The increasingly rapid use of information technology is now an important need for various sectors of people's lives. The various conveniences offered, such as speed and accuracy in data processing, make information technology difficult to separate from daily life, especially in the world of education. At SMP Negeri 1 Tanarighu, the processing of student payment data is still carried out conventionally, which risks causing errors in data processing. Therefore, it is very necessary to have an information system that can process student payment data centrally and integrated. This information system is expected to reduce human error and increase efficiency in the administrative process. The Scrum method, known for its ability to manage projects with limited time and dynamic needs, is very appropriate to apply in the design of this information system. By using the Scrum method, the process of creating information systems can be carried out faster and more flexibly, adjusting to evolving needs, and ensuring more accurate and efficient data management at SMP Negeri 1 Tanarighu.

Village-Owned Enterprises (BUMDes) are regulated in Article 1 Paragraph (6) of the Regulation of the Minister of Home Affairs Number 39 of 2010, which states that BUMDes is a business formed by the village government with its ownership and management involving the village government and the community. BUMDesa Kareka Nduku, although it functions as a village economic empowerment institution, faces a number of challenges in its operations. Some of the main problems faced are difficulties in recording agricultural assets and tools, as well as the insynchronization between stock records in warehouses and records in the treasurer, which leads to frequent shortages of fertilizer and insecticide stocks. In addition, the manual recording process for capital and business loans causes the creation of monthly reports to take a long time, even more than an hour, and there are often errors because officers have to check daily reports from various fields. This resulted in delays in making reports that should have been submitted by the BUMDes.

Background: Indonesia, as an agrarian country, has a large workforce engaged in physically demanding activities that increase the risk of myofascial pain. The prevalence of myofascial pain syndrome (MPS) in the upper trapezius muscle in Indonesia reaches 40% annually, with a higher rate in women. This condition often causes complaints in the neck, shoulders, and lower back, leading to a decline in quality of life. Various management strategies exist, but many are less effective in the long term and carry potential side effects. Lidocaine, as a local anesthetic, offers an alternative therapy due to its simple procedure, affordable cost, rapid effect, and good safety profile; therefore, its effectiveness in managing myofascial pain needs to be evaluated. Methods: This study was an observational research with a prospective cohort design conducted at PKU Muhammadiyah Gamping Hospital. Patients with myofascial pain who received lidocaine injections were followed for 4 weeks, and pain intensity was measured using the Numeric Rating Scale (NRS) to assess the relationship between lidocaine administration and pain reduction. Results: The study showed that lidocaine injection was effective in significantly reducing myofascial pain. The Wilcoxon Signed Rank Test produced negative Z values with p = 0.000 (<0.05) for all comparisons from pretest to the fourth week. The Friedman test also indicated significant differences between weeks (χ² = 9.731; p = 0.021), with optimal pain reduction observed in the second week. Although lidocaine provided significant analgesic effects, its effectiveness tended to decrease in subsequent weeks, indicating a short-term effect that should be combined with other interventions for sustained outcomes. Conclusion: Lidocaine injection proved effective in reducing pain among patients with myofascial pain syndrome, with the most optimal reduction occurring in the second week after therapy. The dominant factors influencing the outcomes were the relatively short duration of lidocaine’s action and individual variability in response. This implies that lidocaine can be used as an effective initial therapy, but should be combined with other interventions such as physiotherapy or activity modification to achieve more stable and sustainable pain management.

Digital transformation has become a key catalyst in the reform of tax administration in the data-driven economy era. This study aims to analyze the role of digital transformation and fiscal incentives in enhancing taxpayer compliance, with tax literacy serving as a significant reinforcing variable. A quantitative approach was employed using primary data collected through questionnaires distributed to active taxpayers in Indonesia. Multiple linear regression analysis was applied to examine the relationship between digital transformation, fiscal incentives, tax literacy, and taxpayer compliance. The findings reveal that digital transformation has a positive and significant impact on improving taxpayer compliance by enhancing efficiency and transparency within the tax administration system. Fiscal incentives were also found to be effective in encouraging compliance motivation, particularly when integrated with digital systems that simplify tax reporting and payment processes. Moreover, tax literacy plays a strong mediating role, amplifying the effects of digital transformation and fiscal incentives on compliance behavior. These results confirm that successful tax reform in the digital era depends not only on technological infrastructure but also on improving taxpayers’ awareness and understanding of fiscal responsibility. This study provides both theoretical and practical contributions to the development of adaptive, transparent, and sustainable national fiscal policies. It recommends that the government strengthen the integration of the national digital tax system, develop data-based tax literacy programs, and refine fiscal incentive designs to more effectively promote long-term taxpayer compliance.

