These changes involve not only practical aspects, such as lifestyle, but also include the basics of behavior and worldview. With social media, we have entered an era where information can quickly and easily spread throughout the world. This opens the door to unprecedented global connectivity, allowing people to interact without the barriers of distance and geographical boundaries. This research aims to provide a clear picture regarding the lack of cultural and civic literacy which can reduce the value of national character. Indonesia is a country that has a diversity of cultures, religions, customs and so on. The developments of the times and technology that have occurred have made it easy for foreign culture to enter and be absorbed by society, this has caused quite a few Indonesian people to shift their lifestyle to follow foreign and alien cultures to their own culture. This research uses descriptive qualitative methods by collecting data from library sources. The results show that the implementation of cultural and civic literacy in Indonesia is still relatively low, which can reduce national character values such as religiosity, nationalism, independence, the spirit of mutual cooperation and integrity. Therefore, it is necessary to increase public awareness and the active role of education to increase cultural and civic literacy in order to optimize national character values.

Abstract. Language is a central part of human intelligence, it is important for us to understand how and when language is mastered as well as the social cognitive and neurological facts that influence language development at an early age.  Language is a symbol system that is an important means of communication, even though we cannot communicate in other ways such as gestures, postures or facial expressions, language is our most flexible method of communication.  Language allows us to describe the past and make plans for the future.  Language allows us to convey traditional ideas and values to the next generation, thus language is of the most important cultural and social importance.  Research using this method is carried out by comparing research methods, processing methods, and the results obtained from each article.  The research source comes from articles obtained via the internet in the form of research articles discussing infancy development. The research results show.  Speaking is a means of communication to be able to communicate with other people, all individuals must be able to master two different functions, the ability to grasp the meaning that other people want to communicate and the ability to communicate with other people in such a way that they can be understood.  Early social experiences play an important role in determining future social relationships and patterns of behavior toward others.  Learning to behave in a moral manner that is accepted by those around you is a long and slow process.  But the basics are laid in infancy and it is based on these basics that babies develop moral codes that guide their behavior when they grow up.

Technology that continues to develop becomes a medium of access to see the outside world. Young people as the backbone of the future began to follow the flow of the times and technology. The presence of a lot of content on social media makes young people start consuming foreign cultures, this cannot be separated from the influence of globalization, a reality that has real consequences on how people and institutions around the world run. They believe that local countries and cultures will be lost to global culture and economy. It is undeniable that the influence of globalization on cultural diffusion is increasingly visible with the development of information technology, so that cultural diffusion no longer has to go through migration but can take place through internet access that can be connected to the world. This research uses qualitative methods by looking for sources of information with a descriptive literature study approach. Social media has become the main channel that facilitates the transfer of Western values such as the concepts of individualism, consumerism, and views related to freedom of expression. Nowadays young people tend to forget local culture as an inherent identity and follow the flow of westernization which is considered more modern and more advanced than local culture which is considered traditional and ancient, this tendency is because young people follow more prestige in the development of the times without thinking about the consequences it causes.

At this time, times are increasingly developing and experiencing rapid progress, so that the term "modernity" appears. Currently, what is really feared is "the methods or actions that need to be taken by young people in maintaining the values or meaning contained in the seblang tradition" if you look at the increasingly advanced way of thinking and behavior of young people today. The seblang tradition originates from Banyuwangi, East Java, Olehsari Village, whose cultural community still upholds customs and social harmony. The seblang tradition is a dance performed to ward off evil or bad luck which is performed once a year, precisely on holidays. The method used in the research is qualitative research, namely using ethnography which explains the norms, traditions, values and actions carried out in the Seblang dance. The seblang tradition has been passed down from generation to generation and is mandatory. If this tradition is not carried out within a year, one of the ancestral spirits will come to one of the residents and possess the resident to give a "sign" that the seblang haru tradition is being carried out. Apart from that, the existence of modernity poses a risk if it is forced into seblang traditions. Because the risk posed will dilute the meaning contained in the seblang tradition.
