The National Police Research and Development Center (Puslitbang Polri) is a police institution that operates in the field of research, especially those related to the performance of police and community organizations. Supporting elements in the fields of research, study, implementation and development at the National Police Headquarters level which is under the National Police Chief. In the development process, competent and always motivated Human Resources (HR) are needed, one solution is to create a computerized system to increase employee motivation, namely the best employee assessment decision support system. The process of evaluating the best employees at the National Police Research and Development Center is still carried out conventionally so it is less objective and effective. To overcome this problem, a good system is needed. The aim of this research is to make an assessment of the best employees at the National Police Research and Development Center, because there is no system that can help the Head of the National Police Research and Development Center and the Head of the Human Resources Subdivision to determine the best employee assessment. This research aims to find out the best employees using data from 8 employees at the National Police Research and Development Center. The method used is Simple Addtive Weighting (SAW) with 4 attributes. The results of the research were that 1 was selected as the best employee and received a salary bonus.

This research discusses the impact of the customary law system on the Indonesian legal system. The customary law system has deep historical roots in Indonesian society and still has a significant influence on everyday life. Through a multidisciplinary approach, this research identifies how customary legal norms that have existed for a long time still play an important role in determining national legal policy. This impact can be seen in the implementation of laws, court decisions and government regulations that reflect customary legal values. The debate regarding official recognition of customary law norms and the role of customary institutions in law enforcement is an important part of this analysis.

Community empowerment is aimed at people or groups who are vulnerable and weak so that they have the ability to fulfill basic needs, reach productive sources, and participate in development. Community empowerment is one of the factors that determines the economic development of a region. One of the national development targets is to reduce social disparities in society and increase the rate of economic growth. This research aims to determine the effectiveness of the Community Empowerment Program through Home Industry Businesses. This type of research is field research and is descriptive. Data collection methods include primary data and secondary data. The results of the research explain that efforts to empower the Baubau city community are carried out by disseminating educational activities and training that can increase insight and interest in entrepreneurship. Apart from that, the local government also distributes capital assistance to people who need capital through creative economic activities to carry out development of the MSME sector.

Before a teacher uses a test, the teacher should first measure the degree of validity based on certain criteria. The aim of this research is to increase students' skills competency through exploring the nation's historical values in short stories. This research is a qualitative research with descriptive methods with the subjects of this research being class students at SMA Negeri 6 Kota Serang in the odd semester. The results of the research that has been carried out show that the learning that educators have carried out has resulted in students gaining good or very good skill competencies. This cannot be separated from the treatment carried out by teachers, namely the selection of project-based learning models, the selection of varied methods, the use of learning technology, and the design of student-centred activities.

This Classroom Action Research was conducted with the aim of knowing the improvement of learning outcomes on the material of Understanding National Income in class XI.IIS SMA Negeri 1 Parmonangan students through the application of the discovery learning learning model.` The research method used in this research is class action research with stages starting from planning learning, implementing, observing and reflecting, which is carried out from cycle I to cycle II and so on until recommendations are obtained, student learning outcomes and classical absorption of students in the last learning cycle are complete. The research subjects in this study were students of class XI.IIS SMA Negeri 1 Parmonangan in the 2022/2023 academic year. The number of students of class XI.IIS SMA Negeri 1 Parmonangan studied was 16 people. The results showed that the activities of students in carrying out the stages of the discovery learning model in economic subjects (Penegrtian and Benefits of National Income) had increased, starting from cycle I to cycle II, namely almost all types of activities were above 70%. The learning outcomes of students have increased while using the discovery learning model. The increase in learning outcomes was seen in the number of participants who reached the KKM increased and increased by 31.25%. The average value of learning outcomes in cycle I was 56.25% and in cycle II the average learning outcomes increased to 87.50%. Then the responses and attitudes of students towards the discovery learning model applied were very positive.

Special Education for the Advocate Profession (PKPA) is a mandate from Law of the Republic of Indonesia Number 18 of 2003 concerning Advocates. Special Education for the Advocate Profession is a form of education that must be followed by someone with a bachelor's degree with a higher legal education background. Special Education for the Advocate Profession (PKPA) has relevance to the Law of the Republic of Indonesia Number 20 of 2003 concerning the National Education System (SISDIKNAS) which states that the types of education consist of general, vocational, professional, vocational, religious and special education. This Community Service activity aims to produce professional lawyers who are reliable, independent and responsible so that they are able to appear as enforcers of justice in administering justice honestly and in accordance with legal objectives, namely, legal justice, legal benefits and legal certainty for all by enforcing equality at the forefront. before the law. This activity was attended by 30 (thirty) prospective advocate participants which was held on October 14 2023 at Tangerang Raya Tiga Raksa University, Tangerang Regency. The method used by Service Learning (SL) is intended to integrate learning into the Special Education for the Advocate Profession (PKPA) or the partnership of the National Leadership Council of the Indonesian Advocates Association (DPN PERSADIN) with the Faculty of Law, University of Greater Tangerang (UNTARA). Apart from that, the Participatory Action Research (PAR) approach is oriented towards empowering participants in Special Education for the Advocate Profession (PKPA). This is due to the need and resolution of legal problems in society. Higher education officials must place society as the main actor in development and change. The result of this activity is to give birth to the profession of advocates and provide an understanding that Advocates are a profession that is noble, free, independent and responsible in upholding the law, and that the activities of this profession are guaranteed and protected by law for the sake of implementing the Rule of Law.

