This study explores how the integrated Resource-Based View (iRBV) and Dynamic Capabilities (DC) explain the early stage of SME internationalization in Indonesia. An exploratory single-case study design is employed on a koi-breeding SME that has engaged in export activities, using a Likert-scale questionnaire to identify VRIN resources, dynamic capabilities, export performance, and internationalization barriers. The findings indicate that the SME possesses relatively strong export market knowledge, network competence, and quality reputation, but remains weak in global certifications, administrative support, and logistical capacity. From a DC perspective, sensing and seizing capabilities are already developed, whereas transforming capability is still limited in terms of reconfiguring the business model, strengthening human resources, and institutionalizing export routines. Overall, the results underscore that the success of SME internationalization is determined not only by the ownership of internal resources, but also by the firm’s ability to reconfigure those resources in the presence of environmental and institutional constraint.

This study aims to examine the role of youth organizations (Karang Taruna) in the development of the Grujakan Tluvalley tourist attraction in Barong Kulon Hamlet, Candi Village, Pacitan Regency, with a focus on their involvement in the management and development of community-based tourism (CBT). The research employs a qualitative approach with a case study design, where data were collected through semi-structured interviews, participatory observation, and documentation involving youth members, tourism managers, and the local community. The findings indicate that youth play an important role in operational management, digital promotion, and community-based tourism activities, supported by strong values of mutual cooperation and natural resource potential. However, several challenges remain, including limited funding, lack of training opportunities, and inadequate infrastructure. These findings highlight that youth act not only as implementers but also as key drivers and innovators, emphasizing the need for capacity building through continuous training and institutional support. Theoretically, this study enriches the discourse on youth participation in tourism, while practically providing recommendations for village governments and stakeholders.

The increasing number of corruption cases involving School Operational Assistance (BOS) funds has become a serious challenge for the education sector in Indonesia. These cases not only undermine public trust in educational institutions but also hinder the achievement of equitable and quality education. This study aims to analyze the role of professional leadership in preventing and addressing the misuse of BOS funds within educational institutions. The research employs a qualitative approach through literature review and analysis of relevant regulations, scholarly publications, and documented corruption cases in the education sector. The findings indicate that professional leadership characterized by integrity, accountability, transparency, and strong ethical commitment plays a significant role in minimizing opportunities for corruption. Effective leaders are able to establish robust internal control systems, promote a culture of honesty, and ensure participatory financial management involving various stakeholders. Furthermore, continuous supervision and adherence to governance principles strengthen institutional resilience against financial misconduct. The study implies that strengthening leadership capacity and ethical values among educational leaders is essential for improving financial governance and fostering public confidence in educational management. Professional leadership is therefore a crucial factor in supporting clean, transparent, and sustainable education administration.

This study aims to analyze the implementation of the Sustainable Food Crop Land (LP2B) management policy in Madiun Regency based on Regional Regulation Number 3 of 2020 and identify factors inhibiting its implementation, as well as formulate alternative solutions to strengthen the policy in supporting agricultural land sustainability and regional food security. This study uses an empirical legal method (empirical juridical) with a qualitative descriptive approach. Primary data were obtained through in-depth interviews with the Department of Agriculture, and farmers, as well as field observations, while secondary data were obtained through a study of laws and regulations and policy documents. The analysis was conducted by examining aspects of communication, resources, disposition, and bureaucratic structure in policy implementation, using triangulation techniques to ensure data validity. The results show that LP2B implementation is not optimal. The main obstacles include farmers' low understanding of legal provisions, limited human resources and budget, weak cross-sectoral coordination, and economic pressures and high land sales prices. In addition, the national target of fulfilling 87% of Raw Paddy Land adds to the complexity of implementation at the regional level. Strengthening implementation requires improving legal communication, strengthening institutional capacity, synchronizing policies with spatial planning, and a participatory approach that actively involves farmers.

This study aims to analyze the protection of victims of sexual violence crimes from a victimology perspective within Indonesian criminal law. This research employs a normative legal method with a qualitative approach, utilizing statutory and conceptual approaches. Data were collected through library research based on legislation and recent scientific journals published between 2021 and 2026. The results indicate that, normatively, Indonesia has established a relatively strong legal framework, particularly with the enactment of Law Number 12 of 2022 concerning Sexual Violence Crimes. However, its implementation remains constrained by several challenges, including limited capacity of law enforcement officials, weak inter-institutional coordination, and structural and cultural factors such as patriarchal culture and victim blaming practices. Furthermore, victims are still at risk of experiencing revictimization during the criminal justice process. From a victimology perspective, this condition reflects that the Indonesian criminal justice system is still in a transitional phase toward victim-oriented justice. Therefore, strengthening the victimological approach through comprehensive legal reform, enhancing the professionalism of law enforcement officers, and transforming legal culture in society are essential to ensure effective and substantive justice for victims.

