Village development is an important part of efforts to improve the quality of life of urban communities. This research examines the role of public administration and public communication in building collaboration between community groups and the government in sub-district development. This research is very important because the success of sub-district development is very dependent on collaborative relationships between the government and community groups. The aim is not only to find things that influence this cooperation, but also to show useful methods for increasing community participation in sub-district development. This research uses a qualitative approach that collects data through participant observation, document analysis, and in-depth interviews. This research includes searching for data information through relevant officials or a team of facilitators on community empowerment activities in physical and non-physical work, examining policies and regulations related to community empowerment, and direct observation of Mulya Abadi Pokmas activities in Bendogerit Village, Blitar City. Next, the data was analyzed using a thematic approach to find patterns and themes in public communication, public administration, and collaboration between society and government. It is hoped that the results of this research will provide a better understanding of the dynamics of collaboration in village development between government groups and communities. Intended outcomes also include policy suggestions for increasing the effectiveness of collaboration, practical guidance for building strong relationships between government and community groups, and theoretical contributions to improve our understanding of public administration and public communication.

This study analyses the transformation of economic policy based on the results of the 8th Ijtima Ulama of the Indonesian Fatwa Commission which aims to achieve national economic independence. This policy focuses on strengthening the use of domestic products, empowering UMKM, protecting the national workforce and strengthening the Sharia Economy. A qualitative approach was used to explore the views of economic experts regarding the implementation of the policy. The results show that the use of domestic products, empowerment of UMKM, and protection of national labour are strategic steps to reduce economic inequality and improve people's welfare. This study underlines the importance of synergy between the government, businesses and the community in creating a fairer and more inclusive economic system, based on sharia principles, to achieve sustainable economic independence. The findings provide concrete recommendations for the development of more effective and equitable economic policies.

The poverty level in remote villages, especially Dendun Village, which is located on the coast of Bintan, is still quite high, because most coastal communities work as fishermen and have unstable incomes. The concrete effort made by the government is to implement the Village Fund Policy in the APBN. Village Fund allocations have been implemented since the 2015 APBN and are part of the Transfer Fund allocation. In 2023, the Village Fund (DD) allocation in Dendun Village will be IDR. 853,646,000.00. These Village Funds are used to finance the implementation of village government, implementation of village development, development of village communities, and empowerment of village communities. This research is qualitative in nature using secondary data obtained from the Dendun Village Head and Village Secretary, where there are five programs implemented in 2023 sourced from the Village Fund. The purpose of this writing is to find out what programs will be implemented from the Village Fund in 2023 and what impact they will have in alleviating poverty for the community in Dendun Village.

This paper discusses the role of fiscal policy in overcoming poverty in Indonesia through empowering village funds. Using a literature study approach, the data collection process uses secondary data from the Central Statistics Agency and the Ministry of Finance. This paper examines poverty analysis, factors that influence poverty, and the implementation of fiscal policy in reducing poverty levels. Apart from that, this research also discusses village fund empowerment policies, poverty alleviation strategies and implementation of village fund policies. The research results show that fiscal policy, especially increasing village fund allocation, can be effective in reducing poverty. Programs such as empowering village funds can improve community welfare and reduce poverty levels. Evaluation of the village fund empowerment policy shows a positive impact on poverty alleviation, with increasing village status and reducing poverty levels in rural areas. And by involving the community to participate in managing village funds so that the implementation of village funds can be achieved.

Community Empowerment Institutions are village government development partners to create prosperity for village communities. This task is stated in the Minister of Home Affairs Regulation Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions, Article 7 Paragraph 5. However, what has happened is that the implementation of this policy has not been carried out well, as evidenced by the phenomenon of the community not understanding the duties of Community Empowerment Institutions which ultimately results in misappropriation of duties that are not in accordance with the guidelines. The aim of this research is to determine the implementation of Minister of Home Affairs Regulation Number 18 of 2018 Article 7 Paragraph 5. This research uses a qualitative descriptive method by collecting data through interviews and documentation. Determining informants used snowball sampling with five informants and data analysis using the Miles & Huberman model. This research resulted in the non-implementation of Minister of Home Affairs Regulation Number 18 of 2018 regarding the duties of Community Empowerment Institutions, as evidenced by the implementer's understanding of policies, quality of human resources, socio-economic and political conditions, communication and coordination, institutional characteristics, and non-compliance of Minister of Home Affairs Regulations with Regional Regulations.

