Pendaftaran tanah melalui PTSL merupakan inisiatif pemerintah untuk memberikan kepastian hukum terkait kepemilikan tanah UUPA. Meskipun bertujuan meminimalisir sengketa, pelaksanaan PTSL, seperti di Kelurahan Purwoyoso, Semarang, terdapat sertifikat dengan cacat administrasi, terutama terkait tumpang tindih hak atas tanah, yang memicu konflik dan memerlukan penyelesaian lebih lanjut berdasarkan Peraturan Pemerintah Nomor 21 Tahun 2020 tentang penanganan dan penyelesaian kasus pertanahan, Permasalahan yang dibahas adalah tentang 1) Mengapa timbul sengketa terhadap proses pendaftaran tanah melalui PTSL yang mengandung cacat administrasi; 2) Bagaimana upaya penyelesaian sengketa tanah tumpang tindih yang mengandung cacat administrasi; 3) Bagaimana seharusnya mengatasi penerbitan sertifikat tanah tumpang tindih yang mengandung cacat administrasi. Penelitian ini adalah penelitian yuridis empiris dengan menggunakan data sekunder kepustakaan yang didukung dengan data primer dilapangan. Hasil analisis disajikan secara deskriptif. Data dilapangan diambil melalui wawancara dengan pihak ATR/BPN. Tujuan penelitian ini adalah untuk mengetahui upaya penyelesaian sengketa kepemilikan pendaftaran hak atas tanah melalui PTSL yang mengandung cacat administrasi. Hasil penelitian ini menunjukkan bahwa proses pendaftaran tanah melalui PTSL dapat menimbulkan sengketa jika terdapat cacat administrasi, seperti ketidaklengkapan dokumen, kesalahan identifikasi, konflik kepemilikan, kesalahan data administrasi, pertentangan hukum, masalah sosial dan budaya, serta ketidakpuasan pemilik tanah. Langkah hukum untuk penyelesaian sengketa tumpang tindih sertifikat melibatkan upaya administratif yang dilakukan oleh BPN dengan cara blokir internal hingga proses pembatalan sertifikat. jika diperlukan, langkah hukum melalui PTUN dengan proses penelitian administrasi, pemeriksaan persiapan, persidangan, dan putusan. Pembatalan sertifikat yang cacat hukum administrasi dapat diajukan melalui BPN dan PTUN, dengan opsi pembaharuan atau pendaftaran ulang sebagai solusi yang mungkin.

Pendaftaran Tanah secara Sporadik menurut Peraturan Pemerintah Nomor 24 Tahun 1997 tentang Pendaftaran Tanah merupakan pendaftaran hak atas tanah yang dilakukan oleh pemilik tanah untuk pertama kali (konversi). Pendaftaran tanah secara sporadik sangat baik dilakukan bagi tanah yang belum pernah didaftarkan agar supaya administrasi terhadap tanah yang ada di Indonesia ini menjadi lebih teratur lagi. Mengingat pentingnya sertipikat hak milik sebagai surat tanda bukti hak yang berlaku sebagai alat pembuktian yang kuat maka penulis tertarik untuk meneliti analisis yuridis pendaftaran hak atas tanah secara sporadik melalui konversi dalam mewujudkan kepastian hukum. Penelitian ini bersifat yuridis normatif, dengan sumber data primer dan sekunder. Sumber data primer diperoleh dari narasumber perangkat desa dan masyarakat, sedangkan data sekunder diperoleh dari pengetahuan dan penelaahan yang dilakukan di perpustakaan berupa karya ilmiah, konsep hukum, pandangan ahli hukum serta jurnal - jurnal yang berkaitan dengan analisis yuridis pendaftaran hak atas tanah secara sporadik melalui konversi dalam mewujudkan kepastian hukum di Kabupaten Semarang. Hasil analisis menunjukkan bahwa kegiatan pendaftaran tanah memiliki tujuan untuk menjamin kepastian hukum. Peraturan Pemerintah Nomor 24 Tahun 1997, merupakan bentuk pelaksanaan dari pendaftaran tanah yang bertujuan untuk memberikan kepastian hukum dan perlindungan hukum bagi pemegang hak atas tanah dengan alat bukti berupa sertipikat tanah. Kendala yang dihadapi dalam pendaftaran hak atas tanah secara sporadik melalui konversi : Faktor Kurangnya Sarana dan Prasarana, Kurang memahami fungsi dan kegunaan sertipikat, anggapan diperlukan waktu yang lama dalam pengurusan, anggapan alas hak atas tanah yang dimiliki sudah sangat kuat, Anggapan Masyarakat Diperlukan Biaya yang Mahal Untuk Melaksanakan Pendaftaran Tanah. Upaya dalam menghadapi kendala tersebut, dilakukan penyuluhan tentang pentingnya melakukan pendaftaran tanah, maka pemilik bidang tanah tersebut akan mendapatkan dokumen tanda bukti hak sebagai alat bukti kepemilikan atas tanah yang datanya dijamin kepastian Hukumnya. Pemerintah daerah Kabupaten Semarang juga sudah membangun membangun Mal Pelayanan Publik yang bertujuan untuk mempermudah dalam akses pendaftaran tanah.

