The background for the establishment of Law Number 27 of 2022 concerning Personal Data Protection raises a critical question that the Indonesian government must address, who will oversee and safeguard the security of citizens' data in public administration systems. The purpose of this study is to examine the implementation of One Data Indonesia through Presidential Regulation Number 39 of 2019 (Perpres No. 39 of 2019) regarding One Data Indonesia, which remains a strong foundation for regulating government data governance. Unfortunately, this regulation does not yet include security aspects, which should be one of the principles of One Data Indonesia. This study explores Perpres No. 39 of 2019 as a critique of the regulation. The findings highlight the importance of incorporating security aspects to protect the sovereignty of government data used in public administration, especially in electronic processes conducted domestically. The principle of data security is a crucial component of the implementation of One Data Indonesia, which will be integrated with various other policy products, such as the Presidential Regulation on Electronic-Based Government Systems, the Presidential Regulation on Accelerating Digital Transformation and Integration of National Digital Services, the Law on Information and Electronic Transactions, the Law on Personal Data Protection, and other relevant regulations.

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in Indonesia’s economy by contributing significantly to GDP and absorbing a large share of the workforce. However, MSMEs continue to face major challenges, including limited business legality, low human resource (HR) capacity, and difficulties in obtaining halal certification. To address these issues, the government established the Integrated Business Service Center (PLUT) as a consultation, assistance, and facilitation hub for MSME development. This study aims to analyze the implementation of the PLUT policy in supporting MSMEs, focusing on the issuance of Business Identification Numbers (NIB), capacity building for human resources, and facilitation of halal certification. A qualitative descriptive method was employed, with data collected through observations, in-depth interviews, and documentation. Data were analyzed using Miles & Huberman’s interactive model and Edwards III’s framework, which emphasizes communication, resources, disposition, and bureaucratic structure. The findings reveal that PLUT plays a crucial role in helping MSMEs secure business legality, providing training and managerial assistance, and supporting the halal certification process. Nevertheless, challenges remain, such as the limited number of consultants, bureaucratic complexity, and unequal access to digital infrastructure, which hinder the overall effectiveness of the services. The implications of this study highlight the need to strengthen PLUT’s capacity by recruiting more professional consultants, digitalizing services, and integrating with the OSS and BPJPH systems. These steps are expected to enhance the effectiveness and sustainability of PLUT’s implementation, thereby improving the competitiveness of MSMEs in the era of digital transformation.

Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran penting dalam perekonomian, namun aktivitas produksinya juga menghasilkan limbah non-B3 yang berpotensi mencemari lingkungan apabila tidak dikelola dengan baik. Penelitian ini bertujuan menganalisis praktik pengelolaan limbah non-B3 pada UMKM serta mengidentifikasi faktor-faktor yang memengaruhi efektivitasnya melalui systematic review. penelitian menggunakan pedoman PRISMA dengan pencarian artikel pada database PubMed, Scopus, dan Google Scholar menggunakan kata kunci terkait UMKM, limbah non-B3, dan pengelolaan limbah. Artikel yang direview merupakan publikasi tahun 2021–2026 berbahasa Indonesia dan Inggris. Dari total 1.694 artikel yang ditemukan, sebanyak 10 artikel memenuhi kriteria inklusi. Hasil review menunjukkan bahwa pengelolaan limbah non-B3 pada UMKM masih menghadapi berbagai kendala, seperti rendahnya kesadaran lingkungan, keterbatasan biaya, minimnya teknologi, dan lemahnya implementasi regulasi. Namun, penerapan prinsip reduce, reuse, recycle (3R), inovasi berbasis komunitas, digitalisasi, serta green entrepreneurship terbukti mampu meningkatkan efektivitas pengelolaan limbah sekaligus memberikan nilai ekonomi bagi UMKM. Faktor pengetahuan, sikap, dukungan organisasi, pelatihan, dan teknologi juga berperan penting dalam keberhasilan pengelolaan limbah berkelanjutan. Penelitian ini menyimpulkan bahwa pengelolaan limbah non-B3 pada UMKM memerlukan pendekatan multidimensional melalui penguatan kapasitas pelaku usaha, dukungan kebijakan, inovasi teknologi, dan pengembangan ekonomi sirkular guna mendukung keberlanjutan lingkungan dan usaha.

