This study presents an advanced approach to multi-class skin lesion classification by leveraging an ensemble model comprising the Inception-V3, ResNet-50, and VGG16 architectures. The classification task focuses on categorizing skin lesions into distinct classes, including Melanoma, basal cell carcinoma (BCC), and squamous cell carcinoma (SCC), using the ISIC dataset, a comprehensive collection of dermoscopic images. In order to properly balance the dataset, the oversampling strategy is utilized, as some lesion types are underrepresented due to inherent imbalances in the dataset. By ensuring that the model is trained on a more representative dataset, this balancing improves the algorithm's capacity to categorize all lesion types properly and impartially. By combining the complementary features of ResNet-50, Inception-V3, and VGG16, the ensemble technique improves the overall classification performance. ResNet-50 is chosen for its deep feature extraction capabilities, which help capture fine details in lesion patterns. Inception-V3 is selected for its multi-scale processing, allowing it to effectively analyze lesions at varying resolutions and sizes. VGG16 is included due to its simple yet highly effective architecture for image classification tasks. The ensemble model with data augmentation significantly outperforms individual models in skin lesion classification for both the original and balanced ISIC datasets regarding accuracy, precision, recall, and F1-score. This method offers a robust solution for skin lesion classification, contributing to more accurate and reliable diagnostic tools in dermatology.

This research analyzes the authority of local governments in ensuring aviation safety and security through the regulation of the Airport Operation Safety Zone (Kawasan Keselamatan Operasi Penerbangan/KKOP) and spatial control around airports in Indonesia. The study employs a normative juridical method by examining statutory regulations, international standards from the International Civil Aviation Organization (ICAO), as well as relevant cases in Ahmad Yani Airport Semarang, Mutiara Sis Al Jufri Airport Palu, and Supadio Airport Pontianak. The results show that the authority of local governments is strategic but not absolute; it must be harmonized with national policies and international standards. In practice, the implementation is hampered by normative and practical challenges. Normative barriers include fragmented regulations, weak regional legal instruments, and the lack of incorporation of ICAO standards into local regulations. Implementation barriers involve limited technical capacity, insufficient resources, weak supervision, and socio-economic resistance related to land use around airports. These conditions result in ineffective spatial control, which directly affects aviation safety and airport development. The study suggests strengthening local regulations through specific bylaws on KKOP that align with national and international standards, improving the technical capacity of local apparatus, integrating obstacle registry systems, and establishing compensation or relocation mechanisms for affected communities. Cross-sectoral coordination between central government, local government, airport authorities, and stakeholders is also essential to ensure consistent policy implementation. This research contributes to the development of aviation law, regional autonomy, and the improvement of public safety in Indonesia.

Islamic banking financing has become a crucial component of Indonesia's financial sector, providing a Sharia-compliant alternative to conventional financing. Despite its rapid growth, assessing the feasibility of Islamic banking financing remains a major challenge, particularly in terms of risk management, financial sustainability, and regulatory compliance. Previous studies have assessed financing feasibility using various methods, including the 5C approach (Character, Capacity, Capital, Collateral, and Conditions). However, research in this area remains fragmented, with a lack of systematic analysis of key trends, methodologies, and influencing factors. This study uses a Systematic Literature Review (SLR) to synthesize and analyze existing research on the feasibility of Islamic banking financing in Indonesia. The review covers studies published between 2020 and 2022, focusing on research distribution, analytical techniques, and key determinants affecting financing feasibility. The findings reveal that most studies emphasize credit risk assessment, financial literacy, and regulatory frameworks, but lack a unified approach to measuring feasibility. Furthermore, this study highlights gaps in the application of digital technologies, such as big data and machine learning, that can be used to strengthen the financing eligibility assessment system. The application of these technologies not only improves the accuracy of risk predictions but also enables Islamic banking institutions to reach more customers, particularly MSMEs and the informal sector, which have historically been underserved. The results of this study provide valuable insights for Islamic financial institutions, regulators, and researchers, highlighting the need for integrated risk assessment models, a better regulatory framework, and enhanced financial literacy initiatives to strengthen Islamic banking financing in Indonesia. This research contributes to the development of a more structured and comprehensive framework for evaluating financing eligibility, ensuring sustainable growth and financial inclusion in the Islamic banking sector.

The development of the art of reading the Qur'an (tilawah) plays an important role in maintaining the Qur'anic tradition in North Sumatra, especially since this region is one of the regions actively involved in organizing the Musabaqah Tilawatil Qur'an (MTQ). However, the quality of development at the district/city level is not evenly distributed, thus impacting the ability of qari and qari'ah to achieve professional tilawah standards. This study aims to analyze the development program of the art of reading the Qur'an implemented by the LPTQ of North Sumatra Province, including the form of activities, implementation mechanisms, and its effectiveness in improving participant competence. The research method uses a descriptive qualitative approach through direct observation of development activities, analysis of official institutional documents, and supporting documentation related to the training process and implementation of the MTQ. The results show that the LPTQ development program includes routine development, Training Center (TC), and Training of Trainers (ToT), each of which has a different contribution to improving participant abilities. Routine development serves as a foundation, TC has proven to be most effective in maturing participants before the MTQ, while ToT plays a role in increasing the capacity of trainers in the region. However, the program's overall effectiveness remains hampered by a limited number of expert trainers, limited facilities, regional disparities, and low interest among young people in the art of tilawah. This study concludes that training needs to be strengthened through equitable distribution of trainers, increased program intensity, utilization of digital media, and more stable budget support to achieve sustainable tilawah training in North Sumatra.

