Gununganyar Reservoir in Tuban Regency is one of the reservoirs used as a source of livelihood for the local community. However, further development and utilization of Gununganyar Reservoir have yet to be undertaken. The development of a small-scale floating Photovoltaic Solar Power Plant (floating solar panels) at Gununganyar Reservoir, aimed at providing an alternative and renewable energy source for operating raw water pumps and for supporting the Gununganyar Nature Tourism (WAG) initiative, constitutes an innovative and strategic effort to enhance energy efficiency and environmental sustainability in rural areas. This study focuses on the design and performance assessment of a floating solar panel system constructed with processed bamboo as an alternative floating material replacing HDPE, while integrating local wisdom and environmental conservation principles to minimize the reservoir’s carbon footprint. The methodology employs a simple quantitative approach combined with a literature review of relevant studies. Based on the analysis, the design of this small-scale floating solar panel system utilizes a 170 Wp off-grid solar module mounted at a tilt angle of approximately 7,1°, capable of generating a peak power output exceeding 2,962 kWp and supported by a battery capacity of  328,33 Ah. The implementation of these floating solar panels is expected to serve as a model for reservoir development by promoting energy self-sufficiency, stimulating local economic growth, and contributing to the achievement of net zero emissions by 2060.

Background: Hand grip strength is an essential indicator of physical capacity and nutritional status that can identify obesity risk. Adipose tissue accumulation in central obesity contributes to decreased hand grip strength quality through impaired muscle force transmission. Previous studies showed inconsistent results regarding the relationship between waist circumference and hand grip strength, especially in populations with high physical activity. Objective: To analyze the relationship between waist circumference and hand grip strength in male construction workers with high physical activity in Medan City. Methods: This descriptive-analytic study with cross-sectional design involved 100 male construction workers aged 30-39 years selected using purposive sampling technique. Waist circumference was measured using measuring tape, while hand grip strength was measured using handgrip dynamometer. Data analysis used Chi-Square test with significance level α=0.05. Results: The majority of respondents had normal waist circumference (64%) with mode 70 cm and normal grip strength category (53%) with mode 41.7 kg. Chi-Square test showed significant relationship between waist circumference and hand grip strength (p=0.039). Conclusion: There is a significant relationship between waist circumference and hand grip strength in construction workers. High physical activity does not completely prevent central obesity, therefore nutritional management and health education programs are needed for optimization of body composition and muscle functional capacity.

This article examines how meritocracy is institutionalized within the public administration systems of Indonesia and Singapore and how it affects public service quality. Using a descriptive–comparative library research design, the analysis focuses on four dimensions: bureaucratic structure, governing system and political influence, administrative reform and merit mechanisms, and implications for service delivery. The findings indicate that Indonesia’s bureaucracy remains highly hierarchical and decentralized, creating uneven institutional capacity and allowing electoral–political dynamics to influence appointments and rotations, which weakens consistent merit implementation. In contrast, Singapore operates a streamlined and centrally coordinated bureaucracy supported by high political stability, rigorous competency-based recruitment and promotion, transparent performance management, and competitive remuneration, enabling merit principles to be applied more consistently. These differences translate into more uniform and efficient public services in Singapore, while Indonesia continues to experience variability across regions and sectors. Strengthening merit enforcement, oversight, and professional culture is therefore crucial to improve the effectiveness and equity of public services in Indonesia.

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in Indonesia's economy with a contribution of more than 60 percent to the Gross Domestic Product and the absorption of 97 percent of the national workforce, but their participation in international trade is still low with only 14 percent involved in export activities. This research aims to analyze the challenges and opportunities faced by MSMEs in accessing the global market and identify adaptation strategies developed by entrepreneurs. A qualitative method with a phenomenological approach was applied through in-depth interviews with 18 export-oriented MSME owners and managers in East Java who were selected by purposive sampling. Thematic analysis using ATLAS.ti revealed seven main challenges including limited access to capital, complexity of export regulations, constraints on production capacity and quality consistency, language and cross-cultural communication barriers, lack of international market information, logistics infrastructure problems, and intensive competition. On the other hand, four strategic opportunities were identified, namely increasing demand for sustainable authentic products, accelerating digitalization and e-commerce, utilizing free trade agreements, and ethical consumerism trends. MSMEs develop effective adaptation strategies in the form of strategic collaboration, product differentiation with  premium positioning, the use of digital technology, and a focus on  specific market niches. The research emphasizes that the successful internationalization of MSMEs requires a holistic approach integrating internal capacity building with the support of a conducive external ecosystem.

