The state's efforts to provide accurate and up-to-date population data for various development needs, such as planning policies and public services, are known as the implementation of population administration. Due to the large number of people living in big cities, many non-permanent residents have not been officially registered. This is due to difficult procedures, lack of legal knowledge, and limited access to population registration services. The need to maintain the basic rights of every citizen, both permanent and non-permanent, and ensure orderly administration as part of national development is the basis of the policies used to manage population administration. By ensuring proper data collection, accurate recording, and legal protection for non-permanent residents, proper population administration is expected to be an important tool to reduce the negative impacts of urbanization, especially in the city of Surabaya. This study aims to determine how population administration for non-permanent residents in the city of Surabaya is implemented in the context of urbanization and to suggest more reasonable and efficient policies. The results of the study, which was conducted using a qualitative approach by conducting literature research, in-depth interviews, and policy analysis, showed that simplifying registration procedures, increasing socialization, and increasing cooperation between related institutions are needed to carry out population administration for non-permanent residents.

In this article, we discuss protection the rights of citizens in democratic countries from a constitutional point of view and human rights (HAM). The constitution, as the highest legal document of a country, contains the basic principles governing the relationship between the state and its citizens, including in terms of human rights protection. By analyzing the framework of Indonesian law, including the Constitution that was adopted in 1945 and various international human rights instruments. The constitution of Indonesia, especially in Article 28A-28J. However, the implementation of these rights still faces various complex challenges, including regulatory inconsistencies, social inequalities, as well as other political, economic and social factors. It is hoped that this article can make a positive contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens can be guaranteed and protected properly. Normative juridical research method applied in this article includes analysis of legal rules related to human rights protection, including constitutional laws, government regulations, a court decision. With the application of this research method, this article is expected to make a significant contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens are guaranteed and protected effectively.

Citizens' rights and obligations are the main pillars in building a balanced and just national and state life. In the 1945 Constitution of the Republic of Indonesia, rights and obligations are strictly regulated to ensure the creation of order, welfare, and active participation of citizens in national development. However, in its implementation, there are still inequalities, especially the lack of public awareness of the implementation of obligations, such as obedience to the law, defending the country, and respecting the rights of others. This study aims to examine how the implementation of citizens' rights and obligations takes place and their impact on community, national, and state life. The method used is a literature review with a descriptive qualitative approach. The results of the study indicate that there is a need to strengthen civic education, increase exemplary behavior from the government, and enforce fair law in order to create a balance between rights and obligations according to the mandate of the 1945 Constitution. Collective awareness between the government and citizens is very necessary in order to achieve a democratic and civilized life order.

This study aims to analyze the factors contributing to the success of e-government implementation through the Wargaku application as a digital-based public service innovation in the city of Surabaya. The Wargaku application is designed to facilitate the community in submitting complaints, aspirations, and service needs in a faster, more efficient, and transparent manner. This study employs a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. Analysis is conducted using an interactive model. The results of the study indicate that the success of the Wargaku application in supporting public complaint services is determined by five key factors: information and data, information technology, organizational and managerial aspects, legal and policy frameworks, and institutional or environmental factors. These five factors are interrelated in forming an effective and adaptive digital-based public service system. Although the application has achieved significant results with a complaint resolution rate above 90%, challenges remain, such as limited access for iOS users, technical system constraints, and the need to improve public digital literacy. This study recommends strengthening technological infrastructure, expanding cross-device accessibility, and enhancing user capacity as strategic steps to support the sustainability of local e-government.

