The problems that occurred at MAN 1 Gorontalo City are closely related to the construction work contract agreement whose object is dormitories as one of the programs of the Ministry of Religion of the Republic of Indonesia which is intended for every school with madrasa status throughout Indonesia. Based on the data, it turns out that work that is already 30% in progress can be canceled because unexpected things happen, such as high rainfall in Gorontalo in September 2021 which resulted in work not being able to continue for some time. Apart from that, it turned out that 80% of the workers used by the contractor were Javanese and because the conditions and atmosphere at that time were still during the pandemic, the workers from Java could not go back to Gorontalo because the island of Java was in lockdown status. This is the reason why the Head of Development of Man 1 Dormitory, Gorontalo City, canceled the work contract because of the contract being castrated, in this case there was a target that was not achieved due to the condition of the workers, weather, and so on.

The development of food commodities in Banten province, with geographical conditions where the area is mostly agricultural and with a fairly large population, has an important role, one of which is as a food buffer on the island of Java. Many harvests are distributed directly outside the region, after which they enter the market through distributors and agents, so this is a point of weakness and deficiency for policy makers in regulating and distributing rice commodities. This research was conducted with the aim of knowing the rice distribution model using the Powersim application. The method used to create a food policy model/design for Banten province is the Dynamic System. The results of this research are that the output obtained from the rice food distribution model simulation is that each rice stock in the Gapoktan warehouse sends according to the amount requested in each district/city, with a total capacity that can be obtained at the food distribution center of 109,682 tonnes/yr, or 2,742 tons/harvest. Then, after carrying out a simulation model using Powersim software, it can be concluded that the rice food commodity in Banten Province can still meet demand. With the Banten Province Food Distribution Center, it can control the availability of rice.

Java Island is the most disaster-prone region in Indonesia because Java Island is located in a convex zone (meeting each other) between two tectonic plates, namely the Eurasian Plate in the north, and the Indo-Australian Plate which causes the formation of volcanoes and earthquakes. Java Island which is near the convergence zone of these plates causes Java to become a disaster-prone zone, with many volcanoes that often erupt and experience many earthquakes. Volcanoes are formed due to the movement of hot magma from the meeting of plates to the earth's surface. While earthquakes occur due to the instantaneous movement of earth plates.

This research aims to analyze the influence of Regional Original Income (PAD), Special Allocation Funds (DAK), and General Allocation Funds (DAU) on the allocation of capital expenditure budgets on the island of Java. Capital expenditure is an important component in regional budgets that contributes directly to infrastructure development and improving public services. This study uses panel data from districts/cities on Java Island during the 2015-2020 period. The analytical method used is panel data regression with a fixed effects model (FEM) approach to identify the influence of independent variables on the dependent variable. The research results show that PAD has a positive and significant influence on capital expenditure. This indicates that regions with higher PAD tend to allocate more budget for capital expenditure. Meanwhile, DAK also has a positive and significant effect on capital expenditure, which shows that funds specifically allocated by the central government have succeeded in increasing investment in fixed assets in the regions. On the other hand, DAU was found to have a negative but insignificant effect on capital expenditure, indicating that general funds received from the central government did not directly encourage an increase in capital expenditure. This research provides important implications for regional policy makers in increasing PAD and utilizing transfer funds from the central government more effectively to accelerate the development of infrastructure and public services. Apart from that, the results of this research can also be a reference for further research in the field of regional finance and public budget management.

This article will analyze the economic climate as well as the risks that the government must address in this particular endeavor. Qualitative research method is a research method that is carried out with a type of descriptive approach The results of the research obtained are the positive impact as well as the risk of the transfer of IKN to Central Kalimantan on the economy in Indonesia. Even if there are potential for PDB growth and inflation that is moderate, there are risks associated with renovation that should be considered, such as working together with the government to mitigate the risk of exceeding budget while building new infrastructure and cities. In addition, there is a potential inflation rate that is higher than expected due to the change in exchange rates, which is attributed to the DPR RI.