Leadership in educational administration is a crucial aspect in achieving effective and efficient educational goals. This article aims to deeply examine various aspects of leadership in educational administration, including understanding, necessary skills, applied leadership styles, and specific functions that leaders must perform. The research method used is literature review, encompassing analysis of various literature and previous studies related to educational leadership. The research findings indicate that effective leadership in educational administration requires a combination of technical skill, human skill, and conceptual skill, along with the application of leadership styles suitable to the institutional context. Leadership functions such as planning, organizing, directing, and controlling are also crucial to ensure efficient operations and goal achievement. The implications of this study provide insights and practical recommendations for educational leaders to enhance the performance and quality of their institutions, as well as to create an environment that supports learning and growth.

In educational institutions, staffing is very important to ensure that employees are placed in positions that match their competencies, so that organizational goals can be achieved more easily. In its implementation, staffing must be guided by clear rules and pre-determined prerequisites, as well as taking into account factors such as the wishes of the organization, the wishes of the workforce, expiring work contracts, labor regulations, retirement and death. Implementation of Klampid New Generation (KNG) as an innovation in population administration services in the city of Surabaya. KNG is an online website that facilitates the management of population documents online, such as ID cards, family cards, birth certificates, and others. Through the Internship and Independent Study Certificate (MSIB) program, researchers were directly involved as Population Administration Service Assistants at the Surabaya City Village Office. Observations and active participation were carried out to collect primary data from village officials and the community. The research results show that although KNG is intended to facilitate independent document management, many residents still prefer to use village office services. This is due to a lack of socialization and public understanding about the use of KNG. In addition, there are also obstacles such as limited facilities and infrastructure in the village office that can hinder service performance. This research recommends the need for more intensive socialization and assistance to the community, as well as improving facilities at the village office to optimize the implementation of KNG in creating better population administration order in the city of Surabaya.

One important aspect in the orderly and orderly administration of government is population administration. However, there are still problems related to irregularities in population administration, such as the existence of population documents that are incomplete or do not correspond to actual current conditions. To overcome this, the Population and Civil Registration Service of the City of Surabaya created an innovative Kalimasada Program (Environmentally Aware Population Administration Area). Medokan Semampir Subdistrict is participating in implementing the Kalimasada program which aims to improve the quality of population administration services and create an orderly population administration for citizens. This program involves outreach activities, data collection, population administration services, field surveys, as well as evaluation and monitoring. The results of the Kalimasada program in Medokan Semampir Subdistrict include increasing public awareness, updating population data, increasing the number of ownership of population documents, improving the quality of population administration services, and active community involvement. Thus, the Kalimasada program has proven to be effective in realizing orderly population administration in Medokan Semampir Village.

This research examines administrative law enforcement against violations to protect the environment. The research method used is a normativeempirical research method, which is research that examines the implementation or implementation of positive legal provisions (legislation) and written documents (factually) on each particular legal event that occurs in society. The research results explain that any company that violates applicable regulations and has a negative impact on society, such as impacting public health and impacting the environment, such as environmental pollution, will receive administrative sanctions as stated in government regulations.

Corruption is often carried out by individuals who hold power, so that the characteristics of corruption crimes are always related to abuse of authority in the context of organized crime. This article aims to analyze the role of State Administrative Law in handling corruption in the public sector. Using the literature study method, this article collects data from various sources such as books, news and journal articles. The discussion includes the importance of administrative law in limiting and controlling excessive power possessed by state officials, as well as the role of bureaucracy in preventing corruption. In addition, this article outlines the types of legal accountability that apply to government officials involved in corruption, as well as the importance of internal and external monitoring in reducing acts of corruption. The principles of good governance and the need to reform the government system were also raised as important steps in eradicating corruption.

