English is an international language that plays an important role for students in the era of globalization; however, speaking anxiety or fear of speaking remains a major obstacle in academic practice within higher education institutions. This anxiety emerges as a complex psychological phenomenon involving cognitive, affective, and social aspects, rather than merely an issue of language proficiency. This study examines the problems faced by students, particularly those majoring in non English disciplines, in overcoming speaking anxiety in English academic settings. A descriptive qualitative approach was employed, with data collected through semi-structured interviews involving students of PASIM National University who exhibited varying levels of speaking anxiety. The data were analyzed using qualitative analysis techniques to identify emerging patterns and themes.The findings indicate that speaking anxiety is caused by fear of making pronunciation and grammatical errors, concern about receiving negative evaluations, limited vocabulary, and a lack of experience in communicating in English. These conditions are further exacerbated by limited opportunities for speaking practice, non-interactive learning methods, and insufficient support from teachers and peers. Students developed adaptive strategies such as relaxation techniques, thorough preparation, positive self-talk, and consistent language practice. To create a safe learning environment in which students can speak English effectively, this study proposes learning strategies that are more inclusive, supportive, and grounded in psychological principles.

Stunting remains a chronic nutrition problem that requires strengthening community-based interventions, particularly through optimizing the role of posyandu cadres. This article aims to describe nutrition education and child growth monitoring for cadres as a strategy to prevent stunting at Posyandu Delima. The method employed was a participatory community empowerment approach based on health education. The activities were conducted through several stages, including needs assessment, development and delivery of nutrition education, hands-on practice in child growth monitoring, cadre mentoring, and evaluation with reflective feedback. The results showed an improvement in cadres’ knowledge and skills in interpreting growth indicators, identifying early risks of nutritional problems, and delivering structured nutrition education to caregivers of under-five children. Strengthening cadre capacity contributed to better quality of child growth monitoring and reinforced the role of posyandu as a community-based primary health service. In conclusion, integrated nutrition education and child growth monitoring are effective in supporting stunting prevention efforts and are aligned with national policies on strengthening maternal and child health services.

Advances in financial technology require people to have adequate digital financial literacy in order to be able to use financial services safely and wisely. However, there are still many community groups that face limited understanding, including the wife of a retired National Police officer in Megamendung, Bogor. This Community Service Program (PKM) is designed to increase their knowledge, awareness, and skills in managing finances through digital services. The implementation method includes socialization, counseling, interactive discussions, and practical guidance in the use of digital financial applications such as e-wallets and online banking services. Evaluation of activities was carried out through observation, question and answer sessions, and measurement of the level of understanding before and after socialization. The results showed a significant increase in participants' understanding of the concept of digital financial literacy, including benefits and risks to watch out for, such as digital fraud and irregular financial management. In addition, participants also experienced an increase in confidence in using digital financial services for daily needs. This program is expected to encourage family financial independence and improve the economic welfare of the wives of retired POLRI officers in Megamendung, Bogor, as well as become a model for community empowerment in facing the challenges of the digital era.

This study examines the integration of Intellectual Property Rights (IPR) into Corporate Social Responsibility (CSR) as a strategic legal instrument to support the development of the creative economy in Indonesia. The creative economy has become one of the main drivers of national economic growth; however, its development is often constrained by weak legal protection of intellectual property, particularly among micro, small, and medium enterprises. This research employs normative legal research using statutory and conceptual approaches. The findings indicate that the integration of IPR into CSR programs plays a significant role in enhancing legal awareness, strengthening protection of creative works, and promoting sustainable economic empowerment for communities. CSR-based IPR protection not only benefits right holders but also contributes to inclusive development and corporate sustainability. Therefore, strengthening CSR policies oriented toward IPR protection is essential to ensure balanced economic growth and legal certainty in the creative economy sector.