The birth of Pancasila as an ideology and the foundation of the Indonesian nation and state certainly cannot be separated from the efforts and struggles of the founders of the Indonesian nation and one of the famous figures who initiated Pancasila was Soekarno who was also the first President of the Republic of Indonesia. In historical records, Soekarno stated that Pancasila was on one of the islands in the eastern region when he was exiled, namely Ende Island in NTT until finally as a reward the island was given the name Pancasila Island. Likewise with Kab. Situbondo, East Java, since November 10 2022 has been named the City of Santri Pancasila by the Regent of Situbondo as a tribute to KHR. The establishment of an ADIZ in each country is one step in maintaining the sovereignty of each country. This has been a long debate because there are no regulations outlined in international legal conventions. Until now, ADIZ Indonesia is only limited to the island of Java, so the role of ADIZ has not been effective in protecting air space which is included in the country's sovereignty. This research aims to explain the role of ADIZ as a first step in efforts to maintain state sovereignty from the perspective of international and national law. The normative juridical approach method is an approach based on the main legal material by examining theories, concepts, legal principles and statutory regulations. The research results show that Indonesia needs to re-establish ADIZ not only around the island of Java but also covering the entire sovereign territory of the country.

The government has an important role so that the implementation of the fulfillment of community food is carried out the same as the fulfillment of other rights. Therefore, efforts to fulfill community food are a serious problem in development programs, both those that have been launched by the Regional Government and the Central Government. Efforts to fulfill food by the Regional Government by realizing food availability are also carried out by the government in Java. Java Island itself is the center of rice production in Indonesia because it is able to produce the largest rice production, especially East Java Province with a total production of 12,198,707 tons. The aim of this community service is to increase socialization of the GHIPPA program to meet the water irrigation needs of the village. In order to achieve this target, the Nganjuk Regency Government has started implementing various programs to increase agricultural production. However, there is a major obstacle to increasing production,  namely  the  availability  of  deep  water.  Therefore,  the  Nganjuk Regency  Government  is  trying  to  overcome  the  availability  of  water.  These include providing irrigation network infrastructure, Farmer Business Level Irrigation Network/Village Irrigation Network (JITUT/JIDES), Farming Business Roads, Pumping and Empowerment of the Water User Farmers Association (GHIPPA).

The Power of the State Apparatus As a government institution in the perspective of moving the State Capital becomes part of the practice of social reproduction. Various considerations wrapped in political consensus are a challenge for bureaucrats. It is suspected that his involvement in carrying out his duties and responsibilities simultaneously has an impact on the domino effect that arises as a response to transcendental transformation. The grand factor driving the transfer of IKN is such as population agglomeration on the island of Java, which has an impact on economic stagnation which is increasingly apprehensive. In other words, the underdevelopment experienced by regions outside Java will soon be resolved. The symptom of duality in the structuring of agent behavior becomes so essential considering that the agent, namely the bureaucrat, is the key person as well as a vessel for social reproduction. Thus, it is hoped that Giddens' conception in the corridor of internal bureaucratic structuring in the search for resources as a nation accelerator can be realized properly. This is in line with the transformation of community development which requires institutional elements to accommodate all levels of stakeholders. Giddens' concept emphasizes how patterns of power relations, systems and structures unite in building the evolution of a theologically patterned society. The duality approach between the possessors of power and their powers will influence each other on an ongoing basis. More than that, the connection between political phenomena in creating opportunities will be very radical when an actor expects to optimize the capacity of his actions to influence other elements. Various speculations from minority groups to the voice of environmental elements over the transfer of the national capital are purely based on an oligarchic profit-sharing project. This skeptical assumption overshadows the fact that the development transformation synergy is fraught with risks for the possibilities that will occur. Especially regarding investment-motivated funding for the state capital project, it will confront the role of bureaucrats in a metaphorical setting in the growth of national economic capacity. It is claimed that the megaproject will participate in mobilizing supporting resources that cannot be separated from the comparison of science and technology development.

The use of GIS applications by architecture students is unusual, even though GIS has many tools to assist students’ projects, in this case, selecting and determining project site location plans for their final project. This study used the GIS application to determine the right location for a solar power plant project or a solar energy farm on Java Island, Indonesia. By determining what the suitable criteria for this project location are, there are 1). Ground Elevation, 2). The Sun Direction, 3). Ground Slope, and 4). Maximum Radiation. Those multiple criteria are used as determining factors with the Weight Overlay function in the GIS application. Overlaying all data and criteria maps will produce a final map that can be used as a reference for final decision-making. We can make our own rules to determine which places are the most appropriate by adjusting the weighting value per criteria. By using the GIS application and adjusting it to the regulatory conditions of the student’s project, it is clear that this application will significantly assist students in selecting and determining project locations in their Final Project.
