The digitalization of healthcare services has emerged as a pivotal catalyst in modernizing Indonesia’s health system, delivering enhanced efficiency, accessibility, and integrated service quality. This study employs a qualitative literature review approach to explore the implementation of digital transformation strategies in hospitals, with a particular emphasis on ethical challenges and patient data security. The findings reveal that the adoption of technologies such as artificial intelligence, Internet of Things, and telemedicine accelerates service delivery and broadens medical outreach, especially in remote areas. Nevertheless, critical issues arise concerning the vulnerability of health data to breaches, misuse, and cyber threats, exacerbated by uneven digital infrastructure and limited technological literacy among healthcare professionals. Proposed strategies include strengthening data protection regulations, improving human resource capacity, and fostering cross-sectoral collaboration to establish a secure and ethical digital healthcare ecosystem. Through comprehensive management of these challenges, healthcare digitalization is expected to expedite the achievement of SDG 3 and bolster public trust in the national health system.

The purpose of this study is to determine the trends and developments in corporate tax avoidance studies using a mixed method approach. This method includes a quantitative approach in bibliographic analysis and literature review. Data were collected through searching national and international journals indexed in Emerald, Springer, and Scopus by referring to relevant publications. Data analysis includes: (1) mapping trends and developments in corporate tax avoidance research with Vosviewer software based on bibliographic studies; and (2) identifying trends and issues in corporate tax avoidance through literature review. The results of the Vosviewer analysis found five large groups with 40 main topics after selection. All topics are explained comprehensively through a literature review. This study provides a comprehensive picture of themes that are often studied in previous literature, thus becoming a reference for further research.

This research aims to analyze the implications of global political economy policies on women's empowerment in developing countries, especially in terms of access to economic resources, education, employment, and political participation. The research uses a literature review method by collecting and analyzing various academic references and relevant public policies to provide a comprehensive understanding of gender issues in the context of globalization. The results show that despite the existence of various affirmative policies such as women's quotas in parliament and economic programs for women, their implementation still faces various structural barriers, including patriarchal culture, limited resources, and low participation of women in decision-making. Other challenges include unequal access to education and training, and social stereotypes that hinder women's advancement. Proposed strategies include integrating gender analysis in policy formulation, increasing women's participation in strategic positions, strengthening regulations that protect women's rights, and gender-sensitive international cooperation. This research confirms the importance of a collaborative and sustainable approach involving various stakeholders to realize inclusive women's empowerment and real gender equality in developing countries.

Stunting is a type of long-term childhood malnutrition that is closely linked to socioeconomic conditions and poverty. The purpose of this study is to look at strategies to reduce stunting in Indonesia using a political economy approach. To achieve this goal, a literature review method was used. The results show that there are many factors that influence stunting, including health issues and inequalities in power distribution, resource allocation and social structure. Through specific interventions (such as the First 1000 Days of Life program) and sensitive interventions (such as the provision of clean water, sanitation, education, and social protection), poverty alleviation policies are essential to reduce the prevalence of stunting. However, decentralization, poor coordination between sectors, and lack of public awareness often hinder policy implementation. To tackle stunting sustainably, the political economy approach emphasizes the need for clear political alignment, strengthened institutional capacity, and cross-sectoral integration. The community service activity was carried out in Lima Puluh Subdistrict, Batu Bara Regency. The partner in this activity was the Regional Development Planning, Research, and Development Agency. The main problem faced by the partner is the absence of an official slaughterhouse building in Batu Bara Regency. Until now, only independently managed slaughterhouses owned by the community have been used as animal slaughtering facilities. However, these slaughterhouses can only accommodate a limited number of slaughters. Moreover, issues related to poor meat hygiene and cross-contamination during slaughtering and packaging processes for consumer distribution are still frequently encountered. The solution to this problem is to establish an official slaughterhouse in Batu Bara Regency that meets both administrative and technical requirements. The purpose of this activity is to provide understanding to the community and stakeholders regarding the utilization of an official slaughterhouse and the importance of having a standardized slaughterhouse. The expected outcomes of this community service activity are: (1) to increase public knowledge in Batu Bara Regency regarding the importance of RPH utilization, (2) to enhance awareness of providing meat that is Safe, Healthy, Whole, and Halal (ASUH), and (3) to provide recommendations to the local government regarding the planning and development of an official slaughterhouse.

