Digital transformation of government through the implementation of e-government has become a strategic agenda in bureaucratic reform in Indonesia. Local governments play a crucial role as a bridge between national policies and village governance practices. This article analyzes the implementation of e-government by the Batang Regency Government in support of village governance. This research uses a qualitative approach and a policy analysis method, based on literature reviews and official documents, including regional regulations, SPBE policies, and relevant institutional reports. The analysis was conducted using a theoretical framework of public policy implementation and the principles of good governance. The analysis results indicate that the Batang Regency Government has a relatively adequate e-government regulatory and institutional framework, but its implementation at the village level still faces challenges, including gaps in apparatus capacity, variations in village digital readiness, and suboptimal cross-organizational coordination. This article concludes that strengthening the role of local governments as facilitators, coaches, and coordinators of digital policies is key to the successful implementation of village e-government. These findings provide theoretical contributions to e-government studies and policy implementation, as well as practical implications for formulating local government digital policies.

This study aims to analyze the readiness of the digital bureaucracy in transforming public services in Sorong City, focusing on the capacity and digital literacy of the State Civil Apparatus (ASN). The research uses a mixed-methods approach with a sequential explanatory design, in which quantitative data are collected through questionnaires and analyzed descriptively and correlatively, and then deepened with qualitative data through in-depth interviews. The study's results show that the Sorong City Government's digital bureaucracy is in the early stages of implementation and has not been optimal. ASN capacity and ASN digital literacy are positively related to the readiness of the digital bureaucracy, but they remain at a sufficient, fundamental level. The transformation of digital public services has increased the efficiency of certain services. However, this improvement has not been evenly distributed due to limited human resources, system integration challenges, and a bureaucratic work culture. The study's implications emphasize the importance of strengthening civil servants' capacity and digital literacy as a prerequisite for the successful transformation of digital public services. The limitation of this study is in use of correlation analysis, which does not explain causal relationships. Further research is recommended to use a more comprehensive analytical approach and expand the scope of the research area.

This study aims to analyze the relationship between public policy paradoxes, healthcare service quality, access to and continuity of postnatal care, and maternal mortality in Pekalongan Regency. A mixed-methods approach with a sequential explanatory design was employed, involving 30 respondents for quantitative analysis using Spearman correlation tests and 5 key informants for in-depth interviews. The results indicate that policy paradoxes are strongly correlated with service quality and with access and continuity of care. Service quality also shows a robust correlation with access and continuity. All variables are significantly associated with maternal mortality, with access and continuity of care demonstrating the strongest correlation. Qualitative findings reveal implementation gaps in Ministry of Health Regulation No. 21 of 2021, where postnatal visits are often conducted only 2–3 times instead of the mandated four visits, with 10 out of 13 maternal deaths occurring during the postnatal period. The persistence of maternal mortality is attributed to inconsistent implementation of standard operating procedures, high workload, and socio-cultural factors. The study highlights the need to strengthen supervision, enhance human resource capacity, and promote cross-sectoral collaboration to optimize postnatal care services.

This community service activity was motivated by the limited capacity of village officials in providing government administration services, particularly in managing correspondence, archiving documents, and implementing standard operating procedures for services. This condition has resulted in the suboptimal quality of public services at the village level. The objective of this activity was to improve the capacity and competence of village officials in providing village government administration services to be more effective, efficient, and accountable. The method used was a participatory approach through the stages of problem identification, joint planning, regulation socialization, technical training, service simulations, and implementation assistance. The subjects of the activity were officials from Kadur Village, North Rupat District, Bengkalis Regency. The results of the activity showed an increase in the officials' understanding and skills in administrative management, the development of a more standardized administrative document format, and a growing collective awareness of the importance of orderly administration as part of good governance. In addition, internal leadership initiatives emerged that encouraged sustainable change within the village government environment. Overall, this activity had a positive impact on improving the quality of village administration services and was the first step towards a more professional transformation of village governance.

