This paper aims to determine the system and procedures for ship and goods service activities at PT. Pelayaran Berkat Usaha Mandiri Panjang Lampung at Panjang Port, Bandar Lampung. The management of the ship is managed by agencies in the port environment. Not only that, operational agents are also required to understand the workflow of the Inaportnet application so that ship operational activities are completed on time. The author uses several methods such as; observation method, interview method, documentation method, and the existence of research files. Based on the results of the observations, the author can conclude that the System and Procedures for Ship and Goods Service Operations at PT. Pelayaran Berkat Usaha Mandiri acts as an agent who is responsible for serving agency ships since the ship will arrive, namely including the clearance in process using the Inaportnet system application, in addition, the agent also takes ship documents and continues with the clearance out process until the ship will leave the port to go to the next port. In order to facilitate operational activities, supporting documents are needed for the clearance in and clearance out processes of the ship.

Currently, people are beginning to realize that housewives actually have a role in moving the wheels of the economy and are able to achieve financial prosperity. This study uses an explanatory approach. The population in this study is female MSME actors in Bantul Regency under the guidance of related agencies. The sample in this study is 99 samples. Hypothesis testing is carried out in two stages. The first stage is testing the instrument by testing its validity and reliability. The next stage is hypothesis testing. then Mediation Test. The analysis tool using Smart PLS. shows that Income intention plays a role in influencing Financial Well-Being with a P-Value of 0.002. In addition, Income intention affects Household Behavior with a P-Value of 0.001. Household Behavior has an effect on Financial Well-Being with a P-Value of 0.000. and the mediation test showed that household behavior was able to mediate the relationship between the ability of Income intention in achieving Financial Well-Being. In addition, if a person's Income intention is balanced with the ability to control household behavior in controlling finances and saving, it will have a good impact on Financial Well-Being.

Adolescent reproductive health knowledge remains suboptimal due to insufficient access to accurate, evidence-based educational resources. This challenge is further compounded by the dissemination of unreliable information, resulting in misconceptions and improper health practices. This study presents a community-based initiative aimed at enhancing reproductive health literacy among students of SMAN 1 Pekanbaru, with a particular focus on integrating the use of natural resources as a preventive strategy. The program addresses gaps in structured reproductive health education and leverages locally available natural resources to foster sustainable health practices. The initiative encompasses structured activities, including socialization sessions for students and educators, comprehensive training on reproductive health and the utilization of natural resources, and the deployment of technology to facilitate information dissemination. Implemented by a multidisciplinary team from the Faculty of Medicine, Universitas Abdurrab, the program is supported by ongoing mentorship and systematic evaluations using surveys and interviews. This initiative underscores the potential for sustained impact through partnerships with schools, local health agencies, and community organizations. By enhancing awareness and encouraging the adoption of natural, sustainable practices, the program serves as a translational application of research findings, with the potential for scalability to other educational institutions and broader community settings.

This study aims to analyze the form of criminal liability imposed on perpetrators of corruption involving internet village funds in Flores Timur Regency. Corruption in the management of village funds, particularly those allocated for internet infrastructure development, has become a serious concern due to its direct impact on the quality of public services and the welfare of rural communities. This research employs a normative juridical method with a case approach and the analysis of relevant statutory regulations. Data were obtained through literature study and case documentation. The findings indicate that perpetrators of corruption in the internet village fund program can be held criminally liable under Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning the Eradication of Corruption. Criminal liability involves elements of fault, unlawful acts, and state financial losses. In addition, the role of law enforcement agencies and public oversight are crucial factors in the enforcement of laws against such criminal acts.

The 112 emergency service is a system designed to provide a quick response to life-threatening emergency situations, such as traffic accidents, fires and crimes. This research aims to evaluate the effectiveness of the implementation of the 112 service in Mojokerto City in coordination between agencies such as the Civil Service Police Unit, Mojokerto Police, Health Service, and other related agencies. Using a qualitative descriptive method combining several data collection methods, this research analyzes the responsiveness of services that operate 24 hours non-stop and toll-free. The research results show the important role of public services 112 in increasing the responsiveness of emergency handling. The research concludes that the implementation of this service has contributed significantly to increasing the responsiveness of emergency management in the city of Mojokerto, as well as identifying the strengths and challenges in implementing the 112 emergency service in the city of Mojokerto.

