The Pekalongan Regency Regional Secretariat Office is a very vital government agency because it has the task of assisting the Regent in formulating policies and administrative coordination for the implementation of regional apparatus duties and administrative services. With this task, SETDA is the "Qibla" for other regional apparatus organizations in the Pekalongan Regency Government. However, what happened was that several employees at the Regional Secretariat Office actually committed violations that today are called bureaucratic pathologies. This research uses a qualitative descriptive research type. Descriptive understanding is a discussion in the form of exposure to words and language, in a special natural context and by utilizing various natural methods. Qualitative research is research that intends to understand the phenomenon of what is experienced by research subjects. The purpose of this study was to find out about the procedures for providing grants and social assistance sourced from the Regional Revenue and Expenditure Budget of Pekalongan Regency, namely to find out the procedures or stages of applying for grants and social assistance, knowing local government policies and regulations and their implementation The results of this study indicate the existence of bureaucratic pathology in the activities of grant services and social assistance in the welfare division of the Pekalongan regional secretariat. Guidelines for the management of grants and social assistance sourced from the regional income and expenditure budget as outlined in the district head's regulations seem to have been ignored. In this study, the types of pathology that occur are explained. Most types of pathology that occur are caused by the bureaucracy itself. Bureaucratic culture since ancient times has not been able to be changed by the bureaucracy itself. In carrying out daily tasks, many of the bureaucracy have not been maximal in carrying it out, especially bureaucracy related to service. A paradigm shift is still very much needed within the bureaucracy itself. Efforts to overcome it are still not optimal, the support and commitment of the leadership is the main thing to change the existing bureaucratic paradigm.

In 1992, the establishment of Bank Muamalat Indonesia was the beginning of the recognition of sharia banking in Indonesia. Then with the enactment of Law no. 7 of 1992 concerning banking, as amended by Law no. 10 of 1998 explicitly discusses that in Indonesia there are two banking systems, namely conventional banking and sharia banking. The regulations regarding sharia banking in this law are considered not yet specific, so a law that is clearer and complements the shortcomings of the previous law is needed. The pandemic era that occurred in 2020 is a new history in human civilization. The emergence of the pandemic has limited interaction between humans and the surrounding environment. Limited interaction during the pandemic is manifested in the social distancing program, indirectly this program can reduce the sense of social concern, kinship and togetherness between residents. Not only does it have an impact on social welfare, this program will also limit buying and selling activities in markets and local village environments. Thus affecting the level of economic welfare of local communities. The pandemic era that has ended has not been able to restore the economy and health of the affected communities, so various individual and group efforts still need to be made that can increase people's income. Some of the problems above are the background and reasons for choosing Simomulyo Village as our KKN object. Simomulyo village has a very strategic location because it is located in the city center and has a fairly large market. Of course, this condition causes Simomulyo village to receive a significant impact from the pandemic period to the post-pandemic period. To solve existing problems, we and the Simomulyo Village community will work together to maximize the benefits of implementing the waste bank program. The success of this optimization is marked by increased awareness and insight of the village community regarding waste that is ready to be recycled and sold to increase village income. The hope is that, apart from being useful in creating a healthy environment, the waste bank program will also be useful in improving economic and social welfare for the people of Simomulyo Village. This is realized in the form of a waste bank account which is accumulated into cash to ensure the smooth implementation of several village activities.

This article examines the role of the agricultural sector in efforts to reduce poverty and enhance welfare in developing countries. The primary objective of this research is to analyze the extent to which the agricultural sector can contribute to the improvement of social and economic conditions in these nations. The research method involves the analysis of secondary data from various sources, including agricultural production data, food consumption patterns, and socio-economic and policy factors that influence the agricultural sector. The results of the study indicate that the agricultural sector plays a significant role in reducing poverty and enhancing welfare in developing countries. Firstly, the agricultural sector provides employment opportunities for a significant portion of the rural population, often the most vulnerable to poverty. Consequently, the agricultural sector contributes to increased income and access to economic resources for rural communities. Secondly, the agricultural sector also plays a crucial role in providing sufficient and affordable food for the population in developing countries. This positively impacts nutrition and public health, subsequently affecting the quality of life and overall welfare. By improving productivity and access to food resources, the agricultural sector can help reduce hunger and malnutrition. Thirdly, the agricultural sector has the potential to support national economic growth by supplying raw materials to the food processing and textile industries. This creates additional economic opportunities and enhances the competitiveness of developing countries in the global market.

Al-Ghazali's views regarding economics and business are not only limited to the philosophical realm, but are a synthesis between realities that occur in a society that has philosophical principles supported by reasonable reasons. Al-Ghazali based his theory on the school of Sufism in relation to business economics, which is reflected in his work, the book Ihya 'Ulum al-Din. Al-Ghazali considered many commercial and economic aspects of society, including the hierarchy1 of utility4 and its characteristics6 in determining social tasks related to welfare (mashlahah). He emphasized that individual behavioral intentions that are in harmony with Divine rules in every economic activity have the value of worship. Apart from that, Al-Ghazali views safety as the ultimate goal. His theoretical ideas about market exchange and growth, activities and hierarchies of production, barter systems and the use of money, the role of the state in creating a just, peaceful, and stable economy, and public financing are all relevant today.