This research specifically examines how the involvement of the community in the process of digitizing services at the population and civil registration office of Gorontalo City. Co-production is a collaboration between the government and the community to improve the quality, effectiveness, and satisfaction of services. The main problems in this study are the low participation of the community in population administration and challenges in the efficiency of services and the use of digital technology. The method used is qualitative descriptive through observation, interviews, and documentation. The results of the study show that co-production has been implemented through community involvement in data verification, the use of digital services, and active communication between officers and the community. However, there are still obstacles such as low digital literacy and limited human resources. In addition, technology infrastructure and internet access factors also affect the optimization of digital services. This study concludes that co-production is able to increase the effectiveness, responsiveness, and accountability of public services, although efforts are still needed to increase institutional capacity and community participation in a sustainable manner as well as a more inclusive digital education strategy.

Abstract This study aims to analyze the legal basis and mechanisms for implementing Minimum Service Standards (MSS) in public service delivery in Indonesia. As a strategic instrument, the MSS is designed to ensure the fulfillment of citizens' constitutional rights through quality basic services. Using qualitative research methods with a juridical-normative approach, this study evaluates the extent to which the implementation of the MSS has been able to create equitable access to services and identifies crucial factors influencing its success. The results indicate that although the MSS has a solid legal basis through Law No. 23 of 2014 and Government Regulation No. 2 of 2018, the reality on the ground still shows significant gaps. Implementation of this policy is often hampered by low organizational capacity at the regional level, limited human resource (HR) competency, inaccurate sectoral data, and weak inter-institutional coordination. This study concludes that the effectiveness of the MSS is highly dependent on strengthening regional fiscal capacity, political commitment of leadership, and the integration of valid data-based planning. This is necessary to achieve social justice and equitable welfare within the framework of a welfare state in Indonesia.

The empowerment of rural communities is a strategic effort to improve the well-being and economic self-reliance of communities in rural areas. One of the instruments developed by the government to support this objective is the establishment of Village-Owned Enterprises (BUMDes) as economic institutions managed by the village and the community in a participatory manner. This study aims to analyze the role of BUMDes in Semaran Village, Pauh Subdistrict, Sarolangun Regency, in empowering the rural community through the management of local potential, the development of productive business units, and the increase in community income. The research method used is a qualitative descriptive approach with data collection techniques through observation, interviews, and analysis of various business programs run by BUMDes. The results indicate that the Semaran Village Government plays a crucial role as a facilitator, initiator, mentor, and supervisor in the management of BUMDes Maju Bersama. The village government is involved in providing initial capital, institutional development, and training to enhance community capacity. Supporting factors for success include Village Fund support, visionary leadership from the Village Head, and active community participation. The main challenges faced include limited capital, a lack of business innovation, low human resource capacity, and limited market access. However, with effective and sustainable management, BUMDes have the potential to serve as a driving force for rural economic development as well as a means of inclusive and sustainable community empowerment.

Digital revolution and the disruption of the global labor market have made public organizations, especially vocational training institutions, even more complicated. This study seeks to examine the impact of dynamic skills on institutional resilience, with innovative leadership serving as a mediating variable. The study employed a quantitative methodology, utilizing data collected from 180 employees at the Medan Vocational and Productivity Training Center (BBPVP). We used Structural Equation Modeling based on Partial Least Squares (SEM-PLS) to look at the data. The findings indicate that dynamic capabilities exert a positive and significant influence on institutional resilience, underscoring the necessity for an organization to identify, capitalize on opportunities, and adapt to change. Dynamic qualities also have a big effect on inventive leadership, which is very important for making organizational change happen. Innovative leadership demonstrably influences institutional resilience and serves as a partial mediator between dynamic capabilities and institutional resilience. This research offers a theoretical advancement by synthesizing institutional theory, dynamic capacities, and innovative leadership to elucidate public organizational resilience. In practical terms, the findings of this study have significant significance for enhancing the adaptive capacity of vocational training institutions in the context of digital disruption.