Regional budget management constitutes a critical foundation for achieving good governance in the era of decentralization and regional autonomy. This article comprehensively examines the pivotal role of accountability and transparency as essential instruments in enhancing the quality of regional budget governance. Employing a qualitative research methodology through systematic literature review and policy analysis, this study investigates the conceptual framework, implementation mechanisms, and practical implications of accountability and transparency principles in regional financial management. The findings reveal that robust implementation of accountability mechanisms—including financial reporting systems, internal and external oversight, and performance measurement—coupled with comprehensive transparency practices through information disclosure, public participation, and digital technology utilization, significantly contribute to strengthening institutional legitimacy, enhancing budget allocation efficiency, and preventing corruption. The research identifies that accountability is operationalized through multiple layers including legal compliance, procedural adherence, program effectiveness, and policy justification, while transparency manifests through open access to budget documents, participatory planning processes, and technology-enabled information systems. However, the study also uncovers substantial implementation challenges encompassing limited human resource capacity in financial management, inadequate inter-agency coordination, varying levels of public financial literacy and participation, and disparities in technological infrastructure between urban and rural areas. These challenges necessitate a multi-dimensional approach to reform. The article proposes evidence-based policy recommendations including systematic capacity building programs for government apparatus, strengthening regulatory frameworks with effective enforcement mechanisms, community empowerment through financial literacy initiatives, strategic investment in integrated digital platforms, and fostering collaborative partnerships among government institutions, legislative bodies, oversight agencies, civil society organizations, and citizens.

The phenomenon of using non-Hajj visas for pilgrimage has deprived many pilgrims of legal protection, with numerous cases of arrests by Saudi authorities resulting in deportation and even a ten-year ban on entering Saudi Arabia. This study adopts a qualitative case study design with an empirical legal research approach. Data were collected through interviews and document analysis at PT Mirbath Tour and Travel Palu. The primary data source was an interview with the Director of PT Mirbath, while secondary sources included the Qur’an, Hadith, legislation, journals, articles, theses, dissertations, and reference books. Data analysis employed reduction, presentation, and conclusion drawing. The findings highlight three key points. First, PT Mirbath facilitated Hajj departures using multiple-entry visas with significant limitations, such as the absence of tents in Mina and Muzdalifah, restricted access to facilities, and alternative routes from Riyadh to bypass checkpoints. Second, the use of non-Hajj visas indicates that the implementation of Law of the Republic of Indonesia No. 8 of 2019 on the Administration of Hajj and Umrah has not been effectively enforced, with policy gaps and weak operational oversight remaining apparent. Third, although the contractual arrangements applied appear consistent with the principles of Islamic jurisprudence (fiqh muamalah), they conflict with the foundations of sharia economic law, as the use of non-Hajj visas involves elements of gharar (uncertainty), lack of transparency, and contractual objectives inconsistent with maqasid al-shariah.

The era of digital transformation requires office administration employees to master digital competencies and maintain high work motivation to achieve optimal productivity. This study analyzes the influence of digital competence and work motivation on the productivity of office administration employees in the Greater Bandung area. The main problem studied is the gap in understanding how digital competence and work motivation interact in influencing productivity, considering that the majority of previous studies examined the two variables separately. This study aims to analyze the partial and simultaneous influence of digital competence and work motivation on employee productivity. The research method uses a quantitative approach with an explanatory research design involving 420 respondents of office administration employees selected through proportionate stratified random sampling. The data collection instrument is a structured questionnaire with a 5-point Likert scale that has been validated using Confirmatory Factor Analysis and tested for reliability using Cronbach's Alpha. The data analysis technique uses multiple linear regression analysis by first conducting a classical assumption test to ensure the feasibility of the model. The results showed that digital competence had a significant positive effect on productivity with a regression coefficient of 0.398, work motivation had a significant positive effect with a coefficient of 0.425, and simultaneously the two variables explained 52.8% of the variation in employee productivity. These findings confirm that work motivation has a slightly more dominant influence than digital competence, indicating the importance of psychological factors in maintaining long-term productivity consistency. This research contributes to the development of human resource management theory by integrating Resource-Based View Theory and Self-Determination Theory, as well as providing practical implications for organizations to adopt a dual-track approach in employee development that combines digital competency training with a holistic motivation system.