Violence against children still often occurs in the city of Surabaya. Families still face obstacles in solving problems due to parents' lack of understanding in caring for children. Families need a place for consultation and support as well as learning processes so that the scope of the family can be maximized. The Surabaya city government is trying to protect children. One of the efforts of the Surabaya City Government is that the Ministry of Women's Empowerment and Child Protection (PPPA) has the best Family Learning Center (PUSPAGA) program. PUSPAGA services are under the auspices of the Surabaya City Women's Empowerment and Child Protection, Population Control and Family Planning (DP3APPKB) Service. PUSPAGA Surabaya City is present in the community for those who need services related to family problems, including childcare information. The aim of this research is to find out how the PUSPAGA program is evaluated in efforts to prevent child violence in DP3APPKB Surabaya (Counseling Service Case Study). This study uses a qualitative method. The theory used belongs to the PUSPAGA Program using Ripley's 7 evaluation indicators (Purwanto & Sulistyastuti, 2012), namely access, coverage, frequency, bias, service delivery, accountability, suitability of the program to needs. The PUSPAGA program for Surabaya City Counseling services has been running well in every indicator. Even so, the Surabaya City Government should be more proactive in informing the public about the existence of PUSPAGA services in the City of Surabaya.

The Jeruk Village in Surabaya is one of the areas that have many Micro, Small, and Medium Enterprises (UMKM) with various types of businesses such as culinary, convenience stores, laundry services, and garment shops. In an effort to maintain legal certainty and enhance the capacity of business actors in facing trade competition in the area, the Surabaya City Government officially enacted Regional Regulation Number 1 of 2021 on the Development and Empowerment of Micro Enterprises. Research results show that the local and sub-district governments provide comprehensive services to the community, especially UMKM that have business permits. The socialization conducted by the Lakarsantri Sub-District in Surabaya includes explanations about the Business Identification Number (NIB) to UMKM actors. Moreover, they also provide support in the business permit application process, including issuing business codes as a form of business activity legality. The implementation of UMKM development and empowerment policies in the Jeruk Village, Lakarsantri Sub-District, Surabaya, reflects several indicators in the Policy Implementation Theory by Merilee S. Grindle. The Lakarsantri Sub-District, especially Jeruk Village, has diligently and effectively implemented this policy, as reflected in various activities, ranging from raising awareness to assisting in the business permit application process. The benefits of this policy are directly felt by both the government and the UMKM owners.

The SME empowerment policy is generally directed at supporting efforts to overcome poverty and inequality, create job opportunities and increase exports, as well as agricultural and rural revitalization, which are national development priorities. In addition, the development of small and medium enterprises (MSMEs) is directed at making a significant contribution to creating job opportunities, increasing exports and increasing competitiveness.This Community Service Activity (PKM) is focused on MSMEs in Pagerharjo Village, Kulon Progo Regency. The reason for choosing this service location is because Pagerharjo Village is an Independent Cultural Village which has implemented the Preneur Village program since 2019. The Preneur Village is currently still active and developing. The problem with MSMEs, under the management of BUMDes Binangun Pagerharjo in Pagerharjo Village, Samigaluh, Kulon Progo Regency, is the lack of entrepreneurial spirit and financial bookkeeping which, on average, is still done manually.The results of the service include responses and evaluations from participants regarding the training that has been provided. The response was given by the Director of BUMDes who was impressed with the training provided which was different from the training that had been provided previously. Previous training involved mostly listening to lectures, whereas the current training involves participants being active in solving the various problems they face. The evaluation results show that the participants' knowledge has increased and their insight into their business has also increased. It turns out that producing a business is not only based on generations, but also requires innovation so that marketing will continue to develop and financial management will also improve.