This study aims to evaluate the Youth Potential Development policy implemented by the Youth and Sports Office (DISPORA) of Surabaya in enhancing youth participation and the quality of sports among young people. In this research, the researcher employs Dunn's (2003) policy evaluation theory, which consists of six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research method used is qualitative with a case study approach, and the data collected comes from interviews, documentation, and field observations related to the implementation of this policy. The findings indicate that the implemented policy has successfully increased youth participation in sports, with an increase of approximately 70% from the initial target. However, regarding the quality of sports performance, this policy faces challenges related to limited facilities and insufficient training, which hinder optimal achievement of performance. The conclusion of this study emphasizes that although DISPORA Surabaya has succeeded in increasing youth sports participation, the quality of sports performance still requires more attention, particularly in strengthening facilities and enhancing ongoing training. Additionally, there are several challenges that need to be addressed, such as the lack of adequate data, disparities in youth participation from different socio-economic backgrounds, and insufficient coordination among related agencies. Based on these findings, the researcher recommends that DISPORA Surabaya improve the data collection and information processing systems to be more integrated, design more inclusive policies for diverse youth segments, and strengthen coordination among related agencies to ensure that the policy is implemented more effectively and efficiently.

The Communication and Information Service (Diskominfo) has a strategic role in building a positive image of local government agencies. This literature review research aims to analyze the role and strategy of public relations of the Serang City Diskominfo in building an organizational image. The research method uses a descriptive qualitative approach with literature study techniques through the collection and analysis of scientific literature from journals, reference books, and relevant official documents. The study focuses on the concepts of public relations, image management, and communication of government organizations. The results of the study show that the role of public relations of the Serang City Diskominfo includes the functions of internal and external communication, information management, and the formation of public perception. The main strategies used include the development of communication media, periodic publication programs, and persuasive approaches to build public trust. Tanjung Pinang City, with its natural resource potential in the form of bauxite ore, has experienced problems related to illegal mining activities (PETI) involving CV. Tri Karya Abadi. This case began with a report by PT Kemayan Bintan regarding theft and land grabbing in 2009. Investigations showed that CV. Tri Karya Abadi, despite having a limited permit, carried out exploitation outside the permitted area, utilizing heavy equipment and manipulative methods to obtain maximum profit. These activities resulted in the export of large amounts of bauxite to foreign countries. The investigation by the Criminal Investigation Unit of the Tanjung Pinang Police faced procedural obstacles, but succeeded in determining the main suspect and documenting the violations through the Investigation Report (BAP). In its resolution, this case dragged various parties with the application of sanctions based on Law No. 4 of 2009. An important lesson from this case is the need for synergy between the community, the police, and related agencies to prevent and take firm action against illegal mining activities. Consistent law enforcement with a multi-door system approach is key to protecting the environment and ensuring legal compliance.

This research is a descriptive qualitative research, data collection techniques using interviews, observations, and documentation. The purpose of the study is to describe the role of the Manpower Office in the prevention of Manpower and to find out what obstacles are experienced by the Manpower Office in the context of preventing Illegal Labor in Sampang Regency. The research informant is the Head of the Office, Head of Placement and Expansion of TKI of the Sampang Regency Manpower and Transmigration Office. Data analysis uses an interactive model. The results of the study show that the Sampang Regency Government Manpower Office has a role as a regulator carried out through the provision of socialization and counseling to the community, providing supervision for normative issues to be handled. The role as a mediator is carried out by collecting data on prospective migrant workers who register themselves. The role as a facilitator is to respond to incoming reports and will later be handled according to existing procedures and regulations. The obstacles of the Manpower and Transmigration Office in the context of preventing Illegal Labor in Sampang Regency consist of Internal Obstacles related to the instability of this system as evidenced by the dual functions of BNP2TKI. Pig farming is crucial in local economies and food security, providing a vital protein source and economic opportunities. In Samarinda City, East Kalimantan, the sector demonstrates significant potential due to abundant natural resources and rising market demand, contributing 15% of the province’s pork production in 2024. This study examines strategies for developing pig farming businesses in Samarinda City using a mixed-methods approach, integrating descriptive and analytical methods. Data were collected through surveys and interviews with 50 respondents, including farmers, traders, and policymakers, complemented by secondary data from government agencies. Analytical tools such as SWOT, Location Quotient (LQ), and multiple regression were employed. The findings reveal that Samarinda Utara and Palaran have the highest specialization in pig farming, with LQ values of 1.8 and 1.7, supported by ample land and feed resources. Key drivers of farmer income include production scale and policy support, while high feed costs, comprising up to 70% of production expenses, remain a significant challenge. Recommendations include diversifying pork-based products, adopting modern technologies, strengthening policies, and improving distribution infrastructure. This research provides actionable insights to enhance the sustainability and competitiveness of pig farming, contributing to regional economic development and agricultural resilience.