This study aims to analyze bureaucratic transformation and public service innovation in the dynamics of the administrative capacity of the Dili City government, specifically at the Cristo Rei District Office, in realizing responsive, accountable, and quality public services. The research approach employed a mixed methods approach, collecting quantitative data through questionnaires from 12 respondents and qualitative data through in-depth interviews with four key informants: Fernando Araujo (District Head), Marciana de Jesus Soares (Head of Administration and Finance), Jose Sarmento (Head of Program Planning), and Ernesto Mendonça (Head of Public Relations). Statistical analysis showed that institutional capacity had a very strong influence on public accountability (r = 0.806; p = 0.002), while bureaucratic responsiveness had a very strong influence on the quality of public services (r = 0.727; p = 0.007). The interviews revealed concrete practices of bureaucratic transformation, such as effective internal coordination, orderly administrative procedures, one-stop service, and responsiveness to citizen needs. This study indicates that institutional capacity and bureaucratic responsiveness are the dominant factors in improving service quality, while formal accountability needs to be made more open and participatory. The findings support the Theory of Administrative Capacity and the New Public Service, and offer recommendations to strengthen participatory mechanisms and make performance evaluation more transparent.

This study aims to analyze and design the electrical installation requirements for a prototype residential building with dimensions of 11 × 19 meters. The research applies a technical calculation approach based on lighting standards, air conditioning capacity estimation, load analysis, and electrical protection planning. Lighting requirements were determined using the lumen method by considering room area, illumination standards, coefficient of utilization, and light loss factor. Air conditioning capacity was calculated based on room area and standard cooling load values in BTU/hr. Furthermore, total electrical loads were analyzed to determine installed capacity, nominal current, Miniature Circuit Breaker (MCB) ratings, and appropriate cable cross-sectional areas with safety factors applied. The results indicate that proper load grouping, appropriate MCB selection, and correct cable sizing significantly enhance system safety and reliability. The study provides a systematic planning model for residential electrical installations that meets safety, efficiency, and technical standards, and can serve as a reference for similar residential building designs.

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in economic development; however, their competitiveness is often constrained by weak branding and limited digital marketing capabilities. This community engagement program aimed to strengthen brand identity and digital capacity of the “Pukle” catfish cracker MSME in Karangsuwung Village, Cirebon Regency, through an integrated branding and sharia-based digital marketing approach. A participatory–collaborative method was employed, consisting of needs assessment, Workshops, technical mentoring, and monitoring and evaluation. The interventions included the development of brand identity elements (logo, tagline, and visual guidelines), improvement of informative packaging, activation and optimization of WhatsApp Business, and utilization of TikTok Shop as a social commerce channel. In addition, a standard operating procedure for sharia-compliant digital content based on the principles of shiddiq (truthfulness), amanah (trustworthiness), fathanah (competence), and tabligh (communicativeness) was formulated to enhance consumer trust. The results indicate improvements in product professionalism, digital channel management, content consistency, and customer interaction. The integration of branding and sharia digital marketing proved relevant in building differentiation, expanding market access, and strengthening long-term business reputation. The program highlights that MSME digital transformation requires capacity building, continuous mentoring, and ethical value integration to ensure sustainable competitiveness.

This study evaluates the implementation of spot-check testing for road preservation works in Manado City, specifically on the Kairagi–Mapanget segment, the Manado City–Wori boundary, and the Liwas Terminal Access Road, to identify existing problems and assess the effectiveness of engineering-based mitigation efforts. The objective is to examine construction quality compliance with technical specifications and identify operational challenges encountered on site. The methodology encompasses the measurement of asphalt layer thickness and density via a core drill, the examination of contract documents, the analysis of laboratory test results, and the execution of field observations. The findings show that most samples meet the required standards, although several locations require corrective action. Challenges arise from weather conditions, heavy traffic, equipment limitations, and the need for adaptation to updated technical regulations. Operational mitigation strategies, staff training, the use of core drill technology, and digital documentation were found to enhance accuracy and efficiency in evaluation. The research demonstrates the value of stakeholder collaboration and capacity building in supporting quality control for road preservation works. A multidimensional approach is effective in resolving technical and operational complexities in urban road projects.