Mental health among Generation Z university students has become an increasingly important issue amid rising academic demands and the rapid development of digital life. Students today face various academic pressures, including competition for achievement, heavy coursework, and performance targets, which may negatively affect their psychological well-being. In addition, advances in digital technology have reshaped students’ daily lives, particularly through intensified information exposure and social comparison. This study aims to examine the influence of academic competition and digital dynamics on the mental health of Generation Z students using a literature review approach. The research employs a descriptive qualitative literature review method by analyzing 20 relevant scholarly articles published in national and international journals between 2018 and 2024. The findings indicate that academic competition is closely associated with increased levels of stress, anxiety, and emotional exhaustion among students. Prolonged academic pressure without adequate psychological support may lead to a decline in students’ psychological well-being. Furthermore, digital life reinforces psychological pressure through mechanisms of social comparison and self-presentation demands. However, several studies also identify protective factors, such as social support, mental health literacy, and emotional regulation skills, which help students manage academic and digital pressures more adaptively. Therefore, the mental health of Generation Z students is shaped by a complex interaction between academic competition and digital life, highlighting the need for comprehensive efforts from both individuals and educational institutions to promote students’ psychological well-being.

The digital transformation of public service delivery has become a central agenda in contemporary public administration, positioning local governments as critical actors in translating national digital strategies into tangible, citizen-facing outcomes. Despite rapid diffusion of digital platforms and e-government initiatives, substantial variation persists in the performance, inclusiveness, and sustainability of digital public services across local contexts. This variation points to persistent challenges related to administrative capacity constraints within local governments and uneven levels of citizen readiness to access and use digital services. Addressing these challenges, this article presents a comprehensive literature review that aims to (1) map the conceptual evolution of digital public service delivery in local governments, (2) synthesize empirical findings on the roles of administrative capacity and citizen readiness, and (3) identify key theoretical and empirical gaps in the existing scholarship. Methodologically, the study adopts a systematic literature review approach, drawing on peer-reviewed journal articles published in the last five years and indexed in major academic databases, including Scopus, Web of Science, DOAJ, and Google Scholar. The selected literature is analyzed using thematic synthesis, guided by an integrated theoretical framework combining Digital Government Theory and Digital Era Governance as overarching transformation lenses, Administrative Capacity and Capacity Building Theory and Competency-Based Human Resource Management to explain organizational and human resource determinants, Digital Divide Theory and the Technology Acceptance Model to capture citizen-side readiness and adoption dynamics, and Policy Implementation Theory to account for institutional and regulatory mediation. The synthesis reveals several dominant patterns: digital service performance is strongly conditioned by leadership, coordination, information capacity, and workforce competencies; citizen uptake is shaped not only by access and skills but also by perceived usefulness, ease of use, and trust; and policy design and implementation processes mediate the interaction between supply-side capacity and demand-side readiness. Importantly, the review shows that these factors are mutually constitutive rather than independent, challenging linear and technology-centric models of digital transformation. The article concludes by advancing an integrative conceptual understanding of local digital public service delivery and by outlining theoretical implications for digital public administration research as well as practical policy recommendations for designing inclusive, capacity-sensitive, and sustainable digital public services at the local level.

Civil servant pension administration is a vital yet insufficiently studied public service function within decentralized governance systems, particularly in remote and peripheral local governments where administrative capacity and service accessibility are limited. Although pension policies are nationally standardized, their local-level implementation often reveals disparities in institutional resources, human capital, coordination mechanisms, and infrastructure, leading to uneven service quality and increased administrative burdens for retirees. This literature review aims to synthesize and critically examine scholarly discussions on civil servant pension administration from the perspectives of public service delivery, administrative capacity, and Public Human Resource Management (Public HRM), with a focus on remote and peripheral governance contexts. Employing a narrative–systematic literature review approach, the study analyzes peer-reviewed international journal articles using thematic analysis and conceptual synthesis. The review identifies four dominant themes: the procedural and coordination-intensive nature of pension administration; persistent administrative capacity constraints involving human resources, institutions, and systems; the exacerbating effects of geographic isolation and spatial inequality on service delivery; and the strategic yet underrecognized role of pension administration within public sector HRM and lifecycle governance. The findings suggest that pension administration challenges in remote regions reflect structural capacity mismatches inherent in decentralized systems rather than isolated implementation failures. This review contributes theoretically by integrating public service theory, administrative capacity, and Public HRM within a peripheral governance framework, and practically by emphasizing the need for context-sensitive, capacity-oriented pension service reforms to promote service equity, accountability, and organizational legitimacy in local governments.

