A factory is an industrial building that designed for processing raw materials into products, such as Light Weight Brick Factory that produce light weight brick and other products. The construction of a Lightweight Brick Factory plays a significant role in fostering regional economic development. However, the construction process for this factory has faced several issues leading to delays. This study focuses on the delays encountered in the lightweight brick factory construction project in Lamongan, which had a planned completion timeline of 15 weeks and a contract value of IDR 1,835,474,186. By week 10, the project was delayed by -42.73%, followed by delays of -42.66% in week 11, -44.84% in week 12, -48.08% in week 13, -46.18% in week 14, and -44.68% in week 15 compared to the planned schedule. The project cost performance index (CPI) of 1.32 shows that the actual project costs are smaller than budgeted, The primary factor contributing to the delay was attributed to the contractor or vendor, who faced cash flow issues due to other ongoing challenges.

In the digital era, the need for special competencies such as data analytics, social media management, and interactive content design is becoming increasingly important. However, the challenges that are often faced include weak employee competencies, resistance to change, and limited budgets for training and skills development. To overcome these challenges, companies need to implement a proactive HR management strategy, including organizing ongoing training, implementing supporting technology, and establishing an innovative and adaptive work culture.

The role of the principal is very significant in efforts to improve the quality of the institution he leads. In order to achieve this goal, the principal must carry out the role and function appropriately according to the needs. As a leader, the principal needs to understand what role needs to be carried out, be it as an educator, manager, administrator, supervisor, leader, innovator, or motivator. This study aims to identify the contribution of the principal in improving the quality of Islamic education. The method used is library research, which focuses on collecting, analyzing, and compiling information from various literature sources in order to gain an in-depth understanding of the topic being studied. The principal must have a high fighting spirit as an agent of change in an effort to improve the quality of education managed, the principal strives to achieve the predetermined quality standards. This effort can be realized through various strategic steps, such as making the right decisions, SWOT analysis, compiling quality improvement programs, implementing transparency, involving school residents and the community, effective budget management, and transformation towards a quality-conscious culture. Education itself is a process that aims to optimally develop all the abilities possessed by each student so that they can be used as capital to face various lives in the future.

This study aims to determine the role of the Assistant Regional Secretariat of Palangka Raya City is very important in improving the performance of the Regional Secretariat apparatus in order to realize efficient and effective governance. This discussion highlights various aspects that influence the effectiveness of the role of the Assistant Regional Secretariat, such as coordination between regional apparatuses, human resource management (HR), budget management, performance monitoring, and employee motivation. Good coordination between regional apparatuses will facilitate the administration of government. In addition, competent HR management and efficient budget management are important factors in supporting the implementation of regional government programs. Performance monitoring and evaluation are also needed to ensure that every task and function of the Regional Secretariat apparatus runs according to plan. By considering all these factors, it is hoped that the performance of the Regional Secretariat apparatus can be more optimal and improve the quality of public services and regional government as a whole.

Perspektif Administrasi Publik dan hukum 2025 Asosiasi Peneliti Dan Pengajar Ilmu Sosial Indonesia

This study aims to analyze the legal protection of workers' rights due to unilateral termination of employment (PHK) in outsourcing companies in Gorontalo City. The focus of the study covers two main aspects, namely the form of fulfillment of workers' rights affected by layoffs and the inhibiting factors of the Gorontalo City Manpower, Cooperatives, and SMEs Office in providing legal protection. The research method used is an empirical legal approach with data collection through interviews, document studies, and observations. The results of the study indicate that the fulfillment of workers' rights includes severance pay, long-service bonus money, and replacement money in accordance with applicable regulations. In addition, the relevant agencies play a role in providing mediation services and facilitating dispute resolution. However, the implementation of this legal protection faces various obstacles, such as low legal awareness of workers, limited human resources and budget in the Manpower Office, and weak supervision of outsourcing companies. This study emphasizes the need to strengthen labor regulations and increase the effectiveness of supervision to ensure optimal protection of workers' rights. The results of the study are expected to be a reference for policy makers and related parties in improving the legal protection mechanism for workers affected by layoffs.

This research aims to understand the functions and duties of the Secretariat of the Regional People's Representative Council (DPRD) in assisting council members in carrying out their duties. According to the Mayor Regulation Number 34 of 2019, the Secretariat of the DPRD of Palangkaraya City consists of the following divisions: Secretary, General Affairs, Legislation Affairs, Sessions, Public Relations, and Budgeting and Supervision Facilities. Based on Law No. 32 of 2004 and Government Regulation No. 41 of 2007, the Secretariat of the DPRD is considered a "regional apparatus" that provides "administrative services" to the DPRD. This includes managing the DPRD's financial administration, supporting the duties and functions of the DPRD, and providing and coordinating the necessary experts for the DPRD. As explained earlier, the Secretariat of the DPRD plays a crucial and vital role in determining the effectiveness of the DPRD's services. Based on the research objectives outlined, the research method suitable for understanding the functions and duties of the Secretariat of the DPRD in assisting council members is a descriptive method with a qualitative approach. This approach will allow the researcher to describe and analyze the empirical reality in-depth regarding the role of the Secretariat of the DPRD.

