This study aims to find out and analyze the legal basis for considering the regulation of fine sanctions of Kupang Mayor Regulation Number 7 of 2013 concerning the health of mothers, infants and children under five and to find out and assess the effectiveness of the enforcement of Kupang Mayor Regulation Number 7 of 2013 concerning the Health of Mother, Infants and Children under five through the regulation of fine sanctions. This type of research is empirical normative research using interviews and data analysis methods that are carried out qualitatively. In this study, the author uses a type of empirical normative research or legal research that examines written law from the aspects of theory, history, philosophy, comparison, structure and composition, scope and material, general explanation of article by article, formality and binding force of a law but not binding aspects of its application or implementation. The results of the study show the legal basis for considering the regulation of fine sanctions in Kupang Mayor Regulation Number 7 of 2013 concerning the health of mothers, infants and children under five, because there are still incidents of childbirth outside health facilities in the working area of the Bakunase Health Center which can be at risk of maternal and infant mortality rates. This happens because there are still pregnant women who give birth at home because of impromptu childbirth so that childbirth does not occur in health facilities but outside health facilities or at home and childbirth is still helped by birth attendants. The risk of maternal and infant mortality can still occur. The effectiveness of the enforcement of Kupang Mayor Regulation Number 7 of 2013 concerning the Health of Mothers, Infants and Children Under Five through the regulation of fine sanctions in the working area of the Bakunase Health Center has been effective for health workers. For the public, there are still many who do not know about the Regulation of the Mayor of Kupang Number 7 of 2013 concerning the Health of Mothers, Babies and Children under five so that there are still incidents of childbirth outside health facilities and childbirth assisted by shamans. Knowledge about childbirth, attitudes and family support in this study also has an important role in determining mothers to have a safe delivery. It is suggested that new regional regulations need to be socialized to the community so that existing regulations can run effectively. An obedient society is also a basic thing so that regulations can run effectively.

This research aims to explore the use of information technology-based digital literacy in increasing awareness of data security and preventing cyber crime. The approach used is qualitative with descriptive analysis methods, which combine primary and secondary data. Primary data was obtained through in-depth interviews with information technology experts, digital literacy activists, the government, and the general public, coupled with observations of the implementation of digital literacy programs in several regions. Secondary data was obtained from official documents and reports related to digital literacy and cyber threats. The research results show that although understanding about the use of digital devices is quite widespread, awareness of the importance of protecting personal data is still low. Existing digital literacy programs tend to focus on basic skills in using technology, but do not include material on data security and cyber threats. The main obstacle in implementing digital literacy programs is limited resources and facilities in certain areas. In addition, even though educational efforts regarding cyber threats have been carried out, people still have difficulty understanding the right way to protect their data from cyber attacks. This research concludes that it is necessary to strengthen digital literacy programs that are more inclusive and in-depth, as well as increasing collaboration between the government, the private sector and educational institutions to increase public understanding regarding data security and preventing cyber crime.

This research aims to explain the management control of public street lighting (PJU) in Tanjungpinang City. PJU is an important element in creating safety and comfort for the community in economic, social and traffic activities. However, not all areas in Tanjungpinang have been covered by PJU facilities, and many PJUs are damaged. This research uses the control theory by T. Hani Handoko (2010) which consists of 1) Feedforward control, 2) Concurrent control, and 3) Feedback control. The research method used is qualitative with data collection techniques of observation, interview, and documentation. The results showed that PJU management control in Tanjungpinang City was not optimal. In feedforward control, there are obstacles such as the lack of community participation in PJU development planning. In concurrent control, coordination between the community, the Housing, Settlement Areas, Cleanliness and Parks Office, consultants, PLN, and contractors has not been optimal. While in feedback control, the lack of community participation in reporting damage and maintenance of PJU is only done based on reports or surveys with priority on protocol roads. Routine supervision is limited due to limited human resources, and response to public complaints is slow. This study concludes that the improvement of PJU management requires good planning and active community participation.