The legal relationship between doctors and patients is essentially based on an obligation of effort (inspanningverbintenis), rather than an obligation of result (resultaatverbintenis). In practice, however, dissatisfaction with the outcomes of medical services often leads to criminal reports alleging medical negligence, which implies the criminalization of healthcare professionals. On the other hand, Law Number 17 of 2023 concerning Health and the Regulation of the National Police of the Republic of Indonesia Number 8 of 2021 provide broader opportunities for the application of restorative justice in resolving criminal cases, including medical negligence. This research aims to analyze the criteria for applying restorative justice in medical negligence cases at the investigation level, examine resolution patterns oriented toward recovery and justice for all parties, and identify the obstacles faced by investigators in implementing this mechanism. The research method used is normative legal research with a statutory approach and a conceptual approach, conducted through a review of legislation, legal doctrines, and expert opinions in the fields of health law and criminal law. The results indicate that the application of restorative justice in medical negligence cases can, in principle, be carried out as long as it meets the formal and material requirements as regulated in Police Regulation No. 8 of 2021, and aligns with the restorative resolution paradigm promoted by Law No. 17 of 2023 concerning Health. Resolution patterns oriented toward mediation, reconciliation, and reparation are considered more capable of achieving substantive justice for victims while providing protection for medical personnel who lack mens rea. Nevertheless, the implementation of restorative justice at the investigation level still faces various obstacles, including subjectivity in determining compensation, differing understandings among law enforcement officers regarding the boundary between professional error and criminal offense, disagreement between parties, and the pressure of public opinion and social media. Therefore, it is necessary to strengthen regulations, increase the capacity of investigators, and harmonize understanding among stakeholders to optimize the application of restorative justice in medical negligence cases.

This research evaluates the effectiveness of human capital development policies in Indonesia within the education and health sectors during the periods of 2015–2019 and 2020–2024. The analysis focuses on strategic programs implemented by the Ministry of Education and Culture and the Ministry of Health by comparing planned targets with the realization of performance indicators as stated in the Strategic Plan (Renstra) documents. The study employs a qualitative evaluative approach supported by descriptive quantitative data derived from official planning and performance reports. The findings indicate that during the 2015–2019 period, programs emphasizing the expansion of basic education and health services were relatively effective in increasing participation rates and improving equitable access. In contrast, programs aimed at enhancing the quality of human resources, particularly teacher development and institutional capacity building, showed lower levels of effectiveness due to weak performance measurement systems and inconsistent data reporting. During the 2020–2024 period, the effectiveness of most education and health programs declined significantly as a result of external shocks caused by the COVID-19 pandemic. However, health programs with strong financial protection mechanisms, such as the National Health Insurance (JKN), demonstrated greater resilience compared to other programs. The study concludes that the effectiveness of human capital development policies is strongly influenced by the clarity of performance indicators, consistency in program implementation, institutional capacity, and the ability of policies to adapt to external disruptions.

Radicalism and terrorism pose serious threats to national security and social order in Indonesia. In response, the state implements deradicalization policies that emphasize not only repressive measures but also preventive and rehabilitative approaches. Nevertheless, these policies require critical constitutional review to ensure their conformity with the rule of law and the protection of human rights. This study aims to analyze the constitutional foundations, the framework of positive legal regulations, and the challenges in implementing deradicalization policies in Indonesia. The research employs a normative juridical method with statutory and conceptual approaches, using library research on primary, secondary, and tertiary legal materials. The findings indicate that deradicalization policies are supported by a strong constitutional basis under the 1945 Constitution of the Republic of Indonesia, particularly regarding the state’s obligation to protect citizens and guarantee the right to security. However, their implementation remains constrained by regulatory disharmony, weak inter-agency coordination, limited institutional capacity, and socio-cultural challenges within society. Therefore, strengthening institutional synergy, adopting more contextual and humane approaches, and improving regulatory frameworks are essential to ensure the effectiveness and sustainability of deradicalization policies.

Company value is an important indicator that reflects company performance and investor perceptions of future business prospects and sustainability. Various strategic decisions made by management, such as capital intensity management, investment decisions, and tax aggressiveness policies, play a significant role in shaping company value. This study aims to examine and analyze the effect of capital intensity, investment decisions, and tax aggressiveness on company value through a literature review approach. The method used is a literature review by examining various relevant national and international scientific articles obtained from academic databases such as Google Scholar, Publish or Perish, and SINTA. The results of the study show that capital intensity has a positive effect on company value because it reflects long-term production capacity and operational efficiency. Investment decisions have also been proven to have a positive effect on company value because they signal management's optimism about future growth prospects. Meanwhile, tax aggressiveness can increase company value through tax savings and increased cash flow, but it has the potential to cause reputational and governance risks if done excessively. Overall, the reviewed literature shows that these three variables have an impact on company value, with the caveat that optimal and transparent management is necessary. This study is expected to serve as a reference for further research and as a consideration for company management and investors in making strategic decisions.

Community service with the theme of Socialization and Education of Legal Products for MSME and Creative Economy Actors in Temberan Village, Pangkalpinang City, is based on field conditions, where many MSME actors in the region do not have legal legality for the businesses they run and lack basic knowledge regarding product packaging and brand creation that have high marketability. As a result, their businesses are not developing to strengthen the creative economy and enhance the capacity of actors. The model used in this program is a direct dialogue method with the MSME actors. The discussion results showed that of the 26 participants, only 1 MSME actor had received guidance and had an NIB (Business Identification Number), but lacked a halal certificate and patent rights for their product brands. The other 25 participants were briefed for the first time regarding the importance of legal legitimacy for their business. Therefore, it can be concluded that these 25 MSME actors do not have legal legitimacy for their businesses. The team provided assistance to help register their businesses by collaborating with relevant agencies. Regarding product branding, it was found that all participants had not optimized their product branding, as most MSME actors in Temberan Village packaged their products simply without attractive branding, packaging, colors, or packaging materials. Many even used plastic wrapping without a brand. The team intervened intensively by providing further assistance to MSME actors in Temberan Village, utilizing information and communication technology to help determine product brands for those without one and to select packaging materials that follow current trends, shapes, colors, and materials to make the product more attractive and increase branding and consumer interest.