This research aims to analyze the impact of delays in the submission of accountability reports on the presentation of financial statements at KPPN Surabaya II and to examine the legal mechanisms related to the timeliness of LPJ submissions at KPPN Surabaya II. This study employs a qualitative case study approach. Primary data sources were obtained from structured interviews with 2 informants. Secondary data were obtained from documentation, where the required documents were the financial statements of KPPN Surabaya II for the 2023 period, LPJ satker, and letters or reports of administrative sanctions. The informants in this study were selected using purposive sampling with specific criteria, namely individuals who are experienced and directly responsible for the processes of verification, accounting, and financial report preparation. The analysis method in this study uses thematic analysis. The results of this study indicate that most work units have submitted their financial reports on time, but there are still several units that are late. The delays were caused by technical constraints such as disruptions in the SAKTI system and recording errors, as well as human resource factors, particularly related to the adaptation to digital technology. The impact of the delay is the decline in the quality of financial reports due to incorrect entries or inaccurate data from the delayed LPJ, as well as the hindrance of the evaluation and budget allocation processes.

This study aims to analyze the suitability between the type of road damage and the budget costs incurred on provincial roads in the Madura region. The research method used road condition survey and questionnaire distribution to contractors, consultants, budget users, and local communities. Data analysis was done descriptively qualitatively, including the type, volume, and location of road damage. The results showed that the three most common types of road damage were cracks, potholes and raveling. The total area of damage identified was 261.95 m², with a repair cost of Rp 57,586,900. This research emphasizes the importance of detailed road defect analysis and appropriate budget allocation to improve repair efficiency and support the region's economic activity. The findings conclude that detailed road defect analysis and budget efficiency can improve road quality and support mobility and economy in the Madura region. The results provide a basis for local governments to plan road infrastructure improvements more effectively and efficiently.

This research aims to identify risks and determine responses to risks that can affect the implementation of the Bojonegoro Regency Oncology Specialised Hospital Construction Project Phase 2. The research was conducted using literature study and field study methods. Primary data was obtained through documentation, field surveys, and interviews, while secondary data included the Cost Budget Plan (RAB), project schedule, and weekly project reports. Sampling was conducted using the Slovin technique to obtain a representative number of respondents. The results showed that there were 31 relevant risk variables, grouped into 8 categories, namely force majeure, material, equipment, labour, contractual, construction, design and technology, and management risks. Significant risks were identified using the Severity Index method, which measures probability and time impact. The results of the risk analysis using the severity index method showed that there were 24 risks included in the low risk level, 3 risks included in the medium risk level, and 2 risks included in the high risk level.

The aim of this research is to analyze the feasibility of investing in North Surabaya Hospital, Bulak District, Surabaya City with the parameters Net Present Value, Internal Rate of Return, Benefit Cost Ratio (BCR) and Payback Period. This research focuses on the North Surabaya Hospital which was built by the Surabaya City Government Health Service with a budget for 2026. The research instruments used were interview guidelines and observation sheets, with data collection procedures via location with related parties in the construction of the hospital, site observation, as well as documentation that includes primary and secondary data. Based on investment analysis of North Surabaya Hospital and evaluation of sensitivity to operational costs and potential income, the conclusion obtained is: Alternative 1 is feasible because it produces an NPV value of Rp. 211,014,227,005, IRR of 9.85%, BCR of 1.23 and PP of 7.69 years, but will be sensitive to the point that it is not feasible if there is an increase in hospital operational costs above 2.05% or a decrease in hospital service levy rates above 1.39% . Alternative 2 is not feasible because it produces an NPV value of Rp. 28,416,192,984, IRR of 6.57%, BCR of 1.14 and PP of 8.34 years, but it will be sensitive and feasible if there is a decrease in hospital operational costs above 7.73% or an increase in hospital service levy rates above 5.59%. Alternative 3 is not feasible because it produces an NPV value of Rp. 66,444,241,124, IRR of 7.30%, BCR of 1.16 and PP of 8.20 years, but it will be sensitive and feasible if there is a decrease in hospital operational costs above 5.7% or an increase in hospital service levy rates above 4.08%. Alternative 4 is feasible because it produces an NPV value of Rp. 166,294,504,181, IRR of 9.26%, BCR of 1.20 and PP of 7.70 years, but it will be sensitive to the point of being unfeasible if there is an increase in hospital operational costs above 0.15% or a decrease in hospital service levy rates above 0.10%.

