Yohanes N. Gela Loy, NIM 33120041, Thesis entitled "Analysis of Fixed Asset Revenue and Its Contribution to Local Original Income (PAD): Case Study at Lasiana Beach Kupang". Under the guidance of Mrs. Maria Goreti Malut as the first supervisor and Mr. Antonius Y.W. Timuneno as the second supervisor. The problem raised in this study is how fixed asset revenue from the Lasiana Beach Kupang tourist area can contribute to increasing Local Original Income (PAD). The purpose of this study is to analyze the extent to which the utilization of fixed assets owned and managed by the East Nusa Tenggara Provincial Government can contribute significantly to PAD. This study uses a qualitative method with primary and secondary data sources. Data collection techniques were carried out through interviews with the NTT Provincial Tourism Office as well as documentation of financial reports and PAD revenue targets for 2021–2023. The results of the study indicate that although there has been an increase in revenue every year, its contribution to PAD has not been optimal. This is caused by several factors, including: damage to facilities such as stalls and sales stalls, minimal tourism promotion, and lack of supporting facilities. Therefore, to increase the contribution of fixed assets to PAD, infrastructure improvements, increased tourism promotion capacity, and strategic cooperation with the private sector are needed so that asset management can run effectively and sustainably.

Budget management in police institutions has a strategic role in ensuring accountability and effectiveness in the implementation of state duties. However, violations in budget planning and utilization still often occur due to weak supervisory systems and a closed bureaucratic culture. This study aims to analyze the normative law enforcement mechanism against budget violations within the Police and evaluate its effectiveness in ensuring the principles of accountability and impunity. The type of research used is normative-doctrinal with statutory, conceptual, and case study approaches. The results of the study show that although regulations are adequate, the implementation of the law is still hampered by conflicts of interest, lack of transparency, and lack of public participation. Therefore, systemic reform is needed through strengthening institutional capacity, digitizing the budget system, and cross-agency supervisory collaboration to encourage fair and accountable law enforcement in the police institution.

This study aims to analyze the extent to which Sharia principles can stabilize the micro, small, and medium enterprises (MSME) market through the framework of Islamic demand and supply theory. In conventional economic systems, price fluctuations and market instability are common challenges for MSMEs. In contrast, Islamic economics offers a value-based approach that emphasizes honesty, justice, the prohibition of exploitation, and the concept of fair pricing (tsaman al-mitsli). This research employs a library research method by reviewing primary and secondary sources, including scholarly journals, classical Islamic economic texts, and recent empirical studies. The findings indicate that implementing Sharia principles fosters market stability through the reinforcement of business ethics, transparent information, and the utilization of Islamic instruments such as zakat, infaq, and profit-sharing-based financing. Furthermore, the concept of barakah (blessing) in transactions strengthens consumer loyalty and business resilience. This study concludes that Sharia principles are not only normative but also practical and strategic in addressing the challenges of market instability in the MSME sector. However, this research is limited to theoretical analysis and lacks empirical field data; therefore, future research employing quantitative or case study approaches is strongly recommended.

The implementation of Electronic Medical Records (EMRs) in hospital emergency units is essential to improve the speed, accuracy, and quality of services. However, various challenges hinder optimal system utilization. This study aimed to assess the adoption of EMR at the Emergency Unit of RSUD A.M Parikesit Tenggarong using the Human-Organization-Technology Fit (HOT-FIT) framework. A qualitative descriptive approach was employed involving seven purposively selected informants, including health professionals, administrative staff, and IT personnel. Data were collected through interviews, observations, and document reviews, then analyzed using the Miles and Huberman interactive model. The findings indicate that from the human aspect, the system was considered easy to use (85%), though user satisfaction remained moderate (67.14%) due to system errors and incomplete CPPT data entries. Organizationally, the hospital provided adequate infrastructure and support, though some policies require stronger enforcement. Technological aspects revealed limitations in system stability, lack of pharmacy integration, and low service quality due to frequent downtime. The study concludes that EMR implementation in the Emergency Unit has not yet achieved full effectiveness across all HOT-FIT domains.