This study aims to analyze the effectiveness of the Papua Special Autonomy policy in improving the welfare of indigenous communities by reviewing the achievement of policy objectives, integration and coordination between institutions, and policy adaptation to the socio-cultural conditions of the local community. The approach used is qualitative with the Qualitative Secondary Analysis (QSA) method, utilizing various secondary data sources such as policy documents, government reports, and relevant research and academic journals. The results of the study indicate that the Papua Special Autonomy policy was designed as an affirmative policy aimed at accelerating regional development, improving community welfare, and recognizing the rights of indigenous communities. This policy has produced several positive results, especially in increasing regional fiscal allocations, developing infrastructure, and expanding community access to education and health services. In addition, the establishment of special institutions such as the Papuan People's Assembly provides space for the representation of indigenous people's culture in the regional government system. However, the study also shows that the Special Autonomy policy faces several challenges, including suboptimal inter-institutional coordination, limited institutional capacity of local governments in managing Special Autonomy funds, and the incomplete integration of indigenous socio-cultural values ​​in the planning and implementation of development programs. Therefore, strengthening policy governance, increasing accountability in fund management, and expanding indigenous community participation are crucial factors in enhancing the effectiveness of Papua's Special Autonomy policy. This research provides theoretical contributions to public policy development, particularly in the context of implementing asymmetric decentralization and culture-based development policies.

This study aims to analyze how human development governance is implemented by the Government of South Sulawesi Province in reducing regional disparities, identify institutional factors influencing implementation quality, and examine its implications for human development outcomes. The study employs a qualitative approach using a case study design. Data were collected through interviews with key informants from the Regional Development Planning Agency (Bappeda) and relevant Regional Apparatus Organizations, analysis of regional planning documents such as RPJMD and RKPD, and statistical data from the Central Bureau of Statistics related to the Human Development Index (HDI), poverty, and employment. Data were analyzed thematically using triangulation to ensure validity of findings. The results show that the Human Development Index has been positioned as a key performance indicator in regional development planning documents and prioritized in education and health sector policies. Although overall HDI achievement in South Sulawesi is categorized as high, significant disparities remain across regencies and municipalities, particularly in education and standard of living. A poverty rate of 8.06 percent and the increasing trend of the Gini Ratio indicate that distribution of welfare has not been fully equitable. Furthermore, the dominance of the informal sector in the employment structure reflects challenges related to job quality, income stability, and limited social protection coverage. These findings suggest that the main challenge of human development in South Sulawesi lies not only in improving aggregate indicators but also in strengthening bureaucratic capacity, cross-sectoral coordination, and policy implementation consistency to ensure more inclusive and equitable development across regions.

This study examines the implementation of Indonesia’s Visa on Arrival (VoA) policy in DKI Jakarta as both an instrument of tourism-driven economic recovery and a component of non-military national defense management under Law No. 23 of 2019 on the Management of National Resources for National Defense. While VoA has significantly contributed to the rebound of international tourist arrivals—surpassing 11 million visits nationally in 2023—it simultaneously generates governance challenges at strategic entry points such as Soekarno–Hatta International Airport, where facilitation of mobility intersects with risks including overstaying, transnational crime, human trafficking, and potential infiltration by non-state actors. Existing scholarship largely emphasizes economic impacts and regulatory frameworks, leaving limited analysis of VoA as part of an integrated civil defense infrastructure. Addressing this gap, the study aims to analyze how VoA implementation in DKI Jakarta is managed within a non-military defense perspective, particularly regarding institutional coordination, immigration intelligence, and risk mitigation mechanisms. Employing a qualitative case study approach, data were collected through in-depth interviews with immigration officials and security stakeholders, document analysis of relevant laws and ministerial regulations, and review of official immigration statistics, followed by thematic analysis. The findings indicate that although VoA effectively supports economic and diplomatic objectives, its function as a non-military defense instrument remains constrained by fragmented inter-agency coordination, uneven intelligence integration, and limited adaptive governance capacity at the local level. Strengthening collaborative surveillance systems, data-sharing mechanisms, and strategic policy alignment between immigration authorities and national defense institutions is therefore essential. The study concludes that reframing immigration governance as part of Indonesia’s broader non-military defense strategy is crucial to balancing openness with security in high-density international gateways.