Desa Kemuning merupakan salah satu Desa yang terletak di Kec. Ngargoyoso, Kab. Karanganyar Jawa Tengah. Desa Kemuning mempunyai potensi dalam bidang pariwisata yang dikenal luas oleh masyarakat. Dalam proses pengembangan desa, salah satu permasalahan yang ada pada Desa Kemuning adalah kurangnya perhatian masyarakat tentang pentingnya Keselamatan dan Kesehatan Kerja (K3) dalam proses konstruksi. Sehingga Dosen Program Studi Teknik Sipil Universitas 17 Agustus 1945 Semarang melaksanakan kegiatan pengabdian yang berlokasi di Desa Kemuning yang berupa penyuluhan terkait pentingnya Keselamatan dan Kesehatan Kerja (K3) dalam proses pembangunan dan pengembangan Desa Kemuning. Metode kegiatan yang digunakan untuk tercapainya tujuan Pengabdian kepada Masyarakat ini adalah survei untuk mengetahui kondisi masyarakat dan lingkungan, analisis mengenai penyuluhan yang terkait pengetahuan masyarakat mengenai Keselamatan dan Kesehatan Kerja (K3), penyusunan materi tentang Keselamatan dan Kesehatan Kerja (K3), serta melakukan sosialisasi kepada masyarakat Desa Kemuning. Berdasarkan hasil dari proses kegiatan pengabdian kepada masyarakat yang dilaksanakan di Desa Kemuning yang berupa penyuluhan mengenai pentingnya Keselamatan dan Kesehatan Kerja (K3) untuk pelaksanaan konstruksi, dapat memberikan tambahan pengetahuan dan peningkatan sikap kehati-hatian dalam bekerja dibidang konstruksi dan warga semakin tahu item-item yang wajib digunakan dalam memenuhi standar Keselamatan dan Kesehatan Kerja (K3).

Outdoor lighting, such as in community parks, plays a crucial role in supporting community activities at night while enhancing safety and comfort. Unfortunately, traditional electricity usage is often inefficient and has negative environmental impacts due to carbon emissions from fossil fuel-based power plants. This study aims to implement solar panel technology as an environmentally friendly lighting solution in Taman RukunWarga, located in Kelurahan Bendung, Kecamatan Kasemen, Kota Serang. The methods applied in this study include site surveys, assembly of the solar-powered lighting system, and performance analysis after installation. The lighting system consists of a 30 Wp solar panel, a battery (accumulator), a solar charge controller, a 12V 20W DC LED light, and other supporting components. The results show that this system can provide adequate and even lighting for the park area while being energy-efficient. One of the main advantages of this system is its ability to reduce operational costs by using renewable solar energy and requiring minimal maintenance. Additionally, the implementation of this solar-powered lighting system has increased public awareness of the importance of utilizing renewable energy and reducing carbon emissions in the surrounding environment. Overall, the installation of this solar-powered lighting system has proven to be a sustainable, energy-efficient, and environmentally friendly alternative for meeting lighting needs in community parks. This system not only reduces dependence on fossil fuels but also contributes to efforts to mitigate negative environmental impacts. By utilizing solar energy, this system serves as a positive example of the application of renewable energy technology in daily life, while helping to create a cleaner and healthier environment for the community.

This paper investigates various forms of church training for children, highlighting the central role of the family as the primary foundation. Based on a theological interpretation of Job 5:18 and an understanding of the family as a "mini church," this article explores how the family functions as the primary agent in instilling Christian values ​​through education, character education, faith and moral cultivation, and parental role models. In addition, this paper identifies the unique characteristics of children in terms of nature, needs, physical, mental, moral, psycho-social, and faith development that need to be considered in designing effective training strategies. Furthermore, this article outlines the main materials of child training and various implementation strategies that can be applied by churches and families, including increasing Sunday school services, age grouping, dexterity training, utilization of literature, emphasizing God's love and calling, and teaching principles from Proverbs 22:6. This study emphasizes the importance of a deep understanding of children and the development of empathy in the effort to foster the next generation of church members who are faithful and have Christian character.

Indonesian Migrant Workers (PMI) abroad often face various social, legal, and cultural challenges that can increase their vulnerability in everyday life. One effort to minimize these vulnerabilities is through the establishment of regional community organizations as a platform for solidarity, advocacy, and cultural identity preservation. This community service activity aims to assist in the formation of the Ikatan Warga Ponorogo di Hong Kong (IWPH) — an association of PMI from Ponorogo working in Hong Kong. The methods employed include community needs assessment, facilitation of organizational meetings, formulation of organizational statutes and bylaws, and basic community-based advocacy training. The results of this activity showed high enthusiasm among PMI from Ponorogo to participate in this community as a forum for sharing information, social protection, and preserving regional cultural traditions abroad. Moreover, IWPH has begun to actively voice issues faced by PMI, such as overcharging, gender-based violence, and unclear employment contracts. The establishment of IWPH is expected to serve as a model for strengthening social networks and advocacy based on regional community groups, enhancing the bargaining power of Indonesian migrant workers abroad. This activity also reflects the contribution of higher education institutions in supporting the protection and empowerment of Indonesian migrant workers in various destination countries.