This study examines the implementation of care governance in environmental public administration by highlighting the role of non-human actors. Based on Actor–Network Theory (ANT), exploratory qualitative research was conducted in the densely populated area of Tanjungpinang (April–June 2025). In environmental management, success is determined not only by technical skills, but also by the capacity of citizens to manage digital documents, spatial data, and technological infrastructure. Through interviews, observations, and document analysis. This approach was chosen because it allows for in-depth exploration of complex, contextual, and previously unstudied social phenomena, especially in the context of care governance to involve the relationship between humans and non-human objects in the local government ecosystem. Findings show that flood sensors, digital SOPs, inter-agency WhatsApp groups, and monitoring dashboards function as actors that trigger, direct, and accelerate coordination and decision-making. The integration of sensors and dashboards automates early warnings and the distribution of instructions, enabling rapid response. Implications: digital systems need to be designed as administrative actors with ethics, accountability, and capacity building. This study concludes that the implementation of care governance in environmental public administration at the local level cannot be separated from the active role of non-human actors such as flood sensors, digital documents, and online communication systems. Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in supporting regional economic growth, job creation, and equitable distribution of community welfare. In Cilegon City, MSMEs are growing rapidly in various sectors, but still face a number of fundamental challenges. The main problems faced include limited access to capital, low utilization of digital technology in business activities, limited managerial capacity, and less than optimal regulatory support oriented towards strengthening MSMEs. These conditions cause the competitiveness of MSMEs to be relatively weak compared to the large business sector, so that their contribution to the Gross Regional Domestic Product (GRDP) of Cilegon City is not optimal. This study aims to analyze policy strategies that can support the development of MSMEs in Cilegon City through a descriptive qualitative approach. The method used is a literature study and policy analysis by examining regulations, local government policies, and relevant previous research results. The analysis results show that there are several strategies that can be implemented, including: strengthening regulations and policies that favor MSMEs, expanding access to financing through collaboration with financial and banking institutions, developing human resource capacity through entrepreneurship and business management training, utilizing digital technology to expand market access, and building synergies between local governments, the private sector, and other supporting institutions. The implementation of these strategies is expected to increase the competitiveness of MSMEs, expand marketing networks, and encourage MSMEs to be more adaptive to technological developments and market needs. Thus, MSMEs in Cilegon City can make a more significant contribution to regional economic growth, create new jobs, and support sustainable economic development.

Salah satu dampak penerapan Transformasi Digital pada suatu institusi adalah dihasilkannya data digital berukuran besar. Jika data ini  diolah dengan tepat dimungkinkan diperoleh informasi berharga yang bisa digunakan untuk mengoptimalkan kinerja institusi terutama dalam mengambil kebijakan untuk program kerja berikutnya. Fakta di lapangan masih banyak institusi yang belum mengolah data yang dimiliki dengan optimal, salah satunya Puskesmas Suradita. Puskesmas Suradita masih melakukan aktivitasnya secara konvensional dan belum mengolah secara optimal data yang dimiliki. Padahal jika dilakukan hasilnya dapat digunakan untuk meningkatkan kualitas pelayanan puskesmas. Dalam penelitian ini dilakukan pengolahan data pasien untuk Puskesmas Suradita, dan informaasi yang diperoleh disajikan dalam bentuk visual pada sebuah Dashboard.   Informasi yang disajikan dalam Dashboard ini diharapkan dapat memberikan landasan untuk pengambilan keputusan di masa yang akan datang oleh pihak manajemen Puskesmas Suradita. The purpose of this research and community service is to identify the problems that occur in the Sukamulya Cikupa Tangerang community and to conduct outreach activities on the role of parents in shaping a generation with Islamic character in the digital era. The method used is Participatory Action Research (PAR). The PAR method is a research and community empowerment approach that positions the community as active participants in the process of identifying problems and designing solutions. This outreach activity is the result of collaboration between residents, the Izzatin Nisa Islamic study group, Muhammadiyah University of Tangerang, and local community leaders. The community service was carried out at Maditerania Residence Sukamulya, Cikupa District, Tangerang Regency. The outreach participants consisted of housewives, teachers, community leaders, and factory workers, totaling 300 participants. The resource person in this outreach activity was a lecturer from Muhammadiyah University of Tangerang. The results of this research and community service are that there are negative impacts of digital technology devices on the younger generation. To prevent these negative impacts, the role of parents is needed in educating, supervising, and providing digital literacy provisions to the younger generation to avoid negative impacts. There is also a need for public education regarding the role of parents in shaping a young generation with Islamic character in accordance with Islamic teachings in the digital era.

