The concept of smart governance has become increasingly crucial in supporting public sector reform through digital transformation. This study aims to identify the major challenges and opportunities in implementing smart governance in Indonesia by conducting a comparative review of academic journal literature and contextualizing the findings to the case of Pekanbaru. The analysis reveals three critical challenges: uneven digital infrastructure, low digital literacy among civil servants, and fragmented regulations and inter-agency coordination. On the other hand, the review also identifies opportunities in improving service quality and expanding citizen participation through digital platforms. Contextual discussion highlights how these findings reflect the actual conditions in Pekanbaru, which, despite its ambition to become a smart city, still struggles with systemic barriers. The study concludes with practical recommendations for the Pekanbaru city government, emphasizing the importance of capacity building, system integration, and inclusive public engagement. This review also serves as a foundation for future empirical research to validate the findings and enrich local digital governance strategies.

Land transportation infrastructure is an important component in supporting public mobility and national economic growth. This research aims to compare the management of land transportation infrastructure in Indonesia and Japan by highlighting the differences in strategies, policies, and innovations implemented in each country. The method used is a literature study with a qualitative approach that examines policy documents, institutional reports, and previous research. The results show that Japan has built an integrated and efficient land transportation system through long-term planning and high-tech support, while Indonesia still faces challenges in infrastructure equity, governance, and rapid urbanization. However, Indonesia is starting to show progress through national strategic projects, service digitization, and technological cooperation with Japan. The implication of this study confirms that improving the quality of governance, fairer distribution of infrastructure investment, and integration of technology in the transportation system are not only important, but are key prerequisites for Indonesia to realize an efficient, inclusive, and sustainable transportation system. In addition, lessons learned from Japanese practices show that collaboration among stakeholders, regular evaluation of policies, and long-term planning need to be part of the land transportation reform framework in Indonesia.

Digital transformation in the world of education has encouraged the use of digital media, particularly Learning Management Systems (LMS), in the learning process. This study aims to analyze the influence and effectiveness of LMS use on improving learning quality, learning motivation, and student engagement. The method used in this study is a Systematic Literature Review (SLR), analyzing ten relevant national scientific articles published within the past five years. The findings indicate that the use of LMS such as Google Classroom, Moodle, and Schoology generally contributes positively to supporting more interactive, flexible, and structured learning. LMS has also proven to enhance learning independence and facilitate learning management by educators. However, its effectiveness is influenced by human resource readiness, digital competencies, and the availability of technological infrastructure. Therefore, continuous training for educators, the selection of LMS tailored to specific needs, and infrastructure support are necessary to achieve effective and sustainable digital learning.

This study aims to analyse the implementation of Total Quality Management (TQM) principles in enhancing student satisfaction at Madrasah Aliyah Negeri 2 Kudus. The main issues examined include: 1) how TQM is implemented at MAN 2 Kudus, 2) the factors that encourage and inhibit the implementation of TQM, and 3) the impact on student learning outcomes and the overall quality of education. This research employs a qualitative method with data collection techniques including observation, interviews, and documentation. The data obtained were analysed through the process of reduction, presentation, and conclusion drawing. The findings reveal that: 1) the implementation of TQM at MAN 2 Kudus involves all school elements--from leadership and teachers to students--with a focus on continuous improvement in educational services, learning processes, and resource management; 2) the main driving factors for successful TQM implementation are leadership commitment, active participation of all school members, and the emerging quality culture. However, challenges still exist, such as limited understanding of TQM principles among some teachers and staff, as well as inadequate supporting facilities. 3) The positive impact of TQM implementation is reflected in the increased student satisfaction with educational services, a more conducive learning atmosphere, and improvements in learning outcomes and graduate quality. The study recommends ongoing training on TQM for the entire academic personnel and strengthening of the internal quality assurance system. These findings are expected to serve as a reference for other educational institutions in optimizing TQM implementation to improve quality and student satisfaction.