This study aims to analyze the economic and social impacts within the environmental context on the sustainability of catfish farming in Basanah Village. Environmental issues such as water quality, land availability, and land-use changes have significantly affected aquaculture practices. Moreover, the social dynamics of the surrounding community, including patterns of cooperation, public perception of catfish farming, and economic impacts on farmers’ income and welfare, are central to the investigation. This research employs a descriptive qualitative approach through field observations, in-depth interviews, and documentation involving local farmers, community leaders, and relevant stakeholders. The findings reveal that economic aspects, such as production cost efficiency and income improvement, are highly dependent on stable environmental conditions and strong social support. Conversely, environmental degradation and weak social participation hinder business development. Therefore, participatory-based policies integrating sustainable environmental management with the strengthening of local socioeconomic capacities are urgently needed. This study offers a significant contribution as a foundation for formulating empowerment strategies for environmentally and socially-based small-scale aquaculture enterprises at the village level.

Non-Civil Servant Government Employees (PPNPN) are a vital component in the operational activities of an organization. However, their performance management faces challenges in efficiency and standardization. This scientific paper examines the potential implementation of Google Sites as a platform for PPNPN performance management. The analysis focuses on the existing regulatory framework. The proposed model leverages the integration of Google Sites with Google Forms, Google Sheets, and other supporting applications provided by Google to digitize the performance management cycle, from planning, monitoring, and evaluation (based on indicators such as integrity, discipline, teamwork, communication, and service), to documentation and feedback. The main advantages of this platform include administrative efficiency, increased data transparency and accessibility, centralized data management, potential for consisten process, collaboration, and cost-effectiveness. Nevertheless, its implementation faces significant challenges related to the digital literacy gap among PPNPN with diverse roles, data security and privacy issues in the public sector, the need for robust change management, feature limitations compared to specialized HRIS systems, particularly in the Ministry of Finance where the research object's office is located, and the necessity for adequate supporting infrastructure. This research concludes that Google Sites offers a technically viable solution, but its success highly depends on the organizational and human resource readiness of both the HR managers and the PPNPN themselves.

Generation Z is recognized as a digital-native generation raised in an era of rapid technological and informational development. Despite their broad access to information, they face challenges in civic participation due to issues such as national identity crises and limited critical literacy. Civic Education (PKn) serves as a crucial strategy to foster civic engagement by instilling the values of democracy, social justice, and collective responsibility through active, contextual, and technology-based learning approaches. This article is a literature review that synthesizes research findings from 2020 to 2025 regarding the role of Civic Education in enhancing political, social, and digital participation among Generation Z in Indonesia. The findings indicate that the integration of social media, volunteer activities, and community-based citizenship projects facilitated by Civic Education can strengthen critical awareness and active public involvement. Thus, adaptive and participatory Civic Education proves relevant in reinforcing civic engagement in the digital age.

This study examines the impact of the SiPanjol Mobile application on tax compliance among trestaurant taxpayers in Mojokerto Regency. The digital tax payment service helps address common issues in manual systems, such as delayed reporting and lack of transparency. Using a qualitative descriptive approach, data were gathered through interviews and field observations. The findings indicate that the application simplifies reporting and payment processes while promoting voluntary compliance. Overall, SiPanjol Mobile contributes to a more accessible and transparent local tax system.

This study evaluates the Mobile Samsat Car Program in North Surabaya using the CIPP (Context, Input, Process, Product) model to assess the program's effectiveness in improving motor vehicle tax services. A qualitative method was applied, involving observation, interviews, and documentation analyzed descriptively. The context evaluation revealed that the program emerged due to the rising number of vehicles and limited public access to the main Samsat office. The input analysis showed limitations in human resources, operational vehicles, and service facilities, which hinder the delivery of inclusive public services. In the process aspect, the program showed commendable efforts in reaching the public, but coordination issues among agencies and lack of public outreach led to low participation. Regarding the product, the program has yet to significantly enhance taxpayer awareness and compliance. Overall, the CIPP evaluation indicates that while the Mobile Samsat Car Program is a relevant innovation responding to public needs, it still faces several implementation and outcome challenges. To optimize its impact, improvements are needed in resource availability, service processes, and public education strategies. With continuous development guided by evaluation findings, the program holds strong potential to offer effective, accessible, and efficient tax services across all social levels in Surabaya.

This research examines the implementation of the principle of openness in the examination of cases in civil court proceedings in Indonesia, focusing on two main issues: (1) how the principle of openness is regulated and applied in civil court practices, and (2) what key obstacles hinder the implementation of this openness. The purpose of the study is to provide an in-depth overview of the mechanisms for implementing the principle of openness in the civil judicial process and to identify inhibiting factors that need to be addressed promptly in order to make the judicial system more transparent and accountable. This study employs a normative juridical method with a statutory and conceptual approach. Data were obtained through literature review, including legislation, legal doctrines, and relevant court decisions, and analyzed using a descriptive-analytical method. The findings indicate that the principle of openness is well accommodated normatively within Indonesia’s civil judicial system; however, its implementation still faces significant challenges, such as limited supporting facilities, inadequate dissemination among judicial officers, and the tension between protecting the privacy of parties and ensuring public access to information. To address these issues, improvements in technological infrastructure, human resource training, and internal policy revisions are essential steps to optimize the principle of openness in civil court proceedings.