This article explores the dynamics of implementing the New Student Admission (PPDB) policy, focusing on the zoning system. The study aims to analyze how this policy is carried out at the school level and the various challenges encountered during its implementation. Using a qualitative approach through observations, interviews, and document studies, the findings show that although the zoning system has succeeded in reducing the distance between students’ homes and schools, disparities in school quality remain unresolved. The affirmative pathway has not effectively reached its target groups due to limited outreach and lack of supporting facilities. Additionally, technical issues such as online system errors, address manipulation, and poor coordination between schools and education offices are significant obstacles in implementation. The study concludes that improving digital systems, enhancing human resource capacity, and actively involving communities are essential steps to ensure equitable access to and quality of education as envisioned by the policy.

This study analyzes the implementation of the Holistic Integrative Early Childhood Education (PAUD) policy in Surabaya as a strategic step to improve the quality and equity of PAUD services through intersectoral collaboration. Recognizing the significance of integrating education, health, nutrition, and child protection services, this study aims to analyze implementation strategies, challenges, and local innovations in providing holistic services in PAUD institutions in urban areas. This study applies a qualitative descriptive approach, collecting data through policy document analysis, semi-structured interviews with PAUD administrators, teachers, local officials, and parent representatives, and direct observation at several PAUD institutions. The research findings indicate that policy implementation is carried out through structured socialization, the formation of intersectoral coordination teams, and the provision of additional services such as routine health checks and parenting classes. However, challenges remain, such as uneven facilities and infrastructure among PAUD institutions, differences in teachers' understanding of the holistic integrative concept, and a lack of practical collaboration between PAUD institutions and health or child protection agencies. The study also identified local innovations, such as the use of social media to communicate with parents, enriching teaching materials with local cultural insights, and collaborating with universities to support activities. These findings emphasize that successful policy implementation depends not only on national regulations but also on local leadership skills, stakeholder collaboration, and responsiveness to community needs. Therefore, the study recommends improving ongoing training for educators, providing an adaptive policy framework to support local innovation, and developing digital infrastructure to facilitate more efficient communication and coordination.

This article presents a theoretical review of the relationship between monetary policy and inflation rates in developing countries. High inflation remains a major challenge for developing economies due to global price fluctuations, import dependency, and weak domestic economic structures. Monetary policy instruments such as policy interest rates, open market operations, and reserve requirements play a vital role in controlling inflation, although their effectiveness is often hampered by shallow financial markets, low financial inclusion, and limited central bank credibility. Moreover, external factors such as imported inflation reduce the ability of monetary policy to maintain price stability. This study highlights the importance of digital innovation, including the use of big data, digital payment systems, and real-time analytics to enhance monetary policy effectiveness. It concludes that structural reforms, stronger central bank credibility, and strategic adoption of digital innovation are essential to achieve price stability and sustainable economic growth in the globalization era.