The rapid development of technology will obtain excellent effectiveness and efficiency from sources of electrical energy owned by a company or agency. With the progress of the industrial world today, the development of digital technology which ends in computer systems indirectly makes control technology involved as part of this progress. The availability of a power source is a very important aspect in the midst of technological developments. However, because the system is very complex, starting from the power plant to distribution to consumers, there is a high possibility of disturbances that can cause the flow of electrical energy to consumers to be cut off. There are certain places including factories, offices, banks, campuses, hospitals, airports and other places that could potentially endanger one's safety or drastically disrupt the course of the economic cycle. The flow of electrical energy must not be interrupted for a very long time because it can hamper the production process. and others, so that additional supply is needed to anticipate when the electricity is cut off from the National Power Plant source.

In this era of globalization, economic growth is increasingly rapid. As an effort to improve people's welfare based on justice and prosperity which are the goals of national development, the Indonesian economy will also be followed by policies in the tax sector. 1. Based on the background of the problem above, the problem can be formulated as follows: Does PBB and BPHTB revenue have an effect on PAD in Sumenep Regency? 2. Does PBB revenue have a significant effect on PAD in Sumenep Regency? 3. Does BPHTB revenue have a significant effect on PAD in Sumenep Regency?. From the results of the data analysis and discussion that have been described, the following conclusions can be drawn: 1. The influence of PBB's contribution to PAD in Sumenep Regency 2013-2022. Where PBB partially has a positive and significant effect on PAD with a calculated T value of 28.518 and a significance level of 0.000 < 0.05. 2. Influence of BPHTB Contribution to PAD of Sumenep Regency 2013-2022. Where BPHTB partially has a positive and significant effect on PAD with a calculated T of 2.318 and a significance level of 0.000 <0.05. 3. Effect of PBB Contribution, BPHTB on PAD of Sumenep Regency 2013-2022, Based on the results of the F test simultaneously the PBB contribution variable and the BPHTB contribution variable have a positive and significant effect on PAD with an F table value of 2113.398 > 3.16 and a Sig. 0.000 < α = 0.05.

This study explores the policy dynamics surrounding the implementation of the 21st-century skills-based curriculum, focusing on the perceptions and challenges faced by stakeholders at various educational levels. Through semi-structured interviews with teachers, principals, and policymakers, along with policy document analysis, the research identifies a significant gap between national policy design and its practical implementation at the school level. The study reveals that while the national curriculum emphasizes critical competencies such as critical thinking, creativity, and collaboration, there is a disconnect between these objectives and their classroom application. The main challenges include limited resources, cultural resistance, and lack of support from regional governments. The findings emphasize the need for a more flexible, context-sensitive curriculum that can be adapted to local needs. The study also emphasizes the importance of ongoing professional development and strong leadership to facilitate the adoption of innovative teaching methods. To address these challenges, the study calls for a coordinated approach involving national, regional, and school-level authorities to ensure effective curriculum reform. The research contributes valuable insights into the complexities of curriculum implementation and offers recommendations to improve educational policies and practices aimed at equipping students with the necessary skills for the modern world.

Introduction: Land tenure conflicts and forest degradation in national forest border areas have become a complex challenge that impacts social stability and environmental sustainability. These conflicts often arise due to uncertainty in land ownership rights, leading to tensions between local communities, the government, and private companies, resulting in environmental damage such as deforestation. Community-Based Forest Management (CBFM) has emerged as a mitigation approach to address these issues by involving local communities in the sustainable management of forests. Research objective: To evaluate the impact of CBFM policies on the well-being of farmers and the conservation of endemic species in national forest border areas. Research method: A mixed-methods approach, combining household income surveys, in-depth interviews, Focus Group Discussions (FGD), and land cover analysis based on GIS. Research results: The CBFM policy has successfully increased farmers' income, particularly through forest-based business diversification, reduced illegal logging, and supported the preservation of endangered endemic species. Additionally, active community participation in this policy has increased compliance with environmental conservation efforts. This study recommends enhancing local community capacity, strengthening inter-agency coordination, and implementing stricter supervision to ensure the sustainability of the CBFM policy. The success of CBFM implementation is expected to be applied more broadly to achieve farmers' welfare and sustainable forest conservation in Indonesia.

