The data was gathered through a questionnaire whereby 60 questionnaires where distributed to a sample population of accountants working in the Financial Affairs Department at the General Directorate of Education in Wasit Governorate (Iraq), and 57 questionnaires were collected to establish the views of the accountants regarding the effect of preparing and implementing budgets under the modern techniques on the government performance. This paper came up with a number of conclusions. Preparation of the general budget of the state is a technical and political process that involves and is involving different actors in the state. The budget preparation process is a technical process since it involves numerous key calculations that can be used to quantify the anticipated revenues, the cost of activities likely to be obtained in the year and estimation of the planned expenditures. The process of preparing the budget through the traditional ways (line-item budgeting) does not contribute to the optimal planning and budget allocation of the state and, therefore, the fulfillment of the goals laid out by the countries. This paper advises on the need to focus on the current approaches in the budget preparation because they enhance governmental performance, enhance the effectiveness and efficiency of state expenditures, strive to diversify the income, and convert the policies and goals of the state into a definite and actualized reality on the ground, with the help of standards and indicators that modern means of preparing the budget have offered. And to act to modernize the budget system in Iraq, profiteering with the experience of other countries in this domain, and that modernization be a progress, commencing with the budgeting of some ministries or departments within ministries and bodies gradually with the aim of acquiring more experience and expertise, and then meet the impediments which will emerge to proceed to a complete transition.

Sleep disturbances are a common problem during pregnancy, often resulting from physiological changes, hormonal fluctuations, and psychological stressors. Poor sleep quality in pregnant women can lead to fatigue, mood disorders, and adverse maternal and fetal outcomes. Mindfulness-based interventions, which emphasize present-moment awareness and non-judgmental acceptance, have been suggested as an effective strategy to improve sleep quality and reduce stress. This study aimed to analyze the effect of mindfulness on sleep quality among pregnant women in the Puskesmas Tosa catchment area. A quasi-experimental design with a pretest-posttest control group was employed. A total of 30 pregnant women in their second and third trimesters participated and were divided equally into intervention and control groups. The intervention group received weekly mindfulness sessions for four weeks, including guided breathing, body scan, and focused attention meditation, while the control group received routine antenatal care. Sleep quality was assessed before and after the intervention using the Pittsburgh Sleep Quality Index (PSQI). Data were analyzed using descriptive statistics and paired and independent t-tests, with a significance level set at p<0.05. Results indicated that the intervention group experienced a significant improvement in sleep quality, with mean PSQI scores decreasing from 9.80 ± 2.10 to 5.60 ± 1.90 (p<0.001). In contrast, the control group showed no significant change (pretest 9.53 ± 2.30; posttest 9.27 ± 2.25; p=0.395). These findings demonstrate that mindfulness effectively reduces sleep disturbances among pregnant women by addressing both psychological and physiological contributors to insomnia. In conclusion, integrating mindfulness practices into routine antenatal care is a practical, low-risk, and non-pharmacological approach to enhancing maternal sleep quality, reducing stress, and promoting overall well-being during pregnancy. This study provides evidence to support the inclusion of complementary mind-body interventions in primary health care services.

This community engagement program was initiated in response to the predominance of academically oriented perceptions among parents regarding children’s intelligence, which tend to limit the recognition of children’s potential to cognitive achievement alone. The program aimed to enhance parents’ literacy and awareness of the Multiple Intelligences framework as a foundational basis for holistic child education in an Islamic elementary school context. A Participatory Action Research (PAR) approach was employed, encompassing participatory planning, conceptual socialization sessions, child potential mapping workshops, collective reflection, and continuous evaluation. The findings highlight substantive outcomes. Parents experienced a significant paradigm shift in understanding the diversity of children’s intelligences, moving from a single-dimensional academic perspective toward a more comprehensive and appreciative view of individual potential. Parenting practices became more supportive, dialogical, and less comparative. In addition, a parents’ communication forum emerged as a new social institution within the school community, accompanied by the rise of local leadership that contributes to program sustainability. These results demonstrate that educational mentoring grounded in the Multiple Intelligences framework effectively promotes social transformation in Islamic elementary education through strengthened collaboration between school and family.

This papper reviews a range of studies that examine the influence of cultural and religious differences on the effectiveness of the counselor–client relationship. The main focus is on how cultural identity and religious beliefs shape the way individuals understand problems, interpret personal experiences, and respond to the counseling process. The literature shows that differences in values, communication styles, and spiritual orientations can affect the quality of the relationship, especially during the stages of building trust and setting counseling goals. At the same time, counselors who possess multicultural competence and sensitivity toward religious diversity are better able to adapt their approaches so clients feel respected and emotionally secure. This review also highlights the importance of counselor self-reflection to avoid personal bias in sessions, particularly when working with clients from backgrounds that differ greatly from their own. By examining various academic sources, this article argues that an effective counseling relationship depends not only on technique but also on the counselor’s ability to understand the client’s life context. The findings of this literature review contribute to the development of more inclusive and culturally responsive counseling practices.