This community service program was conducted at Madrasah Aliyah/Pondok Pesantren Al-Mansyuriyah, Tangerang, to provide students with structured experience in English news writing and digital publication through blogs. The program responded to three main partner needs: limited experience in structured English news writing, limited use of blogs for publication, and the need to strengthen students’ digital literacy and writer identity. The activity was designed as a participatory and practice-based training program through three workshops: EFL News Writing, Blogging for EFL News Writing, and English Journal Writing. The evaluation used a pre-survey, a post-survey, observation, and documentation of student blog posts. The pre-survey involved 46 students; 31 students (67.4%) had written English news articles, but 42 students (91.3%) had never used blogs or written blog posts. The post-survey involved 45 students; all respondents (100%) reported that they understood ethical blog publication, and 42 students (93.3%) reported that they could use blogs, images, links, and videos to support their writing. The program produced six student blog posts on pesantren activities, National Santri Day, Teacher’s Day, new student admission, and literacy events. These findings indicate that blog-based genre pedagogy can provide an authentic medium for introducing EFL news writing, digital publication, ethical awareness, and students’ emerging writer identity. Further mentoring is needed to evaluate and improve the linguistic accuracy, news structure, and multimodal quality of students’ writing.

Background: Compliance with routine infant immunization is essential for the success of vaccination programs and the prevention of vaccine-preventable diseases. However, adherence to immunization schedules remains suboptimal due to limited parental knowledge, concerns about vaccine safety, and the limited effectiveness of conventional health education. Audio-visual media offer a promising solution by delivering information in a more engaging, clear, and consistent manner. Objective: This study aimed to evaluate the effectiveness of audio-visual educational media in improving adherence to basic immunization among infants in the service area of the Rum Balibunga Community Health Center. Methods: A quasi-experimental design with a one-group pretest-posttest approach was used. The sample included 40 mothers with infants aged 0-12 months selected through purposive sampling. Participants received an educational video on basic immunization. Adherence was assessed before and after the intervention based on completeness and timeliness according to the national schedule. Data were analyzed using univariate and bivariate methods, with the McNemar test for paired categorical data. Results: There was a significant improvement in immunization adherence after the intervention. Statistical analysis confirmed a meaningful difference before and after exposure, indicating the effectiveness of audio-visual media. Conclusion: Audio-visual education is an effective strategy to improve infant immunization adherence and can be widely applied in primary healthcare settings.

The global reliance on wheat flour has prompted the food industry to seek sustainable local substitutes. Sweet potato (Ipomoea batatas L.) emerges as a potential candidate due to its substantial starch content and beneficial bioactive compounds. This study explores innovations in sweet potato flour processing, emphasizing physical, chemical, and enzymatic modifications to enhance its functional properties. The research methods include hydrothermal treatments and fermentation (Modified Sweet Potato Flour/MOSPEF) and their impact on dough rheology and glycemic response. The findings indicate that modified sweet potato flour can effectively replace wheat flour by 30-50% in bakery items and up to 100% in gluten-free formulations without significantly altering sensory traits. This innovation represents a strategic step toward national food sovereignty and improved nutritional quality in the modern food industry, healthier and more nutritious. The use of modified sweet potato flour is expected to strengthen food security and provide economic benefits for local farmers and the domestic food industry.

The rapid advancement of Artificial Intelligence (AI) is reshaping public governance, including legislative processes. In the United Arab Emirates (UAE), AI is being actively utilized to enhance law-making through faster drafting, improved consistency, and greater transparency. This study examines the role of AI in the UAE’s legislative functions, focusing on how AI tools assist in analyzing legal data, formulating policy recommendations, and drafting legislation. It explores how AI impacts the speed, accuracy, and legitimacy of law-making, while also addressing the ethical and legal challenges of delegating legislative tasks to intelligent systems. Using a qualitative case study method, the paper evaluates government initiatives, expert insights, and regulatory structures that frame AI's integration into the UAE’s law-making system. While AI offers opportunities for data-driven governance and increased legislative productivity, it also presents risks such as algorithmic bias, reduced human oversight, and accountability gaps. The study emphasizes that AI must be governed by strong regulatory frameworks to safeguard democratic values, fairness, and legal integrity. By analyzing a pioneering national model, this research contributes to global discussions on AI in governance and offers key insights for policymakers, technologists, and legal scholars seeking to balance innovation with ethical and legal standards.