A country in its efforts to prosper the people requires a lot of money. For this reason, financial resources are needed to finance the state, which come from Customs levies and other legal levies. Smuggling crime is a serious problem in the administration of the state economy, this is because if smuggling increases with various physical, or administrative forms, it will result in more money not being collected by a country, thus hampering the targets set by the state through customs levies which are expected to increase every year. Legal smuggling is an act that aims to avoid the application of national law so that the person concerned obtains a certain benefit according to his wishes. This smuggling consists of two types, namely physical smuggling and administrative smuggling. Legislation regarding smuggling offenses is contained in Law Number 17 of 2006 concerning Amendments to Law of the Republic of Indonesia Number 10 of 1995 concerning Customs. And the parties responsible and related to the field of customs and excise must be more selective in checking export and import goods entering or leaving Indonesia, because misuse of procedures or authority will have a major impact on state losses.

This study aims to analyze the role of village heads in improving development in Darmorpis Village, Samofa District, Biak Numfor Regency. Village administration, as the spearhead of government administration, plays an important role in realizing public services, community empowerment, and sustainable development. This study uses qualitative methods with data collection techniques through interviews, observation, and literature study. The results show that the village head plays a strategic role in leading and mobilizing all elements of society, including traditional leaders, religious leaders, village officials, and the general public, to actively participate in development. The village head's leadership emphasizes not only administrative aspects but also service, motivation, work discipline, and capacity building for village officials. The synergy between leadership and community participation proved to be a key factor in the success of the development program in Darmorpis Village. However, this study also found obstacles in the form of a lack of coordination regarding the implementation of assistance programs from the local government, which had an impact on the community's perception of the effectiveness of development. Thus, it can be concluded that the success of village development is largely determined by the visionary leadership of the village head and the collective support of the community.

Indonesia is a democratic country. Democracy provides freedom of space to express opinions, suggestions, and criticisms regarding the state. This study examines the neutrality of Apartur Sipil Negara (ASN) as a pillar of public ethics in the era of Indonesian democracy using the perspective of Good Governance theory. According to the World Bank (1992), good governance has four main principles, namely accountability, transparency, rule of law, and participation. However, democracy in Indonesia still faces various challenges that require serious attention. Political education, monitoring of democratic violations, and strengthening democratic institutions must be priorities to ensure democracy can run well. This study uses a literature study method by reviewing academic literature, regulations, and previous research. The results of the study indicate that the neutrality of ASN is the foundation of public administration ethics and an integral part of good governance. However, its implementation faces challenges in the form of patrimonial culture, political intervention, weak supervision, and inconsistent sanctions. Strengthening regulations, internalization of public ethics, and political commitment are needed to ensure the neutrality of ASN is truly maintained as the ideal of Weberian bureaucracy. Violations of the neutrality of Aparatur Sipil Negara (ASN) in Indonesia remain a serious and recurring problem, especially in the lead-up to electoral political momentum. KASN data from 2020–2024 shows that the number of cases of violations of ASN neutrality tends to increase in election years, illustrating the weak internalization and implementation of Good Governance principles according to the World Bank (1992). Regarding accountability, many ASN are still involved in practical political activities that prevent them from being neutral. Transparency, oversight, and enforcement of sanctions are still not optimal because information on violations is not fully disclosed. Regarding the rule of law, handling of ASN violations is still weak, resulting in a lack of deterrent effect. Regarding participation, the public is affected by ASN partisanship, which has the potential to create political pressure that ultimately undermines the quality of democratic freedom.

Effective communication is a key element in modern public administration, as it serves not only as a means of conveying information but also as a strategic instrument for strengthening inter-agency coordination, increasing public participation, and building public trust in the government. This study uses a qualitative approach with a literature review method, reviewing scientific journals, academic books, and official policy documents to analyze the role of communication in the bureaucracy, identify barriers that hinder its effectiveness, and propose relevant strengthening strategies in the digital era. The results of the study indicate that clear, consistent, and open communication acts as a catalyst in every stage of public policy from formulation, implementation, to evaluation, while simultaneously increasing the government's legitimacy in the eyes of the public. However, several obstacles remain, including the hierarchical organizational structure of the bureaucracy, a closed communication culture, limited communication competency among civil servants, and political intervention that often distorts policy messages. Furthermore, the development of digital technology provides significant opportunities through e-government, social media, and public service applications to expand the reach of communication, but at the same time presents challenges in the form of low digital literacy among civil servants and the public and the risk of spreading false information. To address these issues, recommended communication strengthening strategies include increasing the capacity of civil servants through communication skills training, developing information technology-based communication systems, establishing a more open and participatory organizational culture, and actively involving the public in every stage of public policy. Thus, this study confirms that effective communication is the main foundation of bureaucratic reform, because without inclusive, adaptive, and technology-based communication, public administration will not be able to meet the increasingly dynamic, complex, and critical demands of the public on the quality of government services.