Digital transformation has brought significant changes to the payment system in Indonesia, shifting from cash-based transactions to non-cash payment methods. This study aims to examine the role and policies of Bank Indonesia in supporting the use of technology through digital payment systems. The method used is descriptive qualitative, relying on secondary data from various credible sources. The findings indicate that Bank Indonesia has taken strategic steps through policies such as the implementation of QRIS, the development of BI-FAST, the National Standard for Open API Payments (SNAP), and the Digital Rupiah initiative. These policies have successfully strengthened the national payment system by providing services that are fast, secure, accessible, and support the expansion of financial inclusion. However, challenges remain, particularly in terms of user data protection and the need for regulations that are responsive to technological developments. The results highlight the importance of adaptive policies and cross-sector collaboration in creating an efficient and sustainable digital payment system.

Perkembangan teknologi informasi yang pesat telah mendorong adopsi layanan cloud storage sebagai solusi utama dalam penyimpanan dan pengelolaan data digital. Kemudahan akses, skalabilitas, dan efisiensi biaya menjadi alasan utama banyak individu maupun organisasi beralih ke layanan ini. Studi ini bertujuan untuk melakukan analisis perbandingan antara dua layanan cloud storage populer, yaitu Google Drive sebagai layanan komersial berbasis cloud publik, dan Nextcloud Server sebagai solusi open-source berbasis self-hosted. Penelitian ini menggunakan metode eksperimen kuantitatif deskriptif, dengan fokus pada pengujian parameter teknis seperti kecepatan unggah dan unduh, efisiensi penggunaan bandwidth, kestabilan koneksi, serta estimasi biaya operasional tahunan. Pengujian dilakukan dalam tiga skenario akses: jaringan lokal (intranet), akses publik melalui layanan Cloudflare, dan koneksi ke cloud komersial. Hasil pengujian menunjukkan bahwa Google Drive unggul dalam performa kecepatan dan kemudahan penggunaan, didukung oleh infrastruktur global dan optimisasi jaringan. Sementara itu, Nextcloud lebih menonjol dari sisi fleksibilitas konfigurasi, kontrol data secara penuh, serta efisiensi biaya jangka panjang. Berdasarkan analisis Total Cost of Ownership (TCO), Nextcloud menjadi pilihan ekonomis untuk penggunaan jangka panjang, terutama bagi institusi pendidikan dan organisasi dengan infrastruktur lokal. Penelitian ini diharapkan dapat menjadi referensi bagi pengguna dalam memilih layanan cloud storage yang paling sesuai dari sisi teknis, ekonomi, maupun kebijakan privasi data.

Taxation contributes to national development, and Indonesia has responded to global dynamics by introducing Indonesia Core Tax, a digital system designed to improve tax transparency and compliance. Although Indonesia has adopted various digital systems such as e-Faktur and e-Invoicing, it still faces implementation challenges, while Malaysia is more advanced with its integrated and phased API-based e-Invois system. This study examines taxation policy within the framework of Indonesia Core Tax, focusing on the legal aspects of e-Invoicing implementation as part of the digital transformation of tax administration. The analysis covers the hierarchy and functions of legislation, from laws and regulations to Minister of Finance regulations (PMK) and technical regulations of the Directorate General of Taxes (DJP). This study uses a normative legal research method with a legislative approach and a comparative approach to compare Indonesia's digital taxation system with Malaysia's, covering legal structure, legal substance, and legal culture. The results of the study show that although Indonesia has a fairly complete digital legal framework, the implementation of the e-Invoicing system still faces challenges in terms of regulatory consistency and technological readiness. In contrast, Malaysia has already implemented a mandatory and centralized API-based e-Invoice system through a clearance model approach. This study recommends harmonizing digitalization policies in taxation and strengthening the legal system as strategic steps toward more effective and adaptive tax administration.