Increasing community literacy in environmental management is a strategic step to realize sustainable development. One practical approach that can be implemented is through community-based education. This article examines how local communities can become agents of change in increasing public awareness and understanding regarding environmental issues, such as waste management, natural resource conservation, and adaptation to climate change. Through a participatory approach, community-based education encourages direct community involvement in designing and implementing environmental programs that suit local needs. Case studies from various regions show that collaboration between communities, government, and the private sector can increase the effectiveness of educational programs and create long-term impacts. The work programs are processing organic and inorganic waste, processing agricultural land, planting trees, preventing dengue fever and making anti-mosquito spray, providing information related to Hoaxes and phishing link modes, and collecting data on MSMEs. Apart from that, there are also work programs regarding learning posts, introducing waste banks, making street signs, and creating village websites. The results obtained from this activity are an approach to the community through social activities carried out with residents and increasing community insight through the outreach and training programs provided. Apart from that, village facilities can be improved by creating street signs and village websites. It is hoped that the results of this study can become a practical guide in developing a sustainable community-based education model for environmental management.

Along with the population and economic growth of West Sumatra, especially in Padang Panjang City, West Padang Panjang District, the need for public facilities is urgently needed, one of which is the Padang Panjang market. In a project, planning and controlling costs and time is part of overall project management, especially at the implementation stage of the case study reviewed by researchers, namely the Padang Panjang market building construction project. In this research regarding time and cost control, the earned value method is one method that can monitor project performance in terms of time and cost. Which aims to determine project performance in terms of time and costs each week and predict the time and costs to complete the remaining work. So that we can get corrective actions to be taken next to progress the project. In this research, to obtain a basic basis for writing, secondary data collection is used as supporting data for the analysis of the results themselves. The analysis and discussion carried out were calculating the BCWS value, BCWP value and ACWP value in order to obtain the time variance value (SV), cost variance value (CV), calculating the productivity index, calculating project performance and calculating the estimated analysis of total project costs and completion time. The results of the research carried out are, the overall BCWS value of the Padang Panjang market project is IDR 96,213,315,046.3, for the BCWP value at the end of the 22nd week of review IDR 12,688,575,967, the ACWP value at the end of the 22nd week of review is IDR. 12,389,476,444.2 . As for the analysis results obtained from several existing indicators, the SPI value was 1.384 > 1, while the CPI was 1.003 > 1, which means that the project was accelerated in terms of schedule but incurred actual costs that were smaller than the work that had been carried out. The ETC value is IDR 84,134,151,328.9 and the EAC value is IDR 96,523,627,773.1, while the ECD value is 373 days for the project completion time.

Bureaucratic reform is a government effort to improve the performance of state apparatus to provide optimal service to the community. This study aims to analyze the implementation of bureaucratic reform policies on the performance of Civil Servants (PNS) at the Pare-Pare City Transportation Agency. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of the study indicate that the implementation of bureaucratic reform at the Pare-Pare City Transportation Agency has gone quite well, but there are still several obstacles such as limited human resources and supporting facilities and infrastructure. The bureaucratic reform policy has proven to have a positive effect on improving the performance of PNS in terms of productivity, service quality, responsiveness, responsibility, and accountability. Strong commitment from leaders and all employees is needed as well as adequate budget support to optimize the implementation of bureaucratic reform in the future.

This study aims to analyze the quality of public services at the Marusu Sub-district Office in Maros Regency. The research uses a qualitative method with data collection through interviews and observations. The informants consisted of the Sub-district Head and staff members at the sub-district office. The results show that, overall, the quality of service at the Marusu Sub-district Office demonstrates a strong commitment to meeting community needs. The services provided are perceived as good, particularly in terms of responsiveness and professionalism of the officers. However, there are several areas that need improvement, such as inadequate facilities, suboptimal infrastructure, and the need to strengthen human resources to deliver more efficient and effective services. Overall, despite some shortcomings, the quality of service at the Marusu Sub-district Office meets the service standards expected by the public, with potential for further improvement.

