after the education was carried out it increased to 85%.

Management and utilization of water resources will increase along with the rate of population growth, increasing living standards and regional economic growth. Human needs for water in life generally consist of clean water needs, agricultural water needs and industrial water needs. Provisions for water use permits in Law no. 17 of 2019 which is not regulated in PP No. 69 of 2014, namely permission to use water to meet needs for activities other than meeting basic daily needs and people's agriculture which is not a business activity, it can be said that PP No. 69 of 2014 is no longer in accordance with the provisions in Law no. 17 of 2019 so that it needs to be revoked and new government regulations formed as implementing regulations for Law no. 17 of 2019. The paradigm that will be built with the enactment of Law Number 17 of 2019 is to improve the previous paradigm which was not in line with people's expectations so that there would be no leap in the authority to manage water resources in the hope that a more effective and efficient resource management system would be realized..

Control and monitoring systems that use the Internet-of-Things (IoT) can be found in everyday life, for example, in smart home applications, smart transportation, and smart cities. IoT-based monitoring of environmental conditions both indoors and outdoors is generally carried out to reduce the risk of unwanted events. One example of an unwanted event is a fire. Fires can occur in houses, office buildings, rice fields, or forests. In order to help provide early warning of a flame that can cause a fire, this study aims to design and implement an IoT-based fire detection and warning system using the NodeMCU ESP8266 and a flame sensor. The sensor used is an infrared sensor that will detect infrared light radiation coming from a fire. The test results show that the system successfully detects the presence of fire up to 50 cm from the fire sensor and can be monitored via thinger.io. Additionally, notifications from thinger.io via e-mail and Telegram to users were successfully executed.

The development of a sophisticated era means that we cannot be separated from electronics and the sophistication of the times and their electronics. UD.Rizky Tani is a kiosk selling fertilizer, herbicides, pesticides and others. This kiosk was founded by Mrs. Ros Mintana Nasution, located in Sayur Mahincat Village, Padang Lawas Regency, North Sumatra. This lady is the wife of Mr. Jimmi Bugis Lubis as the owner of UD Anugrah Jaya Tani so the two of them set up two kiosks. At this kiosk, it is necessary to know what the best pesticides are to make it easier for the kiosk and the people who need it, and so that people can be sure that the best pesticides have been created. A decision support system has been created to make it easier to determine the best pesticides. The method used is the Weighted Product (WP) method, which is a popular multi-criteria analysis decision and is a multi-criteria decision making method. Like all FMADM methods, WP is a finite set of decision alternatives described in terms of some decision criteria.

Triglycerides are fats carried by the lipoprotein system located in the blood, are the main cause of arterial diseases and are usually compared with cholesterol using lipoprotein electrophoresis. Triglycerides consist of glycerol linked to fatty acid groups. The High Intensity Interval Training method is a sport designed to increase metabolism and burn body fat so as to balance triglyceride levels in the body. This exercise is often included in training programs for long-distance runners. This study aims to obtain information about the effect of the High Intensity Interval Training (HIIT) exercise on the interval running model on triglyceride levels in PASI Athletes in Malang City. The research method and design used was an experiment in the form of the one group pretest-posttest design, namely recording the results of triglyceride levels before HIIT training and after HIIT training. This study involved 8 long-distance runners whose blood was taken from the cubital vein before the HIIT treatment. The design of this study was initiated by screening all research subjects according to predetermined inclusion criteria. And all subjects were instructed to fill out a willingness form (informed consent) then proceed with taking a blood sample before the HIIT exercise treatment of ± 10 µL. After taking blood, the HIIT training program is continued with an interval running model, namely by running fast for 2 minutes, then walking for 2 minutes, doing 10 repetitions. After completing the HIIT training treatment, all subjects took blood again as much as ± 10 µL. When all subjects' blood samples have been taken, it is followed by laboratory tests in the clinical pathology laboratory, Faculty of Medicine, Brawijaya University. The results of the study by conducting a paired sample T-test were used to analyze the data obtained with a significant (2-tailed) value of 0.938 greater than the p value of 0.05 (0.938> 0.05) indicating H0 was accepted and Ha was rejected which means that HIIT training has no significant effect on the leukocyte levels of PASI Athletes in Malang City. So it can be concluded that HIIT training has no effect on increasing leukocyte levels in PASI Athletes running long distances in Malang City. The conclusion in this study was that the HIIT training provided had no significant effect on the amount of triglycerides after and after exercise. Triglyceride levels in long-distance runners are at normal levels. This is because there has been regular practice given by the coach as preparation for the match.

The aim of this research is to analyze the handling of medical record archives that runs at Bhakti Kartini Hospital and is the subject of research discussion. This research uses a qualitative method with a descriptive approach, the subjects of this research are the medical records staff at Bhakti Kartini Hospital, totaling 4 people. From the results of the research conducted, Management of medical record archives includes creating, handing over and destroying medical record archives. Maintenance of medical record archives is carried out by medical record staff and maintenance of equipment that supports the archives is carried out by hospital cleaning staff, however, the equipment facilities that support medical record archives are still inadequate, hampering employee activities and performance that are less than optimal. Meanwhile, the storage of medical record archives at Bhakti Kartini Hospital uses a decentralized system where active archives and inactive archives are stored in different storage locations, active archives are less than 5 years old while inactive archives are more than 5 years old, and for the record archive alignment system medical devices use a digit terminal system.