This study analyzes the application of good governance principles in the context of Islamic financial service management at Baitul Maal wat Tamwil (BMT) Islam Berdaya Mandiri Kaitakan. This study uses a qualitative approach with a case study method, collecting data through in-depth interviews, participant observation, and analysis of internal documents. The results of the study show that the five principles of good governance transparency, accountability, responsibility, independence, and fairness have been adequately implemented, albeit with varying degrees of depth. Transparency is realized through routine financial reporting at the Annual Member Meeting, although access to daily information is still limited. Accountability is maintained through internal and external oversight mechanisms from the Cooperative Office, although independent external audits have not been carried out routinely. The institution's responsibility is reflected in its sharia compliance, which is supervised by the Sharia Supervisory Board, and the accuracy of its financial reporting. Independence is realized through a deliberative decision-making process, while fairness is applied in the form of non-discriminatory services and the distribution of financing based on field verification. The findings reveal that the main challenges lie in the digitization of information systems and limited resources for external audits. Overall, the implementation of good governance at BMT has created a governance foundation that is in line with sharia principles and modern public administration values, with room for improvement mainly in the optimization of information technology and institutional capacity building.

Good governance has become a crucial framework for improving public sector effectiveness, accountability, and responsiveness to citizens’ needs. In Indonesia, decentralization policies since 1999 have devolved significant authority and resources to local governments, creating both opportunities and challenges in implementing good governance principles. This study examines administrative reform efforts in Indonesian local governments, focusing on progress, challenges, and key success factors. Using a multiple case study design, the research analyzed reform initiatives in six district/city governments with diverse contexts. Data were collected through document analysis, semi-structured interviews with government officials, civil society representatives, and citizens, as well as direct observation of administrative processes conducted between March and November 2024. The study assessed six core principles of good governance: participation, transparency, accountability, effectiveness and efficiency, equity and inclusiveness, and rule of law. The findings reveal variations in implementation across regions, with high-performing governments demonstrating strong leadership commitment, systematic planning, active citizen engagement, and effective monitoring mechanisms. However, challenges persist, including limited capacity, bureaucratic resistance, weak accountability enforcement, and low public participation. Key success factors include visionary leadership, capacity development, strategic partnerships, and institutional strengthening. Policy recommendations emphasize enhancing local capacity, accountability systems, citizen participation, and performance evaluation. This study aims to analyze the utilization of Community Forestry, the role of farmers group, and the perceptions of livestock farmers who are members of “HKm Ulusena” Farmers Group regarding the utilization of the Ulusena Community Forest. This study was conducted from November 2024 to July 2025 in Ulusena Village, Moramo District, South Konawe Regency, Southeast Sulawesi Province. This study was conducted using a qualitative approach. The determination of informants was carried out using a non-probability sampling method with purposive sampling and snowball sampling techniques. Data sources in this study used primary and secondary data. Data collection was obtained through observation, interviews, and documentation. The data analysis process used the Miles and Huberman method, namely data reduction, data presentation, and drawing conclusions. The utilization of the Ulusena Community Forest is divided into three categories: land use, utilization and collection of non-timber forest products (NTFPs), and utilization of environmental services. Livestock serves as a secondary source of income for livestock farmers, members of the Ulusena Community Forest Farmer Group. Utilization in livestock involves the use of forest areas as land for growing green fodder. “HKm Ulusena” Farmers Group has not been actively operating, so a new group management structure was formed. The new management structure periodically carries out a process of increasing the capacity of regional, institutional, and business management to foster group synergy by reactivating group activities. Farmers' perceptions of the use of the Ulusena Community Forest tend to be positive. Positive impacts of the Ulusena Community Forest utilization include obtaining permits for non-timber forest product (NTFP) management, obtaining economic resources from NTFPs, and obtaining resources to support the livestock sector.

This study aims to analyze the role of the Protocol Division in supporting the activities and performance of regional leaders, particularly from the functional and interpersonal aspects in local government administration. The study employs a qualitative approach using Qualitative Secondary Analysis (QSA) through a review of literature, policy documents, and relevant previous research on protocol functions within government organizations. The analysis is grounded in organizational role theory and managerial role concepts. The results indicate that the Protocol Division plays a strategic role in supporting the effectiveness of regional leaders’ duties through two main dimensions. First, the functional role, which includes managing the regional leader’s activity agenda, organizing protocol-related events, arranging official ceremonies, and coordinating with regional apparatus and relevant institutions to ensure smooth implementation of government activities. Second, the interpersonal role, which encompasses acting as a communication liaison between the regional leader and various stakeholders, facilitating inter-agency working relationships, and supporting the representative function of the regional leader in official and community social events. The findings suggest that the successful execution of regional leaders’ activities is influenced not only by the leaders’ own leadership capacity but also by the effectiveness of organizational support from units that assist leadership, such as the Protocol Division. This role contributes to enhancing coordination effectiveness, ensuring smooth implementation of government activities, and strengthening the image and authority of regional leaders in performing their leadership functions. Therefore, strengthening institutional capacity, improving human resource competencies, and utilizing information technology in managing leadership activities are crucial factors in optimizing the role of the Protocol Division in local governance.

