Consumer protection is a fundamental aspect in ensuring social justice and legal certainty for all individuals involved in the market, including citizens (WN) and non-citizens (NWN). This study aims to analyze the differences in legal protection for WN and NWN consumers in Indonesia by examining the legal status as well as the practice of its implementation. The research applies a normative juridical approach with descriptive-qualitative analysis based on the Consumer Protection Law, its derivative regulations, and case studies of court decisions related to consumer disputes. The results show that, normatively, Law No. 8 of 1999 concerning Consumer Protection does not differentiate between citizens and non-citizens. However, in practice, there are significant challenges such as administrative barriers, limited access to information, and language difficulties faced by non-citizen consumers. These findings indicate a gap between universal legal norms and the implementation that remains biased toward citizenship status. The study concludes that although Indonesian regulations guarantee equality in consumer rights, there is a need to strengthen implementation mechanisms that are more inclusive, particularly for foreign consumers. This research contributes to the discourse on consumer protection by emphasizing the importance of harmonizing non-discrimination principles with the effectiveness of law enforcement.

Housing, as a basic human necessity, demands not only physical comfort but also assurance of safety and legal protection for its residents. In recent years, the rise in security violations within residential areas has raised serious concerns, especially regarding the authority of housing management and the frequent neglect of residents’ rights. Various security policies such as 24-hour gate security, CCTV installation, and visitor access restrictions are often enforced without a clear legal basis and without the participation of residents, thereby creating the potential for legal violations, including those related to criminal law and human rights. This study aims to analyze the forms of criminal liability that may be imposed on housing management in cases of negligence or abuse of authority in the implementation of security policies. It also examines the forms of legal protection available to residents and identifies potential criminal law violations arising from such policies. The research adopts a normative and empirical juridical approach, with a case study conducted at DL Sitorus I Housing Complex in Simalungun Regency. The results of the study show that the security policies at DL Sitorus I lack a valid internal legal foundation, were not developed through participatory means, and are not supported by standardized operating procedures (SOPs). This situation creates room for overreach by security personnel, such as arbitrary detention of visitors and unauthorized interrogations, which may violate Article 333 of the Indonesian Penal Code. Management may be held indirectly criminally liable under the principles of culpa in vigilando (negligence in supervision) and culpa in eligendo (negligence in the selection of personnel). The study recommends the formulation of internal regulations based on resident participation and the provision of legal training for security officers to ensure a fair, transparent, and legally compliant residential security system that upholds the principles of criminal law and human rights protection.

This research explores the engineering and performance evaluation of 17-4 PH stainless steel as a potential material for turbine blades in geothermal power plants (PLTP). To promote renewable energy innovation in industrial engineering, this study focuses on improving material reliability through microstructural optimization and mechanical property control. The material was produced using the investment casting method at PT SPVMB and then subjected to four heat treatment variations: H900, H1025, AVG (average), and as-cast conditions, with reference to ASTM A747 standards. Mechanical and corrosion characterization were performed through hardness and tensile tests, electrochemical corrosion analysis using geothermal water from the Dieng PLTP, and microstructural observation using an optical microscope. The results showed that the H900 condition had the highest hardness and yield strength (48.46 HRC and 939.25 MPa), but its corrosion rate was relatively high. In contrast, the H1025 heat treatment provides balanced mechanical strength (43.88 HRC and 860.91 MPa) with the lowest corrosion rate (0.027 mm/year), supported by a uniform tempered martensite structure. These findings indicate that heat treatment optimization significantly improves the suitability of 17-4 PH stainless steel for sustainable geothermal applications. The H1025 condition meets all the requirements for geothermal turbine blades, including hardness, strength, and corrosion resistance, potentially extending component life and reducing maintenance costs. Furthermore, the results of this study strengthen the agenda for developing durable, environmentally friendly materials to support renewable energy systems. Stunting remains a chronic nutritional issue and a significant public health challenge in Indonesia, particularly in rural areas such as Jurang Village, Temanggung Regency. One of the key contributing factors to the high prevalence of stunting is the low level of maternal knowledge regarding balanced nutrition and the appropriate practice of providing supplementary feeding (Pemberian Makanan Tambahan or PMT) for children under five. This study aims to evaluate the effectiveness of PMT menu leaflet media as a tool to increase mothers’ knowledge and awareness regarding stunting prevention. The research was conducted through a series of community-based surveys during Posyandu (integrated health post) activities across several neighborhood units (Rukun Warga or RW). These surveys identified cases of stunting and assessed the educational needs of mothers with young children. Based on the findings, a culturally and contextually adapted leaflet was developed, containing essential information about stunting, its early signs, the importance of PMT, and practical, nutritious recipes made from locally available ingredients. To expand accessibility, the leaflet also included a QR code linked to a digital e-book featuring 54 variations of PMT menus. The educational materials were distributed through door-to-door visits, accompanied by the direct provision of supplementary food, enabling immediate practice of the knowledge shared. Post-intervention results showed a significant improvement in maternal understanding of stunting and nutrition, as well as positive feedback regarding the clarity, relevance, and usefulness of the leaflet. The culturally tailored approach and integration of digital resources further enhanced engagement and knowledge retention. In conclusion, the PMT leaflet proved to be an effective, practical, low-cost, and replicable educational intervention to support community-based stunting prevention efforts in Jurang Village. This approach offers a promising model for similar rural areas facing high stunting rates across Indonesia.
