The city of Surabaya, as the most populous city in East Java, faces challenges in providing green land and open space for its residents. Thus, urban farming emerged as an innovative solution to overcome limited land in urban areas. This community service aims to empower the residents of Gebang Putih Subdistrict, Surabaya, through an urban farming program. This activity includes outreach and training on urban farming techniques, including hydroponics and growing plants in pots. The results of this activity show that residents gave a positive response and high enthusiasm for this program. Urban farming not only increases food security and family independence but also contributes to improving environmental quality and public health.

Immigration Office Class II Non TPI Blitar is an implementation in the field of immigration at the Regional Office of the Ministry of Law and Human Rights of East Java Province which is responsible to the Head of the Regional Office. Passport is a document that contains identity to enter the border of a country. In the implementation of passport making services at the Blitar Class II Non TPI Immigration Office, researchers found obstacles experienced by applicants such as the information provided was not clear, so the applicant had to return to the Blitar Class II Non TPI Immigration Office, because there was no delivery service for applicants who lived outside Blitar, the priority service room was underutilized due to lack of employees. Therefore, effectiveness in the implementation of public services is very necessary, because one of the requirements for implementing a program to improve the quality of public services. This study aims to analyze the making of passports at the Blitar Class II Non TPI Immigration Office. The method used in this research is descriptive qualitative method. Data collection techniques in this study used observation, interviews, and documentation methods. Public services in passport making at the Immigration Office Class II Non TPI Blitar show some positive results. The implementation of this program includes various services such as passport issuance in the office, out-of-office services, as well as special programs such as Sambang Haji and Sambang Sakit Services. However, there are several obstacles such as the lack of employees in the priority service room, unclear information, and instability in the Community Satisfaction Index (IKM).

Enforcement of discipline among the State Civil Apparatus (ASN) is an important component in maintaining professionalism and efficiency of public services. This study aims to analyze the effectiveness of disciplinary punishment enforcement in improving ASN discipline at the Batam Municipal and Special Port Authority (KSOP) Office. The background of this research includes various challenges in enforcing ASN discipline, such as long and bureaucratic procedures, low awareness of discipline, and political intervention. The research method used is normative juridical using secondary data through library research, and also an empirical juridical approach with primary data through field research. Primary data collection was carried out through in-depth interviews, observations, and document analysis. The research respondents consisted of Batam KSOP employees, related officials, and other parties related to discipline enforcement in the environment. The results of the study show that the effectiveness of disciplinary enforcement in KSOP Batam is still not optimal. Convoluted enforcement procedures, lack of employee understanding of the importance of discipline, and political intervention were the main obstacles found. In addition, limited human resources and facilities also hinder the effective discipline enforcement process. This study also found that efforts to simplify procedures, increase socialization and education, and strengthen transparent supervision can increase the effectiveness of disciplinary punishment enforcement. Suggestions include the need for bureaucratic reform to simplify discipline enforcement procedures, the implementation of training and education programs on an ongoing basis, and the establishment of an independent internal oversight unit. Additionally, it is important for governments to ensure that discipline law enforcement is free from political interference and supported by adequate resources. With these steps, it is hoped that the discipline of ASN at KSOP Batam can be improved, which will ultimately contribute to improving the quality of public services and the reputation of government agencies.

This research aims to investigate and analyze legally the granting of mortgage rights guarantee to creditors, especially foreign banks (conducted at the Land Office of Batam). The method used is normative legal research utilizing library references and interviews with academic and practitioner experts as research subjects. This study is descriptive, systematically analyzing primary, secondary, and tertiary legal materials along with relevant facts. The conclusion of this research is that the granting of mortgage rights to foreign banks follows the procedures stipulated in Ministerial Regulation No. 5 of 2020 from the Ministry of ATR/BPN. The registration process for mortgage rights is conducted electronically, but foreign banks such as China Banking Corporation Limited must first register through the financial partner application. The main challenges in implementing electronic mortgage rights guarantee primarily stem from legal uncertainties regarding the registration of foreign creditors through the financial partner application managed by the Ministry. Additionally, there are technical challenges due to IT systems that are not yet fully prepared. Improving the quality of human resources is also necessary, given the constraints faced at the land office due to a shortage of personnel, while demand from the public and service users remains high.