This study explores the role of Big Data in crisis communication in the digital age, where information dissemination happens quickly through various platforms. This transformation poses challenges such as the risk of spreading fake news and reputation crises. Big Data plays an important role in detecting potential crises early, as well as in understanding the dynamics of public opinion and designing more responsive and effective communication strategies. Through real-time data collection and analysis from various sources, such as social media and news reports, organizations can build smart and adaptive monitoring systems. This research uses a descriptive qualitative approach to explore the role of Big Data in crisis communication in the digital era. The results show that the crisis detection process starts from data collection, cleaning, to sentiment analysis that helps organizations measure public response. However, the application of Big Data also faces considerable challenges, including the complexity of processing data with high accuracy, privacy issues, and the readiness of infrastructure and human resources in the organization. This research provides clearer insights into the strategies that can be used to optimize Big Data in crisis communications, so that organizations can strengthen communication effectiveness, maintain reputation, and build public trust amidst evolving information challenges.

In the digital era, podcasts have emerged as a powerful medium for in-depth conversations that allow speakers to address complex social, personal, and controversial issues. This study aims to analyze how Grice's Cooperative Principles are adhered to, flouted, or violated in Jansen Manangsang's episode on CURHAT BANG. Using a qualitative descriptive approach, selected transcripts will be examined to uncover patterns of conversational behavior that reveal how meaning is constructed and concealed in emotionally intense digital communication. The research highlights the complexity of pragmatic interpretation and underscores the importance of pragmatics theory in analyzing real-life, emotionally charged conversations in digital media. This research contributes to digital pragmatics by showing how language in controversial podcasts shapes public perception, manages emotion, and constructs social narratives.

As the world’s largest archipelagic state, Indonesia holds a strategic geographical position that simultaneously renders it vulnerable to multifaceted maritime security threats. One of the most pressing recent issues is the construction of a coastal barrier (pagar laut) along the Tangerang coastline in Banten Province, which has raised significant legal, social, and environmental concerns. This study examines the legality of such structures through the lens of international maritime law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982. Employing a normative legal approach and qualitative analysis, this research assesses both national and international legal instruments relevant to maritime space governance. The findings indicate that the unauthorized construction of the coastal barrier violates several national regulations namely, laws governing coastal management, marine utilization, and environmental protection while also infringing upon core UNCLOS principles such as the right of innocent passage, freedom of navigation, and marine environmental protection. This study underscores the urgent need for integrated national maritime governance, regulatory harmonization, and cross-sectoral coordination to ensure compliance with international legal standards and safeguard public access to marine spaces. The Tangerang coastal barrier case exemplifies the rise of non-traditional maritime security threats in Indonesia, calling for more assertive and structured legal and policy responses.

The Archives and Library Office of West Sumatra Province is a government institution that serves as a center for archive management and public literacy services. This building is visited by various groups, including agency staff, students, university students, and the general public. However, based on preliminary observations, several issues were identified regarding the existing signage system in the building, which was found to be inadequate, lacking in informativeness, and in many cases, unfit for use—making it difficult for visitors to navigate the space. This study aims to design a more effective and communicative signage system using a visual communication design approach. Data collection methods included direct observation and SWOT analysis to identify the strengths, weaknesses, opportunities, and threats of the current signage conditions. The design process employed the Design Thinking method, consisting of five stages: empathize, define, ideate, prototype, and test. The outcome of this process includes five primary media: pictograms, floor plan boards, ground floor information boards, directional signs, and room information signs. Additionally, five supporting media were designed: staff ID cards, lanyards, library membership cards, folder maps, and bookmarks. The developed designs were evaluated through validation and feasibility testing involving two design experts and three visitors as respondents. Based on the assessment results, the design was rated as excellent, with an average score of 4.95 from the experts, and all general respondents gave positive feedback regarding the visual aspects, legibility, and informational function of the designed signage system.

