Natuna waters are the most vulnerable area to illegal fishing because there is abundant potential for fishery resources. It was recorded that from May to December 2016, there were 280 foreign vessels in Natuna waters, which resulted in economic losses of 2.98 trillion Rupiah. This study aims to examine and assess the policies and actions that the Indonesian government has implemented in overcoming illegal fishing activities in the area. The results of this study are that the Natuna Waters Area is part of the Indonesian Archipelago Sea Lane (ALKI) and functions as a global waterway. The Indonesian government's strategy in dealing with cases of unlawful fishing in Natuna waters effectively increases the protection of state sovereignty and marine resources through policies such as sinking ships and maritime diplomacy. However, this implementation policy overcomes obstacles in the form of intimidation from other countries, such as China, and weaknesses in supervision and coordination between domestic institutions, which can affect microorganisms in fisheries management and maritime security in the area.

Law that is just and in line with social values adopted by society. This role is increasingly relevant in facing modern challenges, where understanding and application of the teachings of the Qur'an have an important role in the formation of legal norms in Muslim society. As a holy book, the Qur'an provides moral and ethical guidelines that form the basis for the Islamic legal system. Through its various verses, the Qur'an establishes the principles of justice, goodness, and social responsibility that influence individual behavior and interactions between members of society. The purpose of this study is to explore the values of Islamic law related to the role of the Qur'an in the formation of legal norms. The method used in this study is a qualitative method, by making books, magazines, articles and journals related to the research theme to collect data, then codify it, and then describe it in this article. The results of this study indicate that the application of Islamic law is largely determined by the Qur'an and Sunnah. Laws taken from sources other than the Qur'an and Sunnah will not last long, because the law is made by humans. So that potentially whoever is in power is the one who determines the law. In addition, the Qur'an also provides concrete rules regarding aspects of life, such as marriage, inheritance, and crime, which are then interpreted and applied in the context of sharia law. Thus, the Qur'an not only functions as a spiritual source, but also as a basis for the formation of norms that need to be adjusted to social dynamics and developing legal needs.

A Mixed Use Building project in downtown Surabaya is the basis of this design. The project is located on Menanggal Wisata street in Surabaya, which is in the area of Kodim Brawijaya and very strategic. To overcome the phenomenon, the designer should think about how to maximize the land function (in the middle of the city and dense environment) and organize the circulation system. because the multifunctional building project to be built should be able to carry out various functions in one space. Residential, coworking, and shopping center functions are all part of the building. The biophilic concept, which means applying natural elements both physically and non-physically to the inside and outside of the designed building, is a common concept in Mixed Use building design. The construction is a multifunctional building with three floors of shopping center and eight floors of apartment units. The building period consists of two main basic forms, which are connected by a connecting mass for the apartment spaces.