This research is motivated by the rise of online sales fraud cases on the island of Bali that are detrimental to consumers, the purpose of this research is to analyze it from the aspect of juridical studies and the basis of judges' decisions in deciding cases, this research uses a normative method with a library approach, the results of the study show that online fraud crimes utilize digital technology to manipulate data, here the defendant uses fake transfer evidence as a tool to deceive the store that meets the elements in Article 378 of the Criminal Code, namely the intention to benefit oneself unlawfully, and Article 35 of the ITE Law concerning manipulation of electronic information with the aim of making the data considered authentic, the basis for the judge's consideration to pass a verdict because the existence of photos of transfer evidence and the victim's account balance is sufficient to convince the judge that the defendant is guilty. Legal protection for victims of online fraud has been regulated in the Consumer Protection Law, the ITE Law and government regulations related to electronic transactions, but to strengthen preventive and systemic efforts, public education and increased capacity of law enforcement officers are needed, With the latest regulations such as Law No. 1 of 2024 concerning the second amendment to the ITE Law, Presidential Decree No. Law No. 49 of 2024 concerning the National Strategy for Consumer Protection and Minister of Trade Regulation No. 17 of 2024 concerning the National Action Plan for Consumer Protection have implications for strengthening legal protection for victims of online fraud, which is expected to provide a sense of security in digital transactions.

Digital transformation in public services represents a strategic shift in integrating information technology into governmental administrative systems to enhance service efficiency, transparency, and accountability. One prominent innovation in this effort is the adoption of electronic land certificates initiated by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) as part of land service modernization. This policy is formally regulated under Ministerial Regulation No. 3 of 2023 concerning electronic documents in land registration. This study employs a descriptive qualitative approach to examine the implementation process, identify enabling and constraining factors, and assess the impact of electronic land certificates on the quality of land services. Data were obtained through interviews, field observations, and document analysis at the Tulungagung Regency Land Office and analyzed using the interactive model proposed by Miles and Huberman. The findings indicate that electronic land certificates contribute significantly to improving service efficiency, administrative speed, and data security. Nonetheless, several challenges persist, including inadequate network infrastructure in rural areas, limited public digital literacy, and insufficient information technology personnel. Despite these constraints, the initiative has been positively received and reflects the local government’s commitment to advancing digital governance and good governance principles. The effectiveness of this transformation largely depends on institutional readiness, technological support, and community engagement.

Gender-based and age-based violence targeting women and children continues to pose a serious challenge to human rights protection in Indonesia. As the principal duty bearer, the state bears the obligation to respect, protect, and fulfill victims' rights through effective protection mechanisms, one of which is the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA). This research analyzes the contribution of UPTD PPA Bandung City in fulfilling the human rights of victims of violence against women and children and maps the obstacles encountered in operational service delivery. The study utilizes a juridical-empirical method with a descriptive-analytical approach. Primary data were gathered through in-depth interviews with UPTD PPA Bandung City representatives in November 2025, whereas secondary data were derived from the examination of legal regulations and relevant scholarly literature. Research findings reveal that UPTD PPA Bandung City managed 382 cases in 2025 by providing complaint mechanisms, assessment procedures, legal and psychological support, counseling services, and shelter facilities. These services demonstrate normative compliance with national legislation and human rights principles, particularly concerning protection, rehabilitation, and access to justice. Nevertheless, service delivery encounters several challenges, including insufficient human resources and facilities, underreporting by victims, and suboptimal cross-institutional coordination. Consequently, strengthening institutional capacity, ensuring adequate infrastructure, developing integrated standard operating procedures, and establishing regional regulatory frameworks are essential to guarantee effective and sustained fulfillment of victims' rights.

The high cost of colloid fluids and the large number of patients are concerns in determining which treatment standard should be chosen from several treatment alternative, where the total cost for 43 cases with a combination of crystalloid colloid fluids is IDR 209.370.993 while the total cost for 45 cases of crystalloid fluids is only UDR 146.492.268 which causes hospital losses. This study aims to determine the difference in the cost-effectiveness between crystalloid fluids and crystalloid-colloid combinations in hospitalized dengue fever patients without shock at Tangerang City Hospital. The research design used was cross-sectional with a comparative quantitative analysis method, where cost effectiveness was analyzed using the Average Cost Effectiveness Ratios (ACER) method. There were two groups of study samples: the first group, 25 patients who received crystalloid fluids, and the second group, 23 patients who received crystalloid-colloid combination fluids. This study showed a difference in the average hospitalization costs for dengue patients between crystalloid fluid therapy and crystalloid-colloid combination therapy. Hospitalization costs for dengue patients were lower in the crystalloid fluid group, with a significant difference (p=0.000). It was also found that crystalloid fluids were more cost-effective than the crystalloid-colloid combination. The implications of the study results consist of theoretical implications and practical implications. Based on the results of the analysis carried out, the crystalloid solutions are more cost-effective than crystalloid-colloid combinations. This finding can be used as a consideration in making decisions and policies that are in accordance with quality control and cost control for patients covered by the National Health Insurance (BPJS Health insurance).

