Investment is an essential instrument for capitalist countries to boost the national economy and create job opportunities for the community. Investment in Indonesia began with Foreign Investment Law No. 56 of 1964, which was later updated with Foreign Investment Law No. 25 of 2007 in line with the times. To increase investor interest in entering Indonesia, the government enacted Job Creation Law No. 11 of 2020, which was further updated through the Job Creation Law up to 2023. Due to the complexity and increasing number of investors facing obstacles such as land acquisition and regional policies, a Presidential Regulation on National Strategic Projects (PSN) was issued. The government's hopes and expectations for smooth investor operations do not always align with implementation. Specifically, PSNs often result in agrarian conflicts for local residents whose land is taken over for PSN purposes. In the context of investment in Batam, particularly the Rempang Eco-City Development Plan in the Rempang-Galang area, clashes occurred and drew national attention and concern from various experts when land measurements began by PT MEG, escorted by the Joint Team comprising police, TNI, and the Ditpam Batam Management Agency (BP Batam). They have not reached an agreement but are already being pushed for swift execution. The obstacles to investment in the PSN Rempang Eco-City include conflicts arising from legal uncertainties over land ownership since the administrative change from Bintan Selatan District to Batam City, becoming Galang District since 1980. Represented by their legal counsel LBH GP Asnhor, they demand legal certainty over their ancestral land to be issued certificates, enabling fair and humane compensation. This demand has been submitted to President Joko Widodo regarding the request for land legality for the villages on Rempang Island, Galang Island, and New Galang Island on behalf of the chairman of the Local Indigenous People's Relatives (KERAMAT) Gerisman Ahmad. Due to these obstacles and conflicts, the central government, through President Joko Widodo, issued Presidential Regulation No. 78 of 2023 on Handling Social Community Impacts in the Context of Land Provision for National Development. However, as of July 2024, there has not been a comprehensive agreement between the community, the Batam City government, and the head of BP Batam. The government is taking a softer approach by personally approaching residents to relocate to Tanjung Banon, where four model houses have been provided as promised incentives for those willing to move.

Currently, infrastructure development is a priority of the Indonesian government which aims to improve the quality of life of the community and equitable distribution of infrastructure development. The need for concrete material as a construction material also increases in line with the increase in infrastructure development. The use of recycled aggregate materials, especially granite waste, is a promising option in sustainable infrastructure development. This study was conducted with the aim of knowing the effect of partial substitution of coarse aggregates using granite waste variations on the binding time and permeability of concrete. Experimental method was chosen in this research. The levels of granite waste used were 0%; 15%; 30%; and 45% by weight of coarse aggregate or gravel. The test specimens used for the concrete bond time study were fresh concrete poured into cube molds measuring 20 cm x 20 cm x 20 cm with a minimum height of 15 cm. Testing concrete bond time using a penetrometer tool. The test specimen for concrete permeability is a cube measuring 15 cm x 15 cm x 15 cm, totaling 12 pieces and tested with a Permeability Test Apparatus (Water Permeabilty Apparatus). The results showed that partial substitution of coarse aggregate with granite waste variation did not affect the setting time of concrete up to a certain level. Based on the results of the research conducted, the initial setting time and final setting time values of 0%, 15%, 30%, and 45% granite content variations fluctuate and the coefficient of determination (R2) value in linear regression is only 0.5 and 0.3. Partial replacement of coarse aggregate with granite waste has an effect on the impermeability of concrete which meets the requirements for medium aggressive impermeable concrete. Water pressure of 5 kg/cm2 for 72 hours applied to the concrete partial replacement of coarse aggregate with granite waste variation resulted in permeability coefficient values of 4.11 x 10-12 cm/s; 3.48 x 10-12 cm/s; 2.17 x 10-12 cm/s; and 3.25 x 10-12 cm/s. The minimum coefficient value of concrete with partial substitution of coarse aggregate with granite waste is obtained at 30% by weight of coarse aggregate. Granite, whose specific gravity is greater than gravel, produces denser and more water-resistant concrete.

This research explores the use of iterative methods in conjunction with the Finite Difference Method (FDM) for solving partial differential equations (PDE). The central challenge addressed is the computational inefficiency and slow convergence that often arise when utilizing traditional numerical methods, particularly in large-scale systems. The study aims to develop a more efficient iterative approach to solve PDEs by minimizing computational time while ensuring the stability of the obtained solutions. The primary methods proposed include iterative solvers such as Gauss-Seidel and Successive Over-Relaxation (SOR), which are applied to numerical solutions derived from FDM. The research demonstrates that iterative methods, especially SOR, achieve faster convergence with fewer iterations compared to conventional methods like the Finite Element Method (FEM), which tends to be slower and more resource-intensive for large-scale problems. The study highlights the advantages of iterative solvers in efficiently handling large, sparse linear systems and reducing computational costs. In addition, it shows that these methods are capable of providing stable solutions, thereby maintaining accuracy with significantly lower computational effort. The results suggest that iterative methods, when applied in combination with FDM, offer a practical and scalable solution for solving complex PDEs. These methods are especially beneficial in engineering and theoretical physics applications where large-scale simulations are prevalent. The study concludes with recommendations for future research, which should focus on further optimizing solver parameters, exploring hybrid approaches, and extending the methods to more complex PDEs with non-linearities or irregular geometries. By doing so, these techniques could contribute to even more efficient and practical solutions for real-world applications.