The implementation of the General Administration System in the Administration Division of PT Anugerah Santosa Abadi (ASA) in Surabaya has a significant impact on the smooth operation of the company. This research highlights tax invoice and invoice management as a key element in daily administrative activities. Through a descriptive qualitative approach, this research aims to analyze the administrative practices implemented and their impact on company efficiency. The main objective of this research is to analyze the implementation of the general administration system, with a focus on the management of tax invoices and invoices, as well as identifying the impact on the smooth operations of PT ASA. This research uses a descriptive qualitative approach by carrying out an internship practice for one month at PT ASA. Data was collected through observation, interviews with administrative personnel, and analysis of documents related to tax invoices, invoices, and company tax policies. The research results show that PT ASA consistently applies two types of invoices, namely tax invoices and invoices, with clear roles and functions. Tax invoice color management contributes to the effectiveness of archiving and transaction tracking. Implementation of payment terms with the "Accurate" application also allows adaptation to the needs of customers from different sectors. Overall, good integration of administrative systems ensures company compliance with tax regulations and provides optimal service to customers. This research concludes that the implementation of the general administration system at PT ASA, especially in the management of tax invoices and invoices, makes a positive contribution to smooth operations and company compliance with tax regulations. The practical implication of this research is the importance of understanding and managing administrative aspects holistically to improve the efficiency and quality of company services.

The aim of this study is to elucidate the application of office management in enhancing educational administrative services at MTs Yp. Ummul Quraa. The method utilized in this research is descriptive research using a qualitative approach. Data were gathered through interviews, observations, and documentation. The findings of this study demonstrate that the implementation of office management at MTs Yp. Ummul Quraa is clearly evident. Concrete evidence is observed in the organization of office space, employee discipline control, efforts to strengthen communication with all relevant parties, including administrative staff, students, and alumni, as well as the completion of tasks according to each employee’s responsibilities. Additionally, thorough planning in procuring office equipment and administrative supplies also supports the smooth flow of all administrative activities. Furthermore, customer satisfaction with the administrative services at MTs Yp. Ummul Quraa has met the expected quality standards, reflecting satisfactory service quality. These findings are consistent with the principles of customer satisfaction according to Philip Kotler, which encompass physical evidence, responsiveness to needs, reliability, empathy, and assurance.

Population administration in Indonesia involves managing various aspects such as birth, marriage, death and identity. These records ensure legal identity and facilitate access to public services. In Sikka district, there is a significant shortage of birth certificates and marriage certificates with 52.83% of the population not having birth certificates by 2023 and 46.40% of married couples not having marriage certificates. This Policy Paper aims to achieve birth certificate and marriage certificate registration coverage in Sikka District by 2024 and develop policy recommendations to improve coverage. A quantitative approach is used to analyze the percentage of birth certificate and marriage certificate processing in 2023. In-depth interviews with civil registration officers and residents to identify challenges and perceptions related to the registration process were also conducted. The results of the analysis show that there is a significant gap in the ownership of birth certificates and marriage certificates in various sub-districts in Sikka district with contributing factors including many people not realizing the importance and benefits of having these documents, remote areas facing difficulties accessing civil registration services, the cost of going to the civil registry office is high and traditional/customary practices over legal documentation. To address this, the policy recommendations are the Sikka Regent Decree on the ASANTT application follow-up work plan and establishing mobile registration units and increasing the number of registration offices in remote areas.

  The effectiveness and  efficiency of the production administration at  MSMEs MAMIN Pakis process needs to be supported by competent human resources.  The reason for the dedication is because the production administration system is not yet perfect. The aim is to provide practical knowledge of strategy and application of performance evaluation in a continuous improvement manner. Targets of a continuous structured work evaluation system and employee motivation in improving performance. The training process carried out, namely manual data collection, structured recording of integrated production application program input for each department, provides important insight and becomes the basis for progress so that the discipline of manual data input and programs becomes an error controller.  Activities processed from analysis of errors in inputting service release materials increase success and insight into production administration performance in a sustaainable manner.