The need for the community to obtain quality public services requires the government to make many efforts to improve services in order to meet the expectations of citizens. Such as government efforts, namely by creating innovative services. One of them in the Satimpo Village, Bontang City, created an innovation in the working hours of night services "night snacks" which aims to improve public services related to village services. This study aims to determine how much influence the innovation of night service working hours (night snacks) has on the quality of public services at the Satimpo Village Office, Bontang City. The method in this study is quantitative with service innovation variables and public service quality variables. The data collection technique is using a questionnaire distributed to 99 respondents. Then analyzed using the SPSS 29 application. The results of the study stated that the coefficient of determination (R2) value was 0.301, which means that the influence of the innovation of night service working hours (night snacks) on the quality of public services at the Satimpo Village Office is 30.1% and the remaining 69.9% is influenced by other variables not examined in this study.

A land certificate is legal and very important proof of land ownership. Therefore, people need to look after and maintain it well. However, there are still cases where the certificate is lost, so the land owner needs to make an application to obtain a replacement certificate at the local National Land Agency. In the certificate replacement process, there are several obstacles, such as the high costs for publication in the mass media, the length of bureaucracy that the applicant must go through, the long time required to complete the service, and the large number of documents that the applicant must submit.  This research aims to evaluate the quality of service in the process of issuing replacement certificates at the Blitar City National Land Agency and identify the obstacles faced in this process. This research uses qualitative methods whose results will be processed into descriptive data. The data collected includes primary data obtained from interviews and observations, as well as secondary data obtained from literature reviews. The data collection process was carried out through interviews, direct observation and documentation. The results of this research are based on a series of analysis processes from interview data, observation and documentation, showing that the quality of replacement certificate issuance services at the Blitar City National Land Agency is good. Judging from the five indicators of service quality used, namely  Tangibles,  Reliability, Responsiveness, Assurance and  Empathy. There are obstacles faced, namely the occurrence of errors in the KKP system which is used to process all types of services, obstacles in making the oath agenda schedule which can hinder the completion of services

This research aims to analyze the determination of the internalization of BerAKHLAK work culture in constructing apparatus integrity within the Social Services Department of East Java Province. In the context of modern bureaucratic transformation, Civil Servants (ASN) are required to have a strong work culture foundation as a moral compass to avoid practices that deviate from professional ethics. The Social Services Department possesses unique characteristics as it interacts directly with vulnerable social groups, necessitating personnel with unwavering integrity and moral immunity against the temptation of abusive authority. Utilizing a qualitative descriptive approach with a case study design, this research dissects the phenomenon of value internalization holistically through in-depth interviews, observation, and documentation. The results indicate that the internalization process of BerAKHLAK (Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative) is carried out through a social construction dialectic encompassing stages of externalization, objectification, and internalization. Phenomenological findings suggest a paradigm shift from formalistic integrity toward substantive integrity, where values ​​such as Accountability and Loyalty are no longer viewed merely as regulatory burdens but as manifestations of moral responsibility rooted in individual conscience. The habituation process through routine actions, such as consistently precise data verification, has created an "ethical sedimentation" that transforms honest behavior into an instinctive or automatic self-governing action. Furthermore, the Harmonious and Collaborative dimensions have successfully established peer-supervision mechanisms and a collective social identity that strengthens the organization's moral fortress through collective social shame against deviations. The integration of Competent and Adaptive values ​​also proves to be a primary determinant in mitigating ethical risks, where technical professionalism encourages personnel to remain transparent despite complex field pressures. Overall, the internalization of BerAKHLAK work culture has successfully reconstructed the integrity of the East Java Social Services apparatus into a stable social reality, which not only transforms work methods but also builds public trust through quality and equitable service.

