The quality of public service is one of the indicators of the success of local governments in the context of regional autonomy. This research examines the implementation of the Integrated Administrative Services Program (PATEN) in Kalidawir District, Tulungagung Regency, as a strategy to bring administrative services closer to the community. This study aims to determine the quality of PATEN services and identify the inhibiting factors in optimizing the conduct of public services. The method used is descriptive qualitative method. Data were collected through observation, documentation, and interviews, and then analyzed interactively using the Miles and Huberman model. This study adopts five dimensions of service quality according to Zeithaml, Berry, and Parasuraman, namely: physical evidence, reliability, responsiveness, assurance, and empathy. The research findings indicate that the implementation of PATEN in Kalidawir District has good performance in terms of service infrastructure, procedural accuracy, responsiveness, and transparency. The inclusivity of services is supported by facilities such as child-friendly rooms and breastfeeding rooms. The staff always implements SOP, provides timely services, and maintains professional behavior. However, there are two main obstacles that hinder the optimization of services: inadequate infrastructure for the elderly and persons with disabilities, as well as limited public understanding of service procedures. These challenges affect access, efficiency, and perceptions of service delivery. This study concludes that although PATEN services in Kalidawir District meet general standards, improving inclusive facilities and communication strategies is essential for more equitable and effective service outcomes.

The vehicle ownership transfer form submission service at the Samsat Tandes Office in West Surabaya is a vital public service that frequently encounters issues such as long queues and extended waiting times. These conditions lead to user dissatisfaction and reduce the operational efficiency of the institution. This study aims to optimize the existing queuing system through a simulation-based approach to enhance service effectiveness and efficiency. The methodology includes mapping the current service process, collecting data on service times and customer arrivals, and modeling the queuing system using simulation software. Subsequently, several improvement scenarios were analyzed, including the addition of server resources. The simulation results indicate that the scenario involving the addition of one extra server during peak hours yields the most significant impact—reducing average customer waiting time by up to 20% and increasing the number of customers served per day. These findings demonstrate that simple interventions based on simulation analysis can produce substantial improvements in public service quality. In conclusion, a simulation-based approach proves to be effective in supporting strategic decision-making for queue system optimization and is highly recommended for implementation in other public service units facing similar challenges.

Chronic kidney disease (CKD) is a metabolic disorder that is increasingly prevalent among the productive-age population and can significantly impair quality of life, particularly due to its progressive nature and often asymptomatic presentation in the early stages. Routine assessments of kidney function—such as estimated glomerular filtration rate (eGFR) and serum creatinine levels—are essential for the early detection of kidney impairment. The Community Service Program (PKM) conducted in Grogol Village aimed to raise public awareness regarding the importance of early screening for kidney dysfunction. Among the 71 participants involved in the activity, 9 individuals (12.68%) had elevated serum creatinine levels, 4 individuals (5.63%) showed evidence of stage 3a kidney function decline, and 31 individuals (43.66%) were identified with stage 2 kidney function decline. Only 36 participants (50.7%) had normal kidney function. These results underscore the necessity of early detection efforts to prevent the progression of CKD and to promote sustained public awareness on the importance of maintaining kidney and metabolic health.   Keywords: Chronic Kidney Disease, Creatinine, eGFR, Early Detection, Productive Age

This study aims to identify forms of violations of the right to health services in the implementation of BPJS Kesehatan, analyze the factors that cause them, and formulate preventive and limiting solutions. The research used a descriptive qualitative approach with in-depth interviews with six informants who were active BPJS Health participants in Tanjung Sari, East Jambi. The results showed that there was service discrimination in the form of different treatment between BPJS patients and general patients, patient rejection, administrative obstacles in emergency situations, and unavailability of drugs and medical facilities. Contributing factors include unequal distribution of health facilities, limited human resources, and a weak monitoring system. The experiences of BPJS participants confirm the gap between the program's objectives and the reality on the ground, reflecting a denial of the state's obligation to guarantee citizens' health rights. Comprehensive efforts are needed, including public education, administrative simplification, equitable distribution of health facilities, enforcement of strict sanctions, and active community involvement to realize quality and equitable health services.