Changes in the health insurance system in Indonesia continue to evolve, one of which is implementing the Standard Inpatient Class (KRIS) policy as a replacement for the BPJS Health class system based on Presidential Regulation (Perpres) Number 59 of 2024. This policy is designed to unify healthcare classes to reduce disparities in healthcare access and quality in Indonesia. However, its implementation is faced with key challenges, including hospital infrastructure readiness, limited human resources, and criticism from various parties, including patients and healthcare providers. This study uses a qualitative approach with descriptive methods to review various policy documents, relevant literature, and legal and social perspectives related to policy implementation. The results show that although KRIS has the potential to reduce disparities in access to health services, its implementation requires more attention to the readiness of health facilities, strengthening management systems, and budget adjustments to support optimal operations. Furthermore, this policy requires the active involvement of the community and health workers in the evaluation and decision-making process so that the policy is more responsive to the real needs in the field. The theoretical approaches used, such as public policy theory and progressive law, highlight the importance of cooperation between the government, healthcare providers, and communities to ensure effective and equitable implementation of KRIS. This research suggests improving hospital infrastructure, continuous training for health workers, and strengthening a transparent monitoring system to ensure the success of this policy. This research is expected to make a positive contribution to the formulation of health policies that are more inclusive and sustainable and can serve as a reference in efforts to realize a more equitable and fair health service system for all Indonesians.

Based on the author's initial observations, it is known that the Public Works, Transportation, Communication and Informatics Agency of Pangandaran Regency in implementing the waste/cleanliness service policy is not optimal. The research method used in this study is a descriptive research method with a qualitative approach. The primary data in this study is data obtained from interviews with informants directly. While secondary data sources are data collected from other sources which can be in the form of documents related to the problem being studied, The Public Works, Transportation, Communication and Informatics Agency in Pangandaran District, Pangandaran Regency has not been able to implement policies on waste management properly. This can be seen in the implementation of waste management which is not in accordance with the waste management mechanism according to Law of the Republic of Indonesia Number 18 of 2008 concerning Waste Management. The obstacles faced in the implementation of waste management policies by the Public Works, Transportation, Communication and Informatics Agency of Pangandaran Regency are as follows: The technology for waste management is not yet available, Waste sorting has not been carried out by separating organic and non-organic waste, and The place and machine for recycling waste are not yet available. Efforts made to overcome obstacles in the Implementation of Waste Management Policies by the Public Works, Transportation, Communication and Informatics Agency in Pangandaran District, Pangandaran Regency, namely: Submitting an application to the local government so that waste shredding and recycling machines are budgeted in the upcoming APBD, Cooperating with third parties (private sector) in terms of waste management and sorting, and Designing a place to recycle waste.

The mechanism of state debt management is a process involving fiscal and monetary policies to regulate the issuance, use, and repayment of state debt. In its management, the government usually uses instruments such as bonds, bilateral loans, and multilateral loans to finance the budget deficit. State debt can be used to fund infrastructure projects, health, education, and other important sectors, but its management must be careful so as not to burden the economy. One important aspect of debt management is maintaining the debt ratio to Gross Domestic Product (GDP) so that it remains under control. If state debt increases significantly without being balanced by economic growth, it can pose a risk of inflation, a larger budget deficit, and a reduction in market confidence in the government's ability to repay debt. On the other hand, good debt management can encourage economic growth by financing productive projects that increase competitiveness and public welfare. Strict supervision of debt allocation and transparency in the use of funds are essential to avoid misuse and increase the effectiveness of debt management. In addition, the role of international institutions such as the IMF and the World Bank is also crucial in providing technical advice and support for sustainable debt management policies.

Decision Support System (DSS) is a system used to assist decision makers in determining the best alternative based on certain criteria. Determining retirement eligibility for ASN (State Civil Apparatus) employees is one of the important aspects in human resource management, where this decision affects the future of employee careers, their welfare, and state budget management. This study proposes the development of a decision support system for determining retirement eligibility for ASN employees using the Multi-Attribute Decision Making (MADM) method. The MADM method is a decision-making technique that considers several criteria and alternatives to produce optimal decisions. In this study, the criteria used to determine retirement eligibility include retirement age, length of service, work performance, health, and other factors relevant to the applicable pension policy. The method used in this system includes several steps, namely identifying criteria, assigning weights to each criterion, and evaluating alternatives based on these criteria using calculation techniques such as AHP (Analytical Hierarchy Process) or TOPSIS (Technique for Order Preference by Similarity to Ideal Solution). The results of this evaluation will provide recommendations on whether an employee is eligible for retirement or can still continue his career. The developed system is expected to facilitate the decision-making process regarding ASN employee retirement by providing objective and transparent analysis, so that the decisions taken are more appropriate and in accordance with applicable policies. Thus, this system can improve efficiency and effectiveness in human resource management in government agencies.

