The 1945 Constitution (UUD 1945) has a very iportant fundamental role in the legal and political system in Indonesia, especially in ensuring the fulfillment of Human Rights (HAM) for the people in Indonesia. As the country's highest constitution, the 1945 Constitution not only determines the structure and powers of the state, but also regulates the protection of the rights of individuals and groups of citizens or society. Since the amendments to the 1945 Constitution from 1999 to 2002, the substance of human rights has increasingly been strengthened and regulations have been tightened, with an emphasis on civil, political, economic, social and cultural rights. In this article I aim to examine how the 1945 Constitution functions as a legal instrument to guarantee the protection of human rights in Indonesia. This research uses a normative approach by analyzing articles in the 1945 Constitution which are directly or indirectly related to human rights, as well as assessing their implementation in practice. The results of the analysis show that although the 1945 Constitution provides a strong legal foundation for the protection of human rights, many challenges still arise in its implementation and enforcement, especially those related to the gap between legal norms and the reality on the ground. Apart from that, the role of state institutions such as the Constitutional Court (MK), Komnas HAM, and the judicial system is very crucial in ensuring the fulfillment of citizens' basic rights. In conclusion, the 1945 Constitution has great potential to guarantee Human Rights in Indonesia, but ongoing efforts are needed to overcome various obstacles and problems in its implementation practice.

Public enthusiasm for government bonds is high due to the view that such investments are considered more saving and promising. In 1950 the government issued ORI with interest of 3% per year, but the bonds failed to pay because the government at that time did not have enough money so that many investors holding bonds as Government Debt Instruments experienced losses. In this research, a juridical analysis of the position of the parties in Government Debt Instruments (SUN) was carried out and an analysis of the form of legal protection for holders of Government Debt Instruments (SUN) in the risk of default provided by the government. The research method used in writing this law is normative juridical, with a statutory approach. There are findings that installments of principal and interest on state debt securities will be included as expenditure items in the APBN each year. In the event that the risk of default does not sever the civil relationship between the SUN Issuer and the SUN holder as an Investor in a civil relationship, investors who suffer losses based on their civil rights can file a lawsuit for default due to the risk of default.

This study examines the complex legal framework surrounding interfaith marriages in Indonesia, focusing on the intersection of religious law, civil law, and cultural practices. Through analysis of existing regulations, court decisions, and implementation practices, the research investigates the challenges faced by couples seeking interfaith marriages within Indonesia's pluralistic legal system. The study employs a qualitative methodology, combining doctrinal legal research with empirical data collected through case studies and interviews with legal practitioners, religious authorities, and couples who have navigated the interfaith marriage process. Findings reveal significant disparities between formal regulations and practical implementation, highlighting how legal ambiguities and administrative barriers often lead couples to seek alternative solutions, including overseas marriages or religious conversion. The research demonstrates that while Indonesia's constitution guarantees freedom of religion and the right to marry, the practical implementation of interfaith marriage regulations remains problematic due to conflicting interpretations of religious and civil law. The study concludes that current regulatory frameworks inadequately address the contemporary realities of Indonesia's diverse society, suggesting the need for legal reform that better balances religious principles with citizens' constitutional rights.

This research conducts a comprehensive juridical analysis of interfaith marriage within the framework of Indonesian positive law, examining the legal complexities and regulatory challenges in the current legal system. The study critically analyzes the existing legal instruments, including Marriage Law No. 1 of 1974, compilation of Islamic Law, and relevant Supreme Court decisions that govern interfaith marriages in Indonesia. Through doctrinal legal research methodology, this study investigates the legal vacuum surrounding interfaith marriages and its implications on citizens' constitutional rights. The research examines how different legal interpretations by civil registry offices, religious courts, and other legal institutions affect the implementation of interfaith marriage regulations. Findings indicate substantial inconsistencies in legal interpretation and application, leading to legal uncertainty for couples seeking interfaith marriages. The study reveals that while Indonesian positive law does not explicitly prohibit interfaith marriages, the absence of clear regulatory frameworks often results in practical obstacles and varying administrative practices across different regions. The research also explores how judicial decisions have shaped the legal landscape of interfaith marriages, analyzing landmark cases that have influenced current legal practices. This study concludes that there is an urgent need for legal reform to provide clear guidelines for interfaith marriages that align with constitutional principles while respecting religious values and human rights in Indonesia's pluralistic society.

Quality public service is what is called the best service that meets service quality standards. Service standards are the benchmarks used as guidelines for the delivery of service and the reference for evaluating the quality of service as the obligation and promise of the service providers to the community in the context of quality, fast, affordable, and measurable service. The purpose of this study is to assess the quality of public service at the Maniangpajo Subdistrict office and to identify the factors affecting the quality of public service at the Maniangpajo Subdistrict office. This research uses a qualitative method with a population of 5 individuals, consisting of civil servants (2 people) and the public (3 people). Data collection was done using observation, interviews, and documentation techniques, while the data analysis technique used in this study is qualitative analysis, specifically the interactive analysis technique. The results of this study show that the service at the Maniangpajo Subdistrict office is considered good by service users because the staff are proactive in providing information and the waiting room is comfortable. Although there are no specific SOPs in place, they apply service standards in accordance with government regulations. However, issues such as limited human resources and the unavailability of ID card forms cause delays in service. For internal factors, it can be concluded that the main obstacle to service delivery at the Maniangpajo Subdistrict office is frequent internet network disruptions. These disruptions slow down the service process that requires internet connectivity. Additionally, internal factors such as the limited number of service personnel also affect the efficiency of service, especially when many service users are present, resulting in long waiting times.

Decision Support System (DSS) is a system used to assist decision makers in determining the best alternative based on certain criteria. Determining retirement eligibility for ASN (State Civil Apparatus) employees is one of the important aspects in human resource management, where this decision affects the future of employee careers, their welfare, and state budget management. This study proposes the development of a decision support system for determining retirement eligibility for ASN employees using the Multi-Attribute Decision Making (MADM) method. The MADM method is a decision-making technique that considers several criteria and alternatives to produce optimal decisions. In this study, the criteria used to determine retirement eligibility include retirement age, length of service, work performance, health, and other factors relevant to the applicable pension policy. The method used in this system includes several steps, namely identifying criteria, assigning weights to each criterion, and evaluating alternatives based on these criteria using calculation techniques such as AHP (Analytical Hierarchy Process) or TOPSIS (Technique for Order Preference by Similarity to Ideal Solution). The results of this evaluation will provide recommendations on whether an employee is eligible for retirement or can still continue his career. The developed system is expected to facilitate the decision-making process regarding ASN employee retirement by providing objective and transparent analysis, so that the decisions taken are more appropriate and in accordance with applicable policies. Thus, this system can improve efficiency and effectiveness in human resource management in government agencies.