Waste management is one of the main challenges in achieving environmental sustainability. This community service program aims to develop a used goods creation business based on business and environmental sustainability in Kembangan Selatan Subdistrict. The methods used include outreach, training and assistance to local communities in processing used goods into products of economic value. Through this program, it is hoped that the community can improve their skills in processing waste, create new business opportunities, and reduce the amount of waste that pollutes the environment. The results of this activity show an increase in public awareness and participation in protecting the environment, as well as the formation of several new business groups engaged in recycling. Business sustainability is measured through indicators of increasing income and quality of life for the community. Thus, it is hoped that this program can become a business development model that is not only economically profitable, but also contributes positively to environmental sustainability

This research aims to analyze public relations strategies to improve the quality of public administration services through KUBERSERI in Plumpang District. The research method used is a qualitative descriptive method. The data sources used are primary and secondary data sources. Data collection techniques in this research are interviews, observation and documentation. Data analysis in this research includes data collection, data reduction, data presentation, and drawing conclusions. The theoretical basis used in this research is the Cutlip, Center & Broom theory, namely that there are 4 indicators of public relations strategy, including fact finding (situation analysis), planning, action and communication (action and communication), and evaluation (evaluation). And for service quality variables, a theory is used which consists of 5 indicators, namely tangibles, reliability, responsiveness, assurance and empathy. The results of the research show that Plumpang District has implemented a strategy to improve the quality of administrative services well. Although in general Plumpang District has implemented efforts or strategies to improve the quality of its services, there are still several indicators that need to be improved in order to influence the community's expectations of obtaining quality services in Plumpang District.

Ybe bright healty is one of the beauty clinic services that is quite well known by the public, especially those from the city of Semarang. Ybe bright healty clinic is located at Jalan Ruko Emeral Green 9A BSB City, Jatibarang , Kec.Mijen, Semarang City, Central Java 50219. Competition conditions from similar Ybe bright healty clinics that have sprung up with various strategies make Ybe bright healty clinic must be able to compete.  In this study, data were collected using a questionnaire method from 100 customer respondents of Ybe bright health clinic menoreh, Semarang city. By using purposive sampling method . Then an analysis of the data obtained was carried out in the form of quantitative analysis which included validity and reliability tests, classic assumption tests, hypothesis testing through the F test, t test and the coefficient of determination test (R 2 ) . The data analysis technique used is multiple linear regression analysis. With the help of the SPSS program. The results of this study indicate that brand image has a positive and significant effect on consumer purchasing decisions , service quality has a positive and significant effect on consumer purchasing decisions, and location has a positive and significant effect on consumer purchasing decisions.

Quality service should be carried out continuously in accordance with the needs of consumers and the company's goals. Implementation of Village Law no. 6 of 2014 had a positive impact by disbursing quite large funds to villages throughout Indonesia. As a village head, a village head must be able to carry out management functions, namely planning, organizing, implementing and supervising so that his village progresses. This research uses a literature study method looking at various journals and other reading sources. Based on the research results found, the Semarang City National Land Office knows and understands the positive fictitious rules, but they cannot be fully implemented because the office has standard operational rules (SOP) which must also be obeyed. followed. obeyed. The application of positive fictitious provisions in practice is still not very effective in improving the quality of public services. The effect of positive fictitious orders seems to be to make state managers leave because they conflict with institutional SOPs. There are several obstacles in implementing this provision, including that state institutions and/or government officials and the public do not understand this provision properly and correctly, and court decisions that grant the petition cannot be trusted in practice. This decision offer again contradicts the SOP of each institution. The solution to the various obstacles is the need to deepen understanding of positive fictitious regulations for both the authorities and the public, and the need to design government regulations that provide more detailed and more enforceable implementation guidelines.

