This study aims to analyze the implementation of mangrove ecotourism development through active participation of the Wonorejo village community. A qualitative research approach was employed, utilizing data collection techniques such as observation, in-depth interviews, and documentation. The results indicate that community participation is evident in various aspects, including ecotourism management, tourism service provision, and environmental education. However, the development process still faces several challenges, such as limited infrastructure access, funding constraints, and the need to enhance human resource capacity. This study aims to analyze the effectiveness of urban village fund management in efforts to improve facilities and infrastructure as well as community welfare in Dukuh Menanggal Village, Gayungan Subdistrict, Surabaya City. Urban village funds are part of a fiscal decentralization policy that aims to accelerate development and equitable distribution of welfare at the local level. This research uses descriptive qualitative methods with data collection techniques through observation, in-depth interviews, and documentation. The results showed that the management of urban village funds in Dukuh Menanggal has generally been quite effective, marked by an improvement in the quality of environmental infrastructure such as roads, drains, and other public facilities. In addition, some community empowerment programs also have a positive impact on improving the welfare of residents. However, there are still some obstacles such as limited apparatus capacity, suboptimal community participation, and transparency in reporting that need to be improved. Therefore, it is necessary to strengthen governance, increase the capacity of human resources, and involve the community more actively so that the management of urban village funds can be more optimal and sustainable.

Independent village status is the highest achievement in the classification of village development that shows strong social, economic and environmental resilience. Tanjung Harapan Village is the only village in Lingga Regency designated as an independent village in 2023. This study aims to analyze the capacity of the Tanjung Harapan Village Government in achieving this status using the organizational capacity theory of Horton et al. (2003), which emphasizes two main aspects, namely resources and management. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that in terms of resources, the village has adequate infrastructure and has begun to apply digital systems in administrative management, although there are still network constraints. In terms of management, the village head applies open leadership, involves the community in planning, and manages finances transparently. Capacity building of village officials is also carried out through training and periodic evaluations. In conclusion, the Tanjung Harapan Village Government has demonstrated adequate capacity to support the achievement of independent village status. However, there is a need to increase cross-sectoral cooperation and strengthen digital infrastructure to support the sustainability of village development.

This study uses a qualitative method to provide an in-depth description of the strategic role of village funds within the State Budget (APBN) in improving the welfare of rural communities. Village funds allocated by the central government aim to accelerate development, reduce regional disparities, and strengthen economic independence at the village level. This research examines the mechanisms of distribution, management, and utilization of village funds and relates them to welfare indicators such as income, access to basic services, and economic empowerment. The results show that when managed transparently, accountably, and with community participation, village funds can improve quality of life through infrastructure development, better education and health services, and the growth of micro and small enterprises. However, challenges such as weak capacity of village officials, corruption practices, and lack of supervision remain obstacles that must be addressed. Therefore, synergy between central and regional governments and the community is key to the successful implementation of village funds.

Article 1 point 5 of Law Number 6 of 2014 defines a village as a legal community unit with the right to its origin. In its implementation, the village government may facilitate the establishment of traditional village institutions (LAD), which function to preserve customs and serve as partners in village governance. Todo Village in Manggarai Regency continues to uphold its traditional values through a functioning customary institution that plays a role as a stakeholder. However, modernization often creates tension between traditional values and modern societal demands. This research is a normative legal study supported by empirical data. The data were analyzed using a juridical-descriptive qualitative method, obtained through field research and other sources. The findings show that the traditional institution in Todo Village has adopted a more modern and administrative structure without losing its core functions in preserving local customs. It maintains a constructive partnership with the village government while each operates independently. Strengthening efforts include providing infrastructure, allocating village funds for traditional house maintenance, and establishing customary organizations to support development. However, challenges remain, especially due to the lack of specific regulations and the fact that Todo has not yet been officially designated as a customary village.

Activities include extension of superior seed planting, training in horticultural cultivation techniques, and distribution of seeds to the community. The program also introduces the concept of agrotourism to boost income through harvests and educational tours. The results show an increased understanding of sustainable cultivation techniques. To ensure the program's sustainability, further training, infrastructure development, and routine monitoring are required, along with collaboration between the village government, universities, and BUMDes to establish Cemani Village as a model of agrotourism destination.

Regional development is a key strategy for enhancing community welfare. However, the dynamics of growth in each region are shaped by distinct characteristics of rural and urban areas. Rural areas face unique challenges in adapting to changing times, given their economic structures are largely dominated by agriculture and limited infrastructure. In contrast, cities tend to have more diversified economies, supported by industry, services, and better access to education and technology. The socio-economic disparities between rural and urban areas pose a significant challenge in regional development. The quality of life for communities in both regions is often affected by disparities in income, healthcare, education, and employment opportunities. Ongoing modernization and urbanization lead to transformations in social and economic structures in cities and rural areas. A comparative socio-economic analysis of rural and urban areas can provide valuable insights into how these differences impact regional development strategies. This study can also inform policies aimed at achieving balanced development between rural and urban areas, thereby promoting more equitable distribution of community welfare

The development of road infrastructure undoubtedly has a detrimental impact on society. The Serdang Bedagai Regency government's infrastructure development is an example of how something that is deemed beneficial by some always has a detrimental impact on others. This research intends to examine the influence of the building and operation of the Medan-Tebing Tinggi Toll Road on the socio-economic conditions of the community in the Pasar Bengkel area, Bengkel Village, Perbaungan District, Serdang Bedagai Regency. This study employed a qualitative descriptive case study methodology and gathered information via literature review, in-depth interviews, and direct observation. This study, which was carried out on February 15, 2025, involved three resource people who worked in Pasar Bengkel stores. According to the research, the toll road's construction and operation have a significant impact on Pasar Bengkel businesses. Prior to the toll road, Pasar Bengkel's average monthly income ranged from Rp10 million to Rp50 million, which suggests that local traders were enjoying rather favorable economic conditions. Around 80% of traders, however, reported a more than 50% decrease in income when the toll road opened, with the majority only making IDR3 million to IDR10 million a month.