Article discusses the influence of education on economic growth in developing countries, with a special focus on Indonesia. Education is considered a key factor in improving the quality of human resources, which contributes to economic growth. The three main theories that explain this relationship are human capital theory, allocation theory, and class growth theory. Human capital theory suggests that higher education can increase productivity and wages, despite criticism regarding job quality. Allocation theory highlights the role of education in allocating individuals based on educational strata, while class growth theory highlights the impact of education on social inequality. In Indonesia, challenges faced in the education sector include inequality of access and poor infrastructure, especially in remote areas. Despite increasing education budgets, data shows that classroom infrastructure problems are still not fully resolved. This article emphasizes the importance of research and development to improve the quality of education, which in turn is expected to encourage economic growth and reduce social problems such as unemployment and crime. Successful examples from other countries, such as South Korea, show that a strong education system can contribute significantly to economic growth. The method used in this research is a literature review, which collects and analyzes various studies related to the influence of education on economic growth. The literature sources used include books, academic journals, and research reports, which allows the authors to gain a broader picture of trends, findings, and research gaps in this topic.

To ensure openness, responsibility and effectiveness in managing state finances, this research examines state financial management from a legality and anti-corruption perspective. In this research, relevant laws and regulations and scientific literature were studied using a literature study approach. The research results show that the principle of legality emphasizes the need for all state financial management activities to comply with relevant regulations, including the use of the State Revenue and Expenditure Budget (APBN) as a legal basis. The anti-corruption principle complements the principle of legality with preventive pressure and firm action against the protection of permits that are detrimental to state finances. These two principles support each other to ensure responsible financial management, protect officials with good intentions, and take action against perpetrators of corruption who fulfill the elements of malicious intent. In conclusion, implementing the principles of legality and anti-corruption synergistically can encourage good state financial governance, support clean government, and create sustainable development.

Iraq needs to correct public finances to achieve stability and rebuild financial reserves, by adopting a program to measure and analyze the current situation and forecast macroeconomic policies to eliminate the imbalance between domestic demand and aggregate supply, which is usually manifested in the problems of the balance of payments, high inflation, and low output growth, and financial programming is an essential tool for managing policies to achieve stability and rebuild financial reserves.Analyze the current situation and forecast macroeconomic policies to address economic imbalances. However, there is a difficulty in applying the financial programming tool because of  the lack  of accurate information systems to estimate the rate of inflation, unemployment, economic growth, exchange rate, balance of payments and the general budget, in addition to irrational fiscal policy that depends on excessive expansion of government spending, with the sovereignty and control of the public sector over the macroeconomy, compared to the weak and weak role of the private sector. As a result of the policies pursued by successive governments and thus constitute weaknesses for the application of financial programming.

This study examines the implementation of the Regional Government Information System (SIPD) for budget planning of activity expenditures at Bakesbangpol Sidoarjo. SIPD, an integrated system, aims to enhance the effectiveness and efficiency of planning and budgeting in accordance with the Ministry of Home Affairs Regulation Number 70 of 2019. Using a qualitative approach with observations, interviews, and document studies, the research reveals that SIPD offers advantages such as data synchronization between central and local governments, despite challenges like limited human resources and technical server issues. The implementation of SIPD in Bakesbangpol Sidoarjo requires adaptation and capacity-building to optimize the system. This study concludes by emphasizing the importance of technology-based innovation management in achieving transparency and accountability in regional budget planning.

This study aims to evaluate the effectiveness and efficiency of Standard Operating Procedure (SOP) implementation in the new tenant admission process at Rusunawa Wonocolo, Sidoarjo Regency. This research employs a qualitative method using a literature review and observation approach, analyzing official documents, journals, and internship data. The findings reveal that SOP implementation at Rusunawa Wonocolo has not been fully effective or efficient. This is evidenced by inconsistencies between written procedures and field practices, limited adoption of digital technology, and a lack of transparency in the tenant selection process. Key challenges include budget constraints, reliance on manual methods, and insufficient staff training. This study recommends developing technology-based applications, such as the E-Rusun model implemented in Surabaya, to enhance service efficiency, transparency, and accountability. These findings are expected to serve as a foundation for improving public housing management and supporting the development of e-government-based public services in Sidoarjo Regency.
