The transformation of public services has become a key priority in public administration reform, driven by growing public demands for government services that are more responsive, transparent, and oriented toward the public interest. In this context, the concept of Public Value Creation has emerged as an approach that emphasizes the creation of social value as the primary objective of public service delivery. This study aims to analyze the role of Public Value Creation as a conceptual framework in public service transformation oriented toward the public interest. The study employs a qualitative approach through a literature review, examining various relevant academic sources on public value theory, contemporary public administration, and public service transformation. The findings indicate that Public Value Creation plays a role in driving a paradigm shift in public service from an administrative bureaucratic orientation toward service focused on creating social benefits for the community. This approach also strengthens a community-centered service orientation, fosters collaboration between the government and various stakeholders, and supports public service innovation, including through the utilization of digital technology. The implications of this research suggest that the concept of public value can serve as a conceptual foundation for the government in designing more inclusive public service policies and innovations

Sexual violence against women and children is still a serious problem in Indonesia. Girls are among the most vulnerable groups because of their young age, emotional dependence, and the imbalance of power with perpetrators who are generally older or close to the victim. Cases of violence often occur in various environments, such as within the family, early marriage, or social relationships such as dating or friendships with older men. This situation often places girls in a weak position, making it difficult for them to resist or report the violence they experience. This research aims to examine forms of sexual violence against girls in relationships with large age differences and examine legal protection based on Law Number 12 of 2022 concerning Crimes of Sexual Violence. The research uses qualitative methods through literature study by reviewing books, scientific journals, regulations, and data from the Ministry of Women's Empowerment and Child Protection. The results of the study show that unequal age relations often give rise to power inequalities that trigger domination, control and various forms of violence, such as sexual coercion, physical violence, psychological manipulation and domestic exploitation. The TPKS Law plays an important role as a basis for legal protection and fulfillment of rights for victims

This study examines moke as a cultural instrument of reconciliation and identity within the community of Nawang Kewa Village, Sikka Regency. The research is grounded in the concern over the shifting meaning of moke due to modernization and globalization, which potentially weakens its cultural and social significance. The objective of this study is to analyze the social functions, symbolic meanings, and the role of moke as a reconciliation mechanism in resolving social conflicts. This research employs a qualitative approach with a descriptive-interpretative and ethnographic design. Data were collected through in-depth interviews, participatory observation, and documentation, involving traditional leaders, moke producers, and younger community members. The findings reveal that moke functions in three main dimensions: as a ritual-sacred symbol in traditional ceremonies, as a social-integrative medium that strengthens solidarity and communication, and as a socio-reconciliative instrument in conflict resolution through symbolic peace practices. Furthermore, the study identifies a shift in meaning among younger generations, where moke tends to be perceived more as a consumptive product rather than a cultural symbol. The implications of this research highlight the importance of preserving local cultural values through intergenerational transmission and strengthening customary institutions to maintain social cohesion and cultural identity.

The tomb of Ario Damar in Palembang City represents one of the important historical sites for understanding the political, social, and religious dynamics during the transitional period from the influence of the Majapahit Kingdom to the development of Islam in the South Sumatra region. The study of this site employs the historical method through the stages of heuristics, source criticism, interpretation, and historiography, using a qualitative approach. Data were collected through direct observation of the Ario Damar tomb complex and literature studies derived from scientific journals, academic articles, and relevant historiographical works. The development of digital technology has driven significant changes in modern learning methods by integrating various multimedia media. However, multimedia's ability to facilitate learning depends largely on the extent to which its presentation aligns with the principles of learning psychology, particularly those outlined in the Cognitive Theory of Multimedia Learning (CTML). This study aims to examine the role and effectiveness of multimedia in transforming modern learning methods by combining the results of recent empirical research from 2020 to 2024. This study used the Systematic Literature Review (SLR) method by analyzing 22 journal articles obtained from several databases such as Scopus, Web of Science, ScienceDirect, Google Scholar, and Sinta. Research shows that the use of interactive multimedia helps increase student enthusiasm for learning, participation, understanding of concepts, and the ability to remember course material. However, disorganized multimedia design can add unnecessary mental burden, thereby reducing learning effectiveness. These findings suggest that the successful use of multimedia depends not only on the level of technological advancement but also on the quality of learning design that applies cognitive theory. This study provides a comprehensive summary of the latest research and provides tangible benefits for educators in creating effective digital learning content.

Tourism regulations play a critical role in shaping destination competitiveness and influencing tourist travel decisions, yet empirical evidence on their effectiveness across different institutional contexts remains limited. This study investigates the impact of tourism regulations on tourist visit performance through a comparative quantitative analysis of Indonesia and Singapore. Using panel data covering the period 2010–2023, this research employs a fixed-effects regression model to examine the relationship between regulatory quality and tourist arrivals, while controlling for economic conditions and transport infrastructure. The findings reveal that tourism regulations have a positive and statistically significant effect on tourist visit performance in both countries. However, the magnitude of the effect is substantially stronger in Singapore, indicating higher regulatory efficiency and institutional effectiveness in translating policy interventions into tourism demand. These results support institutional and tourism demand theories, emphasizing that regulatory quality, rather than regulatory volume, is a key determinant of tourism performance. The study contributes to the tourism policy literature by providing cross-national empirical evidence on regulatory impacts and highlighting the importance of governance capacity in tourism development. From a policy perspective, the findings suggest that countries should prioritize regulatory coherence, administrative efficiency, and adaptive governance to enhance tourism competitiveness and resilience.