This research examines the role of health administration in improving the quality of services in community health centers (Puskesmas). The study aims to assess how well-managed administrative systems can contribute to enhancing service delivery in these facilities. Using a systematic literature review approach, data were collected from a range of academic sources published between 2010 and 2024. The findings highlight that effective health administration, including human resource management, transparent policies, and proper health data management, positively influences service quality. The study also reveals that challenges remain, particularly in areas with limited resources, but that improved administration can mitigate these issues. The implications of these findings suggest that policy makers should focus on strengthening administrative practices at Puskesmas through better resource management and enhanced training for staff. Furthermore, the research offers directions for future studies, recommending more field-based research to validate the relationship between health administration and service quality in varying settings.

This study aims to analyze the strategy of strengthening beef cattle farming through an integrated agribusiness subsystem approach at the Sebatur Tunggal Farmer Group in Muara Badak District, Kutai Kartanegara Regency. The background of this study is based on the importance of developing an integrated agribusiness system to increase the productivity and competitiveness of smallholder livestock farming, especially in the face of challenges such as feed availability, market access, and institutional and technological support. This study uses a qualitative descriptive method with a case study approach, where data is collected through observation, in-depth interviews with members of farmer groups and related parties, and documentation studies. The results of the study indicate that each agribusiness subsystem—starting from the input subsystem (upstream), cultivation subsystem (on-farm), processing and marketing subsystem (downstream), to supporting subsystems such as institutions, capital, and technology—is still running partially and has not been optimally integrated. The main problems identified include limited access to quality feed, low application of efficient cultivation technology, limitations in processing livestock products, and weak marketing and partnership networks. In addition, the institutional capacity of farmer groups to manage businesses collectively still needs to be strengthened. The conclusion of this study states that the strategy for strengthening beef cattle farming businesses needs to be focused on developing an integrated agribusiness system with support from training, extension, access to inputs and markets, and cross-sector collaboration. The main recommendation is the need for policy interventions that encourage synergy between subsystems and empower farmers through a participatory and sustainable approach to create a resilient and competitive community farm.

Financing in the health sector plays an important role in ensuring the sustainability of hospital operations and the provision of quality health services. Structured and efficient financing planning contributes greatly to improving the health of the community. However, in practice, it is not uncommon to find problems due to weak financial planning, such as budget limitations that have an impact on the low quality of health services and waste due to inappropriate spending. To overcome these problems, strategic steps are needed, including through increasing funding, more accountable management and allocation of funds, and controlling service costs. Thus, the issue of health financing has a significant influence on the quality of public health and is an important part of the development of the national health system.

The purpose of the study was to determine the Deming quality assurance system model and its application in education. This study uses a library research type. Literature research as a research conducted by reviewing various journals and related reference books. The results of the study indicate that the quality assurance system model according to Deming emphasizes the importance of customer satisfaction and continuous improvement through 14 famous points. Deming also stated that the majority of production failures are caused by managers, so improving the quality of managers is the key to improving overall quality. The PDCA ( Plan, Do, Check, Action ) management function developed by Deming is the basis for managing continuous quality improvement and is the basis for the development of Total Quality Management (TQM).

The implementation of the Surabaya Taekwondo City Championship 2025 is an opportunity to measure the success of sports events at the regional level, especially Surabaya City. This study aims to analyze the level of satisfaction of participants and visitors to the implementation of the 2025 Surabaya Taekwondo City Championship using the Service Quality (ServQual) method, which includes Physical Evidence (Tangibles), Reliability, Responsiveness, Assurance, and Empathy using quantitative research methods with a survey approach. Data were collected through questionnaires which distributed to coaches and guardians of championship students in Surabaya. The sampling technique used the Proportionate Stratified Random Sampling method with a total of 243 respondents. The data analysis technique uses a Likert scale which is then processed with SPSS software. The results showed that all dimensions of Service Quality have a high level of validity and are strongly correlated with visitor satisfaction. In general, the championship received a good assessment, especially in the aspects of service reliability and assurance. However, there are several aspects that need to be improved, such as facility comfort, committee communication effectiveness, and responsiveness to visitor complaints. The conclusion of this study is that the implementation of the 2025 Surabaya Taekwondo City Championship has met the satisfaction standards of participants and visitors, although there are still several aspects that need to be improved. Therefore, it is necessary to improve the quality of facilities, optimize committee communication, and strengthen the security system and services.