This research is motivated by challenges in monitoring and developing public services in the Malang Regional Government which require an integrated approach. Investments in human resource development and information technology are needed to increase the efficiency and effectiveness of supervision. Increasing the budget for guidance and supervision, strengthening the independence of supervisory institutions, and utilizing information technology are considered solutions to improve the quality of public services. The research method used in this research is a qualitative method with a literature study approach. This approach was chosen because it allows researchers to explore and understand the phenomenon of coaching and supervision in the context of public services through analysis of various relevant sources of information. The qualitative method focuses on an in-depth understanding of the existing context, processes and dynamics, making it suitable for studying the role of coaching and supervision in improving the quality of public services in the Malang Regional Government. Literature study as part of this qualitative method involves collecting and analyzing data from various sources such as books, academic journals, official government reports, and related policy documents. The research results show that guidance and supervision in the Malang Regional Government has an important role in improving the quality of public services. Coaching is carried out to increase the capacity and performance of state civil servants, while supervision aims to ensure employee compliance with applicable regulations. The main challenges faced are limited human and technological resources. Suggested solutions include investing in human resource development, increasing the budget for guidance and supervision, strengthening the independence of supervisory institutions, and utilizing information technology to increase the efficiency and effectiveness of supervision.

Community participation is very important in the implementation of state administration and public services. The government has the responsibility to meet the needs of community services in a quality manner. However, it needs to involve community participation starting from planning, implementation, to evaluation. Social media is currently an important channel for community interaction. Therefore, it needs to be optimized as a means of community participation. This research aims to analyze the role of optimizing social media in supporting community participation in order to improve the quality of public services. This qualitative research with literature studies shows that social media can be used to receive public input, provide service information , and increase public participation. In this way, it is hoped that the government can improve the quality of public services based on input provided by the public via social media. Optimizing the use of social media needs to be done to encourage active community participation.

The Family Hope Program (PKH) experiences a phenomenon, such as the status of the beneficiary community is more due to the encouragement of consumerism. Thus, the beneficiary community must really utilize the assistance of the Family Hope Program (PKH) as well as possible, to improve their quality of life and welfare so that the beneficiary community does not lose assistance from the Family Hope Program (PKH). Research Location, in Balesono Village, Ngunut District, Tulungagung Regency, East Java. The purpose of this research is to describe and analyze the utilization of PKH funds by PKH participants in improving welfare including the participation of PKH participants in participating in the PKH work program. The research approach used in this research uses descriptive qualitative. Data were collected using in-depth interview techniques, observation and documentation studies. Infromants were selected purposively based on criteria relevant to the research objectives. The results of this study show that PKH has a significant role in improving the welfare of the Balesono Village community, this role includes improving the quality of education, PKH helps beneficiaries to send their children to school with tuition assistance, increased access to health services The Family Hope Program (PKH) helps beneficiaries to get health services by providing health fee assistance, improving the quality of life, the Family Hope Program (PKH) helps improve the quality of life of the community through routine socialization once a month, the community has carried out their rights and obligations as beneficiaries of assistance, and assistants and related parties also provide guidance to beneficiaries to utilize assistance to improve their welfare. It is hoped that related parties for the next year will upgrade data collection so that PKH assistance funds are properly utilized. Researchers also recommend that future researchers need to examine more deeply the increasing synergy between institutions, namely village officials and assistants in the implementation of the Family Hope Program (PKH) in Balesono village.

Passport services at the Class 1 Non TPI Immigration Office in Pemalang, Central Java are oriented towards public satisfaction by not abandoning the principles of excellent service, which include: simplicity, clarity, certainty of time, accuracy, security, responsibility, completeness of facilities and infrastructure, convenience access, discipline, politeness and friendliness, as well as comfort. As well as having standards, namely: legal basis, requirements, systems, mechanisms, procedures, settlement period, costs/tariffs, service products, facilities and infrastructure, implementing competence, internal supervision, complaint handling , suggestions, input, number of implementers, service guarantees that provide certainty of time, security and safety guarantees, as well as evaluation of implementer performance.The purpose of this research is to evaluate the level of service provided by the Class 1 Non TPI Immigration Office, Pemalang, Central Java in making passports. This research uses observation, documentation and interviews as data collection methods, with a qualitative descriptive approach.The results show that the Central Java Non-TPI Class 1 Immigration Office in Pemalang usually offers competent passport issuance services. This conclusion is based on an assessment of service quality elements such as dependability, responsiveness, assurance, empathy, and concrete evidence. However, the report also identified a number of challenges, such as staff shortages and a lack of facilities and equipment.The Class 1 Non TPI Immigration Office in Pemalang, Central Java must take a number of steps to improve the quality of its services. These include increasing the number of employees, training to improve human resource capabilities, improving and completing facilities and infrastructure, as well as increasing community collaboration and communication. The office's goal in implementing these changes is to provide services that are faster, easier, and more acceptable to the community.