The National Health Insurance Program (JKN) organized by BPJS Health aims to improve access and quality of health services for all levels of Indonesian society. This research examines the effectiveness of the JKN program, with a focus on the use of the JKN mobile application, program implementation in health facilities, and factors that influence service quality. Based on case studies in several regions, the research results show that the JKN mobile application makes it easy for participants to access health-related services and information, although there are still obstacles such as a lack of public understanding of the application and technical problems. Apart from that, health services in hospitals and community health centers still face challenges such as a shortage of medical personnel, delays in services, and timeliness in administrative processes. Although the JKN program has expanded access to services, challenges in equal distribution of service quality and health resources still need to be overcome. Overall, the JKN program plays an important role in improving people's health and welfare, but improvements are needed in terms of community understanding, infrastructure and service efficiency to achieve more optimal and equitable health goals throughout Indonesia.

Posyandu provides various activities such as immunizations, health education, and monitoring children's growth and development, which facilitates community access to basic health services. Even though there is enthusiasm and positive benefits felt by the community, especially young mothers, the main challenge faced is the lack of public awareness. This research recommends improving facilities, cadre training, and support from the government and community to increase Posyandu participation and effectiveness.

Non-communicable diseases (NCDs) are currently still the leading cause of death at the global level resulting in around 41 million deaths each year or almost equal to 7 out of 10 deaths that occur worldwide. PROLANIS (Chronic Disease Management Program) is a health service system and proactive approach implemented in an integrated manner involving Participants, Health Facilities and BPJS Health insurance in the context of health maintenance for BPJS Health participants suffering from chronic diseases to achieve optimal quality of life with effective and efficient health service costs. The high incidence of hypertension and cholesterol and the lack of knowledge of the use of BPJS health and the prolanis program in Melebung Village, so that this is the main problem that occurs in Melebung Village. The purpose of the activity is to increase community insight and knowledge about the Chronic Disease Management Program (PROLANIS). In this case the service team will provide education and assistance to the community regarding the BPJS Program (PROLANIS) and Herbal Medicine as an effort to prevent disease. The location of this activity will be carried out in one of the neighborhoods in Pekanbaru City, namely the Melebung Village neighborhood. The goal is that after this community service is carried out, it can improve the degree of public health through the BPJS Program (PROLANIS) and also increase community knowledge in the neighborhood regarding the use of family medicinal plants (herbal medicine).

The Village Government has a very important function in managing all resources in the Village, one of which is the potential of the village market. The Village Market is a market built and managed by the Village Government with a place of business in the form of shops, stalls and tents or other similar names. Especially the Helanlangowuyo Village Government which is provided for traders. Based on Helanlangowuyo Village Regulation Number 6 of 2016 concerning Helanlangowuyo Village Finance Article 8 concerning the amount of village market retribution. The formulation of the problem in this study: (1) How is the Function of the Village Government in managing the Senadan Village Market to increase the original village income in Helanlangowuyo Village? (2) How does the contribution of the Senadan Village Market retribution to the original village income in Helanlangowuyo Village? (3) What are the inhibiting factors of the Village Government's Function in managing the Senadan Village Market to increase PADes in Helanlangowuyo Village? This type of research is empirical legal research which is a study of legal identification and legal effectiveness so that in its preparation, field research is carried out that utilizes data supported by primary data sources and secondary data. The results of the research and discussion show that: (1) In the management of the Senadan Village Market, the Helanlangowuyo Village Government faces challenges related to the status of the market land which is still a rental system and market facilities which are still very limited. (2) The contribution of market levies from 2021 to 2023 has decreased significantly, with the total contribution decreasing from IDR 3,275,250 in 2021 to IDR 3,027,750 in 2023. (3) The management of the Senadan Village Market faces obstacles in the form of a lack of clear regulations, low quality of human resources, lack of public awareness and inadequate conditions of facilities and infrastructure.