Delayed loan repayment by members is one of the main risks that can affect the financial stability of savings and loan cooperatives. This study aims to analyze the risk of delayed loan repayment by members and its implications for financial stability at KSP CU Bahtera Sejahtera. The study employed a descriptive qualitative approach with data collected through observation, interviews, and documentation. The data consisted of primary data obtained from cooperative management and staff, as well as secondary data in the form of financial reports and non-performing loan data for the period 2022–2024. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that delayed loan repayment is influenced by members’ repayment capacity, weaknesses in credit monitoring, and unstable economic conditions of members. These conditions have an impact on cash flow, liquidity, and the overall financial health of the cooperative. The study highlights the importance of applying prudential principles in credit provision, strengthening credit monitoring systems, and utilizing non-performing loan data as a basis for risk management to maintain sustainable financial stability

 Non perfoming Loans are one of the main risks faced by savings and loan cooperatives and can impacts the financial stability as well as the sustainability of the cooperativ, s operations. this study aims to analyze strategies for handing non-performing loans based on the concepts of credit risk manajement at KSP Kopdit Tuke Jung Deru Dede Branch. This reserch use a qualitative approach with data collection methods through observation, interviews, and documentation. The data analyzed include non-performing loan data for the period 2022-2024 as well as interview results with the cooperative management. The data analys technique is carried out qualitatively and descriptively by linking field finding to findings to the concept of credit risk manajement, which includes risk identification, measurement, and control. The research result indicate that the increase in non-performing loans is influenced by internal factors such as suboptimal credit supervision, as well as exernal factors such as a decline in income and weak manajerial capacity of member businesses. The strategies for handling non-perfoming loans implemented by KSP Kopdit Tuke Jung include rescheduling, reconditioning, and restructuring. The implemention of these strategies is considered quite effective in helping members fulfil their credit obligations and reducing the cooperative, s risk of losses. Although strengthening credit analysis and post-credit supervision is still needed. This study is expected to serve as an evaluation material and reference for credit unions in improving sustainable risk manajement.

Tawiri Village, Teluk Ambon District, possesses non-timber forest product (NTFP) potential, including patchouli (Pogostemon cablin Benth.) as a high-value essential oil producer. Patchouli cultivation development faces limitations in farmers' capacity regarding technical cultivation, post-harvest handling, and product downstream processing. This community service activity aims to enhance the Citra Aroma Forest Farmer Group (KTH) capacity in sustainable patchouli cultivation. Activities were conducted from September to November 2025 using a participatory knowledge transfer approach based on the Knowledge Transfer Framework, encompassing awareness, acquisition, application, and knowledge utilization-evaluation stages. Implementation included socialization, technical training, field demonstrations, and cultivation mentoring. Results demonstrate increased knowledge and skills among KTH members in seedling selection, land preparation, planting techniques, and patchouli maintenance. The main output is a Pocket Book on Sustainable Patchouli Cultivation SOP integrating scientific knowledge with local practices. This activity contributes to strengthening farmer group institutional capacity, developing NTFP-based entrepreneurship, and supporting the achievement of SDGs 1 and SDGs 8.

This community service initiative aims to enhance the managerial capacity and digitalization skills of MSME owners in Mencirim Village, East Binjai. Initial observations revealed five structural issues: weak financial record-keeping, conventional marketing strategies, minimal use of social media for promotion, lack of brand identity, and limited understanding of pricing strategy. The methodology employed a Participatory Action Approach (PAA), encompassing needs identification, structured training, practical workshops, and six weeks of intensive mentoring for 25 MSME participants. Results indicate a substantial increase across all measured indicators: 84% of participants implemented simple bookkeeping, 76% actively used social media for promotion, 72% developed brand identities, and 80% demonstrated improved pricing strategies all surpassing the established targets. Wilcoxon Signed-Rank Test confirmed statistical significance (p < 0.05). The program also fostered entrepreneurial mindset shifts, the formation of local business networks, and the emergence of community-based local leaders. Continuous mentoring and cross-stakeholder collaboration are recommended to sustain long-term economic impact.

This study aims to analyze the investigation process involving children as perpetrators of trafficking in persons at the Women and Children Protection Unit (PPA) of Bukittinggi Police Resort and to assess the forms of legal protection provided at each stage of the examination. This research applies an empirical juridical approach by combining literature review and field research through interviews with investigators and related parties. The findings indicate that the investigation process has been conducted in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, while upholding the principle of the best interests of the child. Legal protection is implemented through legal assistance, closed hearings, limited detention periods, and coordination with relevant institutions to support the child’s recovery and rehabilitation. However, several obstacles remain, including the limited number of investigators, restricted investigation timeframes, and difficulties in presenting witnesses. This study concludes that legal protection for children involved as perpetrators of trafficking in persons has been carried out in line with normative regulations, yet it requires strengthened institutional capacity and inter-agency coordination to ensure more effective implementation.