The abolition of the National Examination (UN) as a national policy has marked a significant change in the education evaluation system in Indonesia. This policy was implemented with the aim of reducing psychological pressure on students and replacing it with a more holistic evaluation approach through the National Assessment (AN). However, this transformation has raised various issues, particularly regarding the aspects of equity and accountability in education quality. This study aims to analyze in depth the impact of the abolition of UN on the quality of educational evaluation by examining its implications for equitable access, fairness, and accountability systems at both national and local levels. This research uses a qualitative method with a Systematic Literature Review (SLR) approach, analyzing various scholarly literature sources and relevant policy documents published between 2020 and 2024. The findings indicate that although the UN was abolished with the intention of promoting fairness and reducing academic stress, the implementation of AN has yet to ensure equitable implementation of educational evaluations across regions. Moreover, the absence of a standardized, open, and quantitative evaluation indicator such as the UN has weakened transparency and accountability in education, both in the public's perception and in policy-making processes. Therefore, a new evaluation system is needed—one that is not only diagnostic in nature but also ensures data transparency, equitable access, and strengthened public accountability functions in education.

This study aims to analyze the pragmatic aspects and persuasive strategies in a public service advertisement entitled "Throw Trash in Its Place. The Earth is Not Your Trash Can." This study uses a pragmatic approach with a focus on the theory of speech acts, implicature, deixis, and politeness of language to reveal how to convey messages effectively and persuasively in the context of public communication. The advertisement is analyzed as a form of directive communication that aims to encourage changes in people's behavior towards issues of cleanliness and environmental concern. The results of the analysis show that this advertisement utilizes strong but polite directive speech acts, normative implicatures to instill values, the use of personal deixis to build closeness with the audience, and positive and negative politeness strategies to maintain social relations. Thus, advertisements not only function as a medium for conveying information, but also as an instrument for forming collective awareness through a communicative approach that is contextual, efficient, and emotionally and rationally appealing to its audience.

Sentani Kota Village as a strategic area experiences significant pressure due to population growth and economic activities, facing complex problems including the conversion of agricultural land and forests into residential and commercial areas, low public awareness about sustainable spatial planning, and weaknesses in law enforcement and supervision. This condition potentially threatens the environmental sustainability and ecosystem of Lake Sentani. This study aims to evaluate the suitability of spatial utilization in Sentani Kota Village, Sentani District, Jayapura Regency, focusing on two main issues: the level of conformity between existing spatial utilization and the Regional Spatial Plan (RTRW) guidelines, and the factors that support and hinder the effectiveness of RTRW implementation. Conducting overlay analysis of existing conditions and spatial pattern maps, complemented by field verification at 28 observation points and stakeholder interviews with the Spatial Planning Agency. The results show that 76.5% (2,759.07 hectares) of spatial utilization conforms to RTRW guidelines, while 22.9% (825.98 hectares) remains non-conforming, and 0.6% (21.66 hectares) violates regulations. Supporting factors include routine monitoring protocols, high conformity levels in designated areas, firm enforcement actions, and community leadership involvement. Conversely, hindering factors encompass low public compliance, non-conforming zones prone to violations, inconsistent enforcement responses, various types of violations, limited sanction mechanisms, and inadequate preventive measures. This study recommends targeted enforcement in critical zones, transition planning for non-conforming areas, lake buffer zone management, enhanced community participation, and systematic monitoring protocols to achieve more effective spatial utilization control.

This study aims to analyze the preaching strategy used by Habib Ja'far in building religious tolerance through the "Log In" content. In the digital era, online media has an important role in shaping public opinion and attitudes towards various issues, including interfaith tolerance. Habib Ja'far, as a religious figure who is active on social media, has great potential to influence public views on the importance of living side by side in harmony. This study uses a qualitative descriptive method with a framing analysis approach. Data were collected from the "Log In" video content featuring a dialogue between Habib Ja'far and other religious figures. The results of the study show that Habib Ja'far uses an inclusive preaching strategy, emphasizing the values ​​of kindness, compassion, and tolerance. He also encourages viewers to practice tolerance in everyday life. Through the "Log In" content, Habib Ja'far not only creates an inclusive interfaith dialogue, but also spreads a message of peace and harmony. This study concludes that Habib Ja'far's digital preaching is effective in building interfaith understanding in an increasingly pluralistic society, and has a significant influence on the understanding of religious tolerance among students.

Public finance is a key element in state governance, especially in the collection and allocation of funds for public services and government. In the Islamic tradition, the concept of public finance has developed since the time of the Prophet Muhammad SAW with sharia principles such as justice, transparency, and accountability to achieve prosperity (falah) in the world and the hereafter. In the modern era, Islamic public finance faces new challenges and opportunities, especially through digitalization and economic globalization. Technologies such as blockchain and big data open up opportunities to increase the effectiveness and openness of Islamic public financial management. Innovations in sharia financial instruments such as zakat, waqf, and sukuk further strengthen the contribution of Islamic public finance to social and economic development. However, challenges such as low public understanding of sharia finance, gaps in access to technology, and the need for supporting regulations and infrastructure are still obstacles. Issues of fiscal sustainability, debt management, and the development of adaptive sharia instruments are also important concerns in the dynamics of the global economy.