This research aims to analyze the mitigation of the risk of exploitation and violence against women Indonesian migrant workers in the informal sector as well as the responsibilities of the government and migrant employment agencies. Using the normative juridical method, this research examines relevant legal norms, such as the Indonesian Migrant Workers Protection Act, to evaluate the protection of women migrant workers' rights. Data is obtained from documentation of primary and secondary legal sources, analyzed using a feminist perspective to understand vulnerability factors and challenges in the feminization of migration. The results show that mitigating the risk of exploitation and violence against women Indonesian migrant workers in the informal sector includes preventive measures, such as pre-departure education, skills training, recruitment agency supervision, and legal empowerment. During the working period, protection is carried out through standardized work contracts, access to social protection, and bilateral cooperation, while post-work, economic and social reintegration is carried out through mentoring and entrepreneurship training. However, weak implementation of regulations, lack of oversight, and sectoral silos exacerbate the vulnerability of women Indonesian migrant workers in the informal sector to exploitation, discrimination, and rights violations. The responsibilities of the government and migrant employment agencies include legal protection at all stages of migration, from pre-departure recruitment, monitoring of working conditions, and post-employment reintegration programs to ensure that women migrant workers receive comprehensive protection through effective enforcement of employment contracts, legal aid, monitoring, and social reintegration. This research recommends improved regulation, pre-departure education, recruitment agency supervision, legal empowerment, and post-worker reintegration to reduce the risk of exploitation and violence against women migrant workers.

This study aims to discuss the dynamics of the Indang Tagak dance ecosystem in Jorong Sampu Nagari Lubuk Gadang Utara, South Solok Regency, West Sumatra Province. The research method used is a qualitative method that is descriptive analysis. The theory used is Sal Murgianto's thoughts on healthy dance life in the dance environment itself and the theory of form by Y Sumandio Hadi. This theory is used to discuss the form of Indang Tagak dance performances in Jorong Sampu Nagari Lubuk Gadang Utara. The results of this study indicate that the Indang Tagak dance ecosystem in Jorong Sampu Nagari Lubuk Gadang Uatara, South Solok Regency has decreased. the dance ecosystem that is not given much attention by the local community and government agencies in South Solok Regency, so that there is an imbalance in the life of the dance itself in the South Solok community.

This research aims to explore the influence of digital forensics education and training on the quality of handling cyber crime cases. With the increasing complexity of cybercrime, it is important for law enforcement to have adequate skills in digital forensics. The research method used is qualitative with a case study approach in several law enforcement agencies. The research results show that effective education and training can improve investigators' abilities in identifying, collecting and analyzing digital evidence, thereby improving the quality of handling cyber crime cases. In addition, collaboration between investigators and digital forensic experts has been proven to increase the effectiveness of investigations. However, challenges such as limited resources and legal understanding remain obstacles that need to be overcome. Therefore, recommendations to improve education and training programs in the field of digital forensics are very necessary to face the growing threat of cybercrime.

Mangrove forests are crucial coastal ecosystems that play an important role in enhancing the resilience of coastal communities. Indonesia has the largest mangrove ecosystem in the world, covering an area of 3,489,140 hectares. However, unfortunately, this ecosystem is continuously being degraded due to various exploitative and destructive activities. In response to this, in 2020, the Indonesian government launched the Mangrove for Coastal Resilience Program (M4CR) to restore 600,000 hectares of damaged mangrove forests. This program is being implemented by several agencies, such as the Ministry of Finance, the Ministry of Environment and Forestry, Peatland and Mangrove Restoration Agency of the Republic of Indonesia, and the Indonesian Environment Fund (BPDLH). The program is funded through a grant from the World Bank amounting to USD 419 million or IDR 6.5 trillion. The BPDLH plays a crucial role in managing the funds for the M4CR project to ensure proper financial governance and allocation to strengthen coastal areas through mangrove rehabilitation. This article examines the financial governance authority of the BPDLH within the M4CR project through normative legal research and library studies. Legal protection of personal data in public information systems is an important aspect of maintaining individual privacy in the digital era. This journal examines various regulations governing personal data protection, including the Personal Data Protection Law and other related policies. This research uses a qualitative approach with case study analysis on several public agencies in Indonesia. The results show that despite the legal framework, the implementation of personal data protection still faces various challenges, such as a lack of understanding among public employees and a lack of socialization of individual rights. This study recommends the need for awareness raising and training for public agencies as well as strengthening supervisory mechanisms to ensure more effective personal data protection.

