This study examines the strengthening of regional disaster management governance through a risk-based policy framework, focusing on the role of local governments in disaster-prone areas. The object of the study is the disaster management system implemented by the Dumai City Regional Disaster Management Agency (BPBD), which faces various potential natural and non-natural disasters. Although national and regional regulatory frameworks are in place, disaster management practices at the regional level still tend to be reactive, partial, and not fully based on comprehensive risk analysis. Therefore, this study aims to identify key issues in regional disaster management governance and analyze the role of risk-based policies in strengthening institutional effectiveness, cross-sectoral coordination, and disaster preparedness. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews with BPBD officials, relevant stakeholders, and community representatives in disaster-prone areas, supported by field observations and documentation studies of policies, disaster risk assessment documents, and institutional reports. Data analysis was conducted using thematic analysis methods to identify patterns related to governance structures, policy implementation, and disaster risk management practices. The study results indicate that disaster management governance in Dumai City has shown progress in regulatory aspects and emergency response capacity, but there are still weaknesses in the integration of risk into development planning, inter-agency coordination, community participation, and mitigation and prevention efforts. This study concludes that the implementation of a risk-based policy framework can encourage more anticipatory, integrated, and sustainable disaster management governance, and provides important implications for the formulation of public policy at the regional level.

Administration is very necessary for the continuity of the teaching and learning process in the world of education. All of that cannot be separated from the activeness of those who master the administration in the school. People often underestimate the field of administration, even though if the administration is held by less skilled people then the administration will be messy and will not run properly. People who hold administration are people who have been trained in their field (people who have received knowledge or training). Administration is not only in financial terms but also in our neatness and order in bookkeeping. Administration is not only carried out within a certain time but every day systematically. The success of education in schools must be supported by orderly, directed, and planned school administration services. Where in its implementation must follow the direction of the development of an increasingly modern era and growing technological media. For this reason, there needs to be a clear and programmatic division of administrative tasks in each school to create a better school later.

History opens a window to the past to welcome the future, learning history will help to know and understand how the history of the past and also the people associated with these events. Studying history not only aims to know important events or events in the past but also teaches various forms of experience that occur both success and failure. Every human being needs education and knowledge because it is for human development itself. Through education, humans not only get teaching about special skills but also something deeper, namely science. In the world of education through learning, students gain knowledge and learn what is obtained through learning. Each student will pass the evaluation stage. The evaluation is given after students have gone through several learning and understanding processes and then given questions, both essays and multiple choice questions, in order to help the learning process in the classroom. To maximize the use of multiple choice as a learning tool, students can choose it with consideration in the answer choices that have been determined. Teachers give assignments to students to work on multiple choice questions in two ways, the first is to solve multiple choice questions, when given an assignment during class hours to submit it to the teacher when the subject is finished. Alternatively, the teacher can give the students an assignment or homework and collect it during the next meeting. Research shows that teachers prefer the use of multiple choice questions, not only because of administration, time saving and simplicity but also because they are objective and consistent. Furthermore, students based on the results of the study prefer giving multiple choice questions because they can eliminate answer errors and the questions on multiple choice questions are more objective than others. In addition, with the multiple choice question method students can actively participate in the learning process.

The bill governs the administration of liability-rights. The rights of the liquefied are not divided unless promised in the document the rights are given. If a lien was applied to a certain land right, then it could be agreed upon in the corresponding document of the lien grant, that the payment of secured debts could be made in installments of the same amount as the price of liens. It is part of the title of the load that will be separated from the rights of the load, so the rights of the load in turn weigh only the remainder of the load to secure the rest of the debt. Policy regulations are free policy products determined by state administration officials in the context of carrying out government tasks. The policies set by the government in the form of policy regulations are not based on orders from the law or not based on authority based on the law. The policies of state administration officials are then outlined in a certain format so that they can be applied generally or apply equally to every citizen. The format of policy regulations is simpler than the format of statutory regulations. Policy regulations are enforced and obeyed like other legal regulations. Policy regulations are formal forms of policy determined by state administrative officials based on the principle of discretion. In the practice of government administration, policy regulations and statutory regulations coexist. Policy regulations are not statutory regulation. Policy maker does not have the authority to form laws and regulations. Policy regulations generally provide instructions regarding how a government agency will act in carrying out government authority that is not bound to any person. The formation of policy regulations by state administration officials expressed in formats such as announcements, guidelines or circulars are not based on legislative authority, but based on government authority.
