Pancasila, as the national ideology of Indonesia, plays a crucial role in shaping the character and behavior of society. However, in recent decades, the implementation of Pancasila's values has faced significant challenges due to social inequalities and the impacts of globalization. Social and cultural changes brought about by globalization, such as individualism and hedonism, threaten the core principles of Pancasila, such as mutual cooperation, tolerance, and social justice. As the next generation, students are expected to become agents of change by implementing the values of Pancasila in society. However, despite the principles of Pancasila being outlined in various policies, many practices still contradict these values. Therefore, there is a need for greater efforts to instill a deeper and more practical understanding of Pancasila in order to create a harmonious, just society in accordance with the guidelines of Pancasila. Keywords: Students, Agents of Change, Implementation of Pancasila, Social Life

From the perspective of understanding people's sovereignty, the highest sovereignty lies in the hands of the people. The highest power in the hands of the people is limited by the agreement that they themselves determine together which is stated in the rules of law which culminates in the formulation of the constitution as a product of the highest agreement of all the people. The democratic system as stated in Article 1 Paragraph (2) of the 1945 Constitution of the Republic of Indonesia, that: "is marked by direct democracy by the people, from the people, and for the people". So the head of state who before the amendment was elected by the MPR RI has changed where he is elected directly by the people through the election of the president and vice president and even regional heads (regional elections). Government for the people means that the power given from and by the people to the government must be exercised for the benefit of the people. Therefore, there needs to be government sensitivity to the needs of the people and to the aspirations of the people which need to be accommodated and then followed up through the issuance of policies or through the implementation of government work programs. This paper uses normative legal research conducted with a statutory and conceptual regulatory approach which will later assess the Indonesian General Election in the Pancasila.

This research examines the role of Pancasila as a philosophical pillar in strengthening Indonesian democracy and shaping just legal policies amidst the dynamics of legal changes. The research background highlights the challenges in actualizing Pancasila's values within the legal system, reflected in the incongruence of legal policies with the principle of justice, limited public participation, and obstacles in the era of globalization. This qualitative study, employing a literature review method, aims to analyze the application of Pancasila's values in addressing legal challenges and to identify the constraints in its implementation as a foundation for democracy. The findings indicate a mismatch between legal policies and Pancasila's values due to political factors, a lack of understanding, complex bureaucracy, and systemic injustice. Education plays a crucial role in shaping students' character based on Pancasila values. However, in the era of globalization, these values are increasingly eroded by external cultural influences. To address this, Islamic-based schools integrate Pancasila values into school culture through various religious activities. This study aims to analyze how the Islamic-based school culture at SMA Islam Al Ulum Terpadu Medan contributes to strengthening Pancasila values. This research employs a descriptive qualitative method with a quantitative approach. Data were collected through observations, interviews with teachers and student organization leaders (Rohis), and questionnaires distributed to 40 students from grades X, XI, and XII. The findings indicate that various programs, such as Tadarus before lessons, Hafalan Tahfiz, Tarbiyah Ramadhan, and Pesantren Kilat, help instill discipline, teamwork, and social awareness among students. Approximately 75% of students reported that these activities enhanced their understanding and practice of Pancasila values in daily life. However, the study also identified several challenges, including a lack of variation in teaching methods and the need for innovation to make activities more engaging for students. Therefore, developing more interactive and innovative methods is necessary to improve the effectiveness of these programs in shaping students' character based on Pancasila.