Babies get their main nutrition, namely breast milk, through the breastfeeding process. However, in some cases breast milk can be low, one of the reasons is the mother's psychological condition. Mothers who feel unhappy, not calm, not relaxed, this will affect their breast milk. Hypnobreastfeeding is a relaxation technique to help smooth the breastfeeding process, by adding positive affirmations to your mind when you relax. Deep and regular relaxation makes the endocrine system, blood flow and other systems in the body function better because the endorphins produced by the mother will flow to the baby through breast milk and also make the baby feel comfortable and calm. Research objective: to determine the effect of hypnobreastfeeding on the smooth flow of breast milk in postpartum mothers at PMB Soraya Palembang. Method: This research uses a pre-experimental research design (one-group pre-post test design). The sampling technique used was total sampling with a total of 32 people. Univariate data analysis for homogeneity and bivariate tests used the dependent t test. The results of this study showed that respondents experienced an increase in breast milk production obtained from the pretest and posttest. The results of the dependent t test obtained a Z value of -2.129 and Asymp Sig of 0.001 < 0.005. The conclusion of this research states that there is an influence of the hypnobreastfeeding technique in expressing breast milk to the mother

A leader must also adapt to new learning systems and curricula. The Merdeka curriculum itself is a manifestation of the adaptation of the previous era. In this curriculum, educators are given the freedom to provide quality learning according to the needs and learning environment for students. The Merdeka curriculum itself is designed by the government to address learning crises and improve the quality of learning in all educational units. The method used in this study is descriptive qualitative with data analysis techniques consisting of data collection, interviews, and drawing conclusions. This study aims to see how a leader carries out the responsibility in implementing the Merdeka curriculum and the challenges in implementing the Merdeka curriculum. With this research, the author hopes to understand the role of school leadership in implementing the Merdeka curriculum.

Technology currently plays an important role for a company. The implementation of information systems in companies is very popular because performance activities will run well, including the ease of data processing. In this case the company that wants information technology is PT. Arrgo Surya Abadi. The inventory system used at PT. Arrgo Surya Abadi still uses notes in the form of spreadsheets which are summarized every day, making it prone to errors in planning raw material needs, and it is difficult to control the use of production raw materials such as dyes. From this phenomenon, of course, a capable raw material planning information system is needed to process data and create raw material reports automatically. The aim of this research is to provide report data regarding the amount and time of raw materials procured to smooth production activities. The method used in this research is Material Requirement Planning (MRP). The results of this research conclude that with the existence of a computerized system at PT. Arrgo Surya Abadi can assist the production process related to procuring the right materials, in efficient quantities and time.

In the era of digitalization and rapid technological development, payment systems have undergone significant transformation. One innovation in payments is the Quick Response Code Indonesian Standard (QRIS), which has become increasingly common in various sectors. An in-depth understanding of the implementation of QRIS in the new canteen environment of Jakarta State University will provide valuable insight into how this new technology impacts the transaction process. This research uses a qualitative descriptive approach, namely by describing and analyzing the problems found. Data collection techniques are based on primary data and secondary data. Primary data in this research was obtained by conducting observations, interviews, and documentation, while secondary data was obtained through books, previous research, and articles related to research. The purpose of this research is to evaluate the extent to which the implementation of QRIS in the New Canteen at Jakarta State University has succeeded in achieving the initial goal of improving the payment process, understand the positive impacts that have been generated by the use of QRIS, including increased efficiency, transaction security and convenience for users, and identify obstacles. that may arise in implementing QRIS, such as network problems or additional costs, which may affect its effectiveness. From the results of this research, it can be seen that the implementation of QRIS in the New Canteen at Jakarta State University has gone well even though several obstacles need to be corrected, such as a lack of consistency in payment rules and a lack of socialization about QRIS. The Policy and Use of QRIS in the new canteen at Jakarta State University has succeeded in achieving order, efficiency, and security in the payment process, simplifying transactions, reducing dependence on cash, reducing the risk of errors, and increasing sales in the canteen. Although there are challenges such as network problems, inadequate smartphones, and administration costs. It is highly recommended that sellers and managers of the New Jakarta State University Canteen continue to implement quality improvements properly. It is necessary to carry out intensive outreach to students and canteen staff regarding QRIS and how to use it, and it is important to ensure that the QRIS system runs smoothly and safely. Thus, the implementation of QRIS in the New Canteen at Jakarta State University provides significant benefits and has the potential to continue to be improved.

The purpose of this research is to analyze the implementation of Complete Systematic Land Registration (PTSL) and the inhibiting factors based on the Regulation of the Minister of Agrarian and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning (PTSL) in Bajawa City. This research is an empirical legal research conducted at the Ngada Regency Land Office. Data collection techniques using interview techniques and literature / document studies. The data used are primary data, secondary data and tertiary data. This research was conducted in Bajawa City, Ngada Regency, East Nusa Tenggara. The results of data management were analyzed descriptively using qualitative methods. Based on the results of the research and discussion, it can be seen that the Implementation of the Complete Systematic Land Registration (PTSL) Programme in Bajawa City, Ngada Regency, has been running well in the two Villages/Kelurahan Lebijaga and Desa/Kelurahan Bajawa both seen from the achievement of the 2022 programme target. The inhibiting factor in the Ngada Regency Land Office is that work performance is still not optimal due to the lack of apparatus. Facilities and infrastructure are also still lacking, especially for two-wheeled vehicles and four-wheeled vehicles as well as office equipment such as computers and laptops.