This study examines the strategic role of financial management in empowering the community of Somongari Tourism Village, Purworejo Regency, which serves as a model of Community-Based Tourism (CBT). Despite its rich natural and cultural assets, the village faces challenges in sustaining tourism growth due to fluctuating visitor numbers, limited services differentiation, and uneven income distribution. The research aims to evaluate how transparent and participatory financial practices can strengthen community capacity, enhance homestay development, and ensure long-term sustainability. Employing a qualitative case study approach, data were collected through in-depth interviews with tourism managers and homestay operators, direct observation of community practices, and analysis of financial records and visitor data from 2023 to 2025. Findings reveal that inclusive organizational structures, collective price agreements, and youth-led digitalization initiatives foster social cohesion, accountability, and innovation, while service homogeneity and seasonal visitor fluctuations remain critical constraints. The synthesis highlights financial management not merely as a technical tool but as a catalyst for empowerment, enabling equitable income distribution, entrepreneurial growth, and resilience against market volatility. The study concludes that professional financial recording systems, continuous capacity-building, and collaboration among communities, government, and private stakeholders are essential to advance sustainable tourism development. Ultimately, financial management emerges as both a governance mechanism and a strategic pathway for balancing economic growth, cultural preservation, and community empowerment in Somongari Tourism Village.

Adolescence is a developmental stage characterized by increasing social demands, making the role of the family, particularly parents, crucial in shaping adolescents’ social adjustment. This study employed a literature review method by examining relevant textbooks and national and international journal articles related to parenting styles and adolescents’ social behavior. The findings indicate that parenting styles have a significant influence on adolescents’ social behavior. Authoritative or democratic parenting is identified as the most effective style in promoting positive social behaviors, such as empathy, cooperation, social concern, and adaptive social skills. In contrast, authoritarian and permissive parenting styles are associated with various social behavior problems, including aggression, social anxiety, and low social competence. Furthermore, the relationship between parenting styles and adolescents’ social behavior is mediated by internal psychological factors, such as self-control and emotional intelligence. Therefore, warm, responsive, and consistent parenting practices are essential to support optimal social development in adolescents.

This research investigates the effectiveness of container cargo information management systems at Indonesian ports, examining the critical roles of competency training, shore-based personnel capabilities, and technology adoption in determining system performance and operational outcomes. Container terminals increasingly rely on sophisticated information systems including Terminal Operating Systems (TOS), Port Community Systems (PCS), and Electronic Data Interchange (EDI) for coordinating complex cargo operations, yet system effectiveness depends not solely on technology sophistication but critically on personnel competency, training adequacy, and human-technology integration. Through qualitative analysis involving terminal operators, port information system managers, shore-based operational personnel, training coordinators, and technology providers, this study examines how the interplay between human capabilities and technological capabilities determines information system effectiveness. Results demonstrate that comprehensive competency training programs can improve system utilization effectiveness by 45-65%, reduce operational errors by 50-70%, and enhance productivity by 25-40% through better human-technology integration. Key challenges include inadequate training investment, high personnel turnover, technology complexity exceeding user capabilities, and organizational resistance to systematic training programs. Findings reveal that container terminal information system effectiveness depends fundamentally on sociotechnical system optimization addressing both technological infrastructure and human capability development through sustained competency building programs. This research contributes to port operations literature by providing evidence-based frameworks for human factors integration in port technology implementation.

The rapid growth of TikTok Shop as a social commerce platform has led to the emergence of 'toxic content' produced by influencers as a marketing tactic that effectively influences Generation Z's shopping behavior. This study investigates the role of TikTok Shop influencers and their 'toxic content' in stimulating impulse buying behavior among Generation Z consumers in the fast fashion sector, focusing on the psychological mechanisms involved, the most frequently purchased product categories, and the broader impacts of these consumption patterns. A qualitative research approach with a phenomenological design was used, and data were gathered through in-depth interviews with eight informants: six Generation Z consumers aged 19–24 years and two active TikTok Shop fashion influencers, selected via purposive sampling. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña (2014). Findings show that 'toxic content' acts as a stimulus within the Stimulus-Organism-Response (S-O-R) theoretical framework, triggering impulse buying within minutes by evoking positive emotions and urgency. The Fear of Missing Out (FOMO) mechanism, driven by emotional triggers like time scarcity, social proof, and exclusivity, was the most dominant psychological factor. The most commonly purchased items were tops, coordinated sets, aesthetic bottoms, locally-made footwear, and accessories. The effects of 'toxic content' are financial, psychological, social, and environmental. This study advances influencer marketing literature and provides insights into Generation Z’s consumer behavior in the social commerce age.