This study is motivated by the issue of criminalizing drug couriers, who in judicial practice are often equated with the main perpetrators, even though in reality they occupy a subordinate position in the drug distribution network. The lack of clarity in the differentiation of roles in Law No. 35 of 2009 on Narcotics has led to the application of criminal liability that tends to be formalistic and has the potential to disregard substantive justice. This study aims to analyze the form of criminal liability of Class I drug couriers and assess whether the Pekanbaru District Court Decision Number 119/Pid.Sus/2025/PN Pbr has reflected justice in the imposition of criminal penalties. The research method used is normative juridical with a legislative approach, case approach, and conceptual approach. The results of the study show that the criminal liability imposed on couriers in the verdict is direct as the main perpetrator, without considering the theory of the perpetrator's role, degree of fault, and the defendant's capacity to be held responsible. The judge emphasized the fulfillment of the elements of the act as formulated in Article 114 of Law Number 35 of 2009 concerning Narcotics, without adequate analysis of the mens rea and the factual contribution of the courier in the structure of the crime. Justice in this study is understood as substantive justice, which requires consistency between the punishment, role, and degree of fault of the perpetrator. Proportional punishment is interpreted as the imposition of sanctions that clearly distinguish between couriers as subordinate actors and the main actors who control the narcotics network. This study concludes that the criminal liability of narcotics couriers must be based on individualization of punishment and proportionality so that law enforcement not only fulfills legal certainty but also reflects substantive justice.

A mixed-use building refers to a combination of several different functions within a single structure, such as residential, office, shopping, and recreational functions built on one site. Designing a mixed-use building requires careful planning and consideration of various factors such as functional needs, aesthetics, and energy conservation. Additionally, the design of mixed-use buildings incorporates various functions within a single area. Floor slabs and beams use plain reinforcing steel with a quality of Fy = 240 MPa (Ø8mm). The concrete cover is taken as 20 mm. From the design results, several thickness types of slabs were obtained according to the load requirements that must be accommodated above them. The following are the moments acting on the floor slabs and beams. The reinforcement calculations are performed using the capacity strength design method according to SNI 2847-2019. The capacity design concept involves controlling the formation of plastic hinges at predetermined locations. The SAP2000 program can directly calculate the feasibility of the structural dimensions and the amount of reinforcement needed from the input program results. In the SAP2000 program, the concrete code used is the American concrete code ACI-318-05/IBC 2003, which differs in some respects from the concrete code in Indonesia SNI 2847-2019. Adjustments need to be made to comply with the regulations in Indonesia. Internal forces from the SAP2000 program are selected from load combinations that generate the maximum moments at the column face. The flexural and shear reinforcement for beams can be directly read from the SAP2000 output in the form of information on the required area of reinforcement.

This research explores corporate criminal liability in the context of crimes committed within Indonesia's oil and gas sector. In the framework of modern criminal law, corporations are increasingly recognized as legal subjects that can bear criminal responsibility, particularly in cases related to economic crimes, environmental violations, and corruption. Given the oil and gas sector’s strategic significance and high economic value, it is especially vulnerable to legal violations committed by corporate entities. The research adopts a normative juridical method, utilizing statutory, conceptual, and case study approaches to analyze the current state of legal accountability mechanisms. The findings indicate that corporate criminal liability in the oil and gas sector is not explicitly regulated under Indonesia’s Oil and Gas Law, resulting in significant legal gaps that hinder effective enforcement. Although several laws—such as the Anti-Corruption Law, the Environmental Protection and Management Law, and Supreme Court Regulation (PERMA) No. 13 of 2016—provide a basis for prosecuting corporations, their specific application within the oil and gas sector remains limited. This limited application is attributed to several challenges, including technical difficulties in proving corporate guilt, limited investigative capacity and resources among law enforcement authorities, and the disproportionate influence and economic dominance of oil and gas corporations in regulatory and judicial processes. To address these challenges, the research emphasizes the urgent need for reformulating the legal framework governing corporate liability in the oil and gas industry. This includes incorporating explicit corporate criminal liability provisions into sector-specific laws, strengthening institutional enforcement capacity, and applying legal doctrines such as corporate culture theory and strict liability. These efforts aim to ensure that corporations in the oil and gas sector can be held accountable for criminal actions, promote legal certainty, and uphold environmental and economic justice in Indonesia.