Smoking is the activity of smoking smoke from the burning of tobacco in cigarettes, one end of the cigarette is burned and the smoke can be smoked through the mouth on the other end. If the amount or form of hemoglobin is abnormal, red blood cells cannot function properly in transporting oxygen and carbon dioxide. This can trigger various health problems, including anemia. From the results of this study, we can see that the average value or mean value of hemoglobin levels is 12.5 g/dL, the median value is 12.9 g/dL, the minimum value is 11.9 g/dL, and the maximum value is 16.2 g/dL. The results showed that most of the respondents had hemoglobin levels within normal limits. In detail, hemoglobin levels in the normal category were 23 respondents, low category was 1 respondent, and high category was 1 respondent. This shows that the majority of active smokers in Market VI of North Binjai Village still have normal hemoglobin levels, although smoking has the potential to affect oxygen transport capacity in the long term and increase the risk of health problems if it continues continuously.

MICE tourism (Meetings, Incentives, Conferences, Exhibitions) is a sub-sector with high economic value and a unique capacity to play a diplomatic role through interaction between international actors. At the regional level, the ASEAN (Association of Southeast Asian Nations) Summit (Summit) has been used by Indonesia not only for economic purposes, but also as an arena for public diplomacy and soft power development. This article examines how the ASEAN Summit (especially the series of ASEAN 2023 activities spread across several locations including Labuan Bajo, Yogyakarta, and Jakarta) shows the function of MICE as a soft power instrument in Indonesian tourism diplomacy. By combining a literature review on soft power and tourism diplomacy, an analysis of official documents, MICE industry reports, and a case study of the 2023 ASEAN Summit, this paper identifies the mechanisms of influence, determinants of effectiveness, economic and reputational impact, and policy challenges. The results show that the ASEAN Summit provides a great opportunity for nation branding and international public engagement, but its effectiveness depends on policy synergy, MICE infrastructure readiness, image management, and post-event strategies to turn temporary exposure into long-term benefits.

The rapid development of digital technology has brought significant changes to social life, particularly among university students as an educated group and agents of change. On the one hand, digital spaces provide opportunities for freedom of expression and public participation; on the other hand, they also present various challenges related to Human Rights (HR), such as privacy violations, the spread of hate speech, disinformation, and cyberbullying. These conditions highlight the importance of strengthening students’ capacity to ensure they possess adequate understanding and awareness of human rights values in the digital era. This community service article aims to enhance students’ human rights awareness through capacity-building activities conducted within the university environment. The service method was implemented through educational activities in the form of seminars, material presentations, and interactive discussions addressing fundamental human rights concepts, digital ethics, privacy protection, and responsible freedom of expression.The results of the activities indicate an increase in students’ understanding and awareness of human rights issues in the digital era, as well as the development of more critical and ethical attitudes in utilizing digital spaces. This initiative also strengthened the synergy between higher education institutions and the government in promoting human rights awareness among students. Overall, this community service activity makes a positive contribution to strengthening students’ capacity to face human rights challenges in the digital era.

Pyrolysis is a biomass conversion method into fuel through heating at high temperatures under oxygen-limited conditions. The main factors influencing the pyrolysis process include temperature, residence time, pressure, particle size, reactor design, and the type of pyrolysis employed. This study aims to design an auger-type fast pyrolysis system based on previous research. The design and modeling of the fast pyrolysis equipment were carried out using Autodesk Inventor 2021 software. Based on the calculation and design results, a fast pyrolysis reactor with a multi-stage configuration and a capacity of 5.2 kg was developed. The system consists of a three-stage reactor made of Stainless Steel 304. The reactor is equipped with a screw conveyor for material transport, which is driven by an electric motor. Biomass heating inside the reactor is provided by a clamp heater with an electrical power requirement of 611 W, while biomass cooling is performed using a condenser with a cooling water capacity of 15.586 liters. Based on the structural simulation results, the maximum von Mises stress obtained was 35.4 MPa, the maximum displacement was 0.0528 mm, and the safety factor was 6.07 under loading conditions including an internal reactor pressure of 0.32 MPa, a torsional moment of 1,130 kg·mm, and an operating temperature of 700 °C. These values are within the allowable limits of the material, indicating that the designed reactor is structurally safe and feasible for use.