The study conducted at the National Potential Young Athletes Training Center (SLOMPN) of Unesa provides a crucial perspective on the use of an Android-based match statistics application. The research aims to optimize athletes' potential through the Long Term Athlete Development (LTAD) approach, integrating knowledge of athlete development with the application of technology in training. The survey results from 5 coaches indicate that the application aids in planning training, understanding application features, and assessing athlete development with positively skewed average scores. However, there is room for improvement, especially in terms of comfort during matches and communication with athletes. Meanwhile, 18 athletes showed positive acceptance of the application by rating its ease of use and impact on performance enhancement highly. Nevertheless, there is a need for improvement in injury recovery features and data security. This study underscores the importance of continuous collaboration between application developers and users to enhance the effectiveness of technology in sports training.

The action learning method, which consists of several stages starting with preparation, implementation, and evaluation, is the method used in this service, which is carried out face-to-face. The results of this service have a very significant impact on female students in making national journal manuscripts, starting from making titles to pamphlets with Chat GPT management. This can be seen from the test results before and after the training

Corruption is a problem in every country. Corruption has a negative impact on the order of national and state life. Therefore, the United Nations has established the 2003 UN Convention Against Corruption which must be ratified by every country. Indonesia has a corruption problem that is no less complicated. Basically, every corruption is under the same authority, namely the use of office by individuals to benefit themselves or their groups by deviating from the oath of office and the law. Corruption, although considered soft power, its destructive power is no less than the threat of hard power, such as ongoing collective violent conflict, separatism, or even war. This reality will be exacerbated when corruption is carried out using the law as a tool. Become a perfect crime with the legal knowledge and power possessed. It is not surprising that the law is used as a tool of crime (law as a tool of crime) which can hide corruption in the policies that cover it. Most perpetrators of corruption come from the middle class or educated people. One group with higher education and a stable profession or career.

The importance of the taxation system as an economic pillar becomes increasingly prominent in the face of the complexity of international relations and ongoing technological developments. This article discusses the challenges faced by Indonesia in optimizing tax revenue and controlling tax avoidance in the era of globalization. The phenomenon of tax avoidance, particularly involving renowned companies such as PT Bentoel and Google, is a central issue in the context of taxation law in Indonesia. Its impact is significant, with reports from the Tax Justice Network estimating the country's losses at US$4.86 billion per year or approximately IDR 68.7 trillion. Tax avoidance not only has a negative impact on tax revenue but also has the potential to undermine the overall effectiveness of the taxation system. Indonesia is confronted with the expansion of tax avoidance practices, especially by companies listed on the Indonesia Stock Exchange, reinforcing the urgency to address this issue within the existing taxation legal framework. This research adopts a qualitative method with a focus on tax supervision and enforcement to explore efforts to combat tax crimes in Indonesia. Thus, this study is expected to provide an in-depth understanding of the root issues and formulate effective solutions to enhance the effectiveness of Indonesia's taxation system. The research findings are anticipated to serve as a foundation for the development of a more effective national fiscal policy, addressing loopholes in the taxation legal framework, and preventing detrimental tax avoidance practices.

Every individual bears the responsibility of honoring the rights of others within the context of national and state life. This research aims to illustrate that while exercising their rights and freedoms, individuals are obligated to adhere to legal constraints. This adherence is intended to ensure the acknowledgment and respect for the rights and freedoms of others, as well as to fulfill equitable demands in alignment with moral considerations, security imperatives, and the maintenance of public order within a democratic society. This study employs a qualitative research method with a descriptive approach. The systematic, factual, and timely data collection is conducted following the research framework and objectives. The findings suggest that the current conceptualization of limitations on human rights may evolve in the future. The crucial question now pertains to how advocates for a shift in thought construction can effectively leverage the constitutional mechanisms available to them.