Digital transformation in the public sector has significantly driven service innovations, particularly in pension administration for Civil Servants (ASN). This study aims to analyze the development of digital-based public service innovations in pension administration while identifying the benefits and challenges associated with their implementation. The research employs a Systematic Literature Review (SLR) method by examining relevant scholarly articles from national journals focusing on the digitalization of public services and pension systems. The literature selection process was conducted systematically to identify, evaluate, and synthesize key findings related to digital pension service innovations. The results indicate that digitalization through applications and electronic platforms enhances administrative efficiency, accelerates data verification, and improves the speed of pension fund disbursement. It also strengthens transparency and accountability while simplifying bureaucratic procedures and expanding service accessibility for retirees. However, several challenges remain, including low digital literacy among retirees, limited access to technological devices, and insufficient public awareness regarding digital service usage. The findings suggest that the success of digital-based public service innovations depends not only on technological availability but also on human resource readiness, institutional capacity, and the level of public acceptance. Therefore, a comprehensive strategy is required, including improving digital literacy, strengthening information technology infrastructure, and optimizing communication efforts to ensure effective adoption.

Bureaucracies worldwide face increasing pressure to innovate due to rising citizen expectations, technological disruption, and fiscal constraints. The digital era offers significant opportunities to transform public service delivery by overcoming traditional administrative barriers. This study employs a multiple case study design, analyzing 18 innovative public service initiatives in Indonesia recognized for service innovation. Data were collected through document analysis, semi-structured interviews, and direct observations. Using Innovation Diffusion Theory and Institutional Theory, the study examines innovation adoption, implementation, and sustainability. The findings show that successful bureaucratic innovations share six key characteristics: strong leadership, citizen-centric design, effective use of digital technologies, incremental implementation, institutionalization through regulations, and external partnerships. However, major barriers include rigid regulations, risk-averse organizational culture, fragmented authority, limited resources, inadequate digital infrastructure, and political influences. Digital technology plays a crucial enabling role, yet it must be supported by organizational change, capacity building, and cultural transformation. This study analyzes the gap between legal certainty and justice in patent protection in Indonesia through a case study of the transfer of patent rights for the Spider Nest Construction. The problem formulation includes two things. First, what is the form of distortion of legal certainty in the transfer of patent rights. Second, how is the violation of the inventor's moral and economic rights and the institutional factors that cause it. The method used is normative juridical with a statutory, case, conceptual, and comparative approach. The results of the study indicate that the distortion of legal certainty occurs because the registration of the transfer of rights only uses a Power of Attorney without an authentic deed, which violates Article 11 of the Patent Law. In addition, the unilateral action of the Directorate General of Intellectual Property to freeze and revoke the freezing of patents without a court decision violates Article 132 of the Patent Law. Violation of moral rights is manifested in the form of false attribution in the JALLA patent. Economic rights are ignored through embezzlement of royalties. The peak of injustice is the accusation of plagiarism against the original inventor for his own development invention. Inhibiting factors include institutional weaknesses within the Directorate General of Intellectual Property, excessive judicial intervention, low human resource capacity, regulatory disharmony, and an unsupportive legal culture. Strengthening strategies include institutional reform, revision of the Patent Law, ratification of international conventions, digitalization, international certification, and the establishment of a specialized intellectual property court. In conclusion, without strengthening integrated intellectual property legal policy, the gap between procedural legal certainty and substantive justice will continue to weaken the national innovation ecosystem.

Political party support organizations play a crucial role in expanding the reach of party activities, particularly in the context of communication and political socialization at the local level. This study aims to examine how party support organizations carry out their political communication function, particularly in channeling and integrating community interests, while also analyzing their contribution to the political socialization process during the 2024 Legislative Elections in Central Lampung Regency. This study used a qualitative approach with a descriptive design. Data were obtained through in-depth interviews with 18 informants, participant observation, and documentation of organizational activities. Data analysis was conducted using an interactive model. The results indicate that party support organizations function as intermediaries between political parties and the community in establishing two-way communication. Furthermore, these organizations are able to absorb community aspirations at the local level and convey political information through a culturally and community-based approach. However, the effectiveness of this role still faces obstacles such as limited resources, low cadre capacity, and weak coordination between organizations. Furthermore, clientelism practices are still found and have the potential to reduce the quality of public political education. This study recommends strengthening organizational governance, increasing the capacity of digital-based cadres, and more systematically integrating supporting organizational networks to strengthen the institutionalization of political parties at the local level.