Tren thrifting, atau pembelian pakaian bekas impor, telah berkembang pesat di Indonesia, memicu tantangan signifikan bagi industri konveksi lokal, khususnya di Surabaya. Penelitian ini bertujuan untuk menganalisis dampak tren thrifting terhadap penurunan omset industri konveksi di Surabaya, mengidentifikasi faktor-faktor yang memengaruhi peralihan preferensi konsumen, dan mengeksplorasi strategi adaptasi bagi pelaku industri lokal. Menggunakan pendekatan kuantitatif deskriptif-korelasional dengan data dari 50 unit usaha konveksi di Kecamatan Tambaksari, Surabaya, serta wawancara semi-terstruktur, hasil penelitian menunjukkan bahwa terdapat pengaruh negatif dan signifikan antara intensitas tren thrifting dengan omset industri konveksi. Koefisien regresi sebesar -0.48 dengan nilai signifikansi 0.002 membuktikan bahwa peningkatan aktivitas thrifting berkorelasi langsung dengan penurunan pendapatan pelaku usaha konveksi lokal. Faktor utama peralihan preferensi konsumen meliputi harga yang lebih murah, kesadaran lingkungan, keinginan untuk tampil unik, dan kemudahan akses melalui platform digital. Industri konveksi lokal beradaptasi melalui diversifikasi produk, peningkatan kualitas, dan pemanfaatan teknologi digital, meskipun masih menghadapi kendala biaya dan persaingan harga. Penelitian ini merekomendasikan kebijakan yang lebih protektif dan dukungan insentif bagi UMKM konveksi.

ABSTRAK Ketahanan nasional menghadapi tantangan baru seiring dengan meningkatnya ancaman radikalisme dan terorisme di Indonesia. Dalam konteks ini, kearifan lokal berpotensi menjadi modal sosial yang efektif dalam memperkuat strategi pencegahan terorisme berbasis sosial-budaya. Penelitian ini menganalisis peran kearifan lokal dalam membangun ketahanan nasional melalui mekanisme preventif dan adaptif terhadap radikalisme. Menggunakan metode studi literatur sistematis dengan pendekatan kualitatif, studi ini mengidentifikasi nilai-nilai lokal seperti gotong royong , siri' na pacce , dan pela gandong yang berkontribusi dalam memperkuat ketahanan sosial. Hasil penelitian menunjukkan bahwa integrasi kearifan lokal ke dalam kebijakan keamanan menciptakan sinergi antara pemerintah, lembaga keamanan, dan masyarakat, serta pergeseran paradigma keamanan dari yang berorientasi negara (state -centric ) menjadi berbasis masyarakat ( society-centric ). Selain itu, kearifan lokal berperan sebagai fondasi cultural resilience dengan memperkuat kohesi sosial dan identitas inklusif. Namun, pendekatan implementasi ini menghadapi beberapa tantangan, seperti resistensi generasi muda, politisasi identitas, dan bias gender. Oleh karena itu, penelitian ini merekomendasikan penguatan kelembagaan adat, pengembangan indeks ketahanan budaya, serta adaptasi kreatif melalui digitalisasi konten lokal. Dengan demikian, pendekatan berbasis budaya dapat menjadi strategi transformatif dalam mewujudkan keamanan berkelanjutan (sustainable security).

The rapid development of information technology has opened up opportunities for new threats to national security, one of which is information system hacking. Cyberattacks not only cause economic losses and disrupt public services but also pose a serious threat to Indonesia's digital sovereignty. In this context, state intelligence plays a strategic role as the vanguard in detecting, analyzing, and countering various threats to the country's strategic information systems. However, strengthening the state intelligence function in countering hacking crimes still faces various obstacles, ranging from immature regulations, weak inter-agency coordination, to limited technology and human resources. This study aims to assess the effectiveness of strengthening state intelligence in countering information system hacking and to formulate the urgency of updating national legal policy to support the formation of a strong, integrated, and professional cyber intelligence system. Using normative legal research methods supported by conceptual and case-based approaches, this study concludes that strengthening state intelligence requires regulatory updates, institutional integration, and investment in technology and human resources to safeguard national sovereignty in the digital era.