Health is a human right and one of the elements of human welfare that must be realized by the state, the 1945 Constitution of the Republic of Indonesia, Article 34 paragraph (3) emphasizes that the state is responsible for providing equitable and affordable health service facilities for the entire community. This study aims to determine and analyze the legal formulation of patient protection in medical practice, using the normative legal research method, namely through literature/legislation searches (statute approach) with types of data sources, secondary data supported by primary data. The descriptive research type is then analyzed and presented qualitatively. The high level of public awareness of the importance of health has made people increasingly aware and understand their rights as patients in order to obtain good health services from health workers and hospitals. The legal relationship between doctors and patients as regulated in Law No. 17 of 2023 concerning Health is a business agreement relationship (inspaning verbentenis), which gives rise to rights and obligations. The community/patients receiving medical practice services have the right to legal protection so that every mistake in carrying out the medical profession is a form of mistake/violation of the law that is worthy of being prosecuted/filed in court as a form of protection for patients, victims of medical malpractice.

Plastic is a non-organic waste that has uses, especially in daily activities. Plastic is widely used by traders to package food and others. The widespread use of plastic by the community and its indiscriminate disposal after use can lead to the accumulation of waste. The problem can be solved with the 3R strategy, namely Reduce, Reuse, and Recycle. Not all locations have facilities to dispose of waste. Nowadays, landfills are a necessity, so it is necessary to provide these facilities. The solution is to make ecobrick products because they can be made easily. This research aims to increase public awareness in Pamarayan Village, Jiput Sub-district, Pandeglang Regency, Banten Province regarding ecobrick products as an invitation to care for the environment in order to create a healthy environment. The method used was the observation method and the approach was training in ecobricking. The result is that the community can understand the importance of maintaining environmental cleanliness and health through proper waste sorting, and are able to make ecobrick products in the form of trash cans from bottle waste for personal or community use.

This research aims to understand the functions and duties of the Secretariat of the Regional People's Representative Council (DPRD) in assisting council members in carrying out their duties. According to the Mayor Regulation Number 34 of 2019, the Secretariat of the DPRD of Palangkaraya City consists of the following divisions: Secretary, General Affairs, Legislation Affairs, Sessions, Public Relations, and Budgeting and Supervision Facilities. Based on Law No. 32 of 2004 and Government Regulation No. 41 of 2007, the Secretariat of the DPRD is considered a "regional apparatus" that provides "administrative services" to the DPRD. This includes managing the DPRD's financial administration, supporting the duties and functions of the DPRD, and providing and coordinating the necessary experts for the DPRD. As explained earlier, the Secretariat of the DPRD plays a crucial and vital role in determining the effectiveness of the DPRD's services. Based on the research objectives outlined, the research method suitable for understanding the functions and duties of the Secretariat of the DPRD in assisting council members is a descriptive method with a qualitative approach. This approach will allow the researcher to describe and analyze the empirical reality in-depth regarding the role of the Secretariat of the DPRD.

This research examines the implementation of Electronic Traffic Law Enforcement (ETLE) as a technological innovation in traffic law enforcement in Tanjungpinang City. The main objectives of ETLE are to reduce traffic violations, eliminate extortion practices, and improve road safety. The method used in this research is normative juridical, with an approach to secondary data in the form of laws and regulations related to traffic and road transportation. The results showed that ETLE played an effective role in suppressing traffic violations, although there were still obstacles, such as lack of facilities and infrastructure, low public understanding, and technical obstacles in implementation. Factors driving the success of ETLE include legal substance, law enforcement, supporting facilities, community legal culture, and infrastructure readiness. To increase effectiveness, it is recommended that the socialization of ETLE procedures be improved, legal supervision be strengthened, and the scope of ETLE devices be expanded. This is expected to optimize traffic law enforcement and create a safer traffic environment in Tanjungpinang.