In order to have strong competitiveness in an environment that continues to move dynamically, a business entity such as NAV Karaoke needs to think about a superior service package that has high competitiveness and is a favorite service that consumers want. In creating a NAV karaoke service or product package, it is necessary to think about a design that truly reflects the consumer's desires for karaoke entertainment products. Starting from the need to create a karaoke service design sourced from consumers, the researcher intends to empirically study what product or service items are like regarding the quality of service provided by PT. NAV Karaoke Family Biliton Surabaya, from this research it is hoped that it will be possible to find out how the public perceives existing services and how to improve them. Consumer preferences can literally be interpreted as the behavior shown by consumers in searching for, selecting, buying, using, evaluating the quality of business products and services that can satisfy their needs (based on a value system / experience / customer value). Consumer preferences for the attributes of a product are the level of suitability of the attributes of the product or service with consumer needs. The main factor necessary to know and understand value is to be truly aware of the needs of individual consumers and the market segments in which they are concerned. Service design is the value contained in a service and in the form of a service appearance that is distinctive and attractive and differentiates it from competing services, where service design can produce its own allure that attracts consumers' buying interest.

Stunting in children under five is a critical health problem that affects physical and cognitive development as well as potential future productivity. In Indonesia, the prevalence of stunting is still high, especially in Central Java. This research explores the Central Java Health Service's strategy in overcoming stunting through a qualitative approach using library research. This research shows the results that the Central Java Health Service has formulated policies in accordance with the RPJMN and the direction of the Ministry of Health, focusing on improving health status at all stages of life. Flagship programs such as "Centing Apik" in Kebumen and "Centing Emas" in Magelang aim to improve the possibilities and quality of health and nutritional infrastructure for mothers and children. Even though the reduction in stunting rates is not yet significant, the Health Service's commitment to accelerating the reduction in stunting prevalence is carried out through program optimization, cross-sector collaboration, and public education about nutrition and healthy lifestyles. This strategy includes five stages: goals, environment, direction, action, and measurement. This research concludes that sustainable and integrated efforts are needed to significantly reduce the prevalence of stunting in Central Java.

Public service is crucial for fulfilling community basic needs, particularly in healthcare. Puskesmas Porong, a healthcare institution in Sidoarjo District, serves as the primary focus of this study. With a vision to provide quality and professional healthcare services to the community, Puskesmas Porong plays a pivotal role as the primary healthcare center in Porong Subdistrict. Despite adequate facilities including 46 inpatient beds and coverage of 10 surrounding villages, challenges persist. High patient influx poses significant issues such as long waiting times for services, attributed to insufficient staff and resources. Moreover, limited community participation in providing feedback is a concern, hindering the identification of issues and optimal solutions for healthcare service improvement.This qualitative research aims to analyze healthcare service quality at Puskesmas Porong, employing interviews with key stakeholders including the head of the health center, medical staff, administrative personnel, and patients. Additionally, observation and documentation methods were utilized to gather comprehensive data on service provision, patient satisfaction, and facility conditions. Results reveal that while operational procedures are generally adhered to, discrepancies exist between management perceptions and patient experiences. Patients highlight shortcomings in BPJS utilization, medical equipment adequacy, and diagnostic accuracy, underscoring the need for targeted improvements to enhance service quality and community trust.
