This paper discusses in depth the regulation and implementation of Law Number 23 of 2014 on Regional Government in Indonesia, as well as its impact on regional autonomy and the relationship between central and regional governments. This law serves as an essential foundation for more effective and efficient regional government management, but it also presents various challenges in its implementation. The issues raised in this research include challenges in applying the principles of decentralization and deconcentration, as well as the authority granted to regional governments in managing natural resources, public services, and other aspects related to regional autonomy. The aim of this research is to explore and analyze the legal aspects that influence the effectiveness of regional policies, using a normative legal approach and descriptive analysis. This research method involves an in-depth literature study, including an examination of existing regulations and analysis of relevant literature. The research findings indicate that although the Regional Government Law provides rights and authorities for regions to manage their own governmental affairs, there are several obstacles in its implementation. These obstacles include regulatory ambiguities, a lack of harmonization between implementing regulations, and issues in monitoring and evaluating the performance of regional governments. Furthermore, the relationship between central and regional governments often does not function optimally, resulting in uncertainties in carrying out the duties and responsibilities of each party. The conclusions drawn from this research emphasize the need for evaluation and adjustment of existing regulations, as well as the importance of better collaboration between central and regional governments. This is necessary to ensure that the goals of equitable and fair development can be achieved. The research also recommends the need for clearer and more integrated implementing regulations, as well as enhancing human resource capacity at the regional level to support effective policy implementation.

This research examines the conflict between Indonesia and Malaysia over the claim to batik as a cultural heritage. Batik, a traditional art form from Indonesia, has long been an important cultural symbol. However, Malaysia’s claim to batik has sparked significant controversy and tension between the two countries. The study emphasizes the importance of understanding cultural heritage disputes in the context of international relations, as they not only involve cultural pride but also economic and diplomatic factors. Using a literature review method, this study analyzes secondary data from books, articles, and scholarly journals to understand the background, developments, and resolutions of this conflict. The key findings highlight Indonesia's successful effort in registering batik as part of UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity in 2009, which provided international recognition and protection for batik. Additionally, the study explores the legal frameworks, including both soft and hard law, that help protect cultural heritage from such claims. The resolution process demonstrates the role of international diplomacy and legal measures in addressing disputes over cultural heritage. The research concludes that while cultural similarities between Indonesia and Malaysia complicate matters, a diplomatic approach supported by international law and UNESCO’s mediation has helped safeguard Indonesia's cultural identity. This study underscores the importance of cooperation in preserving cultural heritage and the essential role of international organizations in managing such conflicts.

Collaboration between Human Resources (HR) and Marketing divisions strategically builds competitive advantage amidst increasingly complex market competition. The Human Resources (HR) division manages human resources as the company's main asset, while the Marketing division focuses on strategies to meet market needs and strengthen customer relationships. When these two divisions work collaboratively, they can create significant added value for the organization. The success of the collaboration depends on several factors, such as effective communication, a work culture that supports cross-divisional collaboration, and the use of technology to support data-based decision-making. The main challenges in this collaboration include differences in operational objectives between the Human Resources (HR) and Marketing divisions, lack of coordination, and obstacles in aligning strategic priorities. However, these challenges can be overcome with a structured approach to create optimal synergy.

Abstract. Traditional Javanese architecture, especially joglo houses, reflect the harmonious relationship between humans, nature, and God through designs that are loaded with symbolism and philosophy. The joglo house not only serves as a place to live, but also as a space for religious and social rituals, reflecting the spiritual values and belief system of the Javanese people. In this article, we discuss the elements of joglo house design, such as soko guru, towering roofs, and spatial layouts that depict social and spiritual hierarchies. This study uses a qualitative approach based on literature studies to analyze how traditional Javanese architectural design reflects the cultural values and spirituality of its people. The results of the study show that the preservation of joglo houses as a cultural heritage is very important, but it faces great challenges due to modernization and urbanization. Preservation efforts through cultural education, culture-based tourism, and cross-sectoral cooperation are relevant solutions to maintain the continuity of this traditional architecture.