Elections are a fundamental element of democratic systems, granting citizens te political right to vote and be elected. This study aims to compare the implementation of citizens’ political right in elections under presidential and parliamentary democracy systems. The research method used is normative/doctrinal/library research. This study analyzes the differences in the exercise of political rights in both systems and their impact on the quality of democracy and citizen participation. The findings indicate that the presidential system allows voters to directly elect the head of state, providing strong legitimacy but posing a risk of political deadlock. In contrast, the parliamentary system emphasizes the election of parliament members, who then determine the head of government, offering flexibility but potentially leading to political instability. This study concludes that both systems have advantages and challenges in ensuring citizens’ political rights. Therefore, mechanisms should be developed to enhance political participation and ensure more democratic and inclusive elections.

This study discusses the Responsibility of Livestock Owners for Damage to Agricultural Land Owned by Residents in Nobo Village, Ile Boleng District, East Flores Regency. This study aims to determine the mechanism for resolving the problem of agricultural land damage caused by livestock in Nobo Village, Ile Boleng District, East Flores Regency and the form of accountability of livestock owners for damage to agricultural land caused by livestock. This study uses a qualitative research approach with an empirical research type. The techniques used in collecting data for this study are Observation, Interviews, Literature Studies, and Documentation. The results of this study indicate that the mechanism for resolving the problem of agricultural land damage caused by livestock in Nobo Village, Ile Boleng District, East Flores Regency through the stages of Reporting, Examination, and Trial. The law that regulates this, Article 1368 of the Civil Code, clearly regulates the responsibilities of livestock owners, and the Prohibition on releasing animals is also regulated in the Regional Regulation of East Flores Regency Number 25 of 1988 concerning Livestock Maintenance, but the sense of awareness of the community's obligations alone does not seem to be running. Claims that can be handed over to the pet owner who caused the loss can be in the form of compensation in the form of money and compensation in the form of returning it to its original condition (natural compensation).

Kebun strawberry Dzjikho Alahan Panjang merupakan salah satu kawasan  agrowisata yang semakin populer di Sumatera Barat. Keindahan alam pegunungan, suasana sejuk, dan pengalaman unik memetik strawberry langsung dari kebun menjadi daya tarik utama bagi pengunjung. Selain menawarkan pengalaman wisata yang menarik, keberadaan kebun ini juga memberikan peluang bagi masyarakat setempat untuk mengembangkan sektor pariwisata. Penelitian ini bertujuan untuk mengetahui dampak keberadaan objek wisata kebun strawberry Dzjikho terhadap kehidupan sosial dan ekonomi masyarakat sekitar. Penelitian ini termasuk penelitian deskriptik kualitatif dengan teknik pengumpulan data meliputi pengamatan lapangan, wawancara mendalam terhadap informan kunci, dan dokumentasi. Hasil penelitian menunjukkan bahwa pariwisata di Alahan Panjang memberikan dampak positif terhadap perekonomian masyarakat lokal, menciptakan banyak peluang kerja disektor agrowisata, perdagangan, dan jasa. Pemerintah desa juga mendorong keterlibatan masyarakat melalui pelatihan dan penyuluhan. Kelompok tani dibentuk untuk berbagi ilmu, sementara kegiatan gotong royong rutin dilakukan untuk membersihkan kebun dan area sekitarnya. Kolaborasi ini tidak hanya meningkatkan produktivitas tetapi juga mempererat hubungan antar warga. Namun, dampak negatif seperti polusi dan akulturasi budaya juga menjadi perhatian masyarakat setempat.  Masyarakat Alahan Panjang secara umum menerima perkembangan pariwisata dengan baik, meskipun ada kekhawatiran terkait masuknya budaya asing yang tidak sesuai dengan adat lokal.