This research aims to explore a culture shock phenomenon and its impact on the stress levels and adaptation processes of migrant students at PASIM national University, as individuals who move into a new environment, culture, different geographical features, migrant students often face problems in communication or psychological pressure. Data collected process done by interviewing respondents, thru qualitative method with phenomenological approach to deeply describe life experiences. Basically culture shock has four phases, start with initial disorientation and cognitive load due to the uncertainty of social life, followed by emotional pressure leading to social isolation and homesickness. After those two the adaptive coping process activated starting with building relationships with peers, after all of these phases formed the increase of post-crisis increase in intercultural and social competence. This finding indicate that early phase of culture shock does indeed have a negative impct, however, as the adaptation process an individual can develop an independence dan stronger self-identity. Conclusion, this research emphasizes the importance of internal resilience and the support external support in transforming challenges into opportunities for self-development that can lead to personal growth and benefits.

This study aims to determine the level of knowledge of U16 women's national team athletes regarding injury management using the PRICES (Protect, Rest, Ice, Compression, Elevation, Support) method to improve athlete safety.. The study used a quantitative descriptive method with a cross-sectional approach. Data were collected through a Google Form questionnaire with 21 athletes as subjects. Data were classified using the Guttman scale and a dichotomous scale, then converted into a five-criteria scale. The data were processed using SPSS 22. The average score obtained was 136.81 with the lowest score being 117 and the highest score being 150. There were 8 (38.10%) subjects in the very high category, 10 (47.62%) subjects in the high category, and 3 (14.29%) subjects in the moderate category. These results indicate that the average subject's knowledge of the PRICES method is in the high or fairly good category. This indicates that most athletes have understood the basic principles of PRICES. An integrated educational program and practical simulation are needed in routine training to ensure that all athletes are able to apply the PRICES method quickly, precisely, and effectively when an injury occurs.

Indonesia, as a country with a high level of disaster vulnerability, faces an increased risk of communicable diseases during the emergency response phase due to disrupted sanitation, limited access to clean water, overcrowded evacuation shelters, and weakened health services. This study aims to analyze the strategic role of health workers in health education and the prevention of communicable diseases during disaster emergency response. The method used is a literature review of relevant national and international scientific articles. The findings indicate that health workers have a multidimensional role, not only as providers of curative services but also as educators, change agents, advocates, and collaborators in promotive and preventive efforts. Effective health education, participatory risk communication, strengthened epidemiological surveillance, and the implementation of Infection Prevention and Control (IPC) are key strategies to reduce the risk of communicable disease outbreaks. However, implementation in the field still faces challenges, including limited resources, cross-sectoral coordination constraints, heavy workloads, and suboptimal disaster-related policy systems and standard operating procedures (SOPs). Therefore, strengthening the capacity of health workers through training, policy support, and community-based approaches is necessary to enhance health system resilience in responding to disaster crises.

Civil servants (ASN) entering retirement represent a strategic human resource asset for national development; however, their potential is often underutilized due to an institutional vacuum. This study identifies this fundamental problem as manifesting in two dimensions: the absence of a cohesive structure among the retired community and the lack of a structure that systematically connects them to the economic empowerment ecosystem. Consequently, the transition from active service to a productive retirement period presents a significant challenge. The purpose of this research is to design an effective institutional forum model to serve as a facilitative bridge. The analysis employs a framework integrating three pillars: Mochtar Kusumaatmadja's Development Law Theory as the philosophical foundation, Ansell and Gash's Collaborative Governance concept as the governance paradigm, and the Pentahelix model as the operational framework. This study proposes a multi-stakeholder collaborative forum designed to synergize the roles of government, industry, academia, communities, and the media. The primary recommendation is the establishment of a formal entity functioning as an incubator and accelerator. This entity is intended not only to address the economic needs of retirees but also to align with the country's constitutional mandate to achieve sustainable social welfare.