Environmental pollution and degradation remain serious issues in Indonesia, causing significant impacts on ecosystems and the social life of communities. One of the fundamental principles in environmental law aimed at ensuring ecological restoration is the Polluter Pays Principle (PPP), which obliges polluters to bear all costs arising from environmental pollution or damage caused by their activities. This study aims to analyze the effectiveness of enforcing the Polluter Pays Principle as a mechanism for ecological restoration in resolving environmental disputes in Indonesia. The research employs a normative legal research method using statutory and conceptual approaches. The findings indicate that although the Polluter Pays Principle has been normatively adopted in Law Number 32 of 2009 on Environmental Protection and Management, its implementation in practice remains suboptimal. Major obstacles include weak law enforcement, power imbalances between business actors and affected communities, lack of transparency in the use of compensation funds, and limited public participation in environmental restoration processes. Therefore, strengthening regulatory frameworks, enhancing the capacity of law enforcement institutions, and adopting a restorative justice approach are necessary to ensure that the Polluter Pays Principle functions effectively in achieving ecological restoration and environmental justice in Indonesia.

Semarang City is an urban area with a high vulnerability to flooding. Based on data from the Semarang City Regional Disaster Management Agency, in 2022 there were 133 flood events with extreme rainfall reaching 200 mm per day. Kota Lama Semarang is a historical tourist destination with high heritage value, but this area often faces flooding challenges, especially around the Tawang Polder Area with inundation reaching 30-100 cm. This condition is triggered by an existing drainage system that is not optimal due to limited channel capacity and blockages caused by sedimentation. The purpose of this study is to develop the SEMAR-SUDs smart drainage system innovation. The writing method was carried out through literature studies, hydrometeorological data reviews, and descriptive-quantitative analyses, which formed the basis for the design and implementation of the innovation. SEMAR-SUDs (Semarang-Sustainable Urban Drainage Systems) concept is an integrative solution that combines three main elements Debris Separate Baffle Boxes (DSBB) as a technology for separating waste and sediment, ArborFlow technology based on ecodrainage that optimizes rainwater retention and distribution and Self Closing Flood Barriers that work automatically to protect critical areas. The implementation of SEMAR-SUDs can be a solution model in increasing flood disaster resilience in the city of Semarang while supporting the realization of SDGs 9 (sustainable infrastructure development), SDGs 11 (resilient and sustainable cities), and SDGs 13 (climate action). The SEMAR-SUDs innovation is highly suitable for implementation in Semarang City to mitigate flooding and realize a smart, adaptive, and sustainable drainage system infrastructure.

The stability of disposal slopes is a critical aspect of open-pit mining operations because it directly affects operational safety and the continuity of overburden dumping activities. Disposal areas composed of overburden materials generally exhibit heterogeneous characteristics, particularly when soft materials such as mud are present, which can significantly reduce slope stability. Therefore, a comprehensive slope stability evaluation is required prior to further disposal development. This study aims to assess the stability condition of a disposal slope under initial conditions, evaluate the influence of material conditions, and analyze the effectiveness of counterweight application in improving both the safety factor and disposal capacity. The research methodology involved the collection of primary and secondary data, including slope geometry, lithological conditions, and the physical and mechanical properties of disposal materials obtained from laboratory testing and company technical data. Slope stability analysis was performed using the limit equilibrium method with the assistance of geotechnical software, taking into account groundwater conditions and operational loading. The analysis results indicate that the initial disposal condition yielded a safety factor of 0.718, indicating an unstable slope condition. After simulating the removal of mud material, the safety factor increased to 0.907 but remained below acceptable stability criteria. The application of a counterweight significantly improved slope stability, resulting in a safety factor of 1.498. Further optimization through slope geometry redesign produced a final safety factor of 1.101, which satisfies the requirements stipulated in KEPMEN ESDM No. 1827 K/30/MEM/2018. Additionally, the redesign increased the disposal capacity from 119,507,864.23 LCM to 119,682,378.22 LCM, representing an increase of 174,513.99 LCM. These results demonstrate that counterweight application combined with geometric optimization is effective in enhancing both slope stability and disposal capacity.