Investment is a benchmark for whether a country can be said to have a good or low level of economic growth. The rate of investment affects the level of state welfare because investment encourages the state to create production to fulfill state affairs and the nation's welfare. Investment policy also has a positive role in reducing poverty and unemployment, because economic growth depends on high savings and investment. If savings and investment are low then the economic growth of society and the country will also be low. To achieve the goal of realizing the vision and mission or objectives of the One Stop Integrated Investment and Services Agency (DPMPTSP) itself, an appropriate promotional strategic work plan is needed to be considered by the regional government, so that investment in North Sumatra increases. Various activities have not had a significant impact in increasing investment, the increase in promotional activities carried out is not in line with the increase in investment value. The research technique used in this research can be a subjective expressive qualitative strategy, in the form of specific information in terms of words that match the characteristics subjective approach. Qualitative is collecting important and additional information through perception, interviews and documentation. The results of this research show that the North Sumatra Provincial Government has implemented an investment strategy, improved the quality and skills of the community through training, and carried out comprehensive investment promotion activities (such as holding seminars and investment forum meetings) at home and abroad. Accelerate infrastructure development and support regional investment development. The village fund is the origin of the APBN funds that are given to the village, transferred to the APBD district/city, and used to pay for the upkeep of government, the implementation of development, the development of civil society, and community empowerment. According to the regulations of the Finance Minister, the Minister of Village, Desert Village Development, and Transmigration sets priorities for the use of village money. The 2020 PDTT Permendes No. 13 on priority use of the village fund in 2021 specifies the SDGs (Sustainable Development Goals) as the top priority for the use of village finances. There are issues with the preparation and prioritisation of the village fund of the government of Kadongdong Village, which results from the lack of participation by all members of the community and the village government's lack of transparency towards the public. As a result, the public lacks understanding of how and what the priority programme of the nation's funds is. Based on the occurrence, researchers are eager to learn more about Kadongdong village in Garut's Banjarwangi district's Analysis Success Implementation Policy Priority Fund Village. According to Edward III's thesis, the success of policy execution depends on four factors: communication, resource availability, disposition, and bureaucratic structure. The research's findings indicate that Kadongdong Village's implementation of the village fund policy, which has been noted by researchers in the context of Kadong Dong Village, is not optimal. It is evident from this communication that the government of Kadongdong Village does not include the entire figure of the community in establishing the priority of the village fund.

This research was about the partnership program of CSR conducted by the state owned entreprise through the economic empowerment of SMEs with the provision of capital to improve the revenue to create prosperity. This study was aimed to analyze the implementation of CSR partnership program. This study used the qualitative approach with documentation type and the documentation technique. The data analysis was done through data collection, data reduction, data display and conclusion. The results of this study stated that the implementation of the partnership program of CSR had a legal basis in the implementation and conducted through partnerships based on some business patterns. The CSR partnership program had the allocations funds from SOEs net income, deposits, administrative services/revenue share/margin, interest on deposits, etc. While recommendation that this research is that The Ministry of SOEs should make the procedures for implementing the partnership program that contains stages in providing funds for potential partnership established partners, implementing organizations and evaluation activities

Empowerment of the environment in society is very essential in the regional and national development agenda. Communities, governments, academics and business actors have an important role as drivers of innovation in national environmental preservation programs. In an effort to implement this function, several strategic studies are needed so that all initiator components can jointly protect the environment from potential natural releases including natural disasters such as floods. Based on this, community service research involving members of the Tangerang City DPRD, the Environment Service, the Public Works and Public Housing Service, the Social Service, the Regional Disaster Management Agency, Officials in the Periuk sub-district and Periuk Sub-District underwent a Focus Group Discussion on social impact economic consequences due to flooding in Periuk District. As for some assistance with problems, namely as follows: 1.) Officials in the Tangerang City area require intensive coordination and supervision to overcome flood problems and their economic impacts, (2.) The need for knowledge for the community regarding the socio-economic impacts that can be experienced as a result of flooding . Therefore, the results of community service research are as follows: (1) succeeded in formulating a policy package that has been approved by the executive and legislative components in the Periuk District and Tangerang City, (2.) The community feels helped by the existence of discussion and presentation facilities material organized by the Business Faculty of Buddhi Dharma University.