Village development is an important part of efforts to improve the quality of life of urban communities. This research examines the role of public administration and public communication in building collaboration between community groups and the government in sub-district development. This research is very important because the success of sub-district development is very dependent on collaborative relationships between the government and community groups. The aim is not only to find things that influence this cooperation, but also to show useful methods for increasing community participation in sub-district development. This research uses a qualitative approach that collects data through participant observation, document analysis, and in-depth interviews. This research includes searching for data information through relevant officials or a team of facilitators on community empowerment activities in physical and non-physical work, examining policies and regulations related to community empowerment, and direct observation of Mulya Abadi Pokmas activities in Bendogerit Village, Blitar City. Next, the data was analyzed using a thematic approach to find patterns and themes in public communication, public administration, and collaboration between society and government. It is hoped that the results of this research will provide a better understanding of the dynamics of collaboration in village development between government groups and communities. Intended outcomes also include policy suggestions for increasing the effectiveness of collaboration, practical guidance for building strong relationships between government and community groups, and theoretical contributions to improve our understanding of public administration and public communication.

State Administrative Law is a legal regulation regarding administration in a country, where the relationship between citizens and their government can run well and safely. In forest management, the need for permits is based on absolute legal provisions which have aspects that must be fulfilled beforehand and regarding the boundaries of each activity in managing forests, the government agrees to supervise them based on Law no. 41 of 1999 concerning Forestry Article 31 paragraph (1) To ensure the principles of justice, equity and sustainability, forest utilization business permits are limited by considering forest sustainability aspects and business certainty aspects. The aim of the research is to determine aspects of forest management. The research method used in this research is literature study by collecting data through articles, the web, books and other sources. The results of the discussion of this research are that forest utilization business permits are limited by considering forest sustainability aspects and business certainty aspects, where these aspects are determinants in managing forests which have been considered previously. The meaning of forest sustainability aspects and business certainty is contained in Article 31 Paragraph (1). What is meant by forest sustainability aspects includes: a. environmental sustainability, b. production sustainability, and c. implementation of social and cultural functions that are fair, even and transparent.  What is meant by aspects of business certainty include: a. area certainty, b. certainty of business time, and c. certainty of business legal guarantees.

As an organizing element, the government is obliged to carry out population administration affairs which is an important aspect of government governance which aims to ensure accurate and valid identifiation for every resident. With the enactment of law number 24 of 2013 concerning amendments to law number 23 of 2006 concerning population administration, it aims to improve and perfect regulations related to populations administration, with a focus on improving services to the community. The formulation of the problem in this research is: (1) How is the function of the district government regulated in carrying out population administration affairs? (2) To what extent is the implementation of the district governments function in carrying out population administration affairs in Kupang district ? The research used in this writing is normative juridical research and is supported by empirical juridical research. The results of this research show : (1) how the functions of the district government are regulated in carrying out population administration, standard operating procedures, and ownership of population documents. (2) to what extent is the implementation of the district governments function in carrying out population administration affairs in Kupang district, which includes : service system, form of service and factors that become obstacles : inadequate facilities and infrastructure, low human resource, and still minimal budget.

This research examines the need for correspondence management training for administrative staff through a literature review from various related literature sources. Correspondence management is an important activity in office administration, but often does not receive adequate attention. This can cause problems such as mail flow jams, loss of important documents, and slow administration processes. To overcome this problem, appropriate training is needed for administrative staff so that they can manage correspondence effectively and efficiently. Through searching various journals, books and other literary sources, information was obtained about the importance of correspondence management, the obstacles faced by administrative staff, as well as best practices in managing correspondence. From the literature review, relevant training needs for administrative staff were identified, such as digital archiving, handling confidential letters, and the use of information technology-based correspondence management information systems. The results of this literature research provide a comprehensive picture of the needs for correspondence management training for administrative staff. These findings are the basis for designing training programs that suit the real needs of administrative staff, so that they can optimize correspondence management and support the smooth running of administrative processes in the organization.

The KALIMASADA program is an abbreviation for Adminduk Aware Community Environmental Area. This program is present as one of the efforts made by the Population and Civil Registration Service of the City of Surabaya to increase the awareness of the people of Surabaya City regarding Population Administration. This program is implemented in every sub-district of Surabaya City, supported by the Head of RT/RW, KSH, and MSIB 6 Internship Students as service assistants who go directly to the field (pick up the ball) to provide convenience for the community in managing population administration optimally. By implementing the KALIMASADA program, it is hoped that the public will understand the importance of population administration which is carried out free of charge without any charges. The implementation of the KALIMASADA Jemput Bola adminduk program uses the observation method by observing objects directly during the assignment period in Rangkah Village, Surabaya City. The results of this activity can show that the role of MSIB 6 students as Companion of Population Administration Services has a significant influence in increasing public awareness of the importance of population administration in today's masses. Apart from that, MSIB 6 students also play a very important role for the community in making it easier to manage population administration files. quickly and efficiently