This study examines the strengthening of regional disaster management governance through a risk-based policy framework, focusing on the role of local governments in disaster-prone areas. The object of the study is the disaster management system implemented by the Dumai City Regional Disaster Management Agency (BPBD), which faces various potential natural and non-natural disasters. Although national and regional regulatory frameworks are in place, disaster management practices at the regional level still tend to be reactive, partial, and not fully based on comprehensive risk analysis. Therefore, this study aims to identify key issues in regional disaster management governance and analyze the role of risk-based policies in strengthening institutional effectiveness, cross-sectoral coordination, and disaster preparedness. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews with BPBD officials, relevant stakeholders, and community representatives in disaster-prone areas, supported by field observations and documentation studies of policies, disaster risk assessment documents, and institutional reports. Data analysis was conducted using thematic analysis methods to identify patterns related to governance structures, policy implementation, and disaster risk management practices. The study results indicate that disaster management governance in Dumai City has shown progress in regulatory aspects and emergency response capacity, but there are still weaknesses in the integration of risk into development planning, inter-agency coordination, community participation, and mitigation and prevention efforts. This study concludes that the implementation of a risk-based policy framework can encourage more anticipatory, integrated, and sustainable disaster management governance, and provides important implications for the formulation of public policy at the regional level.

Merak Hamlet is a hamlet located on the north coast in the forest area of Baluran National Park. The distance from the city center takes ± 2 hours.  Facilities that are less suitable for use such as health facilities. With this community service, the government can see the back of the peacock hamlet which only controls sunlight for electricity, and can feel routine health checks. With the results of the service uploud in the mass media, the government sees the condition and situation of the peacock hamlet during the day and night. With the motivation of the class all children will not be broken and adults feel free health checks. Polindes became the main target to create a health post with the help of the health center medical team in the city. After the service activity, thank God there was a continuation for Electricity from the government and the merak hamlet is now bright like the city. The return of enthusiasm for learning and public health is now improving with the health check.

Local wisdom-based character education has a strategic role in forming a generation with integrity, strong personality, and high moral awareness. This study aims to analyze the implementation of local wisdom-based character education in learning and identify effective strategies and obstacles faced in its implementation. Using a qualitative approach, data were collected through interviews, observations, and documentation studies. The results of the study indicate that the integration of local wisdom values ​​in education can increase cultural awareness, strengthen national identity, and form positive characters in students. However, the implementation of local wisdom-based character education still faces challenges, such as lack of understanding of educators, minimal policy support, the influence of globalization, and limited resources. Therefore, synergy is needed between schools, families, communities, and the government so that local wisdom-based character education can run effectively and sustainably.

Digital literacy has become a key foundation for educational innovation and economic participation in the 21st century. As global economies transition toward digitalization, integrating digital competencies into senior high school curricula is increasingly viewed as essential for supporting Sustainable Development Goal 8 (SDG 8), which emphasizes decent work and inclusive economic growth. This study investigates the role of public policy in shaping digital literacy education in senior high schools through a comparative case study of Indonesia, the Philippines, and Canada. Employing qualitative policy analysis, the research explores how each country’s policy framework conceptualizes, implements, and evaluates digital literacy initiatives. The analysis focuses on curriculum integration, resource allocation, and stakeholder involvement, while also examining how these programs contribute to employability and economic resilience. The findings reveal notable differences in policy design and institutional commitment, with Canada demonstrating a more systematic integration of digital literacy, the Philippines emphasizing access and equity, and Indonesia facing challenges related to resource disparities and curriculum consistency. These variations illustrate how national contexts influence the inclusiveness and effectiveness of digital literacy policies. The study concludes with recommendations for policymakers to design context-sensitive, equitable, and future-oriented digital literacy strategies that align with labor market demands and promote sustainable economic growth.

SDI Umamapu currently uses a Telkom Internet Service Provider (ISP) internet connection with a bandwidth capacity of 50 Mbps, which is only used in the principal's office and laboratory and does not cover other SDI Umamapu educational areas and limits SDI Umamapu teachers and staff from carrying out related tasks. with the Internet network. Therefore, the aim of this research is to design an Internet network using Mikrotik to help teachers and staff work more efficiently and expand the coverage area of ​​the SDI Umamapu Internet network. Apart from that, the SDI Umamapu Online Computer-Based National Examination (UNBK) is facilitated by 30 computers/laptops connected to the Internet network and other clients. In conducting research, the author uses the Network Development Life Cycle (NDLC) methodology: analysis, design, simulation, implementation, management and monitoring to build an Internet network to solve research problems. Through this research the author can learn a little more about the concept of a hotspot network and its configuration which can provide the author with knowledge about the advantages and disadvantages of Mikrotik RouterOS as a hotspot server. When measured from the results of QoS (Quality of Service) analysis before implementation, the throughput was 36.238 kbit/s (Kbps), packet loss was 1.3%, average delay was 0.389072 seconds, and throughput was 1.5% after implementation. 161.657 kbit/s (kilobits per second), average latency 0.5157133 seconds, packet loss 36%. This means that the speed of Internet access at SDI Umamapu has decreased by up to 36% due to the increase in the area of ​​the Internet network. However, even though network performance has decreased, the newly created Internet network continues to function well and smoothly.