Female prisoners at Class IIA Gowa Correctional Facility face complex psychological challenges, such as guilt, trauma, and social isolation, which have the potential to reduce awareness of the importance of mental health. This community service program aims to increase mental health awareness through an educational and therapeutic approach based on Forgiveness Therapy and Resilience Training. Activities are carried out through three stages: problem identification and coordination with the prison, intervention implementation, and evaluation of results. Participatory methods are used to build active involvement of prisoners, with techniques such as group discussions, positive affirmations, Butterfly Hug, and emotional journal writing. The results showed an increase in participants' understanding of mental health, ability to forgive themselves, and resilience in dealing with life pressures. In conclusion, this intervention is effective in supporting the emotional recovery of prisoners and has the potential to become a model of psychosocial services that can be replicated in other correctional institutions.

This journal defines public policy as actions taken by governmental authorities to address specific social issues and emphasizes citizen participation as a key element in the democratic process. It outlines the importance of community involvement in policymaking to enhance legitimacy, governmental accountability, and the quality of policies. Factors influencing citizen participation include education, socioeconomic status, and access to information. The theoretical framework underscores the significance of active participation for successful community development, particularly highlighting the role of Generation Z in political engagement through digital platforms.Various methods for involving citizens in decision-making—such as public forums, surveys, and online platforms—are discussed, alongside the benefits of integrating technology to promote transparency and inclusivity. To explore this phenomenon in depth, a qualitative research method with an exploratory case study approach is employed. The study involves in-depth interviews with key informants such as public officials, representatives of civil society organizations, and Generation Z citizens who are actively engaged in digital participation. Additionally, participatory observation of public policy forums and documentation of various technology-based participatory initiatives are conducted. Thematic analysis is used to identify patterns, themes, and factors that influence the effectiveness of citizen participation in policymaking. Data validity is ensured through source and method triangulation, as well as member checking with selected respondents.This paper also presents case studies of successful participatory initiatives while addressing challenges such as unequal power dynamics and limited access to information. The recommendations focus on strategies to raise awareness, enhance transparency, encourage inclusivity, and foster a culture of active participation to ensure that policies reflect the diverse needs of society. Overall, meaningful citizen engagement is deemed essential for effective governance and policymaking.

The rights and obligations of citizens in Islam are fundamental aspects that emphasize the balance between individual responsibilities and the protection provided by the state. This study analyzes the concept of citizens' rights and obligations in Islam based on the Charter of Medina and modern constitutions. The Charter of Medina, a historical document drafted by Prophet Muhammad (PBUH), provides an early depiction of citizenship principles in Islam, such as equal rights, religious freedom, and the duty to maintain national security. Meanwhile, modern constitutions, although based on secular or nationalist principles, still adopt some universal values aligned with Islamic teachings, such as social justice, human rights, and political participation. This study employs a qualitative method with a historical and normative analytical approach to compare how these two documents define citizens' rights and obligations. The findings reveal that the Charter of Medina established the foundation for an inclusive concept of citizenship that emphasizes cooperation among various societal groups. On the other hand, modern constitutions expand individual rights through more detailed legal instruments. However, challenges arise when there is an imbalance in the implementation of rights and obligations, particularly in Muslim-majority countries that apply Islamic law partially or selectively. This study employs a qualitative method with a historical and normative analytical approach to compare how these two documents define citizens' rights and obligations. The findings reveal that the Charter of Medina established the foundation for an inclusive concept of citizenship that emphasizes cooperation among various societal groups. On the other hand, modern constitutions expand individual rights through more detailed legal instruments. However, challenges arise when there is an imbalance in the implementation of rights and obligations, particularly in Muslim-majority countries that apply Islamic law partially or selectively. In conclusion, there is continuity between the principles found in the Charter of Medina and modern constitutions in guaranteeing citizens' rights and obligations. However, effective implementation requires a balance between Islamic values and democratic principles to ensure that citizens' rights are protected without neglecting their obligations to the state and society.

