This research was motivated by the lack of teaching materials that align with the characteristics and needs of students. One of the main issues identified is the use of learning modules that are not yet adapted to local culture and fail to provide meaningful learning experiences. To address this problem, the researcher developed a culturally based module inspired by Minangkabau songket. This study employed a Research and Development (R&D) design following the development stages proposed by Sugiyono. The results show that the developed module achieved a validity level of 82.58% (categorized as very valid), a practicality level of 87.6% (very practical), and an effectiveness level of 83.3% (very effective). Based on these findings, it can be concluded that the ethnomathematics-based module on Minangkabau songket for Phase F of the Health Department at SMAN 1 Lareh Sago Halaban in the 2023/2024 academic year meets the criteria of being valid, practical, and effective. Therefore, it is considered suitable for use as a culturally contextual teaching material that integrates local values into the learning process.

The principle of "Al-Umuru Bi Maqasidiha," meaning "everything depends on its purpose," is one of the main principles of Islamic law that plays a crucial role in Islamic economic practices. This research aims to outline the meaning, legal basis, branches, and application of this principle in modern economic activities. The method used is a literature review, examining the Quran, Hadith, the opinions of scholars, and contemporary studies related to Islamic economics. The results of the study indicate that intention is a key factor in determining the validity or invalidity of an act, both in worship and transactions. This principle is relevant to addressing contemporary transaction developments, such as Islamic banking, fintech, and digital investment instruments, by emphasizing objectives aligned with the maqasid al-shariah (Islamic principles). The evolving branches of this principle emphasize the role of intention in distinguishing between custom and worship, establishing the validity of contracts, and transforming permissible activities into acts of worship. Its application in Islamic economics encompasses transaction contracts, asset management (mal), and Islamic banking practices, all of which are directed toward achieving benefits and preventing harm. In conclusion, the principle of Al-Umuru Bi Maqasidiha (The Principle of Proper Conduct and the Principle of Good Conduct) is highly urgent in building an Islamic economic system that is just, imbued with integrity, and oriented toward blessings.

This research explores the role of the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of Tangerang City in implementing an online permit system for billboard advertising as a form of digital transformation in public service. The study aims to analyze the institutional role of DPMPTSP, identify obstacles in the implementation of online licensing, and evaluate the improvement efforts undertaken. Using a qualitative descriptive method, data were collected through in-depth interviews with DPMPTSP officials, billboard organizers, and permit applicants, complemented by observation and documentation to ensure data validity through source and technique triangulation. The findings reveal that DPMPTSP plays a strategic role by providing 24-hour online access, simplifying licensing procedures, and offering direct assistance through the Public Service Mall (MPP), supported by responsive communication channels such as WhatsApp and Zoom. Despite these efforts, challenges remain, including system errors, low digital literacy among applicants, limited technical staff, communication gaps, and incomplete integration of the central and regional OSS systems. To address these issues, DPMPTSP has strengthened public assistance services, simplified online information systems, expanded communication channels, redistributed staff duties, performed routine system maintenance, and intensified public education on regulations. These findings highlight that the success of digital public services depends not only on technological readiness but also on human resource capacity, effective communication, and continuous institutional adaptation to public needs.