This study aims to evaluate the implementation of Public Service Standards in inpatient services at Dumai City Regional General Hospital (RSUD) as an important part of the provision of health services to the community. Public service standards are needed to ensure service quality, efficiency, transparency, and public satisfaction as service users. However, in practice, various problems are still found, particularly related to the timeliness of service, clarity of service costs, and the availability of supporting facilities and infrastructure. This study uses a qualitative descriptive approach with research subjects including hospital management, inpatient service staff, and community service users. Data collection was conducted through in-depth interviews, direct observation, and documentation studies to obtain a comprehensive picture of the implementation of public service standards. The data obtained were analyzed using thematic analysis methods through the stages of data transcription, coding, theme identification, theme grouping, and data interpretation. The results of the study indicate that the overall implementation of Public Service Standards in inpatient care at Dumai City Regional General Hospital is in the good category. Indicators of service procedures, service products, and the competence of service providers have been implemented quite optimally, characterized by clear procedures, services that meet patient needs, and friendly and professional staff attitudes. However, the service completion time and cost indicators are still in the fairly good category, which indicates delays in service and limited information regarding costs received by patients. Furthermore, facilities and infrastructure are the indicators that require the most attention, especially regarding the comfort of the waiting room and the completeness of service support equipment. In conclusion, although the standard of public service at the Dumai City Regional Hospital inpatient has been running well, continuous improvement efforts are needed to increase service time efficiency, cost transparency, and the provision of facilities and infrastructure to increase public satisfaction and trust in health services.

The rapid proliferation of misinformation across digital platforms has emerged as a critical challenge, undermining public trust, shaping opinion, and eroding the quality of democratic discourse. As reliance on digital platforms for information dissemination intensifies, the regulation of online content has become a focal issue for scholars, policymakers, and platform operators. This study examines the intersection of cyber law, platform governance, and content moderation, analyzing how platforms manage misinformation while balancing freedom of expression. Employing a normative and socio-legal approach, the research utilizes comparative methodology to assess national and international cyber law frameworks, alongside case studies of platforms such as Facebook, YouTube, and Twitter. Public policy analysis is conducted to evaluate the effectiveness of current governance models. Findings reveal significant variation in regulatory responses, with the European Union’s Digital Services Act offering a robust framework but facing enforcement challenges. Platforms, acting as non-state regulators, are criticized for inconsistent moderation and limited transparency. The study concludes that hybrid regulatory models combining state intervention with platform self-regulation hold promise for addressing misinformation effectively while safeguarding digital rights. This research contributes to ongoing debates on balancing free speech, accountability, and social control in the digital age.

Hypertension is a disease that does not show symptoms or complaints. However, if detected at an advanced stage of the disease, it can result in disability or death. Hypertension is increasing, especially in the elderly group, known as the Silent Killer disease (Ministry of Health, 2019). In Indonesia and in several countries in the world, hypertension has become a major health problem, where the increase in hypertension cases is estimated to increase by around 80%, especially in developing countries in 2025 from 639 million cases in 2000, and is estimated to increase to 1.5 billion cases in 2025 (Hakim L., 2019). Increasing public awareness can be done through promotive and preventive efforts by conducting early detection of routine blood pressure measurements and compliance in taking medication routinely (Astutiatmaja, 2022). The purpose of this community service activity is to increase the knowledge of the elderly about controlling and treating hypertension to prevent the risk of complications of other degenerative diseases due to hypertension and as an evaluation to increase the knowledge of the elderly to maintain health in old age so that complications of the disease can be prevented in improving the quality of life of the elderly

Banjarsari Sub-district is one of the government agencies that has duties and functions in supporting public services, especially population administration services. To realize maximum service, Banjarsari Sub-district presents the “Mlebu Peteng” innovation, namely administrative services at night as a form of adaptation to the needs of people who have limited time during regular working hours. This innovation is an effort to improve service quality by expanding community access to public services. The purpose of this research is to describe the implementation of the “Mlebu Peteng” night service at the Surakarta City Banjarsari Sub-district Office and the obstacles experienced during the service process. The research method uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results showed that the implementation of the “Mlebu Peteng” innovation has helped the community in obtaining services outside working hours, with the level of community satisfaction reaching 91.77% in 2024. Based on George C. Edward III's policy implementation theory, the success of this innovation is supported by effective communication, adequate resources, positive disposition of officers, and a clear bureaucratic structure. However, there are several obstacles such as the lack of budget for officer incentives, uneven understanding of technology among staff, limited KTP-el recording services and SOPs that do not include mechanisms for handling technical complaints.