The purpose of this community service program is to improve the technical skills of residents of Roworejo Village, Grabag, Purworejo, in the field of motorbike washing and car detailing. Improving technical skills to wash motorbikes and detail vehicles according to professional standards and the application of technology that supports business sustainability through a water recycling system is the main focus of the activity. This activity is carried out by providing theoretical training on basic vehicle detailing techniques, as well as direct practice such as washing, body care, polishing, and the use of detailing tools. Participants are also educated on how to use and maintain a water recycling system when running a business. The results of the activity showed that 78% of participants succeeded in applying the principles of environmentally friendly technology in business practices. In addition, 85% of participants were able to master the basic techniques of washing motorbikes and detailing vehicles according to training standards. It is hoped that this activity will help sustainable village economic development and open up new skills-based business opportunities.

One of the human rights protected by several national and international legal instruments is freedom of opinion. In a democratic country like Indonesia, it is protected under Article 28e Paragraph (2) and (3) of the 1945 Constitution and Article 19 of the Universal Declaration of Human Rights. However, in Islam, freedom of opinion is not absolute, meaning that it has a basis based on Sharia principles to uphold the common good. This study uses a qualitative literary analysis method in conjunction with a descriptive-analytical approach with relevant aspects of Islamic law and national regulations. According to the results of the study, Islam encourages behavior that is consistent with the law and does not conflict with Sharia principles, such as not requiring slander, hoaxes, or division. As stated in positive legal regulations, the state also has an obligation to maintain harmony between individual rights and public welfare. Therefore, it is necessary to align Sharia law and the right to freedom of opinion to create a democratic society that still respects religious norms.

Communication has an important role in building awareness of Islamic law among Muslim citizens. Through effective communication, Islamic legal norms and rules can be understood, internalized and applied in everyday life. This article discusses the role of communication in increasing awareness of Islamic law by analyzing various communication approaches, such as da'wah, education, and social media. By using literature review methods from various scientific sources, it was found that modern communication media, such as social media, are increasingly playing a role in conveying the message of Islamic law to the younger generation. In addition, persuasive and educational da'wah has proven to be an effective means of increasing understanding and compliance with sharia law. However, challenges such as disinformation on social media remain obstacles that need to be overcome with digital literacy based on Islamic values.

Nevus pigmentosus is a benign skin lesion that originates from the proliferation of melanocytes and has the potential to develop into melanoma, one of the most dangerous skin cancers. This study aims to evaluate the level of knowledge, attitudes and behavior of the people of Ngaliyan District regarding nevus pigmentosus. The design of this research is descriptive observational with a quantitative approach. Data was collected through questionnaires from 40 respondents using techniques convenience sampling. The results showed that 50% of respondents had good knowledge, 55% had a positive attitude, but only 47.5% had good behavior towards preventing and treating nevus pigmentosus. No significant relationship was found between age and gender on behavior, as well as between knowledge and attitudes on behavior. These findings indicate the need for increased education and health promotion to encourage better preventive actions in society.

This study investigates the impact of Habitat for Humanity Indonesia's Decent Housing Program on improving the quality of life of poor residents in Marga Mulya Village. The research aims to evaluate the role of community empowerment through the program in increasing access to decent housing, as well as to assess its broader impacts on education, health, and the economic conditions of the beneficiaries. Using a qualitative research method with a case study approach, data were collected through in-depth interviews with program participants and key stakeholders. The findings show that the Decent Housing Program has significantly improved access to adequate and safe housing for the poor. In the field of education, improved housing conditions have created a more conducive environment for children to study, leading to greater learning motivation and better academic achievements. In terms of health, better sanitation facilities and healthier living environments have reduced the risk of infectious diseases and contributed to the residents' overall physical and mental well-being. Economically, access to stable and decent housing has reduced household expenditures on home repairs, allowing families to allocate more resources toward productive economic activities. However, the study also identified several challenges that need to be addressed to further enhance program effectiveness. These challenges include the location of housing projects that are difficult to access, which affects residents' mobility and access to public services, and issues related to the quality of construction that require continuous monitoring and improvement. Overall, the study highlights the positive contribution of the Decent Housing Program while providing recommendations for its future development.