Analysis of the Role of Teachers in Increasing the Learning Interest of Class IV Students of SDI Betun Kota. Guided by Marsela Luruk Bere and Damian Puling, the formulation of the problem in this study is the Analysis of the Role of Teachers in Increasing the Learning Interest of Class IV Students. Teachers have an important role in conveying knowledge to existing students. Not only playing a role in teaching knowledge, there are many roles of teachers in the learning process. The role of teachers in the learning process is: teachers as educators, teachers as instructors, teachers as guides, teachers as influences, teachers as trainers, teachers as assessors. The purpose of this study is to determine the role of teachers in increasing the learning interest of students at SDI Betun Kota. This research was conducted using qualitative methods. The subjects of this study were the Principal, homeroom teacher IV and Class IV Students of SDI Betun Kota. A person's interest is developed to achieve educational goals, this is because interest is a potential that still requires serious and systematic development and training in order to be realized. However, in reality, many students are less interested in a particular subject because of the minimal role of teachers in developing students' talents and interests. How great is the service of a teacher in developing students' talents and interests, the results of this study show that teachers who are effective in increasing students' interest in learning use innovative learning methods, provide motivation, create a conducive learning environment, and have good relationships with students. This study also found that the use of technology in learning can increase students' interest in learning, thus this study contributes to the understanding of the role of teachers in increasing students' interest in learning and can be a reference for teachers and schools in improving the quality of learning.

The implementation of Hospital Management Information Systems (SIMRS) has become a strategic necessity to improve healthcare service quality and operational efficiency. This study focuses on evaluating the performance of SIMRS in the outpatient registration unit of Nur Hidayah Hospital Bantul, where system disruptions, inconsistent SOP application, and limited user training were identified as core issues. The research aims to assess how well the SIMRS aligns with the Human, Organization, and Technology components through the HOT-Fit model framework. A descriptive qualitative method was employed using purposive sampling to select five informants directly involved in SIMRS operations, including registration officers, IT staff, and the head of the medical records unit. Data were collected through in-depth interviews, direct observation, and documentation, and analyzed thematically based on the HOT-Fit model. The findings show that SIMRS contributes positively to workflow efficiency and data management; however, human factors such as inconsistent training and input errors remain prevalent. Organizational support is visible but lacks structured evaluation routines, and although the technological infrastructure is generally stable, peripheral device and network issues persist. The study synthesizes that effective SIMRS performance requires not only technological readiness but also consistent organizational commitment and continuous human resource development. It concludes that strengthening user competence, formalizing SOP usage, and improving infrastructure are essential to optimize the system's functionality and alignment with the HOT-Fit model.

Pharmaceutical packaging plays an important role in maintaining the stability, safety, and effectiveness of drug products during storage and distribution. Drug stability can be affected by various environmental factors such as temperature, humidity, oxygen, and light. Therefore, packaging innovation is a crucial strategy to extend the shelf life of drugs and maintain product quality, especially for sensitive preparations such as injections, transdermal patches, and biologics. This study is a literature review that aims to evaluate the impact of packaging innovation on the physical and chemical stability of pharmaceutical products. This study confirms that packaging selection is not just a technical aspect, but a vital strategy in ensuring pharmaceutical quality. Further research is needed to integrate smart packaging and advanced barrier technologies into modern pharmaceutical distribution systems.

This study aims to analyze the implementation of Total Quality Management (TQM) and its influence on employee performance at the Kepiting Soka Micro, Small, and Medium Enterprise (MSME) in Pangkalan Batu, Langkat Regency. This MSME operates in the soft-shell crab processing sector and faces challenges in maintaining product quality and production efficiency. The research uses a qualitative descriptive method, with data collection techniques including observation, interviews, and documentation. The results show that TQM implementation remains informal and unstructured. Although work practices such as precision and compliance with instructions reflect basic TQM principles, employee understanding of the concept is limited. Employee involvement in quality evaluation is also minimal, and there is no documented quality management system in place. The main obstacles In applying TQM in this MSME include a lack of training, limited resources, and the absence of clear Standard Operating Procedures (SOPs). Therefore, a gradual implementation of TQM is necessary, starting with the development of SOPs, regular training, and strengthening commitment to quality. These steps are expected to improve employee performance and enhance the competitiveness of The product in the market.