Perspektif Administrasi Publik dan hukum 2025 Asosiasi Peneliti Dan Pengajar Ilmu Sosial Indonesia

This study aims to analyze the legal protection of workers' rights due to unilateral termination of employment (PHK) in outsourcing companies in Gorontalo City. The focus of the study covers two main aspects, namely the form of fulfillment of workers' rights affected by layoffs and the inhibiting factors of the Gorontalo City Manpower, Cooperatives, and SMEs Office in providing legal protection. The research method used is an empirical legal approach with data collection through interviews, document studies, and observations. The results of the study indicate that the fulfillment of workers' rights includes severance pay, long-service bonus money, and replacement money in accordance with applicable regulations. In addition, the relevant agencies play a role in providing mediation services and facilitating dispute resolution. However, the implementation of this legal protection faces various obstacles, such as low legal awareness of workers, limited human resources and budget in the Manpower Office, and weak supervision of outsourcing companies. This study emphasizes the need to strengthen labor regulations and increase the effectiveness of supervision to ensure optimal protection of workers' rights. The results of the study are expected to be a reference for policy makers and related parties in improving the legal protection mechanism for workers affected by layoffs.

The method used is a quantitative descriptive research method. The population in this study was 49 people. The sampling technique used the total sample technique, thus the sample in this study was 49 people. The data collection technique used a questionnaire. The results of the study were as follows: The competence of employees of the Ciamis Regency Regional Development Planning Agency is included in the good category. This shows that employees of the Ciamis Regency Regional Development Planning Agency have good competence in terms of Behavioral Tools, Image Attributes, and Personal Characteristics. The performance of employees of the Ciamis Regency Regional Development Planning Agency is included in the good category. This shows that employees of the Ciamis Regency Regional Development Planning Agency have good employee performance in terms of quantity of work, quality of work, job knowledge, creativeness, cooperation, dependability, initiative, personal qualities. Community satisfaction surveys are one way to measure the extent to which public services provided by government agencies, in this case the sub-district office, meet the needs and expectations of the community. This research includes the design, implementation, and evaluation of the system used to collect and analyze survey data. Through representative and systematic data collection, it is hoped that the survey results can provide constructive input for improving the quality of public services in the region. This research aims to examine and analyze the work system implemented by the archives management section at the Batu Bara Regency Library Service. Archives are an important source of information to support the smooth running of administration and public services, so their management requires an efficient and organized system. This research uses a qualitative descriptive approach, with data collection through interviews, observation and documentation studies. The research results show that the archive management work system at the Batu Bara Regency Library Service still faces several obstacles, such as limited facilities and infrastructure, as well as a lack of human resources trained in the field of archive management. However, the archives management department attempts to overcome this problem by implementing a system that is in accordance with existing procedures. It is hoped that the results of this research can provide recommendations for improving the records management work system in related agencies, in order to increase efficiency and effectiveness in public services.

This study examines the complex challenges surrounding criminal acts perpetrated against Indonesian migrant workers and evaluates the effectiveness of current law enforcement mechanisms and legal protection frameworks. The research analyzes both domestic and international legal instruments designed to protect migrant workers, with particular focus on their implementation and practical outcomes. Through a comprehensive assessment of case studies, legal documents, and enforcement data, this study reveals significant gaps between established legal protections and their actual enforcement. Key findings indicate that Indonesian migrant workers frequently face various forms of criminal exploitation, including physical abuse, fraud, human trafficking, and unlawful confinement, while working abroad. The study identifies several systemic barriers to effective legal protection, including jurisdictional complexities, limited access to legal resources, inadequate bilateral agreements, and weak enforcement mechanisms in both sending and receiving countries. Furthermore, the research highlights the critical role of government agencies, diplomatic missions, and non-governmental organizations in providing legal assistance to victimized workers. The study concludes by proposing concrete recommendations for strengthening the legal protection framework, enhancing international cooperation in law enforcement, improving access to justice for migrant workers, and developing more robust preventive measures against criminal exploitation.