Changes in the health insurance system in Indonesia continue to evolve, one of which is implementing the Standard Inpatient Class (KRIS) policy as a replacement for the BPJS Health class system based on Presidential Regulation (Perpres) Number 59 of 2024. This policy is designed to unify healthcare classes to reduce disparities in healthcare access and quality in Indonesia. However, its implementation is faced with key challenges, including hospital infrastructure readiness, limited human resources, and criticism from various parties, including patients and healthcare providers. This study uses a qualitative approach with descriptive methods to review various policy documents, relevant literature, and legal and social perspectives related to policy implementation. The results show that although KRIS has the potential to reduce disparities in access to health services, its implementation requires more attention to the readiness of health facilities, strengthening management systems, and budget adjustments to support optimal operations. Furthermore, this policy requires the active involvement of the community and health workers in the evaluation and decision-making process so that the policy is more responsive to the real needs in the field. The theoretical approaches used, such as public policy theory and progressive law, highlight the importance of cooperation between the government, healthcare providers, and communities to ensure effective and equitable implementation of KRIS. This research suggests improving hospital infrastructure, continuous training for health workers, and strengthening a transparent monitoring system to ensure the success of this policy. This research is expected to make a positive contribution to the formulation of health policies that are more inclusive and sustainable and can serve as a reference in efforts to realize a more equitable and fair health service system for all Indonesians.

Every day we often hear pornographic news in the mass media, social media, TV, etc. Moreover, with the existence of Android phones, it is easy to access pornographic things, especially among teenagers. That is why there are many cases of fornication, rape due to the release of the consequences of what they watch. It is inevitable that this does not happen because it has been facilitated by cellphones for every teenager. Those who are not yet old enough to know about sex according to their age, make it too early to learn about sex. Teenagers spend more time with cellphones so that they forget to do their work because they are so engrossed. That is why, in this case, parents need to accompany their children in using gadgets so that they can be controlled later in using their Android phones. We hear and see day by day, cases of sexual harassment occur and are increasing regardless of the place whether it is at home, school, public facilities, even in places that are considered sacred. We can see when we watch TV, underage children are the victims of pornography. Not a few have to deal with the police and end up being looted. Pornographic acts are also clearly shown without wearing clothes. There is no longer a sense of shame and reluctance to show off one's body aura to the media for the sake of a morsel of food that must be risked. No thought is given to the negative impacts of all this. By watching freely, the morals of the young generation are damaged, of course the targets are children, teenagers who are still fragile in their stance. They are still easily tempted by things that smell of porn. Several years ago, the government blocked porn sites but the fact that we see is that there are still those who can access them. We do not know what caused why they can still be accessed easily. Is the government not serious enough in handling this problem? Or is it because of someone's skill in fiddling with how to find the site? We leave that question. Now the most important thing is to fortify ourselves with faith in God, for parents, accompany your children in using Android, provide positive activities at home, etc.

This study aims to analyze public service accountability at the Namlea Subdistrict Office, Buru Regency. The research method used is qualitative, with an in-depth interview approach to gather information regarding the ongoing service processes at the subdistrict office. The research findings indicate that although some aspects of public service at the Namlea Subdistrict Office are running well, there are still areas that require improvement. The reporting process is relatively transparent, but it is hindered by a limited number of staff, which affects the timeliness of report resolutions. Information retrieval also relies heavily on direct visits to the office, suggesting the need for the implementation of information technology to make public access easier and more efficient. Service performance evaluations are conducted regularly, but they are constrained by staff capacity, which is insufficient to handle the volume of reports. Staff control and guidance are carried out routinely, but some members of the public seek increased transparency in this process. Overall, despite several challenges such as limited human resources and facilities, the Namlea Subdistrict Office has shown commitment to improving service quality. However, to enhance accountability, improvements are needed in transparency, information access, as well as strengthening staff capacity and the use of more advanced technology.

This research aims to examine and analyze the work system implemented by the archives management section at the Batu Bara Regency Library Service. Archives are an important source of information to support the smooth running of administration and public services, so their management requires an efficient and organized system. This research uses a qualitative descriptive approach, with data collection through interviews, observation and documentation studies. The research results show that the archive management work system at the Batu Bara Regency Library Service still faces several obstacles, such as limited facilities and infrastructure, as well as a lack of human resources trained in the field of archive management. However, the archives management department attempts to overcome this problem by implementing a system that is in accordance with existing procedures. It is hoped that the results of this research can provide recommendations for improving the records management work system in related agencies, in order to increase efficiency and effectiveness in public services.