This study aims to examine the role of the Enterprise Resource Planning system in improving the quality of corporate financial reports. Accurate, relevant, and timely financial reports are the main key to effective decision making by management and stakeholders. However, many companies, especially in Indonesia, still face obstacles in preparing financial reports due to manual processes that are prone to errors, information delays, and lack of data integration. The Enterprise Resource Planning system as an integrated information technology solution is expected to be able to overcome these problems by automating business processes and providing data in real time. The research method used is a literature review that examines various sources of scientific literature related to the implementation of Enterprise Resource Planning and its impact on the quality of financial reports. The results of the study indicate that the implementation of Enterprise Resource Planning significantly improves the accuracy, efficiency, relevance, and timeliness of financial report preparation, while supporting data transparency and accountability. Constraints such as limited human resources, implementation costs, and resistance to change remain challenges that must be managed properly. This study concludes that Enterprise Resource Planning has a strategic role in improving the quality of financial reports and is an important investment for companies that want to increase their competitiveness and effectiveness of financial management in the digital era.

This study aims to examine the management of traditional fruit plantations, particularly sapodilla (sawo), as a primary source of income for the local community in Nagari Sumpur Village, Batipuh Selatan District, Tanah Datar Regency, West Sumatra. Nagari Sumpur is known as one of the largest sapodilla production centers in the province, contributing approximately 30% to the total sapodilla output of West Sumatra. Plantation management is carried out traditionally yet effectively, through a fair profit-sharing system and a quality-based marketing strategy that reflects local wisdom. This research employs a descriptive qualitative method with data collection techniques including documentation studies, literature reviews, and in-depth interviews with residents and plantation managers. The findings reveal that the sapodilla plantation management model in Nagari Sumpur plays a vital role in local economic resilience and serves as a potential example of empowerment practices based on local resources. Based on observations and analysis, it can be concluded that sapodilla plantation management in Nagari Sumpur is conducted traditionally yet effectively, with an equitable profit-sharing system, structured market segmentation based on product quality, and optimal use of the village’s geographical potential. These plantations not only serve as the main source of livelihood but also contribute significantly to both local and regional economies.

Electronic Medical Record (EMR) systems have become a fundamental component of hospital information systems, aiming to improve the quality, efficiency, and continuity of patient care. However, the success of EMR implementation depends largely on user satisfaction. This study investigates user satisfaction with the EMR system implemented at Dr. Soetarto (DKT) Hospital, a mid-tier hospital in Yogyakarta, Indonesia. The research addresses issues related to usability, data accuracy, and system responsiveness that potentially hinder effective EMR usage. The objective is to evaluate user satisfaction using the End User Computing Satisfaction (EUCS) framework, which consists of five dimensions: content, accuracy, format, ease of use, and timeliness. A quantitative approach was applied through a structured questionnaire distributed to 40 healthcare workers, including medical records staff, nurses, pharmacists, and administrative personnel. Data analysis using Spearman correlation revealed significant positive relationships among all EUCS dimensions, with the strongest association found between format and ease of use. The findings indicate that while users are generally satisfied with the system’s performance, improvements are still needed in timely data retrieval and user interface consistency. This study highlights the critical need for continuous system evaluation and end-user involvement to optimize EMR functionality and healthcare service delivery.