This study aims to identify efforts to improve the effectiveness of youth policies in Grobogan Regency in facing global challenges. The study shows a significant evolution in the approach to youth policy-making between 2020 and 2024, marked by a shift from a paternalistic model to an active participation and partnership model. The analysis of best practices reveals trends in youth policy formulation and implementation with integrated, participatory, and technologically advanced strategies. The success of these practices is characterized by effective cross-sector collaboration, active youth involvement in decision-making processes, and extensive use of digital platforms. Using Grobogan Regency as an example, the study identifies key issues in youth policy implementation, including inadequate youth involvement in decision-making processes, mismatches between education programs and labor market requirements, and social disparities between youth living in rural and urban areas. This study uses comparative analysis, legislative evaluation, and institutional review. The research findings indicate the need for a comprehensive approach to improve the effectiveness of youth policies, including strengthening interagency collaboration, increasing opportunities for active youth participation, developing digital platforms, and improving mechanisms to support youth entrepreneurship. A key element in improving effectiveness is the development and implementation of a comprehensive system to assess the effectiveness of youth policies, based on clear indicators and regular monitoring such as the calculation of the Youth Development Index (Indeks Pembangunan Pemuda/IPP) which has been carried out at the national and Central Java Provinci levels.

Background: Patient satisfaction is a form of feeling happy or disappointed with the service received after the patient compares it with what is expected. In the era of digitalization, telemedicine has an impact on health services, especially patient satisfaction. This study aims to determine the use of telemedicine on increasing patient satisfaction in health services in Indonesia. Research methods: Systematic review using PRISMA guidelines and the PICO model, Population = patients who use telemedicine; Intervention = telemedicine; Comparison = not using telemedicine; Outcome = patient satisfaction in health services in Indonesia. Articles were collected through Google Scholar, Jurnal Manajemen Kesehatan (JMK), Jurnal Kebijakan Kesehatan Indonesia (JKKI), Jurnal Pendidikan dan Teknologi Kesehatan (JPTK), Jurnal Ilmiah Indonesia (JII), and Jurnal Komunikasi which focus on Indonesia. Keywords use: patient satisfaction, health services, telemedicine, Indonesia. A total of 6 articles met the inclusion criteria for a systematic review. Results: 6 articles out of 119 articles were studied for systematic review. Six articles did not find a significant difference in patient satisfaction between telemedicine and face-to-face meetings. There are several factors that influence patient satisfaction, including: most are female, productive age, college educated, and work as private employees. Conclusion: Telemedicine services have been shown to increase patient satisfaction in health services in Indonesia. This shows that the more telemedicine services used, the higher the level of patient satisfaction. However, further research is needed to analyze how effective the use of telemedicine is on patient satisfaction in health services in Indonesia.

This study explains how Maqashid Sharia is applied in regulatory and Islamic economic policies in Indonesia through the implementation of five fundamental principles: protection of religion (hifz al-din), life (hifz al-nafs), intellect (hifz al-‘aql), lineage (hifz al-nasl), and wealth (hifz al-mal). This concept is proposed as a normative foundation for formulating and implementing public policies that are just, sustainable, and focused on welfare. The article discusses the application of Maqashid in Islamic finance, banking, internet regulation, consumer protection, and the role of ZISWAF institutions. The author also identifies challenges in implementation, such as limited human capacity in understanding Maqashid, regulatory conflicts, and fragmented policy interventions. The recommendations highlight the importance of promoting Maqashid literacy, regulatory reform, and institutional synergy as strategies to build an Islamic economy rooted in spiritual ethics and social justice.

The tobacco processing industry plays a strategic role in the economy through its contribution to excise revenues, yet it also faces serious challenges such as the proliferation of illegal cigarettes and limited capacity among small-scale entrepreneurs. This study aims to analyze the implementation of tobacco industry empowerment policies in Sidoarjo Regency using Michael Hill’s implementation theory, which includes five variables: policy characteristics, policy transfer process, inter-organizational relationships, external environment, and target group response. This research uses a qualitative method with a case study approach. The findings show that policies such as SIINas, SIHT, and WASDAL have been implemented but remain suboptimal due to technical, coordinative, and social constraints. Business actors appreciate the empowerment programs but still face technical difficulties, market distortion due to illegal products, and a lack of continuous assistance. Therefore, increased institutional synergy, enhanced digital systems, and consistent law enforcement against illegal cigarettes are recommended to create a healthy and competitive industrial climate..