This research aims to examine the dynamics of regulating rural banks in Indonesia, the pressing need for legal reforms in rural banks to address the problems posed by globalisation, and the legal reforms for rural banks that are based on the Values of Pancasila. The study methodology employed is the Normative Juridical approach. The research findings suggest that initially, the licencing and activities of the rural bank required permission from the Minister of Finance. However, after the amendment of Law Number 7 of 1992 concerning Banking with Law Number 10 of 1998, the licence for rural banks is now granted by the leadership of Bank Indonesia, as stated in Article 16 paragraph. Globalisation has a significant impact on community life, leading to the emergence of new requirements. One of these requirements is the need for easier transactions, which can be achieved through the digitalisation of banking or the provision of electronic banking facilities. Consequently, legal reforms for banking institutions need to be implemented, taking into account the noble values of the nation as reflected in the moral principles of Pancasila. These values include morality, respect, protection of human rights without discrimination, unity, social justice in the economic and community sectors, and the realisation of people’s sovereignty and adherence to the law.

This study discusses the importance of integrating Guidance and Counseling (BK) in the Strengthening of Pancasila Student Profile (P5) Project at SMKN 1 Cilegon, as well as the factors that hinder the involvement of BK in this activity. P5 aims to internalize the values of Pancasila in students through a project-based approach, with a focus on character development and soft skills. However, the implementation of P5 at SMKN 1 Cilegon has not optimally involved BK. This research uses a descriptive qualitative approach to analyze the factors that cause BK's lack of participation in P5, its impact on students' social-emotional development, and a comparison with practices at other schools that have successfully integrated BK into P5. The results of the study show that administrative barriers, a lack of understanding of the role of BK, and limited communication between teachers and school management are the main obstacles. The impact of BK's non-involvement includes a reduction in the effectiveness of P5 in supporting character education and diminishing students' ability to face social-emotional challenges. This study recommends enhancing administrative support, providing training for teachers and counselors, and improving coordination among school stakeholders so that BK can optimally contribute to achieving the goals of P5. Effective integration of BK is expected to support the holistic development of students in line with the values of Pancasila.

The mandate of the introduction of human rights and freedom as a human being has been stated in the opening of the 1945 Constitution (UUD 1945) with 4 (four) paragraphs that lead humans and their nation to humanity, a justice that is independent, united, sovereign, just and prosperous and is based on the development of the nation's ideals in the crystallization of Pancasila. The constitution is like the 'Spirit of the state' that lives to grow, develop, and direct the 'Physical state' towards the paradigm, understanding and actualization of axiology in everyday life. The reason is, the state is said to be perfect if its physicality is filled with spirit in the rules of harmony, harmony and balance. Thus, all of this is needed to be a name "State of Law". The state of law gives birth to basic concepts, namely the supremacy of law that is just, limitations of power, and guarantees of universal empowerment of human rights (HAM). The rule of law upholds the supremacy of the welfare concept of the rule of law that all people have the same position in the eyes of the law (equality before the law), so equality and social balance in fulfilling universal and fundamental rights in the case of people with disabilities must be positioned in a position, role and potential that legitimizes, justifies and confirms their condition as humans (living of human), not as objects or objects (inanimate).

Handling terrorism cases in Indonesia requires a careful approach considering the diversity of applicable legal sources, especially Islamic Law and Pancasila. This article explores harmonization efforts between the two legal systems in the context of countering terrorism. Islamic law, with its principles that emphasize justice, security and protection of society, offers an approach based on restoration and enforcement of social norms. On the other hand, Pancasila as the basis of the state and national ideology provides a normative framework that emphasizes unity, social justice and human rights. This study analyzes how the principles of Islamic law can be integrated with the Pancasila legal framework to create an effective legal system in dealing with terrorism. The research focus includes a review of existing laws and regulations, policies for handling terrorism, as well as the implementation and implementation of the law in practice. This article also identifies challenges that may arise in the harmonization process, including potential conflict of norms and differences in interpretation between Islamic Law and Pancasila. This study aims to provide strategic recommendations for policy makers and law enforcement officials to create a more holistic and harmonious approach in dealing with terrorism. It is hoped that the integration of the values of Islamic law with the principles of Pancasila can strengthen efforts to prevent and overcome terrorism, as well as maintain the diversity and unity of the nation. Thus, this research contributes to the development of legal policies that are more inclusive and fair, in accordance with the Indonesian social and cultural context.