Electronic Medical Records (EMR) are essential for improving the quality, efficiency, and continuity of healthcare services. Despite mandates requiring full implementation of EMRs in Indonesian healthcare facilities by the end of 2023, many hospitals continue to face challenges in achieving effective adoption. This study aims to analyze the implementation of EMRs in the outpatient services of Nur Hidayah Hospital, Yogyakarta, using the 5M framework: Man, Money, Machine, Materials, and Method. Employing a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document analysis involving key informants from medical records staff, registration officers, and IT personnel. The findings revealed that while the availability of staff and supporting infrastructure such as computers and software was generally adequate, limitations persisted in human resource specialization, training access, and system integration. Financial planning for EMR-related needs was done through annual budgeting (RAB), but coordination between departments remained minimal. Key challenges included slow internet connectivity, limited IT staff, and lack of specific Standard Operating Procedures (SOPs) for EMR usage. Overall, the EMR system has been implemented in most outpatient units, yet not all units have fully transitioned due to technical and organizational barriers. This study concludes that optimizing EMR implementation requires not only technological readiness but also organizational alignment, continuous staff development, and robust inter-departmental coordination.

This study analyzes social change in Ponggok Village, Klaten, Central Java, from an impoverished village to a self-sufficient one, utilizing Talcott Parsons' structural functionalist framework and the AGIL model (Adaptation, Goal Attainment, Integration, Latency). Prior to 2006, Ponggok Village faced poverty, inadequate infrastructure, and limited employment opportunities, despite its significant potential for spring water. The transformation began in 2009-2013 with collaboration between the village head and academics for potential mapping and the establishment of the Village-Owned Enterprise (BUMDes) Tirta Mandiri. The period from 2014 to 2018 marked a "golden era" with the implementation of the Village Law of 2014, increased village funds, and peak revenues from Umbul Ponggok. However, from 2019-2023, the village experienced a significant decline due to the COVID-19 pandemic. A descriptive qualitative research method with a case study approach was employed, dividing the timeline into three periods (2009-2013, 2014-2018, 2019-2023). Data were collected through Focus Group Discussions, interviews, and literature reviews. The research findings demonstrate how Ponggok Village systematically fulfills the AGIL functional prerequisites by examining socio-economic policies through policies implemented by the Village Government, Village Consultative Body (BPD), and Village-Owned Enterprise (BUMDes) in efforts to improve quality of life, foster social integration among stakeholders, and maintain values through sustainable programs aimed at achieving and sustaining the success of its transformation. These findings provide a holistic understanding of the village’s resilience and adaptability in facing social and economic challenges.

Natural and non-natural disasters significantly disrupt healthcare systems, particularly obstetric and gynecological services, which are highly vulnerable to service interruptions and quality decline. Pregnant women, postpartum mothers, and newborns face an increased risk of complications and mortality without adequate medical care. Health professionals play a crucial role in ensuring the continuity of reproductive health services through the implementation of the Minimum Initial Service Package (MISP), emergency management, health education, and intersectoral coordination. However, challenges such as limited resources, psychological pressure, and lack of specialized training hinder optimal performance. Therefore, strengthening the capacity of healthcare workers, enhancing disaster preparedness, providing adequate logistics, and enacting supportive governmental policies are essential to maintain effective obstetric-gynecological care during crises. This literature review comprehensively discusses the role of health workers in ensuring reproductive health services in disaster settings as a strategy to improve access and service quality during emergencies.

The use of the Digital Population Identity (IKD) application in Tanjungpinang City aims to provide convenience and protection to the public in accessing digital population administration services. However, distrust of the digital system is also a barrier. The public often feels worried about the security of their personal data and the reliability of the system used. In addition, counseling and training for the public on the use of information technology is often lacking, resulting in low community involvement in existing services. The purpose of this study was to measure the effectiveness of the use of the Digital Population Identity (IKD) application in terms of population administration in Tanjungpinang City. The method used is a descriptive quantitative method with a population of 1,271 people and a sample of 93 people, and using data collection tools in the form of documentation and filling out questionnaires or surveys using Subagyo's theory (2000) on indicators of effectiveness measurement. The results of the study showed that the accuracy of the target with an average value of 77.00, the implementation of program socialization 75.38, the achievement of program objectives 75.90, and the implementation of program monitoring 77.70. Based on the results above, it is concluded that the categorization of the quality and performance of the IKD Application user unit obtained a survey conversion result of 75.53 IKD Application Users at quality C which is included in the "LESS GOOD" category.
